Commons ChamberThe Government have noted that Sir Robert Francis will give evidence on his work on the infected blood inquiry on 11 and 12 July, and said that they will act after hearing his evidence. What discussions has the Secretary of State had with Cabinet colleagues on the potential impact on victims’ mental health of the lengthy waiting times for compensation in relation to contaminated blood?
The hon. Gentleman raises a very important issue. The House is well aware of the Government’s work to bring justice to those who have been affected by contaminated blood, and we will continue to take that seriously.

Integration and service improvement cannot be delivered without sufficient staff, and the only way to attract people to a career in social care is by valuing them. In Scotland, they are already paid better than those in England and Wales, and through the national care service the Scottish Government will improve terms and conditions for care workers, through the introduction of national pay bargaining. Have the UK Government considered following the Scottish Government’s approach and commitments?
Integration between the NHS and social care requires the right level and quality of workforce, both in the NHS and in adult social care. In the NHS in England, we have more doctors and nurses—more people working than ever before. In adult social care, we are recruiting at high levels, not least because of the huge recruitment campaign we ran with the sector, and some of the other changes we made, including the £400 million- plus of retention funding over the winter period. In addition, the support for the workforce more generally is making a real difference.

Commons ChamberMy hon. Friend is absolutely right to raise this. NHS England has already given clear guidance to all GP practices that they must provide face-to-face appointments alongside remote consultations. Patients’ input into the type of consultation they want should be sought by all practices and their preferences should be respected.
The Scottish Government have now confirmed their initial aid for humanitarian support to Ukraine of £4 million, as well as medical supplies. They are keen to work with aid agencies and other UK nations to get support to where it is most needed as soon as possible. What discussions has the Secretary of State had with his Cabinet colleagues on boosting urgent medical equipment provision to Ukraine from the UK and on guaranteeing access for doctors to the country?
The hon. Gentleman raises a very important point, and he will be pleased to know that the UK was one of the first countries in the world to provide medical aid. As I mentioned a moment ago, one flight left on Sunday night and one left this morning, and there will be many more, I hope. I welcome the work of the Scottish Government and their offer, and we will certainly work together in making sure that aid reaches the people who need it.

Commons ChamberMy right hon. Friend speaks with great experience, and I have the utmost respect for him, especially given the many years he spent successfully running this Department. I understand what he says, and I hope he will understand, having listened carefully to the statement, that when the facts change, it is right for the Government to review the policy and determine whether it is still proportionate. Many things have changed in the past couple of months with respect to covid, but the one big thing that has changed is that since this policy was originally implemented, we have moved from 99% of covid infections being delta to 99% being omicron. That is why we have had to change approach.
I am grateful to the Secretary of State for his statement and for advance sight of it. I welcome the intention to U-turn on vaccination as a condition of employment. I have never supported mandatory vaccination for workers—a policy that, I am pleased to say, Scotland has avoided going down. Adding a further 70,000 or more vacancies to the existing 100,000 in NHS England would be a serious act of self-sabotage.
Vaccines remain one of the best defences against covid-19, as they reduce the likelihood of infection and therefore break the chain of transmission, and are something we should all continue to encourage. The Scottish Government have pursued an “educate and encourage” strategy in their vaccine roll-out, which has resulted in a higher vaccine take-up to date through entirely voluntary means. The five most vaccinated areas in the UK are all in Scotland.
Why are the UK Government taking so long to drop their damaging policy and adopt the Scottish practice? When will the consultation conclude and a decision finally be made? The UK Government’s vaccination mandate may have alienated many NHS staff, so what will be done to repair relations and encourage continued voluntary vaccine take-up?
The hon. Gentleman is right to draw the House’s attention to the importance of vaccination, as other Members have done. As was reflected in his remarks, it is the UK’s first line of defence against covid. Thankfully, the UK has put in place many other defences, such as the antivirals that are used across the UK and our testing and surveillance regime, but vaccines are the first line of defence. He is right to talk about encouraging as many people as we possibly can to take up the vaccine if they have so far not done so, whether they work in health and social care or otherwise. He is right that the best general approach is to educate and inform, and that is what we will continue to do.

Commons ChamberWe will not globally defeat covid if large proportions of the global population do not have access to vaccinations. The UK is one of a small number of countries blocking the TRIPS— trade-related aspects of intellectual property rights—waiver. Will the UK Government stop blocking the vaccine intellectual property waiver, and allow nations to manufacture the vaccines themselves?
The hon. Gentleman is right about the importance of helping the whole world to acquire these life-saving vaccines. That is why the UK can be proud of the more than 30 million vaccines that it has delivered to developing countries already. We will meet our commitment to increase that to 100 million by June, but we do not agree with the suggestion about the TRIPS waiver, because it will make future access to life-saving vaccines much more difficult.

I thank the Secretary of State for his statement, and indeed for advance sight of it, albeit fairly briefly.
Given the time when the press call went out this afternoon, I think that this could have been handled in a way that would have given everyone more opportunities to scrutinise what was happening. That said, I find myself much in agreement with the Secretary of State’s remarks, perhaps more so than many on his own Benches.
One aspect that should concern all of us is the lower immunity from vaccination. That is especially worrying, and I think we need to emphasise that it is still important for people to be vaccinated and, in particular, to get that booster vaccination. I had mine on Sunday, and I encourage everyone else to do the same.
England’s plan B does, remarkably, resemble the current arrangements in Scotland—working from home, face coverings and vaccine certificates, all of which measures we have repeatedly advised this Government to adopt. Better late than never; however, I cannot but comment that when my colleagues in Scotland were faced with these choices, they were given a vote on them in the Scottish Parliament. Likewise, it must now be time for a COBRA meeting to happen finally. How can the Secretary of State think it acceptable not to have held such a meeting with the devolved Governments when this point of restrictions has been reached?
I thank the hon. Gentleman for his constructive tone. He made the important observation that while the emerging data suggests that current vaccines may well be less effective in providing protective immunity, that does not mean that they are ineffective. It is especially important for those who have not had any jabs to have their first vaccination, and for people to have their booster jabs, and the older and more vulnerable people are, the more important that is.
The hon. Gentleman spoke of the need for us to work together. He may well know that I have regular meetings, sometimes more than once a week, with my counterparts across the UK, as does the Prime Minister, who is also the Minister for the Union. That is a well established and, I think, very good way to work together on this pandemic.

Commons ChamberSeveral of my constituents have met difficulties in booking hotel quarantine for their return from South Africa due to problems with Corporate Travel Management being unable to verify certain card payments or with getting bookings, despite the website showing availability. As a result, they have missed flights and had to book others in their stead, which have had to be paid for. Will the Minister therefore commit to reimbursing such constituents for the failures of the system?
I am not aware of the details of the individual cases that the hon. Gentleman mentions, but a variety of credit cards and payment systems can be used. If he believes there has been a failure of the system, I would be happy to take a closer look at that.

Commons ChamberI am very happy to do so. My hon. Friend will know that the system that we set out back in September for social care will mean that no one loses out. In fact, when it comes to receiving social care in the future, the vast, vast majority of people across the country will be better off, including his constituents.
While the Scottish Government are taking action to establish a national care service in Scotland, the UK Government’s plans allocate the bulk of the money raised over the first three years of the national insurance rise to the NHS backlog. Does the Secretary of State agree that A&E functioning is greatly impacted by the lack of beds due to delayed discharges to social care? Will his Department provide urgent funding for the critical support for social care?
The Government have provided urgent funding, especially because of the impact of the pandemic. We have put more than £34 billion extra into health and social care, with the relevant Barnett consequentials, from which Scotland will of course have benefited. The issue of delayed discharges is an important one to continue working on and addressing, which is exactly why NHS England has a delayed discharge fund of almost £500 million for this winter.

Commons ChamberI thank the Secretary of State for his statement and for advance sight of it. He said much today that I can agree with.
Vaccines certainly remain key to our coming out of the pandemic. Research from Scotland shows that vaccines are 90% effective in preventing delta variant deaths and that boosters are 93% effective in reducing the risk of infection, so I am delighted that the Scottish Government will also be following the advice of the Joint Committee on Vaccination and Immunisation to offer booster jabs to the over-40s and second doses to 16 and 17-year-olds.
Excellent though the efficacy of boosters is, however, we must remember that there are many who remain unvaccinated, both at home and abroad. We run the risk of allowing this to become a pandemic of the unvaccinated. What measures are Ministers taking to maximise the uptake of second and first doses for those who have not yet had theirs? What more can be done to further share vaccines globally?
Finally, in the light of the compulsion to have NHS staff in England double-vaccinated, I am concerned that mandating vaccination may increase distrust and harden views, potentially turning those who are vaccine hesitant into vaccine refuseniks. What assessment has the Secretary of State made of that issue? What does he plan to do to overcome it?
First, may I say to the hon. Gentleman that one of the biggest successes of our national vaccination programme is the UK-wide approach, which has really helped to build confidence? The way that Scotland, England and other parts of the UK have moved together to accept advice is really important. I hope it stays that way.
The hon. Gentleman rightly asked about the unvaccinated and what is being done. I know that Scotland will have an approach as well, but certainly in England it has been very much about making sure that access is as easy as possible, with multiple sources, from vaccination centres to grab-a-jab offers and walk-in centres. It is also about communications to remind people not only of the vaccine’s importance, but of its safety and effectiveness.
I think that in his question about mandating, the hon. Gentleman was referring to the requirement in England for NHS and social care workers to be vaccinated. That whole issue was looked into very carefully. There was a consultation, which received more than 30,000 responses, and I have explained in detail how the Government reached the decision. I think it is vital for patient safety, and I hope that Scotland is able to take a similar approach and protect its patients in hospitals and care homes in the same way as England has.

Commons ChamberFirst, I always listen to the former Health Secretary. He always has some good advice, and I am pleased that he thinks the Government are moving quickly. He is absolutely right to raise the backlog in mental health. The Government are absolutely committed to parity of esteem. That is not just in law, but in our manifesto. I take this opportunity to reassure everyone who is particularly concerned and who may have raised this issue with my right hon. Friend that that commitment remains. The new funding that will go in over the next three years to help to deal with the backlog absolutely includes mental health funding.
I start by extending my condolences and those of my party to the Prime Minister on his family bereavement. I am also grateful to the Secretary of State for advance sight of his statement, and I echo his call for vigilance and the importance of getting vaccinated. Covid data has shown how few deaths between January and July were among the fully vaccinated and clearly demonstrates the effect of vaccines in driving down deaths, which is a message we all have to take home to our constituencies.
With winter approaching and more favourable conditions for the transmission of the virus, it is welcome that we are extending vaccines to our younger citizens. The news on booster vaccines is also welcome. However, what more does the Secretary of State think can be done to encourage the million people over the age of 60 who have not yet been double-vaccinated to become so? The winter will be a difficult time for many in the UK, with the annual flu wave potentially coinciding with another covid wave. The disruption that that will entail will come immediately after the end of furlough and the universal credit uplift, and at a time of rising fuel bills. Why are the UK Government insisting on ending two of the key measures supporting people through the pandemic shortly before a potentially difficult winter for millions? It is essential that self-isolation remains affordable.
Finally, the UK Government have cancelled the contract with vaccine company Valneva, which was set to produce vaccines for the UK in Scotland, at its Livingston facility. Those on these Benches would be very grateful if the Secretary of State could provide an explanation of why the deal was cancelled before the trials were even completed, threatening jobs in Scotland.

Commons ChamberMy right hon. Friend is absolutely right to raise the issue of cancer, and of course it is a huge priority for the Government. I mentioned earlier how, sadly, because of the rules that we have had in place for well over a year, there are many people who would have come forward to the NHS with cancer or suspected cancer, and they have not been seen. That has really built up a terrible problem, and it is an absolute priority for me to tackle with the workforce and with capital. Of course, I look forward to coming and sitting in front of my right hon. Friend’s Select Committee. I am not sure about the seven hours—I hope he will be a bit more lenient with me than that—but I do look forward to it.
Given that the UK Government have repeatedly got things wrong on covid—the timing of lockdowns, which allowed the Kent variant to spread; the lack of border controls, which allowed the delta variant into the UK; the delay in red-listing India; and now the surge in cases of the delta variant while millions of people are still to be fully vaccinated and more than 1 million are already living with long covid—many people will be concerned that they are actively trying to snatch defeat from the jaws of a vaccine victory. What confidence can the public have that the latest round of measures abandoning all restrictions is not another reckless gamble in the face of increasing transmission?
In a poll by New Scientist, a majority of disease experts said that some form of mask-wearing would be required until 2022. Others thought that 2023 or later was the correct time to lift mask requirements—more than agreed with the Government’s position of ending the requirements this year. For the sake of clarity and honesty, can the Secretary of State confirm that the UK Government have stopped listening to the science on their covid policy? Tragically, we have 150,000 people dead already, and the Prime Minister has said that we must reconcile ourselves, sadly, to more deaths from covid, so perhaps the Secretary of State can enlighten us as to how many more deaths the UK Government think acceptable.
The hon. Gentleman refers to the announcement on masks that we made yesterday, about moving away from rules and regulations to guidance and personal responsibility. He asks how we can make such a decision; the answer is the vaccine. The vaccine is working. We have more people vaccinated than any other large country in the world, thanks to the work of the NHS, the volunteers and everyone else involved—including, of course, in Scotland. That has weakened the link between cases, hospitalisations and deaths. Contrary to what the hon. Gentleman says, these decisions have been informed by the science. The science is working.

Commons ChamberMy hon. Friend speaks from great experience. Dame Judith recommends a culture change, which will of course take time, but there are some immediate measures we can take. It is certainly our intention to work with Dame Judith and to implement her final recommendations.
I start by thanking the Secretary of State for his statement and Dame Judith for her work. We must not forget that this interim report comes only six months after one of the most devastating high-rise fires the world has seen, and our thoughts at this time of year are with those who lost everything in the catastrophe.
I wish to repeat the call that my hon. Friend the Member for Cumbernauld, Kilsyth and Kirkintilloch East (Stuart C. McDonald) made last month for the Government to allow indefinite leave to remain to those to whom they offered an immigration amnesty. That is needed for undocumented survivors to feel able and safe to take up the support they so desperately need. Surely that is simply the right thing to do in these tragic circumstances.
This report makes recommendations to ensure that we have regulatory systems that are robust enough for now and for the future. We must be able to assure residents that the buildings they live in are, and will remain, safe. We in the Scottish National party welcome the report’s conclusion that safety must come ahead of cost cutting. Will the Secretary of State ensure that the findings of this report are heard and that safety is made paramount?
I thank the hon. Gentleman for his comments, particularly on the immigration rule changes that the Government have announced to help families. We continue to monitor that to see what more we can do, if required. I also assure him that building safety is absolutely paramount, which is why we commissioned all the work that has taken place since the terrible date of this tragedy and accepted the recommendations of the interim report today.
Scotland secured €941 million in the 2014 to 2020 funding period, split across the European regional development fund and the European social fund. What plans do this Government have to ensure that those funds are replaced post-Brexit and that the Scottish Government will be involved in discussions?
We have set out that there will be a UK shared prosperity fund that will eventually replace EU structural funds and ERDF funds, and we will work together with the devolved nations in developing it.

I thank my hon. Friend for his comments. He is right: we must take the time that survivors ask of us. We cannot rush any survivor into making a decision with which they may eventually be uncomfortable. Even in circumstances, which have arisen, whereby survivors have accepted a property offer, moved in and then changed their minds and said, “Actually this is not what I wanted”, we should listen to them. We should work at their pace—that is the right thing to do.
Reacting to incidents such as Grenfell is always challenging. After the Prime Minister’s comments yesterday, there are more questions about the Government’s handling of the fire and its aftermath. In Scotland, a working group is reviewing evidence on fire suppression measures, including sprinklers to ensure the safety of residents in high-rise buildings. Sprinklers are only one of a range of risk-reduction measures, but we are reviewing them. The Government dismiss them, telling one council:
“The fire safety measures you outline are additional rather than essential.”
Why do the Government seem to deem any risk-reduction measure as additional, not essential?
Ninety-two households have yet to be found new homes, despite rehousing being a priority. After four months, hundreds of people are still living out of suitcases and hotels and it is simply not good enough. It is time to stop the words—people need action. Will the Secretary of State guarantee that permanent homes will be found for everyone before Christmas?
I remind the hon. Gentleman that a full, independent review of building regulations and fire safety rules and regulations has been set up. That is one way in which we can make changes and learn lessons from the terrible tragedy.
The hon. Gentleman talked about what is essential and non-essential for fire safety. As I said a moment ago, we expect councils and housing associations to take expert advice, certainly from their local fire and rescue service, but it is then for the council, not the Government, to determine what is essential.

Commons ChamberI can share with my hon. Friend the fact that this issue was identified back in 2010 when there was a change of Government. The Cabinet Office has already done a significant amount of work to make it easier for small firms to win procurement competitions, but there is more that could be done. I hope that it will encourage my hon. Friend to learn that, as we go through the process of leaving the EU, we will be taking a clear look at many of the EU rules that can cause those challenges.
