Commons ChamberI am most grateful to my hon. Friend for his support. We can all agree that action is overdue on this.
The changes in the Bill will reassure drivers that private car park operators will in future treat them in a fair and proportionate manner. If they do not—here I answer a point raised earlier—drivers will have access to a robust, transparent and independent appeals service. The erring car park operators will risk being put out of business by being denied access to the DVLA keeper records.
Several stakeholders have shown their support for the Bill. I have been working with a number of motoring groups including the RAC, and I am pleased to say that I have indeed had an indication of support from the Government today, as well as from the official Opposition and the Scottish National party, for which I am very grateful.
As I have said, almost 19 million journeys every day end at a parking space, so this issue affects all voters, regardless of geographic region, class or age. If you have a car, you will benefit from the Bill, and Members who support me today will be supporting the British motorist. Parliament now has a real chance to make parking fairer for both consumers and businesses.
On the point about fairness, one of my constituents recently raised with me the question of the telephone numbers that some of these companies provide, and the lack of transparency for people who try to find out why they have been charged. Does the Bill cover that?
The Bill provides the framework for the introduction of a fair code. In my discussions with the Minister, for which I am obliged to him, he has indicated that he expects signage to play a part in the code. The code should set out that signage must be adequate and must provide details of how to contact a company to make a complaint or dispute a ticket, as well as details of how to activate an independent appeals process.
Today gives us an opportunity to introduce fair play all round to an industry whose reputation has been besmirched by a few car park cowboys. I hope that the House will agree that it is an opportunity that should be grasped.

David Williams: One of the consortia we are involved with, Flourish, is looking at cyber-risks and also at mobility, at segments of society that currently feel cut off—people, who perhaps are disabled, living in a rural area and not able to get out and about. That is one of the reasons we want this Bill to go ahead and are keen to support it. Absolutely, it will support that.
In terms of volumes of cars on the road, there are numerous different models. Overall, the view is that there would be fewer vehicles, because this will enable car sharing on a scale that has not previously been seen, but in terms of number of miles covered, there are diverging opinions. One thing that might happen is that, because it will be as easy to get a car even if you do not own one as it is to get a train or similar, more people will move to transport on the road, which will drive up the number of miles. There are other views that there will be an integrated transport network, meaning that more people use public transport because they are much more able to link into it than they are now. I think the jury is out in that regard.
It will absolutely reduce premiums. The other aspect is that even when we have a mixed car park of manual and automated vehicles, because 50% of those vehicles will be safer, although the premiums on manual vehicles will decrease less, they will be less exposed and involved in fewer accidents, so overall that will have a positive impact from a premiums perspective, even on manual vehicles, as the number of automated vehicles increases.

That this House has considered the use of regional flags on driving licences and number plates.
It is a pleasure to serve under your chairmanship, Mr Nuttall, and to have secured this debate. It is worth while bringing this debate before the House as we begin the process of withdrawing from the European Union. As Members will be aware, we see the EU flag on driving licences and number plates throughout our daily lives. All licences have the EU flag as well as the flag of the United Kingdom. While we can display the EU flag on number plates, at the moment it is optional.
In around two years’ time, the UK will be leaving the European Union. That means that our laws will no longer be influenced by European bureaucrats or politicians and the UK will be an independent sovereign state once again, where motor vehicles will no longer be under EU jurisdiction. The EU flag will disappear from UK licences and number plates. That not only symbolises Brexit, but provides us with a great opportunity to be much more inclusive when it comes to the flags representing different parts of our great United Kingdom. Post-Brexit, a standard UK driving licence will just have the UK flag on it. We will also have number plates that will just display registration numbers and letters. That said, it is worth pointing out that motorists have the option of displaying the Union flag, the cross of St George, the Scottish saltire or the red dragon of Wales, along with the other accompanying identifiers, on their current vehicle number plates. That was legislated for in 2009, and the addition of the Union Jack to driving licences was announced in 2012.
With the EU flag disappearing from both, there is a real opportunity for us to consider displaying flags that represent different parts of Britain. First, I would at least like to see the current rules on number plates extended to driving licences. If motorists are allowed to have the flags of England, Scotland or Wales on their number plates, that should be extended to driving licences too. Where the flag would go on the licence is a minor detail, but considering that the Driver and Vehicle Licensing Agency produces tens of thousands of individual licences every year with individuals’ names, addresses, IDs and other details, I cannot see why it would be any more difficult to include a second flag, which could be chosen by the licence holder.
Alongside the flags of England, Scotland and Wales, I urge the Minister to consider flags from other parts of the United Kingdom. I am a very patriotic Cornishman, and it would give me great delight to see the St Piran’s cross on my driving licence. The flags could go on licences and number plates, but if the Minister is in favour of a slower approach, groups of flags could be extended to number plates first and then to licences, if consultation proved to be positive.
My hon. Friend is making a very strong case. Does he agree that it is not just the people of Cornwall and Devon who would like to have something different on their number plates? I am sure that many people based in Yorkshire would like to have the Yorkshire rose on their number plate, rather than the pretentious and increasingly irrelevant EU flag.
