Member for Gloucester (Richard Graham), who made a very moving and sombre speech about his experiences in China and how sad it is that China has chosen to reject his arrival. The Chairman of the Committee, the right hon. Member for Croydon South (Sir Richard Ottaway), gave a very full and effective explanation of what he called this unfortunate and unhappy episode—I am sure we all agree with that.
I am pleased that we have the opportunity in this emergency debate to highlight how unacceptable the actions of the Chinese Government have been in banning the entry to Hong Kong of democratically elected representatives and hampering our ability to scrutinise our own Government’s actions, as is our role as the Foreign Affairs Committee. It is very important to emphasise, as others have, that we are totally separate from Government. I think that is sometimes misunderstood by some foreign Governments, and certainly by the Chinese Government. We do not take orders from our own Government, so we are certainly not going to be deterred from carrying out our duties by any foreign Government, from whatever part of the globe.
I cannot honestly say that I am surprised about what has happened, because I was present when the Foreign Affairs Committee went to China during the last Parliament, as outlined by my hon. Friend the Member for Ilford South (Mike Gapes). It was quite an experience. I recollect that we received a friendly welcome and had meetings with many representatives of the Chinese Government. However, as my hon. Friend said, when it became clear that we intended to visit Taiwan, we were told in no uncertain terms that this would lead to “serious consequences”. My recollection of the meeting that he described is that we were more or less thrown out; “asked to leave” would be a more polite way of putting it. As he said, the serious consequences did not arise for us, but it was an illustration of the kind of overreaction we can expect from a Government who do not understand the concept of transparency and democracy, not to mention scrutiny and accountability.
Taking the unprecedented step of refusing entry to a Select Committee takes the whole matter much further. I believe that this amounts to a diplomatic crisis. It is more than regrettable, as the Foreign and Commonwealth Office has publicly stated—it is totally unacceptable. I hope that the FCO will make the strongest representations on the matter and take it further with a view to seeking a change of position on the part of the Chinese Government forthwith. I look forward to hearing what the Minister has to say about what the Government intend to do.
We as a Committee have been working hard on this inquiry for some time and taken extensive evidence to date. However, there is no real substitute for finding the facts on the ground, as we have often found in some of the most dangerous places in the world, which often lack democracy. Under the chairmanship of the right hon. Member for Croydon South (Sir Richard Ottaway), we have sought to conduct the inquiry in a responsible manner and as inclusively as possible, preferably with the full co-operation of the Hong Kong authorities. Of course, our concern for human rights and democracy is part of that, but our inquiry is wide ranging and we believe it is timely to look at how the Sino-British joint declaration is being implemented 30 years after it was agreed by both parties.
Contrary to the views of the Chinese Government, Lord Patten told us that the terms of the 1984 joint declaration between the UK and China, agreeing the transfer of sovereignty to China and setting out “one country, two systems” principles of governance, explicitly gave the UK a legitimate interest in Hong Kong’s future. When China asserts that what is happening in Hong Kong is nothing to do with us, we should make it absolutely clear, publicly and privately, that that is not the case. We are not interfering in China’s internal affairs.
Notwithstanding all that, we have the right and the remit to scrutinise the work of the FCO throughout the world, which, of course, we do. This snub by the Chinese Government and the confrontational manner with which they have conducted themselves is an insult not only to the Committee, but to the whole House. We cannot accept it, especially from a Government with whom we have friendly and mutually beneficial relations. The FCO has pointed to the visit of the Chinese premier in June as an example of the positive trend in UK-China relations, but it is fundamental to our democratic system that we reserve the right to criticise our friends, and that should not have come as a surprise to the Chinese Government.
Mr Speaker, I hope you will be able to find it in your power to draw to the attention of the Chinese Government the role of Back-Bench MPs and the House’s disapproval of what has happened. If in refusing us entry to Hong Kong it was their intention to shut us up, they have achieved the exact opposite and shown to the whole world what their agenda is for Hong Kong in a way we will not be able to achieve in our report. However, we have postponed, not cancelled, our visit, so I look forward to the Committee engaging with all parties in Hong Kong in due course.
I understand my hon. Friend’s point and I will come back to it. There is an argument for us to comment on universal human rights and thereby try to influence their conduct throughout the world. To that extent, I think we are trying to influence events, but my hon. Friend is right to say that the focus of this debate is on, in a sense, the opposite situation, which is the Chinese Government’s unjustified attempt to curtail a parliamentary inquiry. It is true that we are not seeking in this debate to change anything in Hong Kong immediately.
The accusation of unjustified interference is wrong on two counts. First, as many hon. and right hon. Members have pointed out, we are party to an international agreement—the 1984 joint declaration—which refers in article 3(12) to the
“basic policies of the People’s Republic of China regarding Hong Kong”.
Article 3(4) states:
“The chief executive will be appointed by the Central People’s Government on the basis of the results of elections or consultations to be held locally.”
That is not the strongest wording in the world, but it is repeated in the Basic Law that was also implemented by the joint agreement. Article 3(12) goes on to state that those policies would
“remain unchanged for 50 years.”
We are clearly within that time scale, so the British Parliament has a perfectly legitimate right to look at how the Basic Law and joint agreement are being interpreted in practice in Hong Kong, particularly in the light of the Beijing Government’s announcements in August.
The second reason it is wrong to criticise the Foreign Affairs Committee is that we are all party to the United Nations universal declaration of human rights, which affirms that human rights—from Iran to Colombia and from China to Britain itself—are inalienable for all members of the human family. It is legitimate for any member of the United Nations to look at, comment on and take an interest in the conduct of human rights worldwide, and no Parliament or democratic assembly anywhere in the world should feel inhibited from doing so. It is common for this Parliament to comment on human rights in a variety of countries. Indeed, the Government publish an annual human rights report, in which they comment on human rights in many countries around the world.
As Lenin once said, what is to be done? First, we have to be clear that the Foreign Affairs Committee should continue to highlight the issues raised by events in Hong Kong, to investigate them thoroughly and to draw reasonable conclusions without fear of intimidation. We need to be clear that everyone in this Parliament supports its right to do that and encourages it to continue its inquiry.
Secondly, it is important that the British Government continue to raise concerns about China’s interpretation of the Basic Law and the joint declaration, and in doing so draw on the expertise of the Foreign Affairs Committee and its eventual report.
Thirdly, this country needs to adopt a deeper and more sophisticated policy towards China. Parliament and Government have tended to address China as if the only important thing we want it to do is buy and sell more widgets. The view has been that trade and capital investment are important, but almost to the exclusion of other considerations, and many hon. Members have reinforced the point that that is not the case. Trade and capital investment are important, but policies have to be wider and more sophisticated than that.
Part of that policy has to be an understanding from our side of China, its sensitivities and history, and the progress it has made. That means acknowledging that our shared history with China has not been particularly glorious on the British side on many occasions. We have to acknowledge that our role as a colonial power in events such as the opium wars was, in retrospect, disgraceful. We have undervalued contributions such as that of the 96,000 members of the Chinese Labour Corps during the first world war. They behaved with complete heroism and lost thousands of their number, but they were treated pretty disgracefully at the time and, equally disgracefully, their heroism and contribution to this country during the first world war have been neglected. A broad-based campaign is seeking to rectify that omission and obtain a memorial in this country to the Chinese Labour Corps. I hope that will attract Government support.
We have to acknowledge our own failure to deliver democracy in Hong Kong. We were the administrators and rulers of Hong Kong for many years, and we never delivered a Chief Executive who was elected by the people of Hong Kong without interference. We appointed colonial governors, and I am sure that some of them were very skilled, talented and caring, but in a sense it was a benign colonial dictatorship. It is difficult for us now to turn around and criticise China on how it behaves towards Hong Kong, and we have to be sensitive to that.
It is important to remember that the Committee has not come to any conclusions about the rights and wrongs of the situation. We are protesting about being refused access to Hong Kong.
I completely accept that point, which the hon. Lady is right to emphasise. I am talking in a wider context about how we need a sophisticated approach to China. We should not constantly hector the Chinese for any failings we detect on their side, without acknowledging that over the long period of history—their approach is very much to look at the long picture—there have also been historical failings, injustices and omissions on our side. We have to be honest and acknowledge that.
A sophisticated policy towards China must include firmness in the face both of contraventions of human rights on Chinese territory, and of the militarisation and the sometimes unjustified indulgence of dictatorships in different parts of the world. That firmness should include the way in which the Chinese allow the perpetuation of wildlife crime in pursuit of markets for things such as ivory, which the International Fund for Animal Welfare has highlighted in the House of Commons only this week. In our pursuit of trade and investment, there is a risk that not only the UK but democracies all over the world will find ourselves divided and perhaps to some extent ruled by a Chinese foreign policy that seeks to intimidate smaller democracies and to influence our discussion of their affairs.

I want to place on the record the fact that I condemn all violence unreservedly, irrespective of which side it comes from. I believe that all right-thinking people from both sides of the House take the same view. My contention is that we must find a way to move the process forward, and that is why I have secured the debate. I am certainly not here to condone any acts of violence, but may I point out to the hon. Gentleman that more than 500 Palestinian children and almost 2,000 civilians were killed in the brutal and vicious assault that was the disproportionate reaction of the Israelis in Gaza? We have to bring the dreadful cycle of violence to an end.
I have tried to allude to some of the root causes of the tension and frustration, such as child prisoners, the ongoing expansion of Israeli settlements and the detention of political prisoners—including eminent, peace-loving individuals such as Marwan Barghouti. All that simply exacerbates the situation.
The thing that worries me and many people in this Chamber and across the country is that Israel is being allowed to achieve its goals through force, regardless of how illegal and counterproductive to peace its actions are. Israel is seemingly able to do that without any accountability. There is currently little economic pressure to prevent Israel from continuing to colonise and annex as much of the west bank and East Jerusalem as it wishes.
My hon. Friend will be aware that 274 Members voted to recognise the Palestinian state. Sweden has already recognised it, and France looks as if it will do the same. Does he agree that such recognition would put pressure on the Israelis to get back to the negotiating table? Does he agree that the UK should do that?
I agree, and I hope the vote sends out a number of messages—and not only to our own Government and the British people, whom this House reflects. Some 40 right hon. and hon. Members from the Minister’s own party supported the motion and spoke with great passion and conviction about the need to move the process forward in a fair, just and equitable manner. The views of the British Parliament are important not only here in the UK, but internationally.

Commons ChamberI do not think that the phrases “diplomatic reaction” and “President Putin” usually go hand in hand. There has certainly been a reaction from President Putin, but I am not sure whether it could be described as diplomatic.
Channels are open. The Germans, in particular, maintain a close dialogue with the Kremlin. I think that the Kremlin understands, and needs to understand, the determination of the European Union to stand firm, and the fact that Russia must honour its obligations under the Minsk agreement. There is nothing else to discuss at the moment.

The United Kingdom is part of a coalition of more than 60 countries supporting the Government of Iraq against ISIL, and RAF strikes are assisting Iraqi ground forces. A number of strategically important towns in the north have been liberated by the peshmerga, but the scale of the problem remains significant. The coalition’s air intervention has halted the rapid ISIL advance, but it alone is not capable of rolling back ISIL’s gains. Ultimately, the fight against ISIL in Iraq must be led by the Iraqis themselves, with the new Government ensuring that there is an inclusive and unified response.
The Secretary of State has rightly acknowledged that the air strikes are only one element of a wider political and military strategy, including support for the creation of a more representative Iraqi Government. Having just returned from Iraq with the Foreign Affairs Committee, I am aware of ongoing disputes between Irbil and Baghdad, which may well have a negative effect on the achievement of that aim. What progress does the Foreign Secretary think can be made, and what are the implications if the situation cannot be resolved?
There are still outstanding disputes between Irbil and Baghdad, but, if I may say so having been there two and a half weeks ago myself, the mood music between Irbil and Baghdad is much better now than it has been for months, probably years. Kurdish Ministers are now in Baghdad. There is a serious discussion going on about the division of oil revenues, which is one of the crucial outstanding issues. I told the House a week or so ago, and I repeat again today, that I am optimistic about relationships between Irbil and Baghdad at least in the medium term.

Commons ChamberI am happy to endorse the efforts of ShelterBox, an organisation my hon. Friend obviously knows something about, and commend its efforts. The urgent need in Kurdistan now is for winterisation. Camps have been set up and are accommodating just under 1 million internally displaced persons within the territory controlled by the Kurdistan Regional Government, but as winter approaches, they will face a dire situation if that accommodation is not effectively winterised against the very harsh conditions in that mountainous area.
On the point abut winterisation, will the Secretary of State comment on media reports that British Army equipment abandoned in Afghanistan could, if moved to Irbil, save the lives of up to 20,000 Iraqi refugees?
As far as I am aware, unless policy has changed in the three months since I left the Ministry of Defence, there is no British equipment of any value being abandoned in Afghanistan; the overwhelming majority of Britain’s equipment is being brought back, reconditioned and taken back into use by the British Army.
I do not think we have any shortage of tents. I will talk to colleagues in the Department for International Development, but my understanding is that we have plenty of physical equipment. The problem in the Kurdish region is with logistics, rather than the physical infrastructure of tents and so on, and now the challenge is to make the accommodation appropriate for the harsh winter conditions.

Commons ChamberI am grateful for the opportunity to contribute to this debate, having visited Israel, the west bank and Gaza on numerous occasions. It is great to see such a consensus developing as the debate goes on.
We all like to believe that we are in touch with the expectations and aspirations of the people we represent. Mr Norman Kirk of the New Zealand Labour party got it absolutely right when he said that people
“don’t ask for much: someone to love, somewhere to live, somewhere to work and something to hope for.”
New Zealanders are not unique in wanting those things. People the world over are looking for those things, including the people of Palestine and Israel. They have people to love in abundance. The problem for the Palestinians is that, too often, they lose those they love, including their children. And how many Israeli families have lost members who have died in the Israeli armed forces? The people of Gaza are left homeless when their houses are destroyed or severely damaged by Israeli bombings. In area C of the west bank, there are home demolitions and land seizures, and settlements are built on Palestinian land. A house is not a home if it has to be vacated at regular intervals in response to alarms signalling rocket attacks and the need to take shelter.
Unemployment is astronomical in Palestine, especially among young Palestinian people. What do they have to hope for? Peace, and a Palestinian state living side by side with Israel, which has already been recognised as a state with no recognised borders. The truth is that they now have little hope, trust or faith in a two-state solution in the face of ever increasing settlements, the failure of the latest rounds of talks—in spite of the efforts of Secretary of State Kerry—and the failure of the US and EU to put proportionate pressure on Israel to demonstrate real commitment to the peace process.
When I was in Bosnia, a person said to me that unless politics sorted out the Balkans, history would take care of it. In this case, unless the Government of Israel get real in understanding that they have to live with the Palestinians, and that somehow a solution has to be found, history will take care of it because one day the Arabs will be so powerful that they will invade and that will be the end of Israel. Pray God that does not happen—let us find a solution.
I agree with the hon. Gentleman, but my point is that hope is running out for the Palestinian people. What is the impediment to the UK recognising Palestine as a state, and what do 135 other countries know that we do not? Is it that we have some special role in negotiations that would preclude recognition from the UK, or must we slavishly follow US policy? Neither argument is credible or moral. Surely we have even more responsibility towards the Palestinians because of our history.
The Palestinians who remain committed to pursuing a peaceful path to a solution have asked that we recognise their right to exist by formally recognising Palestine as a state. It is for them, not us, to judge when that should be done. I say that we should agree—no ifs, no buts—to statehood for the Palestinians, and I will be supporting the motion tonight.

The Foreign Affairs Committee report is important, and unfortunately it did not get the coverage that it deserved when it was published. I wonder whether that would still be the case today, given everything that has happened in the region, especially in Nigeria.
The spread of jihadist groups in the region is becoming more and more apparent, and it represents a new front line in violent extremism, which is spreading and becoming increasingly assertive and networked. We are concerned by the seeming failure of the states concerned and the international community to anticipate events and respond quickly, despite the statement in the Government’s response to our report that the UK and its partners had identified Mali, the Central African Republic and the wider Sahel region as being at risk of conflicts several years earlier due to the factors the Committee identified in our report. Those factors included weak governance, failure to address historic disputes, ungoverned spaces and organised crime, as well as the presence of terrorist groups. That prompts the question, why was more timely action not taken? What lessons can be learned and what is to be done now to stem the escalation of those problems?
Among the report’s recommendations, we make the point that the UK Government should match the rhetoric of their ambitions to increase their political, security and economic engagement with the region with substantive diplomatic input and resources. Even within the current financial restraints, they should make it a priority to support humanitarian efforts where people, especially women and girls, are being displaced and subjected to the most heinous atrocities. The prioritisation of such action is entirely consistent with the Government’s initiative on tackling violence against women and girls in conflict, and I know that the Department for International Development is doing a lot of work in northern Nigeria. Such action is also a priority if we are to protect the UK’s long-term interests and play a leading role with France and the US in developing an international security and stability policy for that region.
Although I am a member of the Foreign Affairs Committee, I joined the Committee mid-way through the inquiry, so I participated mainly in the aspects of the report that relate to Nigeria. The Committee’s visit to Nigeria was one of the most shocking experiences I have had during my time as a member of the Defence Committee and, now, the Foreign Affairs Committee. There is no doubt that violent extremism has taken root because of the inadequacy or absence of state institutions and the abandonment of huge sections of the population in remote and marginalised—mainly Muslim—areas, where the need to address socio-economic disadvantage has been met by complacency, even though Nigeria is the richest country in Africa. The country has been unable to provide security for its people.
Government officials in Nigeria informed us during our visit that measures will be taken to tackle unemployment and poverty, and they said that they recognised the link between deprivation and extremism, but more action is needed, rather than words. The fact that the Government have undertaken to work with international and regional bodies to build resilience and capacity to prevent state structures from being overwhelmed is welcome, but those structures have already been overwhelmed. In Borno state, it has been reported that Boko Haram has free rein in the area. It is doing what it likes, when it likes. Far from defeating those forces, the state of emergency declared more than a year ago in north-east Nigeria has failed to curb the Islamist insurgency and attacks have increased. In the past couple of months, Boko Haram has attacked several military bases. It is extending its reach beyond its remote north-eastern heartlands, and on two occasions has bombed a bus terminal in the capital, Abuja. Only last week, it bombed an upmarket shopping district in the capital, killing 21 people. As we all know, in April it kidnapped 276 schoolgirls from Chibok, an event that shocked the world.
The military have no public credibility because of their record of human rights abuses, and they lack modern equipment, training and motivation. They also lack air cover, and they requested help in that area from the US and the UK while we were in the country. Compared with the size of the population, the military are small in number and do not have the capacity to prosecute large-scale counter-insurgency operations. As the Chair of the Foreign Affairs Committee, the right hon. Member for Croydon South (Sir Richard Ottaway), has said, there are constraints on the military support that the UK can provide because of human rights concerns, which have been highlighted by Amnesty International and Human Rights Watch. The sale of lethal weapons is prohibited by UK law because of those concerns. That is a Catch-22 situation, because without training, the Nigerian military cannot get equipment or dramatically improve their capacity. Without those, they will remain weak in the face of the most ruthless and determined attacks from Boko Haram.
The UK has a large Nigerian diaspora and trading links with Nigeria, so UK bilateral input to that part of the region is particularly relevant. I therefore support the Committee’s recommendation that the UK Government should provide as much security and intelligence as is consistent with their human rights values. However, years of intensive commitment will surely be required for that to have any real effect. I wonder how much the international community and the regional groupings, including the African Union, are committed to that.
Inadequate military capacity is only one of the impediments to addressing the insurgency. Political will, accountability and credibility are also key to regaining stability and preventing the continuation of radicalisation. At the moment, the political leadership of the three states in the north-east is aligned with the opposition All Progressives Congress. On 14 May, the BBC reported that Mr Ledum Mitee, a former activist from the same region as President Goodluck Jonathan, had been quoted as saying:
“People around the President, his closest allies, all tell him this Boko Haram is manufactured by the northerners to play politics… This leads him to distance himself from the whole affair.”
He also said that the military commanders have to play politics because if
“they give the impression it is a very bad situation, they risk being branded incompetent, so they give a less bad picture to their bosses.”
He went on to say that when the crisis erupts, no one is able to deal with it effectively because it is so confused. That is just one person’s analysis, and he is probably no friend of the president, but if that was the situation previously, recent developments have surely proved that Boko Haram is only too real.
At the meeting last night, chaired by the Speaker and attended by Nigerian Finance Minister Ngozi Okonjo-Iweala, I was pleased to hear that the president has been meeting with people across the political spectrum and across civil society to bring the people of Nigeria together at this time of crisis. She also said that the search is being stepped up with a greater and better equipped Nigerian army presence to take on Boko Haram in the northern states.
The recent relentless violence—including a bomb in a vehicle carrying charcoal that exploded in a busy market in north-east Nigeria, killing at least 20 people—has led to widespread concern, including in the capital, Abuja, and that is showing itself in public demonstrations. International pressure over the kidnapping of the girls from Chibok has forced the Nigerian Government to take notice and allow advisers from China, France, Israel, the UK and the US to assist its forces, but their presence is likely to be limited to assisting the search for the kidnapped girls, and will not include a general role in improving the Nigerian military’s capacity, over and above what is already being done.
I was pleased to hear from my right hon. Friend the Member for Kirkcaldy and Cowdenbeath (Mr Brown) that President Goodluck Jonathan has announced a plan to co-ordinate international anti-terrorist capability in the fight against Boko Haram and al-Qaeda-linked groups. That is precisely what our Committee has asked for—not just in Nigeria, but in the whole north-west Africa region. I add my support to my right hon. Friend’s request that the UK Government support the initiative.

Commons ChamberIf my hon. Friend bears with me, she will find that I come on to that matter later. I am not usually someone who speaks from notes, but I will today as this is such a complex issue,
On the IDC visit, we met a family living in an unfinished block of flats. Speaking to three generations of the family—children, mother and grandmother—living in that small space, I asked what life was like for the children. I was told that they were not attending school. The mother never took them out into the town and they were not allowed to play outside as she was worried that someone would complain about the noise. With no one able to say when the conflict will end, it is clearly unacceptable for children to continue to live in such a way. The family had sanitation, water, energy and food, but for children to grow and develop into healthy adults and to reach their potential, they need so much more.
I cannot say with any authority that the children in the camps had better lives, but there is an advantage in that services of scale can be delivered more easily. We saw evidence of that, with the delivery of psychological, health and education services. None of those services is a luxury that can wait to be delivered at some later date.
The children who manage to register for school in the community face many barriers to learning, such as social isolation, language difficulties, and, for those who had already started school in Syria, the problems of adjusting to a different curriculum. For children to be able to take advantage of the opportunity to learn, it is essential that they receive therapeutic services. When they are so traumatised, how can they possibly be expected to learn? Some 28.5 million children are out of school in conflict and emergency-related areas. The humanitarian response does not accord the same priority to education or child protection as it does to water, shelter and food.
I congratulate my hon. Friend on securing this debate. She will be aware of the initiative of my right hon. Friend the Member for Kirkcaldy and Cowdenbeath (Mr Brown) on safety in schools, particularly in Nigeria. Does she agree that that is a huge step forward, although, at the moment, the school girls are still missing? That initiative will allow other parents in the same state to send their children to school.
Absolutely. Just last night I attended a meeting in the House in which the Finance Minister of Nigeria talked about the campaign to build safer schools. As a fellow Scot, my hon. Friend will remember the awful tragedy of the shooting in Dunblane and the action we had to take to make our children safe in school. Children in Nigeria, and girls attending school, deserve the same protection. Such is the power of education that many people see it as threat.

Commons ChamberI thank my hon. Friend for raising that point, which is one of the few not in my speech—I apologise for the length of my speech. I have raised that point with the Government. I agree that there is a risk to LGBT visitors from throughout the world to Uganda. I understand that the Foreign and Commonwealth Office has changed its advice to travellers from Britain, but it would be helpful to hear reassurance from the Minister on protection and support in Uganda for British LGBT people visiting or working in the country.

Is my hon. Friend aware that many Commonwealth countries have dubious laws—to put it mildly—on LGBT rights? Does she agree that the Government should be doing more in relation to the Commonwealth?
I thank my hon. Friend for that point. In a recent Westminster Hall debate to celebrate Commonwealth day, we discussed how we could strengthen our relationship with the Commonwealth and use every lever at our disposal to ensure that we get that message across. A key way of doing that and influencing our friends overseas is by implementing the Commonwealth charter.

Friend will recall that the referendum in Scotland is taking place with the agreement of this House and of the Government of the United Kingdom as a whole. Under the Ukrainian constitution, that would be the proper arrangement in Crimea as well.
Why did the UK refuse to join 146 other states at the recent conference in Mexico on the humanitarian impact of nuclear weapons?
Because we believe that there are other international forums that are more effective for achieving those aims.

It is a pleasure to follow my hon. Friend the Member for Ilford South (Mike Gapes), the former Chair of the Foreign Affairs Committee. However, he knows everything there is to know about foreign affairs, so I hesitate to follow him.
I begin by strongly supporting the Committee’s recommendation that the extent of the UK’s engagement in a particular country, or the impact of the human rights situation in that country on wider UK interests, should no longer be included in the criteria used to identify countries to be placed on the list of countries of concern. I can see no case for a country’s inclusion being dependent on whether the UK can—as Baroness Warsi, the Senior Minister of State, said in her evidence to the Committee—“make a difference”. Apart from anything else, many of the countries already on the list have seen little or no improvement despite being categorised as a country of concern and therefore presumably having been pressed further by the UK to improve human rights.
No one pretends that it is easy to effect change in brutal regimes that are strangers to the concept of basic human rights, but bringing UK interests into the equation, in the way that that is being done, devalues our own commitment as a country to the need to uphold universal human rights. For example, Bahrain has already been mentioned by several colleagues and I have had strong representations from constituents who believe that it should be rated as a country of concern because of human rights abuses. However, they also believe that that is not being done because of the UK’s interests in selling military equipment to Bahrain. I would be interested to hear from the Minister how that can be classified as an objective evaluation, as the Foreign and Commonwealth Office says is the case in the criteria for countries of concern. There seems to be inconsistency; some countries that are left off the list are just as bad as some of the countries that are on it.
Of course, one tactic for making a difference and influencing countries of concern is to refuse to allow them international status by holding major events. I personally regret that the Prime Minister chose to attend the Commonwealth Heads of Government meeting in Colombo. In the Foreign Affairs Committee’s report on the Commonwealth, which was published in November 2012, the Committee took the view that the Prime Minister:
“should publicly state his unwillingness to attend CHOGM unless he receives convincing and independently verified evidence of substantial and sustainable improvements in human and political rights in Sri Lanka”.
No such evidence was forthcoming. In fact, Human Rights Watch and Amnesty International took the view that the opposite was the case. Nevertheless, the Prime Minister decided to go to CHOGM and stated that he would “shine a light” on the situation in Sri Lanka. To be fair, he did so. As my hon. Friend the Member for Ilford South has said, the Prime Minister also called for an international inquiry into allegations of war crimes if no credible domestic investigations are carried out by March 2014.
The human rights situation in Sri Lanka will come before the UN Human Rights Council next at its 25th session, which is to be held from 3 to 28 March 2014. The UN Office of the High Commissioner for Human Rights will present a comprehensive report on the implementation of Human Rights Council resolution 22/1 on Sri Lanka of March 2013.
Will the Government follow up on the Prime Minister’s commitment by working with others to obtain agreement for the establishment of an international investigation into allegations of crimes under international law by all sides in Sri Lanka? Also, what action will the Government take to keep up the pressure on the Sri Lankan Government about ongoing human rights abuses?
As the right hon. Member for Croydon South (Sir Richard Ottaway), the Chairman of the Committee, has said, of particular concern to the Committee are instances where allegations have been made of the torture of Sri Lankan Tamils who had been returned from the UK as failed asylum seekers. The Government previously maintained that they had no substantiated evidence that people returned by the UK immigration authorities to Sri Lanka had been maltreated. It is very important that we hear from the Minister whether the Government still stand by that opinion. It is not repeated in the FCO’s 2012 report and we did not get a straight answer from Baroness Warsi, who appeared before the Committee, when she was asked about it. Can we have a straight answer from the Minister who is here today when he responds to the debate?
I turn now to the prevention of sexual violence against women in conflict. The Committee rightly welcomed the initiative by the Foreign Secretary on this issue. Having worked on the issue of violence against women for more than 30 years—in fact, I still chair my local Women’s Aid group—I can honestly say that that initiative is one of the most positive steps that we have seen internationally for years.
Although we all know that violence against women persists in this country and that much more still needs to be done to prevent it, the prevalence of violence towards women in conflict situations throughout the globe—the nature and extent of the problem—has come increasingly to the fore, after being swept under the carpet for years. Rape as a weapon of war is one of the most heinous abuses of human rights of our time, and it is right that concentration is given to tackling the impunity to it that all too often exists. However, in doing so, it must be remembered that protection of victims and prevention of violence must also be taken into account.
The declaration of commitment to end sexual violence in conflict, which has been signed by 137 countries to date, is a fantastic achievement. I agree with the response to our report by the FCO, which emphasises that in addition to encouraging other countries to contribute personnel to the teams of experts providing support, we should also build national capacities. As well as being practical, we know that the only way that there will be an end to violence against women is by changing attitudes to women and promoting equality.
As one of the co-chairs of the all-party group on Afghanistan, I am particularly concerned that we do not abandon the women of Afghanistan when international security assistance force troops are withdrawn from the country. The campaign in Afghanistan has been a long one, but I think that most people would agree that one of the successes of the last decade in the country has been the advancement of women’s rights. The women and girls of Afghanistan are now protected by law from rape within marriage; they can seek justice and support if they are sexually abused; and millions of girls now have access to education. However, these transformative changes are variable, fragile and at risk, as other colleagues have said. Also, as we say in our report, the act of passing legislation outlawing violence against women is not a “big step forward” if that legislation is not implemented.
The recent suggestion that public stoning for adultery should be reintroduced in Afghanistan may well be a sign of things to come. Although I recognise that President Karzai has publicly stated that public stoning will not be reintroduced, it beggars belief that we have come full circle and are still discussing the very practices that existed under the Taliban’s brutality. President Karzai will come under ever more pressure to abandon the women of Afghanistan. As western forces leave, he will need the support of conservative hard-liners to strengthen his increasingly vulnerable Government, and he may be tempted to offer abandonment of women’s rights as a concession to the Taliban as part of a deal to end the war.
I welcome the advocacy work that the UK Government have done with the Afghan authorities to ensure that women’s rights were included in the Tokyo mutual accountability framework—the accountability agreement between the Government of Afghanistan and the international community—and the financial support for civil society organisations that has been delivered through the Department for International Development.
It is especially welcome that there has been success in incorporating benchmarks on tackling violence against women in Afghanistan. However, the agreed benchmarks have yet to be reached. The Government of Afghanistan agreed to release a province-by-province report of investigated cases of violence against women and girls by 3 July 2013, but that report has not yet materialised. I hope that our Government will continue to press the authorities in Afghanistan, in the strongest possible terms, to meet their commitments, particularly on women’s rights.
