It is a pleasure to follow the right hon. Member for North Durham (Mr Jones),who speaks tirelessly in support of our military. I am compelled to mention the moving speech by my hon. Friend the Member for Beckenham (Bob Stewart). As he knows, I have an enduring connection with the 22nd Cheshire Regiment, and I particularly recall its peacekeeping role in the Balkans.

Remembrance Sunday in Wrexham was very different this year to any other, but we continued with a covid-safe service. I salute and commend the Royal British Legion, Wrexham County Borough Council and Wrexham.com for their can-do attitude in ensuring that this poignant event, held at the Royal Welch Fusiliers memorial, went ahead and was made accessible to as many people as possible through a live link. From this Wrexham veteran, I say thank you to them and to all the service charities that support Wrexham, including the veterans breakfast club, the Royal Artillery Association, Homes for Veterans Cymru and the Gresford British Legion, which provides a meeting place where veterans can have a pint, a chat, a game of dominoes and gain valuable peer support.

I was a solider back in the ’80s and ’90s when women joined a specific corps within the three services. I was in the Women’s Royal Army Corps and I am pleased to say that the military has moved on at pace. Today, around 13% of our reserve and regular armed forces are women—that is nearly 21,500 women in military uniform. Back in 1990, only 40% of jobs open to men were open to women, but now women can undertake any role in the armed forces, including that of fast jet pilots, submariners and special forces and frontline combat roles. Nothing is barred and we now have parity of the sexes. A great milestone has been reached. It is a success that we see parity and equality of opportunity for women in the military, and our veterans have been helped by the introduction of a covenant, the railcard and the Overseas Operations (Service Personnel and Veterans) Bill to stop vexatious claims.

Despite the positive advancements for women in the military and for female veterans, there are still issues to address, ranging from obstacles to career progression to a lack of economic activity when back in civvy street. This is causing problems not only for the operational effectiveness of our military, but for female recruitment and retention.

It is an honour to sit on the Defence Committee with colleagues from across the House and we realise the great improvements that have been made for and by women in the armed forces. However, the fact remains that women continue to be over-represented in the service complaints system. While there are now great opportunities, the journey to success is often paved with discrimination, harassment and bullying. While the door to equality has been opened across the House, we must make sure that those doors are not shut by the ingrained laddish culture of the military. The words “laddish culture” are not mine; they were the words used by the Chief of the Defence Staff to acknowledge that there is a problem.

As a response, the Defence Committee has proposed to run a Sub-Committee, which I hope to chair, looking at the experiences of women in the military—those serving and veterans. This will provide a platform for women to talk about their experiences, including the positives, so that we can champion what a great career the military is, and the negatives, so we can rectify and ensure that future generations of women in uniform have total equality in practice, as well as in theory.

The problems faced by serving women and veterans have not happened on one Government’s watch. They have evolved over decades, from Aden to Afghanistan, and it is all our duty to acknowledge and support a cultural change as we go forward. Britain has a global reputation to uphold—a reputation for equality, fairness, honouring our troops and looking after our veterans. We can and should do something about the problems faced by women in the military and the culture that they are subjected to. I, and I know many of my colleagues, will do all we can to ensure that the voices of military women and veterans are heard.

I stand here as a veteran. Under current legislation, hypothetically, I could be investigated for spurious claims made against me for my service in the Army back in the ’80s. I therefore have a personal interest in the Bill. I have also spoken to many veterans at surgeries, breakfast clubs and legions, and I am acutely aware of the pressures our veterans are placed under and the injustices they feel right now. Many of the veterans I have spoken to were junior ranks, and I concur with the statement of my hon. Friend the Member for Wolverhampton South West (Stuart Anderson).

The Bill represents a huge milestone for military personnel. To be incorrectly accused of wrongdoing is an unacceptable burden. For our veterans and our veterans of the future, the Bill represents an opportunity to combat that cycle of reinvestigation and vexatious claims and to support our service personnel, who have risked their lives to defend our country and our freedoms overseas. I thank the Secretary of State and the Minister for Defence People and Veterans for bringing the Bill to the House today.

I would like to address the first part of the Bill. For me, the triple lock is the most crucial part of the Bill. The presumption against prosecution for alleged offences committed more than five years ago will both curb the often baseless claims made against veterans and stop lawfare by those who seek to abuse the legal system. Critics of the Bill cite that that provision will protect service personnel from wrongdoing. The Bill does nothing of the sort. There is no debate in this House, nor should there ever be, about the fact that if service personnel commit a crime, they must be called to account. The Bill does not give service personnel de facto immunity from prosecution. There are still provisions to allow for prosecutions of historical cases where there is compelling evidence.

I have had conversations with veterans living life on the edge, with constant anxiety, thoughts and fears that engulf their post-service lives and the lives of their families. We have lost too many veterans to incapacity and suicide. I am committed to veterans’ health and wellbeing, and I know the veterans Minister is, too.

I hesitate to interrupt my hon. Friend’s compelling and persuasive speech, except to say that she is absolutely right: the Bill is a huge leap forward and the Minister and the Government deserve great credit. As she may know, I am the champion of and have led the parliamentary campaign on behalf of the British nuclear test veterans. Will she ask the Minister to give an absolute assurance that those who fought a long time ago, if evidence emerges that they were damaged through that service, will not be disadvantaged by the provisions of part 2?

I thank my right hon. Friend for that intervention. I think the Minister heard it loud and clear.

I am passionate about veterans’ health and wellbeing, and the Bill goes a long way to offering security and peace of mind. The requirement for prosecutors to consider the circumstances of warfare is a welcome element. War is not black and white; it is grey and involves instant judgments and assessments under life-threatening pressure. It is right that the law reflects that reality. Although I am extremely supportive of the Bill, I accept that there are certain limitations. I would welcome further reassurance from Ministers on how we ensure that rogue lawyers do not bypass the legislation in favour of the international criminal courts to have claims heard. How will the Bill affect service personnel and veterans who are already subject to claims? The six-year longstop in part 2 has drawn criticism. Will the Minister assure me that that will not disadvantage the armed forces community compared with civilians?

We in this House are responsible for sending young men and women into harm’s way, and we rightly expect them to uphold the highest standards of the British armed forces. Despite limited reservations, the Bill will protect our service personnel in the future. It is wrong that servicemen and women we send into conflict should be hounded for years after their active service is over. I understand this legislation will not apply to Northern Ireland, but I am grateful for the Government’s commitment to pursue that separately in Northern Irish legislation. For the current and future service personnel and veterans of my Wrexham constituency, I will support the Bill today. To vote against it would be to deny our service personnel the support of their politicians and this country.

There is an unprecedented number of options at the moment for two things that my hon. Friend mentions. One is dealing with mental health challenges and other is around work. On mental health, we brought online earlier this year the complex treatment service, which runs alongside our transition, intervention and liaison service. I am bringing the high intensity service online later this year, and when that is there, I am comfortable that we will have a world-class level of mental health support for our veterans. When it comes to getting people into work, there have never been more initiatives. I am clear that the single biggest factor that improves the life chances of our veterans is having a job. There are some extremely good examples around now, mirrored of course by the civil service with the guaranteed interview scheme.

As a veteran and a member of the Defence Committee, I would like to highlight the work undertaken by female charities, particularly by Salute Her, which is part of Forward Assist. Salute Her is a unique charity that offers and provides support to all three services. Does the Minister agree that, to some degree, women service leavers are a hidden population with certain unmet needs? Will the Ministry commit to working with me to tackle the problems faced by women in the armed forces today?

I thank my hon. Friend for her sterling work. I also thank groups such as Forward Assist for their work on this. I am clear that there are some very good veterans provisions in this country, but there are areas where we need to do a lot better. For example, the experiences of many females who serve are still not what I would like them to be and similarly with females who leave. I would be delighted to meet my hon. Friend to continue my work with Forward Assist. I have seen the work that it has done recently. We are absolutely determined to make this the best country in the world in which to be an armed forces veteran—both for females and males—and we are determined to continue our work on this.

Army recruitment this year is up 68.6% on last year, which demonstrates what a fantastic career our young men and women can still have in the Army. I am confident that the Army is more than capable of meeting the nation’s needs, and I am excited to see what comes out of the integrated review, regarding what our Army will look like in future.

Will the Minister join me in congratulating Yasmin Williams from Bangor on being the first female in the Welsh Guards Infantry? Will he suggest ways that the Army can meet its female recruitment target, and encourage other women, like me in my younger days, to take up that amazing career?

My hon. Friend is a fantastic advocate for women in the armed forces, and I was pleased—as I am sure she was—to see so many fantastic female role models being put forward by the Army, Navy and Air Force, as part of our defence celebrations on International Women’s day. There have been some fantastic successes for women in our armed forces recently. My hon. Friend mentioned the first female soldier in the Welsh Guards, and recently we had the first female to pass the incredibly tough—far tougher than I could have done—P-company test for the Parachute Regiment.

It is always a pleasure to speak in a debate on the armed forces in Wales. I congratulate the hon. Member for Brecon and Radnorshire (Fay Jones) on securing the debate. I am sure that she will make an important contribution on these issues, particularly given the presence of the armed forces in her constituency, which I have had the pleasure of visiting.

It is partly through my experience of working with our Welsh regiments in the Army, and with the Royal Navy and the Air Force, locally in the constituency and more broadly, that I have learned to respect and be inspired by their work. I have also seen first hand some of the challenging training that they undergo, particularly in locations in the hon. Lady’s constituency. I had the pleasure of spending time there with the 3rd Battalion, the Royal Welsh, the reserve Army grouping, and with other Army formations, including the special forces, in some of the training areas that she mentioned. I absolutely agree with the hon. Lady about the importance of maintaining those areas in Wales and the crucial role that they play in preparing our armed forces for operations around the world.

As vice-chairman of the all-party parliamentary group for the armed forces, and having spent time on the armed forces parliamentary scheme, the crucial role that the Welsh contribution to our armed forces—the Army, Royal Navy, Royal Marines and Royal Air Force—has played is clear to me. That is particularly true in my constituency. We hosted a reception here a couple of weeks ago, as has been mentioned, where I met constituents from St Mellons and Splott who had just joined the Army and were excited about their future careers.

We have a proud Royal Navy and merchant navy tradition in Cardiff and Cardiff Bay. As has been mentioned, HMS Cambria is located on the edge of my constituency, but will be moving into Cardiff Bay as part of a new development, which we all fully welcome. Given that history, we look forward to seeing the progress of the Navy’s work there to build a flagship for the Royal Navy as a base in Cardiff.

There is also a history with the Royal Air Force, particularly due to the location of St Athan down the road in the Vale of Glamorgan. The famous Guy Gibson, one of the Dambusters from 617 Squadron, spent time in Penarth. RAF Pengam Green was based in part of my constituency in the past. We have long been a recruiting ground for the armed forces and there continues to be a significant presence in the near vicinity.

I emphasise the point made by many colleagues: the Army in particular has historically recruited disproportionately from Wales—usually about 7% or 8% of the Army are recruited from Wales, which represents only 5% of the UK population. However, it has been mentioned that the presence of the armed forces in Wales is much lower than that, at just 2%, as highlighted by the Welsh Affairs Committee report, and it is potentially dropping to just 1%.

That is a real concern. I agree with many of the comments made by colleagues from across the Chamber about that presence. It is crucial to ensuring that Wales is properly represented in our United Kingdom armed forces, but also, given the importance of strengthening the Union, to ensuring that that contribution is recognised. We need to maintain that presence. I certainly support calls for the Ministry of Defence to look at rebasing some of the Welsh contribution to the armed forces in Wales itself, particularly through the Queen’s Dragoon Guards, and to see the Army coming to Wales.

As someone who undertook her Northern Ireland training in the Brecon Beacons back in the 1980s, I fully support what we all want here. Does the hon. Member—and does the Minister —agree that Wales deserves at least one garrison town, given its past and present commitment to the military?

Effectively, we do already have one garrison town to a degree, through the presence in the constituency of the hon. Member for Brecon and Radnorshire, but I agree that we want to see more of the Welsh contribution stationed in Wales, and indeed other units. Given the wide range of training environments, it often makes more sense for forces, particularly Welsh-originating forces, to be located nearer to families so that they can get back at weekends and when they have time off on leave.

I will touch quickly on three issues. The first is recruitment; I am very proud of the history of recruitment from my own constituency, particularly to the Army, but when I have visited recruitment offices in Cardiff, and in the discussions I have had with officials from the Ministry of Defence and with Ministers on this, there does not seem to be the type of recruitment going on to bring in the diversity that I know that the Army wants to see in our armed forces.

The point applies particularly to the black and minority ethnic community. It is absolutely crucial that our armed forces of today, particularly our Army, represent the country that they fight for and defend. We have a fantastic BME contribution in the Army, but that is often made up of Commonwealth contributors. They are absolutely fantastic and do a brilliant job—I have spent time with them out in a Warrior on Salisbury Plain with the Royal Welsh—but it is important that we also ensure that young people from communities such as Butetown, Grangetown and Splott in my constituency get the chances offered by the armed forces. I think there is a disjunct there in the levels of recruitment. I urge the Ministry of Defence officials to work closely with Members of Parliament and others who can ensure that the opportunities provided, including some of the fantastic opportunities offered by places such as Harrogate and Welbeck, are also available to people from my communities.

Secondly, on veterans, I work very closely with a number of veterans’ organisations locally, including the Welsh Veterans Partnership, Woody’s Lodge and many others. They do excellent work, but one of the frustrations that we often have is that there are national programmes announced at a UK-wide level, but when we ask, “What is the Welsh option? What is the Welsh contribution?” it is often not there. I know that has been the case with some of the local organisations. They are doing brilliant work on housing, for example, working with local veterans; yet, when they have approached UK-wide organisations that say, “We are working with Government money to provide housing for veterans,” they are told, “Oh, well, that doesn’t apply in Wales.” There is a bit of a disjunct there. I would like to see the UK Government and the Welsh Government working as closely as they can on these issues.

I met with the Office for Veterans’ Affairs the other day at a reception—the hon. Member for Wrexham (Sarah Atherton) was there too—and raised some of those issues. We need to ensure better joined-up working. It is not a competition between the Welsh Government and the UK Government, and we need to ensure that that work is joined up, so we can support all our veterans and all those who have supported our country over many years.

My final point is about the presence of the Navy. I mentioned HMS Cambria coming into Cardiff South and Penarth, which is fantastic, but it was also suggested by, I think, the former Defence Secretary that HMS Severn, which is one of the River-class patrol vessels, was going to be forward deployed, along with the other River-class patrol vessels, at locations near to their namesakes. I was hoping that HMS Severn would perhaps be spending time in Cardiff, Newport and other locations nearby. That seems to be in some doubt at the moment, so perhaps the Minister can provide some clarity.

We are looking forward to the new HMS Cardiff; I visited her previous iteration, but we welcome the naming of one of the new Type-26 frigates. Of course, that naval history was crucial during the NATO summit, which Wales hosted so admirably in Newport and which we all contributed to. It was a highlight for me to see naval vessels from around the world in Cardiff Bay and for local young people to go on board to meet our armed forces personnel. I also spent time recently on HMS Monmouth when it was berthed in Cardiff Bay; I spent time in the galley, cooking with the chef, and with the engineering teams, to really understand some of the realities and day-to-day experiences of our naval personnel.

The armed forces play a huge part in the history of Wales and in the history of Cardiff South and Penarth. They have a huge role to play in the future. I would not be here if not for the armed forces in Wales, because one of my dad’s last postings in the Army was at Maindy barracks in Cardiff, where I will be returning this weekend for the St David’s day dinner. I know the contribution that that has made in my life. My dad went on to serve in youth work in our communities in south Wales, through his involvement in the Army youth teams, which operated in communities across Cardiff in the 1970s and 1980s. It has made a huge impact in my family’s life. I am sure it has a huge contribution to make in the future, but we need to ensure that Wales gets its fair share and fair representation in our armed forces family across the United Kingdom.
