I join my hon. Friend in paying tribute to the Holocaust Educational Trust for it brilliant work, and I thank her for all her work on this issue. I will be signing the book of commitment this afternoon, during my meeting with Lily Ebert, and I encourage Members on both sides of the House to do the same and to reaffirm our shared determination to ensure that the holocaust is never forgotten, and to defeat the resurgence of antisemitism and all forms of hatred in our country.

Q12. I represent a proud steel community in Rotherham that stands with the steelworkers in Port Talbot at this very worrying time. My constituents do not want to see their taxpayers’ money used to make British workers redundant, our primary steelmaking capacity decimated and our national security compromised, so will the Prime Minister change his destructive course, starting by looking at the credible multi-union plan to safeguard our steel industry’s long-term future?

I know that this is an anxious time for steelworkers in south Wales, but we are committed to working with the steel sector to secure a positive and sustainable future. The hon. Lady will know that, during the pandemic, we provided support to Celsa to safeguard jobs and ensure the sustainability of its steel plant in south Wales. The proposed complete closure of the plant would have seen the loss of 8,000 direct jobs in south Wales, and thousands more across the supply chain. Because of the Government’s investment, support and partnership with Tata, we have safeguarded 5,000 direct jobs and thousands more in the supply chain, and we have ensured the long-term sustainability of the steel plant so that it has a brighter future. Obviously this is difficult, but it is entirely churlish of the hon. Lady not to recognise one of the largest support packages that any Government have provided to any company, safeguarding thousands of jobs in the process.

My hon. Friend is a fantastic champion for his area, and because of the pro-business policies of this Government, I am delighted to see that Jaguar Land Rover has invested billions of pounds in its move towards electrification in the region. He is absolutely right: I am always happy to welcome new Thatcherites from all sides of this House, but it says something about the Leader of the Opposition that the main strong female leader that he could praise is Margaret Thatcher, not his own fantastic deputy.

The Government are set to close the household support fund in March, cutting off crucial free meals for 12,000 of Rotherham’s children in the lowest-income families. With the Government’s cost of living crisis in full swing and energy prices about to increase again, how does the Prime Minister justify taking food from the mouths of my poorest children?

What we are doing is ensuring that no child should grow up in poverty. That is why we have not only provided considerable cost of living support this year, worth over £3,000 to a typical household, but provided more support this winter for pensioners, a record increase in the national living wage, and a full indexation and uplifting of welfare for the next financial year. When it comes to children and food, not only do we fund free school meals for almost 2 million children, but we introduced the holiday activities and food programme. That programme provides not just food but enriching activities to deprived children up and down the entire country, including in the hon. Lady’s local authority.

My right hon. Friend has made an excellent point.  That is why there is complexity to opening the Rafah border crossing, but she should be reassured that we are engaged in those conversations with the Egyptians and with other partners, including the Americans, to find a safe way to open the crossing—ideally, for the evacuation of British nationals who may be in Gaza, but also to send humanitarian support into Gaza, which I know we would all like to see happen.

The International Committee of the Red Cross has stated that

“hospitals in Gaza risk turning into morgues without electricity.”

The Commissioner-General of the United Nations Relief and Works Agency for Palestine Refugees in the Near East has said that the agency’s colleagues in Gaza are no longer able to provide humanitarian assistance, and the number of people seeking shelter in UNRWA facilities in the south is absolutely overwhelming. Some civilians have no choice but to stay in the north of Gaza, and must be protected at all times. What conversations has the Prime Minister had with his Israeli counterpart about creating safe zones and humanitarian corridors in Gaza? Has the Prime Minister raised the urgent need to prevent the perpetration of atrocities on all civilians? Will he increase financial support for UNRWA, and the surrounding host nations, given that the increasing needs of refugees from Palestine will only, sadly, increase further for many years?

I am proud that over the past few years we have been one of the leading donors to UNRWA, accounting for about 10% of all its support for the region. Today we announced an increase of about a third in our humanitarian support, and we will work with the relevant partners to see how best to ensure that those funds can make a difference in the region as quickly as possible.

I agree with my right hon. and learned Friend. I am delighted that Lithuania and the city of Vilnius will host the NATO leaders summit in July, and the UK does have a strong and growing relationship with Lithuania. It was just yesterday that its Defence Minister was here supporting our efforts, together with Lithuania, to train Ukrainian soldiers. At the summit, we will work together to ensure we can deter and defend against Russian aggression by making sure that we implement the next phase of the most radical military transformation since the 1960s.

Q2. To date, 79 people have been killed on smart motorways. Last January, the Government said they would pause their roll-out. The Prime Minister said:“Smart motorways are unpopular because they are unsafe. We need to listen to drivers and stop with the pursuit of policies that go against common sense.”Since then, three new schemes have gone live, with three more expected shortly. Prime Minister, especially during a cost of living crisis, how do you justify pushing ahead with these deathtrap roads?

Safety on our roads is our absolute priority, and we will do everything we can to make sure drivers do feel safe. Last year, we in fact paused the roll-out of smart motorways not already in construction while we consider the data and next steps. In the meantime, we have committed almost £900 million for safety improvements across the entire network.

My right hon. Friend is absolutely right. There were many moving statements from leaders across the globe at COP on that particular topic, and I can confirm to him that it is something we are widely acknowledged around the world to be a leader on: we put it on the agenda last year in Glasgow. The Secretary of State for the Environment will be attending that COP in Montreal. Our world-leading Environment Act 2021 commits us to reducing the decline in biodiversity and species loss, and I look forward to working with him to deliver on it.

Of course, I welcome any investment for the global south to mitigate the horrific damages of climate change, but is this new money, is it coming out of the existing official development assistance budget and what is being cut if it is coming out of the existing ODA budget? As Chancellor, the right hon. Member made savage cuts to climate mitigation programmes. Is he going to replace those?

As Chancellor, yes, I did make difficult decisions to ensure that our public finances were on a sustainable trajectory. That is not something I am going to shy away from, because I think we have all seen what happens when the Government do not command the confidence of international markets when it comes to borrowing and debt issues. I thought, in that context, it was reasonable to temporarily reduce our ODA budget until our public finances are in a better place, and that is a commitment that I stand by, but we remain committed to the £11.6 billion in international climate finance that we committed at the time. Those announcements have come from that budget. It is very welcome that we are able to continue delivering that, even though we are facing some other difficult decisions on other topics.

Through the coronavirus job retention scheme and the self-employment income support scheme, the Government have protected 9.4 million jobs and supported the incomes of 2.7 million self-employed. I remain committed to helping the unemployed return to work and supporting those who are most vulnerable to job loss. We will continue to monitor economic conditions to ensure our labour market policy response is both appropriate and effective.

In his announcement of the self-employment income support scheme, the Chancellor told self-employed people that they have not been forgotten and no one will be left behind, but the Treasury Committee has found that more than a million people have been unable to benefit from either that scheme or the job retention scheme. That is certainly what I am finding in Rotherham. Will he commit to acting to ensure that, true to his word, no one is left to face this crisis alone?

Some 95% of those who are majority self-employed are able to benefit from the self-employment scheme. In its design, its duration, the breadth of its coverage and the generosity of its support, the scheme remains the most generous and comprehensive self-employment support scheme in the world.
