I have considerable concerns about deepfakes being used in the upcoming elections. We have seen hack and leak being used as a tactic by hostile states in previous elections, and we have to take into account deepfake capabilities, particularly enhanced by artificial intelligence. That is why we are developing our strategy through the Defending Democracy Taskforce and undertaking exercises right now to enhance our capabilities. It is, however, a challenge to all citizens not necessarily to take images to be true on first sight, because of adversaries’ enhanced capability.

The Minister for Veterans' Affairs (Johnny Mercer)
The Office for Veterans’ Affairs has provided £445,000 for research into the lived experiences of women veterans and for development of further support. With my hon. Friend making valuable contributions, we are developing the Government’s first women’s strategy, which will celebrate the success of women veterans but also look at the specific challenges they face, so as to better address their needs.

I am one of the estimated 250,000 female veterans, and I have spent the last four years raising awareness of this hidden community. I am pleased to have worked with the Minister on establishing the first female veterans strategy. I have been chair of the advisory board; the evidence gathering has ended and the recommendations have been made. Will the Minister let me know whether the term, “female military sexual trauma” will be acknowledged and included, and the date on which the strategy will be published?

It is an important question. We are doing exactly that. Extreme heat is something that we have to increasingly plan against. That is why last year, for the first time, we introduced an alert system for extreme heat that matches the alert system for extreme cold. I disagree, though, with the Mayor of London that the way to deal with this is to start imposing 20 mph speed limits everywhere and an ultra low emission zone. I hope that the people of London will take the opportunity to vote against that next week.

Earlier we heard a number of statements from the Opposition questioning ministerial integrity, but perhaps they should look closer to home—to be precise, at the first Minister of Wales and his links with donations to his leadership campaign and the Development Bank of Wales. Can the Minister tell us when the Welsh Labour party will apply to itself the standards that Labour has called for in the Chamber this morning—[Interruption.]

Order. If you all shout, I cannot hear what the hon. Lady is saying, but I think there is some doubt: the hon. Lady cannot ask the Minister a question about what the Labour party will do. Would she like to rephrase what she is saying?

With reference to the links between the First Minister of Wales, the donations to his campaign and the Development Bank of Wales, would the Minister like to describe why this is such an issue for the people of Wales while the Opposition keep shouting that we are doing the wrong thing?

As the Chancellor recently pointed out, living standards are £1,700 higher in real terms than in 2010. If the hon. Gentleman wants to protect working people in this country, perhaps he should have a chat with his shadow Chancellor about her plans to impose £28 billion of tax rises on everyone in our country.

My hon. Friend has been an excellent campaigner for Wrexham, putting it on the map after years of decline under the Labour party. It is the heart of one of Wales’s investment zones, with our plan for towns helping to regenerate the local high street and improve public safety. I can tell my hon. Friend that with a great campaigner like herself, the next five years will only look brighter for Wrexham.

The Minister for Media, Tourism and Creative Industries (Julia Lopez)
We have made huge progress in connecting the countryside. In 2019 only 6% of premises had gigabit-capable broadband; now it is 80%, and the UK is building gigabit networks faster than any country in the EU. This month we launched another six Project Gigabit contracts to connect another 690,000 rural homes. The shared rural networks are tackling mobile notspots and we have satellite trials for the very hardest to reach.

Rossett, outside Wrexham, has little to no connectivity, despite the Ofcom checker predicting that it has a good signal. This significantly limits residents’ lives. Ofcom acknowledges that it is a prediction, but Building Digital UK says that, because the Government rely on this prediction, there is little chance of Rossett receiving any benefit from the shared rural network programme. What would the Minister advise my residents to do?

My hon. Friend highlights the challenge I have had in answering this question. The mobile connectivity figures I have for her constituency are extremely high. This highlights the issue we have with Ofcom’s reporting maps, which are simply not good enough. We have consistently raised this with Ofcom, and we hope to make progress.

That is why we took this action as a last resort, after extensive attempts at diplomacy, including a UN Security Council resolution. The hon. Lady could help, because this Parliament could speak with one voice so that the outside world and our allies in the region know that this has nothing to do with Israel and Gaza, and everything to do with our self-defence.

Diverting shipping via the cape puts a financial burden on us all, none more so than the Egyptians, due to reduced traffic through the Suez canal. Will my right hon. Friend explain what discussions he has had with his Egyptian counterparts on their involvement in the multinational response?

I spoke to President Sisi just last week. My hon. Friend is right to highlight the economic impact on people around the world: 15% of global trade passes through this corridor, and we are already starting to see the impact of rerouting on the prices of shipping, and ultimately on the prices that British people will pay for their goods. My primary conversation with the President at the moment, though, is about increasing the flow of aid into Gaza, where Egypt is doing an extraordinary amount. We will continue to give it all the support that it needs.

The autumn statement set out the UK Government’s plans to grow the economy and incentivise work so that economic growth can be felt throughout the United Kingdom. That will include a national insurance tax change from January, which will put £324 back into the pockets of 1.2 million workers across Wales.

North Wales has always been the poor relative to south Wales, where the Welsh Labour Government in Cardiff fund their voter bases. However, thanks to the foresight of this Conservative Government, money is now flowing from Whitehall to Wrexham—£13 million from the levelling-up fund, £20 million from the towns fund, £24 million from the shared prosperity fund and the prospect of a £160 million investment zone. We are working on a civil service hub. Does the Secretary of State agree that, after 20 years of neglect from the Welsh Labour Government, this Conservative Government have put Wrexham firmly on the map?

I am absolutely delighted to agree with my hon. Friend: the UK Government are putting Wrexham on the map. I was, of course, delighted with the £160 million investment zone across Wrexham in Flintshire, which was marked by a visit from the Chancellor to the area. The £20 million towns fund for Wrexham will ensure long-term certainty and investment for the area and for the growth deal. I believe that the freeport in north Wales will also benefit my hon. Friend’s constituents.

There is rare agreement between the right hon. Gentleman and myself: I am a wholehearted champion of and believer in the role that community pharmacies can play. We want to make sure that they can do everything they can to ease some of the pressures in primary care. We are actively talking to the sector about that and will always continue to do everything we can to support community pharmacies. I know at first hand how respected they are in their communities, and I think they can do more for us over time.

After a 15-year break, Wrexham association football club is back in the English football league. Will the Prime Minister join me in congratulating everyone at the club, including the loyal supporters and the owners, Ryan Reynolds and Rob McElhenney, and does he agree that Wrexham is no longer a neglected place but is quickly becoming a jewel in the crown of the United Kingdom?

Despite the Welsh Government receiving the largest devolution funding settlement, it has the worst performing Labour-run NHS. Instead of spending on what matters, they plan to spend £32 million on a 20 mile-an-hour blanket speed policy. Such a policy will cost the economy £4.5 billion. Does my hon. Friend agree with me and 94% of my surveyed constituents that that is another example of a Labour waste of money?

My hon. Friend is quite right that the policy is not a good way to spend money, and is not deliverable either. As an NHS GP working in north-east Wales, I can tell her that the delivery of NHS services is shocking in many senses. We need the Welsh Government to improve their performance.

I have to say to the hon. Lady that this is an extraordinary exercise in hindsight from the SNP. It should remember the pressure that the state and the country were under at the time of the crisis, and the Government responded effectively to it. That is not just my view, but the view of the Office for Budget Responsibility, which said:
“Those potential costs—
of not acting with such speed—
“ cannot be quantified with any precision, but…it is not unreasonable to think that they could have been far greater.” Of course the Government are taking action to deal with that. For example, we have stopped more than £700 million of overclaimed grants, but she must understand the context.

As my hon. Friend mentions, the Government Property Agency is in dialogue with the Cabinet Office’s Places for Growth programme team to identify the possible demand for relocating civil service roles to Wrexham. Discussions are ongoing in a number of regions and cities across the country; I am sure she will understand that, until further commercial negotiations are concluded and Departments have informed staff, Government hub locations cannot be confirmed. However, I can confirm that future locations are under active consideration.

My right hon. Friend, as always, makes vital points and I am very pleased that she does. I will ask the Minister for Women and Equalities to write to her with a fuller update so that she can be assured of the Government’s commitment to these vital matters.

Women are an integral part of our armed forces and have thriving careers, as my hon. Friend will know from her report, which contained a number of important recommendations. Having tested those with the Army Servicewomen’s Network, we are adopting almost all of them. We have a target of a 30% in-flow of women into the armed forces by 2030. We have improved equipment and uniforms and wraparound childcare. Most importantly, we want to generate a military culture that respects women.

Since the Defence Committee’s report that highlighted inequalities for women in the military, the Ministry of Defence has made good, if not excellent, progress and change is being felt on the ground. The MOD went further and committed to hosting an international Five Eyes conference to share best practice. Will the Minister commit to attending with me?
