Friend may be aware that today we published the draft provisions for special educational needs, which we hope will go into the Bill next year. We are particularly looking at extending down the support and protection offered for children in the school system so that nought to fives get similar support. She will also be aware that in the specific guidance to local authorities we highlighted the issue of making sure that they should provide more information for parents who have a disabled child.
As the Minister said, she has today published the draft legislation on the provision for children with special educational needs and disability, so how does she intend to address the shocking fact that 87% of local authorities reported that they do not have enough holiday child care for children with SEND?
I think there is a particular issue to address on the availability of holiday care for many children, not just for disabled children, and the commission is looking at holiday provision. Similarly, we are trying to encourage local authorities to put in place a local offer as part of the draft provisions we published today. That will include making sure that adequate respite care is available, and holiday provision is a prime example of that.

Commons ChamberAs I have said, the change in hours should not have an impact on the child care element, because the hours remain the same in terms of the eligibility for the child care element of the tax credit. All local authorities have a duty to ensure that sufficient pre-school and after-school child care is available in their areas. However, we are monitoring this situation very closely and looking at capacity in disadvantaged areas, as we are rolling out a significant increase in the amount of early years education available for two-year-olds.
According to the National Day Nurseries Association insight report, 65% of nurseries reported decreased occupancy levels towards the end of 2011—when parents were feeling the impact of slashed child care tax credits—leaving more than one in 10 settings with occupancies of less than 50% and therefore at serious risk of closure or of having to increase prices for the remaining parents. As more than 1 million families are counting on losing child tax credit or working tax credit this month, what are the Government doing to ensure that all child care providers are not driven out of business by falling occupancies?
What has had the most impact, unfortunately, has been some people losing their jobs, which inevitably affects the demand for child care in the areas concerned. However, the most significant impact on the early years sector, and in particular the private providers, will come from the roll-out of the two-year-olds offer, which I mentioned a few moments ago. That amounts to a very substantial increase in the amount of money going through early years settings. A significant number of places will need to be created. There will be some areas that are under-occupied, of course, but there will also be very significant demand for places for two-years-olds in some settings, and many in the sector are seeing this as a huge opportunity.

Commons ChamberI absolutely recognise the points that the hon. Lady makes. Child care is a very difficult pressure on many families’ budgets, and that is precisely why we have invested so much extra money in the area. Despite the tight financial climate because of the mess that the previous Government left us, we have nevertheless invested significant extra money in enabling two-year-olds to access free early education—20% of two-year-olds by 2013 and 40% by 2014.
The Department’s Sure Start and early intervention funding for the local authority area of the hon. Member for Banbury (Tony Baldry) was cut by £30 per child this year. Islington, Knowsley and Tower Hamlets, however, three of the country’s most deprived boroughs, had cuts of £100 or more per child. Does the Minister believe that that is a good example of targeting resources for Sure Start and for early intervention at the most disadvantaged?
Decisions about the early intervention grant were made on the same formula as that used by the previous Government, so it is not really acceptable for the hon. Lady to claim that there are specific changes in particular constituencies, and suggesting that there is a political motivation is a little beneath her, actually.

Commons ChamberHard-working parents are being hit by a triple whammy with regard to child care costs: they are getting less support to pay for it because of the cuts to tax credits; costs are creeping up; and places are disappearing because of cuts to local government and the removal of ring-fenced funding. What assessment have Ministers made of the impact of their choices on parental employment, especially among women, as well as on child poverty?
As I just said, substantial new money is going into early years. It is one of the few areas across Government where in fact—[Interruption.] It is two-year olds, but that extra money will of course benefit any of those settings that are working with two-year olds, and most of them will be working with two-year olds as well as older children. It is new money, particularly for disadvantaged areas that might not otherwise have taken two-year olds. I wish that the Labour party, instead of just carping, might sometimes congratulate the Government on putting extra money into disadvantaged areas.

One thing that we suggested in the Green Paper was speeding up the process, but this is also a question of trying to make clear what the thresholds should be, and I will say a little more about that later.
The other thing that informed the Government’s work on the Green Paper was Ofsted’s report, which showed that too many children are being over-identified as having SEN. In other words, the wrong children are often labelled as having SEN, and we need to ensure that we put in place the right support for children at the right time.
At the heart of the Government’s vision for the reforms is a desire to support better life outcomes for young people, to increase parents’ confidence in the system and to transfer powers to the front line and local communities, as we are trying to do across all areas of policy. To achieve those changes, we are introducing a new approach to identifying SEN to challenge the culture of low expectations. There will be a new, single early-years setting and school-based category of SEN.
I heard the concerns of the hon. Member for Washington and Sunderland West, who was worried that it might lead to some young people not getting the support they need, but I should stress that, of course, school action at the moment brings with it no extra funds. School action plus money is provided to schools on the basis of other proxy indicators, rather than the number of children actually in the relevant category in previous years, so it should make no difference to the resources that are allocated. However, it will make it easier for schools to decide how to deal with the young people that they focus on. Many of them say that the existing categories are somewhat bureaucratic. Ofsted has made the point that some children are labelled as having special education needs when really they are just falling behind. That is a rather different debate from the one about specific learning difficulties.
We are looking for reassurance that when the reason for children falling behind is an underlying special educational need, rather than there being no specific reason, they will still be identified by some marker. They might not need the education, health and care plan, and all that it brings, but the marker would have been school action or school action plus. Will there still be some mechanism to identify those children?
I suppose the reason for giving the relevant marker to children who fall behind might be to try to find out whether there is an underlying reason.
When Ofsted reported, a rather heated debate took place between teaching unions and Ofsted, and it shed a lot of heat but not light. Many accusations were thrown from both sides about motives. I do not think that teachers label a child as having special educational needs to get round league tables or for similar reasons. It is human nature, when a problem is seen, to label it. Unfortunately, that labelling was often not followed by action. It is all very well to label a child, but it is purposeless to do so if no action follows. The child then carries a label with them, irrespective of whether it is helpful, and does not get the support needed to enable them to progress. We are trying to get away from the focus on labelling, and instead to adopt an approach in which those concerned look at the child in front of them, and ask what they need. Some of that approach, to be fair, is about good teaching practice, which will deal with many needs.
I cannot comment on a specific case, but perhaps if the hon. Lady drops me a note about the matter, I will have a look at it. In the Green Paper, we indicated that local authorities need to provide support to families who are home schooling a child. They are often doing so because they have been unable to get the support that they need in mainstream settings or perhaps because their local special school did not provide them with the support that they wanted.
I want to say something about Achievement for All because it goes to the heart of some of the issues that we have been discussing about the need for someone to look at the child in front of them and have high aspirations, rather than necessarily think about the labels. The Achievement for All programme has been running in around 450 schools for the past two years, and the evaluation has demonstrated some dramatic results. Under the programme, children made greater progress in English and mathematics than other children with SEND across the country, and they also often exceeded the progress of children without SEND, so there has been a really dramatic improvement.
The independent evaluation, which was carried out by the university of Manchester, demonstrated that pupil attendance significantly improved. That picks up some of the other points that we were discussing a moment ago about additional needs sometimes being confused with SEN. Often the issue is just about getting young people to attend school. For children taking part in the Achievement for All programme, there was an average increase in attendance of just over 10%. The evaluation also found significant improvements in behaviour, including less bullying, stronger relationships between schools and parents and a greater awareness and focus on SEND.
Some of the points that the hon. Member for Portsmouth North discussed in relation to her Bill—parental engagement and the need to communicate better with parents—go partly at the heart of this. One of the key facets of the Achievement for All programme is parental engagement and enabling teachers to feel confident about having a conversation with parents about the progress of their child. The Government are investing £14 million to roll out the programme across the country, so that more children can benefit. The programme is being delivered by a newly formed charity, Achievement for All 3As, chaired by Brian Lamb and supported by PricewaterhouseCoopers. Schools can now see for themselves the evidence that the programme works, and we want more schools to come forward and sign up.
The evaluation highlighted some important lessons in how to improve the outcomes for pupils with SEND. Perhaps most crucially, there needs to be strong leadership from the head teacher and senior leadership team, rather than simply relying on a SENCO to provide leadership within a school, although that is important. Achievement for All 3As is currently engaged with 41 local authorities and 598 schools. We hope and estimate that, overall, 1,000 schools will have signed up to the programme by April next year.
I want to turn to some of the specific concerns, particularly on the Joint Council for Qualifications guidance, expressed by hon. Members. I understand that there has been significant concern following recent coverage about apparent changes to the availability of reasonable adjustments for dyslexic pupils. It is, of course, absolutely vital for the fairness of an exam system that reasonable adjustments are made where needed. We have therefore been in touch with the JCQ about the changes, and it maintains that there has been no change to the circumstances in which a student is entitled to extra time for an exam. What has changed is the type of evidence that is acceptable to demonstrate that such extra time is needed.
The most recent edition of the relevant guidance confirms that a school or college must consider and maintain on record the evidence that the student has been assessed as having a below-average standardised score in an assessment of processing, reading or writing speed. I emphasise that the previous guidance similarly required evidence of low standardised scores using assessments of processing speed, reading or writing. I am afraid that we are picking up differences in practice, not differences in the guidance. Such difficulties have always been the basis on which extra time can be awarded to dyslexic pupils, and difficulties in phonological awareness—understanding and decoding the sounds of words and verbal processing—were two of the characteristics of dyslexia identified by Sir Jim Rose.
I understand that Dyslexia Action has written directly to the JCQ to set out its concerns. It is right that the JCQ and Ofqual, as the independent body overseeing the examinations system, should respond to those and determine whether any further clarification of the arrangements is required. I understand that they will be meeting with dyslexia charities and experts in the new year to explore those differences further. Ofqual has assured me that pupils already granted extra time will remain entitled to it on the basis of their existing assessment. I hope that hon. Members will be reassured on that point.
On a point of clarity about the difference between the old and the new criteria, is it the case that, under the old criteria, students had to have a low score and that now it has to be below average? I am not sure whether I heard the Minister correctly.
There is no change in the criteria; there is a change in the evidence that has to be provided. What we are picking up on is how schools interpreted the previous guidance, not necessarily the actual guidance that was being provided. That raises some issues about how schools were interpreting the guidance and the freedom that they thought that it gave them. In fact, the guidance is the same, but slightly more rigorous evidence is being asked for to demonstrate that schools have met the guidance, and they are being asked to hold that on record. The best thing is for Ofqual and the JCQ to meet dyslexia charities in the new year, as they will do, along with other experts in the area. They should make those points to the JCQ and Ofqual at that stage.
The hon. Lady spoke briefly about the changes to spelling, punctuation and grammar in some GCSEs that were announced this afternoon. Hon. Members may be aware that that was likely to happen and that we would be restoring marks for spelling, punctuation and grammar in some key subjects that have extended pieces of writing. During Ofqual’s consultation on the proposals, it heard concerns from dyslexia organisations about the potential impact on pupils with special educational needs, particularly dyslexia. I understand that it will be considering that as it decides how to roll out and implement the proposal.
However, during the consultation, there was also widespread support for ensuring accuracy within the qualifications. People expect those with high grades in GCSEs to be able to write accurately. The need to include an assessment of accuracy in spelling, punctuation and grammar is key to restoring confidence in GCSEs as rigorous and valued qualifications. Ofqual has set the level at 5% of total marks for the GCSE, so that the assessment of subject knowledge is not affected disproportionately. There will be the possibility of partial marks. It is not an all-or-nothing assessment and students will be able to achieve some or all of the marks depending on the extent of accuracy and how well they have conveyed meaning. In practice, there will be no blanket effect on the grades achieved by individuals, and the credibility of the exam and the grades achieved will be increased for all. Such changes, alongside some of the reforms to special educational needs provision, will give a real incentive to teach all pupils those core skills and prevent pupils with special educational needs from being sidelined or aspirations being lowered.
If we are to have a society that is less divided, we must ensure that all children, regardless of their background, are given the same benefits of that sound education. Putting those marks, even 5%, back into qualifications will create an incentive to ensure that all children have that grounding. That is really important.
To return to the subject of dyslexia and the dispensation that will be given for children with dyslexia, the additional 5% can make the difference between an A and an A* for a very bright, dyslexic pupil.
Ofqual will consider and take into account the concerns of dyslexic charities when it decides on implementation. The issue of reasonable adjustments continues to remain.
I should like to conclude now. I thought that we would not have many speakers. In fact, I seem to have prattled on for so long—[Interruption.] Are there 17 minutes left? I thought that we finished at 3.45 pm. I have been racing to the end and thought that I only had two minutes. In fact, we have loads of time. I might still conclude anyway, or I will not have any voice left.
I am very grateful to hon. Members for their contributions. I hope that I have been able to allay some concerns. Dyslexia charities will no doubt make the points that they made to the hon. Members who came to this debate to Ofqual and JCQ in the new year, but I want to leave hon. Members with the assurance that we are absolutely committed to reforming the support for children with special educational needs and disability. We will say much more in the new year, in response to the consultation. I am grateful to all hon. Members for their constructive input on this matter.

Commons ChamberThe Department has commissioned an ongoing evaluation of children’s centres in England, so any changes that are made as a result of Government policy, particularly the move to payment by results and changes in other services offered by children’s centres, will certainly be picked up by the evaluation.
Last week the Department finally admitted that the Government’s damaging cuts to early years are resulting in services being withdrawn and children’s centres being decommissioned and having to close their doors to parents, but we all know that those figures are just the beginning. Councils are now looking ahead to the next financial year, with the reserves drained and the easy cuts having already been made. How many centres will have to close before this out-of-touch Government and out-of-touch Secretary of State admit their mistakes and save our Sure Starts?
Our survey suggests that there have been six closures and 124 mergers since last year, out of a total that started at 3,631, so there has been a 3% change in the number of Sure Start children’s centres, demonstrating that most local authorities are not only doing the best in what are, I recognise, very difficult circumstances, just as they are for the Government. Those authorities are prioritising services on the ground and that is certainly what we are encouraging them to do, as we ask them to publish the information on what they spend, under the new transparency requirements that the Government have introduced. Similarly, payments by results will focus them much more on outcomes.

Commons ChamberThere is information available on directgov, and it links to what information we have about the children’s centres that are available in local authority areas. From speaking to local authorities, I certainly know, as I said in my answer just a few minutes ago, that on the whole good local authorities, which do have to make difficult decisions, are merging back-office functions and management functions to make sure that they can focus on outcomes—the point that I just made, and which I think every Member would want.
As the Minister does not have a clue about the actual impact on the ground of her decision to cut Sure Start funding—cutting it by more than a fifth and removing the ring fence—I decided to find out for myself, and I will let her know what I have found: 83% of councils are cutting their funding this year; 89% of councils are cutting it next year; they are being forced to lay off qualified teachers; and in some areas children’s centres are actually closing. Given those findings, is she prepared to rethink her decisions and act to ensure that families are given the support that they need in the foundation years?
I believe I read in the press that the hon. Lady said that 47 children’s centres would close, and it would be helpful if she sent me that information. I suspect that not all local authorities replied to her, in just the same way as not all local authorities replied to us. She could do much to chivvy her local authorities to reply, because we could then make absolutely sure that the information on directgov was completely accurate. I am not sure that I have an awful lot more to add to the point that I have already made clear: the money is available in the early intervention grant, and we are making it clear to local authorities that Sure Start children’s centres are a priority. Indeed, some of her colleagues complained that I had placed a moral ring fence—

I know that the Minister wants parents to be more involved in their local children’s centres, but I am not sure that parents taking their council to court is exactly what she meant. Will the Secretary of State and the Ministers accept that it was their choice to slash the funding and remove the ring fence that led to the present chaos? If so, will they use the imminent early years statement finally to set out how they will keep their promise and the Prime Minister’s numerous promises to protect Sure Start from cuts and closures?

Absolutely. We intend rolling that out as a legal entitlement, and that will bite on local services. Local authorities are going to have to budget, rather than agreeing to put something in a plan and then dodging the responsibility for paying for it. If parents are legally entitled to request provision—local services will not know which parents will request it—local services will have to budget for that. We expect that services will be provided on the ground, but we need to test the system with pilots to ensure that there is a bite on all services. We want to ensure that all families get the services that they have been promised, and do not find themselves in the same position as before, where something would be written in section 3 or 5 of a statement but not be provided by local health services.
My hon. Friend the Member for Ceredigion (Mr Williams) has spoken on a number of occasions about the frustration of teachers. He said that it is not only parents who are frustrated; teachers often feel inadequately prepared to work with children with a range of additional specialist needs. However, the hon. Member for Washington and Sunderland West told us that one inspirational teacher made the difference for her child. That is the point. We hear many fantastic examples of professionals who lead practice, but even one professional who believes in a child and who takes responsibility can make such a difference. They can be teachers or other professionals with whom the family come into contact. That kind of practice needs to be much more common, which is why we propose improving initial teacher training. We will use both special and mainstream schools for teaching purposes to ensure that professionals learn from the good practice of others. We will also focus on continuing professional development, using both online specialist material, some of which was launched last week, and scholarship funds to ensure that teachers and teaching assistants have access to funds to gain a greater specialism.
The point about teaching assistants is new; we have a new way of thinking about their role. As many families know, teaching assistants often have more experience than the classroom teacher of working with children with additional needs. By giving them an opportunity to develop their career, we may well bring to the teaching profession many more individuals who have a real background, interest and focus on this subject.
Let me touch on the issue of choice, to which the hon. Member for Washington and Sunderland West and my hon. Friend the Member for North Cornwall referred. The point about trying to reverse the bias is exactly about choice. If there is currently a bias in one direction or another, that is not about choice. The focus of our Green Paper is on improving choice for families, so that they can make decisions about what is best for their child. Too often, however, it ends up being Hobson’s choice, because they feel that the mainstream school does not have the capability to support their child. That is why we want a focus on teacher training and the Achievement for All pilot.
I want to focus on Achievement for All and to pick up the point about over-diagnosis raised by the hon. Member for South Antrim (Dr McCrea). Achievement for All is a pilot programme that ran in 10 local authorities and 450 schools. Schools and parents found that it substantially increased the attainment of children in schools. That was true in special schools, in which children might have highly complex needs and a statement, and in mainstream schools, in which children might be on school action or school action plus. The improvement in attainment stemmed from the quality of the interaction between the school and parents, and between teachers and the child.
Under the pilot, there is a greater focus on setting goals, on monitoring the attainment of those goals and on sharing information with families and making sure that they are involved in their child’s attainment. Head teachers said that when they used the programme it changed their mindset; it was about not money, but attitude. That attitude affected not just the children with whom teachers were working on the SEN register, but all the children in the school who had additional needs.
Some Members implied that we were arbitrarily taking children off the SEN register. Though the powers of Government are great, they are not great enough to mandate the press to report what we say accurately. Unfortunately, the press like to write about numbers. They multiplied our figures and came up with a large number that may or may not be our target. I was very clear with them at the press briefing, as I have been clear with them since, that the Government do not have a target for the number of children they want off the SEN register. What we want is schools to work with children to ensure they fulfil their potential.
When Achievement for All was rolled out in some schools, it was found that the increase in attainment was so great that children no longer needed to be on the SEN register. Surely that should be welcomed by everybody. This is not about arbitrarily reducing numbers.
I am listening with great interest to the Minister. She has clarified many of the points that have been raised. The media may have come to their conclusions because they felt that the figure of 21% of children being diagnosed with SEN was too high. I definitely read that in the media.
Unfortunately, I am not in control of what the media write. Ofsted said that too many children are diagnosed with special educational needs; it said the number could be as high as one in four. Let me repeat that we are not setting a target for the number of children we want off the SEN register.
We have changed the school action and school action plus criteria because schools said that they were bureaucratic and not very helpful. At the start of this debate, there was an exchange about whether there is a financial incentive for schools to use school action and school action plus. There is no financial incentive, because in most cases the funds are already delegated to schools. We have got rid of contextual value added, which Ofsted said was an incentive, in terms of league tables. The issue is much more complex. Teachers will sometimes label children as having SEN because they think that that is the right thing to do; we should not always assume malicious motives. Teachers believe that the right thing to do is to label a child as having SEN, whereas what they probably need to do is work closely with that child, raise their attainment, and work out what the barriers are that are preventing them from moving forward.
It is important to identify need at an early stage. This morning, Dame Clare Tickell launched her report on the review of the early years foundation stage. It will take us some time to go through the detail of her recommendations, but one of the things that she has picked up—this was also picked up in our Green Paper and by the hon. Member for Nottingham North (Mr Allen) in his review a few months ago—was whether we could make better use of the two-and-a-half-year-old check and link it with the early years foundation stage, so that we pick up need at an early age. That is particularly important for speech and language issues. Dame Clare has recommended that the new foundation building blocks of the EYFS be focused particularly on communication needs, personal, emotional and social development, and physical development. I hope that the suggestion will help improve the system for professionals working in early years.

Commons ChamberThe issue of Tourette’s and ensuring that we provide for children and young people with that condition is extremely important. If my hon. Friend has specific concerns about the way in which the Green Paper tackles it, I would be grateful if he wrote to me. I will ensure that that is taken into account as we move on.
While I very much welcome the Green Paper and many of its aims and principles, especially proposals to improve teacher training, there is real concern across the sector that Ministers perhaps forgot to look out of their Whitehall windows to see what is happening on the ground now. Councils are laying off key SEN professionals, children’s centres are closing and disruptive reorganisations of our NHS and schools systems are making it harder, not easier, for local services to work together. Given all that, how confident is the Minister that the promises in the Green Paper can be delivered?
I thank the hon. Lady for her kind words of welcome for the Green Paper and recognise that she has spoken positively about it before. I hope all parties can work together, because on the whole, I have had helpful input on the Green Paper from Labour Members, just as I have had from Government Members.
As I just said in response to the hon. Member for Sefton Central (Bill Esterson), we must recognise that, like the Government, all local authorities must make tough decisions, because of the state of the finances that were left by the previous Government. Nevertheless, the whole point of the Green Paper is to raise the bar to ensure that we have good quality provision right across the country. The pilots process will test how we deliver working together better, and I hope we will ensure such provision and raise standards everywhere.

Commons Chamber I thank my hon. Friend the Member for Beverley and Holderness (Mr Stuart), the whole Select Committee and, indeed, the previous Chair of the Select Committee, the hon. Member for Huddersfield (Mr Sheerman), for the important report that we are debating today, and for giving the House the opportunity to discuss the future of Sure Start children’s centres.
The report has been timely and helpful as the Government develop their approach to early years. The debate has on the whole been very good and constructive, with focused speeches about the future direction of policy, but the report demonstrates the extent of the all-party support for children’s centres as vital hubs of excellence in delivering integrated services to families, particularly those who most need support and advice. I have listened with interest to Members, and I shall try to address as many issues and concerns as I possibly can, as well as picking up on the key areas of our response to the Select Committee report. I am mindful, however, that I now have very little time left in which to speak.
The start of the debate was particularly important, because the right hon. Member for Birkenhead (Mr Field) reminded us why we are debating the matter. Early years are the foundation for life. High-quality early intervention has the potential to turn around life chances, and poor experiences in early years, such as those to which the hon. Member for South Northamptonshire (Andrea Leadsom) referred, can actually change the physical nature of the brain. The failure to develop relationships of attachment can affect a child for ever, not just in the first few years of life. That is precisely why the Government have prioritised spending in this area, as the hon. Member for West Suffolk (Matthew Hancock) discussed.
I was struck by the comments of the hon. Member for Washington and Sunderland West (Mrs Hodgson) about the importance of Sure Start in providing other support for families, not just for children. Let me be clear about this from the start. The coalition Government see Sure Start as vital to their work on social mobility: it is a key priority. Sure Start has proved itself to be a programme that has the capacity to be life-changing, and we want to build on its success. The Chair of the Select Committee said that he hoped we were not going to rip everything up. That is exactly what we are not doing. We are building on the good aspects of Sure Start, but, as the right hon. Member for Birkenhead said, trying to develop it to ensure that we focus, particularly with more evidence-based programmes, on the families and children who need our support most. We believe that the best way to do this is through greater local decision making and accountability, more involvement of organisations that have proven expertise in service delivery, and, specifically, more use of evidence-based programmes.
Our response to the Committee’s report clearly states that, in our view, the main purpose of children’s centres is to ensure that families get help when they need it and to tackle issues early to prevent costly problems from emerging later. We want children’s centres to provide the foundation for stronger early joined-up working offering universal services for all families and targeted services focused on the neediest of those families.
Several hon. Members spoke about the need for evaluations, so let me pick up on a few of those points. The Government have commissioned an evaluation of Sure Start children’s centres in England that runs until 2016 alongside the national evaluation of Sure Start, which is evaluating a wide range of children’s centres. A report on the cost-effectiveness of the earlier Sure Start local programmes will be published later this year. I hope that that will be very useful information, for which the Chair of the Select Committee, in particular, asked.
The introduction of payment by results will incentivise better local evaluation of the impact of centres on children’s outcomes. In response to the hon. Member for Liverpool, Walton (Steve Rotheram) and the Opposition spokesperson, I point out that when we begin trialling payment by results, some additional money will be going in to help us to do that. We will then learn from those trials to find the most effective way to roll out payment by results in future to ensure that we can incentivise children’s outcomes.

Commons ChamberIn some areas, local authorities are very good at making full use of the assets, which are often fantastic buildings, but in other areas they are not as good. I hope that providing the flexible fund will mean that local authorities start to think more creatively about how they can join services together and perhaps provide support for older children. By providing that kind of flexibility we enable local authorities to make the right decisions for their areas.
Recent research by the Daycare Trust and 4Children shows that, despite promises made by the Prime Minister and his deputy, 250 children’s centres are expected to close within the year, with hundreds more at risk of closure or big cuts in the services they provide. Hundreds of thousands of parents across the country are deeply worried about this, but all we get from the Minister is glib indifference. I read this morning that the Secretary of State has announced that funding for music will be maintained, so, incidentally, the Government feel that that is worth ring-fencing whereas Sure Start is not. To paraphrase my right hon. Friend the Member for Birkenhead (Mr Field), does the Minister not think that parents deserve much more than having to listen to the Secretary of State playing his fiddle while Sure Start burns around him?
That was a long rant and I struggled slightly to find the question in it. The important thing to say about the survey that 4Children did is that it is about people’s concerns and not about decisions that have been taken—decisions have not yet been taken. We are saying to local authorities that we want them to focus on outcomes for children and families. We are trying to encourage them to do that by holding back some money for payment by results and we are developing that scheme with the sector at the moment. Good local authorities that make sensible restructuring decisions will be able to benefit from that, but if they make decisions that jeopardise outcomes for children, they will not be able to benefit from it.

Commons ChamberI thank the hon. Lady for raising this very important issue at this very important time. The Government take it very seriously, and we will speak much more about it, including about homophobic bullying, in the forthcoming White Paper.
It was good to hear the Minister reciting the successes of the previous Labour Government in providing free nursery places and a network of more than 3,500 Sure Start centres. The fact that Lib Dem Ministers feel the need to resort to claiming credit for our ideas shows how few they are getting from their partners in government.
Despite what the Government spin merchants would have the public believe, Sure Start was far from protected in the spending review. By freezing the grant, removing the ring fence, cutting children’s services budgets and removing around £40,000 of the budget from every children’s centre to pay for health visitors, the Government have put the Sure Start network under severe pressure. I therefore have a simple question for the Minister: can she guarantee that no Sure Start children’s centre will close as a result of choices made by this Government?
We will be announcing more details about the funding for Sure Start children’s centres shortly, in line with the settlement for local government. Yes, we have removed the ring fence, but we are trying to encourage local authorities to look rationally at what they want to do locally to ensure that they prioritise early intervention. We have rolled this into an early intervention grant, because they tell us how strongly they want to prioritise early intervention. However, every area will be different. Unlike the previous Government, we want to give local authorities the freedom to make decisions on the ground on what matters for them.

Commons ChamberMy hon. Friend is correct to say that many families feel that they have had to battle to get their child’s needs recognised, let alone catered for. That is very much why we will produce the Green Paper later this year. We are looking at how we can make the system less adversarial and how we can focus more, for example, on outcomes, and how to make the process more transparent. I hope that any parents of SEN children in her constituency who have strong views will respond to our call for views. They can go to the Department’s website and submit them now to help to ensure that we frame the questions in our Green Paper correctly.

I welcome the Minister’s commitment to SEN provision. However, there is significant feeling among the SEN community that the whirlwind pace of change within the Department for Education has left little time to consider the effect that the changes will have on SEN provision, and particularly the effect that academies and free schools will have on funding from local authorities. Will she reassure the House that those ideological experiments will not take money away from council budgets for providing support to the one in five children with SEN?
May I begin by congratulating the hon. Lady on her promotion? It will be a great pleasure to debate these issues with her. I am aware that she has a long-standing interest in special educational needs—she was responsible for the passage of the Special Educational Needs (Information) Act 2008. I am sure she will be a knowledgeable opponent over the next few months, which I look forward to.
On the hon. Lady’s specific question—[Interruption.] I am being heckled when I am trying to pay a compliment. Labour Members cannot even let me be nice to Opposition spokesperson. Goodness gracious! They should wait till next week—[Interruption.] There’s always a last time. I should like to answer the hon. Lady’s question. On academies and free schools, she would be aware, if she had been in the Chamber for the debate on the Academies Act 2010 before the summer, that an advisory group is looking specifically at funding issues.
