Commons ChamberThe hon. Gentleman and I share the common aim of ending the suffering—there is nothing between us on that. The argument is about how best to achieve it. That is why the Opposition Front Benchers and the Government have determined that trying to promote humanitarian pauses is the right way to proceed.
Although nobody wants to see the conflict continue, does the Minister agree that those who call for an immediate ceasefire must initially acknowledge that Hamas are a terrorist organisation, that they started the conflict through their horrific attack on 7 October, and that terrorist organisations agree to ceasefires only when it suits their military aims, rather than for genuine humanitarian reasons?
My hon. Friend is wise in pointing out the reasons why the combatants are not seeking to achieve a ceasefire at this time.

Friend the Minister for Development and Africa is right that we will endeavour to continue to support British nationals in their evacuation when, or if, the ceasefire is not extended. We are one of only three nations in the world that have established an airhead in the vicinity of Khartoum to facilitate air evacuations. We, the French and the Germans are the only three countries in the world to have done so and that has allowed our aircraft and the aircraft of a wide number of other countries to airlift their nationals out. However, no one can guarantee what will happen when the ceasefire comes to an end.
With regard to the wider push of refugees because of this conflict, I remind the SNP spokesperson and the House that Sudan is not the only live conflict in the world. I know it is at the forefront of many people’s minds, and it is therefore completely legitimate that he asks questions specifically about it—[Interruption.] If he stops interrupting, he might hear, and I will answer his questions. Now that the Illegal Migration Bill has, despite his attempts to thwart it, gone through its parliamentary stages in the Commons, we will, as we have promised, establish safe and legal routes as part of our plan to control illegal migration. Further details will come through.
With regard to preventing regional instability, we remain closely aligned with the African Union and our partners in the region, with whom I speak regularly, to try to ensure that the conflict does not escalate and spill over into neighbouring countries.
This country will always play its part in providing sanctuary to those fleeing war, and I thank the Government for their actions in Sudan to date. Is my right hon. Friend able to confirm that the UK is indeed the fourth-largest recipient of individuals from Sudan through those routes operated by the United Nations High Commissioner for Refugees, and that those routes will remain open for as long as feasibly possible?
My hon. Friend makes an incredibly important point. This country has a long-standing reputation for and tradition of hospitality and generosity to those from around the world who are fleeing individual persecution or violence, and we have demonstrated that time and again. There have been tens of thousands of people who have come to the UK using safe and legal routes over the last few years since we have been in government, and we will continue to establish safe and legal routes. Our ability to do so will be enhanced by the legislation that he, I and our colleagues voted on last night.

I agree with the right hon. Lady that relationships are strengthening through economic and academic ties. When I visited the Occupied Palestinian Territories last year, I met some wonderful young people developing incredible tech solutions and young business people with deep education and real enthusiasm for helping their country’s economy to grow. Through trade agreements that already exist with Israel, and opportunities with the Palestinian Authority, we are helping those relationships to grow. Alongside that, there is the work, as I have set out, to support peaceful solutions so that those young people have the peace and prosperity they richly deserve.
The tragic escalation of violence that we are witnessing has been stoked by a number of terror actors, including Iran, Hezbollah and Hamas, which are actively seeking to sow the seeds of instability in the region. Guns, explosive devices and financial support have all flooded the region in a clear attempt to undermine the democratic state of Israel. What conversations is the Foreign Office having with regional parties about these subversive activities?
As I have set out, the Foreign Secretary speaks regularly with his counterparts, and our ambassador and teams in-country in both Tel Aviv and Jerusalem work very closely day by day with many actors. We continue to do so, and if my hon. Friend would like a more detailed briefing, I am happy to set that up with the relevant Minister.

Commons ChamberDoes my right hon. Friend share my concern that the glorification of martyrdom within Palestinian society remains a key obstacle to any future lasting peace agreements? That includes the payment of salaries to convicted terrorists by the Palestinian Authority, with higher salaries going to those who have killed more Israelis.
If there is to be any chance of a sustainable peace in Israel and the OPTs, it is incredibly important that people recognise the importance of tolerance and of working and living together. When I first became a Minister in the Department, I raised with the then Palestinian Education Minister the situation relating to textbooks being used in Palestinian schools. We will continue to work to encourage greater understanding and co-operation, rather than allowing this divisive narrative to be imposed on young Palestinian children.

Commons ChamberIt is a privilege to have secured the first Adjournment debate after the summer recess, and I am grateful for this opportunity.
The independent inquiry into child sexual exploitation in Telford reported on its findings on 12 July this year, at a time when Parliament was in some turmoil, so I am particularly grateful to now be able to put on record the findings of that important inquiry and the response of the authorities to those findings.
This inquiry has relevance for every council and every police force, and it marks a turning point in the fight against CSE and the organisational culture and attitudes that for so long have allowed this horrendous crime to pass unnoticed. I am very glad that the Minister is on the Treasury Bench to hear and respond to the debate. I urge her and her officials to read the report, because this is a landmark inquiry and a turning point in this ongoing battle. The Telford inquiry is a testament to the victims and survivors and their families—to their determination and bravery—because it will improve safeguarding across the country, and there are many good people to thank for the role they played.
The inquiry was chaired by Mr Tom Crowther QC. He makes it clear at the outset of his report that inquiries of this kind can drive change only if organisations that are subject to criticism accept the spirit in which the comments are made and view the findings in a way that is self-critical and reflective. It is not enough to say, “Well, this happened a long time ago” or “Our practices have substantially improved.” As Mr Crowther says in his report, in child welfare and safeguarding there is no place for corporate pride; there is no place for reflexive denial, deflection of blame or excessively optimistic statements.
Tom Crowther conducted his work sensitively and thoroughly. His report is measured and balanced, his recommendations constructive and clear. He shows insight into the silence around CSE and the way that authorities, not just in Telford, too often respond when questioned. He tackles, too, the key issues of institutional blindness and complacency and the failure to take CSE seriously.
It was back in the summer recess of 2016 when I first met with CSE campaigners, victims and survivors. I listened to their experiences and offered to help them secure this inquiry, which they felt would give them a voice and would mean that their experience was not just brushed aside and forgotten about so that people could move quietly on to other things. To them, it was an important part of their recovery. These meetings came after a high profile police investigation and successful prosecution known as Operation Chalice. A group of seven men in Telford were jailed for serious sexual offences against young girls, some as young as 13. It was apparent from the work of Operation Chalice that this was not a one-off, and that there were serious underlying problems.
When something has gone wrong, it is understandable that any organisation will feel uncomfortable when practices and procedures are challenged and scrutinised and shortcomings are identified. However, child sexual exploitation is a horrendous crime that affects whole communities and damages young lives. No one in authority charged with responsibility for young people should shy away from improving practice when something has gone horribly wrong, and those that do embrace an inquiry such as this as if it were an opportunity—which, indeed, it is—are to be commended. That is why I welcomed the response of West Mercia police to the inquiry’s findings. Speaking on behalf of West Mercia police on the day the report was published, 12 July, Assistant Chief Constable Richard Cooper said:
“I would like to say sorry. Sorry to the survivors and all those affected by child sexual exploitation in Telford…our actions fell far short of the help and protection you should have had from us, it was unacceptable, we let you down.”
That acknowledgement that mistakes were made is exactly the right way to respond. It is the first step towards accepting that things went wrong. It also makes a huge difference to victims, and provides reassurance that culture and attitudes have changed and new ways of working can be adopted for the future.
The scale of the abuse suffered by young, vulnerable women in my hon. Friend’s constituency over a number of decades is truly shocking and repugnant, as are the failings on the part of the authorities to which she has alluded, going back years and years. In Telford, Rotherham, Rochdale, Huddersfield, Halifax and countless other places, those vulnerable young women were failed by the authorities because they were too politically correct to call out what was going on. Does my hon. Friend agree that it is high time we had a new approach to dealing with this abhorrent crime, and that all police forces should be required to prioritise its investigation?
I am grateful to my hon. Friend for making two important points: first that this happens throughout the country, and secondly that there is much more work to be done. He is also right to emphasise that the role of the police is vital. They can and should view the report by Tom Crowther—the Telford report—as a model to be followed, and note the way in which West Mercia police responded to its findings. That, too, can be a significant learning for many police forces throughout the country.

Commons ChamberWe are very clear that the Bill is legal in international law and, as I have said, we will set out our legal position in due course. Our proposals, which we will outline in more detail over the coming weeks, are very clear about how we protect the EU single market. Currently, businesses in Northern Ireland and Great Britain are facing increased costs as a result of the Northern Ireland protocol. Our proposals would deal with those costs while protecting the EU single market. The EU will be no worse off as a result of our proposals.
There is genuine anger in the loyalist community about the protocol and the way in which many people feel it undermines their British identity. Now it has been unanimously rejected at the ballot box by the Unionist community, what assurances can my right hon. Friend give me that if the negotiations continue to fail we will see a Bill in this House in the coming days and weeks, not months?

Commons ChamberOur Omani friends have been extremely helpful in working with us to help transport the detainees between Tehran and the United Kingdom, and in working with us on some of the practical arrangements. We have, of course, also had direct contact with the Iranian Government, but the partnership with Oman has been truly successful in helping this to happen.
I congratulate the Foreign Secretary on her work to secure the safe release and return of Nazanin. Iran’s malign influence remains a threat to British interests in the middle east and to the interests of our allies, most notably Israel. What steps are the Government taking to ensure that any new agreement on Iran’s nuclear weapons programme prevents it from acquiring nuclear weapons?
It is correct that we have very strong concerns about Iran’s ability to acquire a nuclear weapon. That is why we have been working so closely with our allies, through the joint comprehensive plan of action, to get a new deal to stop that acquisition. That is vital. We want Iran to take a different path—a better path. That comes through a combination of being absolutely clear what the penalties are—the sanctions—and having a positive choice that Iran can make about its future.

Commons ChamberToday’s motion asks the UK Government to undermine their commitment to the peace process by predetermining the outcome of negotiations between Israel and the Palestinians. Some may think that recognition is merely an empty gesture and that there is no harm in it whatever, but I believe that supporting this motion would give the green light to the intransigence of the Palestinian Authority and the terrorism of Hamas in Gaza by suggesting that the current policies of the Palestinian leadership befit a sovereign state, which they clearly do not.
A peaceful Palestinian state is in Israel’s best interests and is important for its long-term security, but we must be clear that the biggest obstacle to peace is Hamas, the stated aim of which is to wipe Israel and the Jewish people off the face of the earth. The UK Government have been clear that they will recognise a Palestinian state
“when it best serves the objective of peace”,
but that must not happen while Palestinian territories are controlled by terrorists and the Israeli people suffer appalling rocket attacks and suicide bombings.
We are all aware that Israel has offered, on multiple occasions, to withdraw from almost all the west bank, reaching a negotiated land swap deal with the Palestinians to cover the land along the green line that Israel would retain. No matter the offer on the table, however, the Palestinian leadership continues to reject all possible outcomes. Hon. Members will know that the green line is the 1949 armistice line and has never been internationally recognised as a border. Negotiations are required to agree the final borders for the two-state solution that we all hope to see.
Israel has shown that it is driven by the policy of land for peace. In 1979 with Egypt, and in 1994 with Jordan, it made land swaps and compromises in the interests of peace and its good-will gestures were reciprocated. It withdrew from Gaza in 2005, including uprooting settlements. I hope that all Members of the House share my view that the rise of the formidable Iran-backed Hamas terror group was one of the greatest setbacks to peace in the history of the middle east peace process.
When Israel withdrew from Palestinian territories in an effort to jump start the peace process, it was met with tens of thousands of rocket attacks, as well as suicide terror attacks and violent border incursions emanating from the Gaza strip. The only way to negotiate a lasting two-state solution is for the Israelis and Palestinians to return to direct peace talks. That is what we should be calling for. I urge the Minister to prioritise that and to leave the final status issues for the parties to determine themselves.
The principle of land swaps is well established in the Israeli-Palestinian negotiations—even Yasser Arafat agreed to it—and the shape of a future and viable Palestinian state is largely understood by the parties. However, premature recognition of a Palestinian state before the conclusion of direct peace talks will not help the Palestinian people. It is only by making difficult compromises and resolving final status issues that peace can be achieved and a lasting two-state solution can finally be agreed.

We as a Government are committed to working with the international community to do all that we can to help those who are eligible to be resettled in the United Kingdom. Resettlement itself is of course one part of that, but it is in addition to our diplomatic efforts and the provision of international aid in the region as we work alongside like-minded states as part of the international community. We are co-ordinating closely with international partners, and have doubled our aid to Afghanistan for this financial year to £286 million, which will be used to provide the vital humanitarian assistance that will save lives this winter.
Through Operation Pitting we delivered the largest and most complex evacuation in living memory. That was a truly amazing effort. Will my right hon. Friend join me in praising the heroic efforts of our brilliant armed forces, and can she confirm that we will continue to do everything we can to resettle the British Council workers who are most at risk?
My hon. Friend is right to praise the heroic efforts of our armed forces in Operation Pitting, and to draw attention to the scale of the challenges that we faced during that period. As he has said, this was the most complex evacuation in living memory. All the British Council employees who served the UK so loyally have been evacuated and have arrived here with their families, and the British Council contractors who are most at risk will be able to apply for resettlement.

It is a pleasure to serve under your chairmanship, Mr Sharma. I congratulate my fellow Yorkshireman, my hon. Friend the Member for Don Valley (Nick Fletcher), on a brilliant speech and the excellent work he does as the chair of the APPG on issues affecting men and boys.
Unfortunately, men’s issues have been swept under the carpet for far too long as society focuses on the false narrative of male privilege. The very mention of men’s issues will have hypocritical virtue signallers seething as they try to condemn white men as oppressors. People will no doubt sneer and ask why we even need an International Men’s Day. However, the statistics on a number of key metrics are contrary to that popular misconception. The damning facts show that there are more male suicides, men’s health outcomes are worse and boys’ attainment in education is below that of girls. As a former schoolteacher, I have seen at first hand how boys, specifically disadvantaged white boys, fare far worse than their peers on all key attainment measures during education.
Earlier this year, the Education Committee concluded that decades of neglect have let down white working-class children. There is, of course, no simple fix. However, if we do not fully acknowledge and accept that this is a persistent and real issue, then a co-ordinated cross-departmental plan to target and reduce this educational gap injustice will never be achieved. A 2017 report from the University of Edinburgh highlighted that there are improved outcomes in education for boys who have a positive father figure, as well as improved mental health and lower levels of police contact.
Men are too often run down and berated in society and the media; they are presented as villains or the butt of jokes, rather than being shown as the positive role models they are. The promotion of traditional family values and male role models is vital. It has been suggested that one in 10 fathers suffer mental health problems in the first few years of their baby’s life, and that many fathers do not speak out because they do not want to detract and take attention away from the health needs of their partner. Studies have shown that when men speak up and seek help, there has been a positive effect, both for themselves and for the child. Encouraging that would reduce the far too high number of children having little, or next to no, contact with their father, and the detrimental consequences that follow.
All too often men do not seek the mental health support they need. Data shows that, although men report lower levels of life satisfaction, they are less likely to access therapy. Despite recording fewer suicidal thoughts, men are three times more likely to commit suicide. Men are also three times as likely to become dependent on alcohol or drugs, are more likely to be sectioned under the Mental Health Act, and more than eight out of 10 rough sleepers are male—as my hon. Friend the Member for Don Valley has already mentioned.
It must also be remembered that men can be the victims of domestic violence, and statistics show that they are less likely to speak out about their suffering on this issue. Furthermore, men are more likely to be victims of violent crime in the UK and twice as likely to be murdered and, among children, boys are more likely than girls to become the victim of crime and violence.
Those statistics shine a light on the so-called reality of male privilege. Rather than campaigners undermining the role of men in our society in the name of equality and diversity, or leaving white working-class boys at the bottom of the pile, we should be trying to increase opportunities and raise ambitions for all. I am grateful for the opportunity to speak in this debate on International Men’s Day to try to increase awareness of the challenges facing men.
It is not a sign of weakness to ask for support, and I encourage men to access help when they need it. There are some fantastic initiatives and charities out there to provide help, including Elliot’s Place in Blackpool, a sanctuary garden in memory of Elliot Taylor, who tragically took his own life in my constituency last year after battling with mental health problems.
Action must be taken. We cannot simply let this debate become an annual event and then gloss over the issues men are suffering with until this time next year. There are challenges affecting men each and every day, and I hope at next year’s debate we can stand here celebrating some genuine progress and achievements.
I am moving past that very brief mention of it. I know that those perceived sexist attitudes are not held by the majority of Members, and it falls to us to say that these antediluvian attitudes do not represent us or, I hope, how our Governments and civil society think.
The hon. Gentleman is certainly making some interesting comments. On the advancement of women in politics, it is brilliant that the number of female MPs in this place has risen so starkly since 1997. Of course, that has been replicated in the Scottish Parliament, where we have a female SNP leader.
The hon. Gentleman has been speaking more broadly about some of the negative effects that men have had on society, particularly in relation to sexual violence against women. What impact does he think the purported actions of the previous leader of his party have had on the confidence of women and girls in Scotland to come forward and report issues?
I am not really sure that I will dignify that question with a response. It is for that person to justify his actions. There have been plenty of court cases on that issue; I will not stand here and defend anyone.
To go back to International Men’s Day, as you hoped I would, Mr Sharma, let us talk about the full achievements of men: centuries of subjugating and belittling half of the population, and having to be dragged kicking and screaming to give women the vote. I appreciate that it is all very negative looking backwards, but my point is that we need to accept the reality. Far too many men still do not accept the reality or take responsibility for these actions, which we need to look back on and accept before we can move forward. These actions included locking single mothers up in homes with their babies until the right adoptive parents came along, at which point the male-run state forced those mothers to sign over their own children. That happened not once or twice but hundreds of thousands of times across these isles.
Yes, there are issues and challenges specific to men, which must be highlighted and tackled: the attainment gap in education, the lower life expectancies linked to poorer health and care, and the huge human cost of prison and recidivism. However, let us not pretend that the balance sheet is not tipped hugely in favour of men and against women. That culture and our deeply ingrained structures in society contribute to a toxic masculinity that is to the detriment of both men and women.
