Commons ChamberI can tell the hon. Gentleman two things that I think he might find helpful. First, we have given more money to local authorities to deal with the problem of rogue landlords. Secondly, new measures will come into place from April to give local authorities more powers to deal with rogue landlords. Local authorities will be able to keep the funding from the fines they impose and recycle it to help the victims of rogue landlords.
I welcome this ambitious and positive statement. We all have a role to play in allowing the next generation to benefit from the opportunity of home ownership, something my constituency takes very seriously. Does the Secretary of State agree that the developers have to do their bit, too? I am afraid that all too often the quality of new build homes is dreadful, and that puts people off.
First, I welcome my hon. Friend’s comments. I agree with him that there are too many cases of new developments where the quality is simply just not acceptable. I have seen, from hon. Members, too many examples of that. That is why, through the process of looking at house buying, we will be taking a very close interest in that.
The hon. Gentleman should know that funding is broadly flat in cash terms. More importantly, it is perfectly possible to find savings—local councils spend £1 in every £4 of public money—and at the same time to maintain and enhance local services.
To deliver greater devolution responsibility for local authorities, what more can be done to attract the very best councillors, particularly those with busy and successful careers?
I know that many colleagues in the House have considerable experience in this area, and it is something that I shall be looking at, because I have found that in local authorities across the country that I have visited, there is a very mixed level of ability, let us say, and more needs to be done.

Each debate is chaired by an MP from the Panel of Chairs, rather than the Speaker or Deputy Speaker. A Government Minister will give the final speech, and no votes may be called on the debate topic.

I listened carefully to what the hon. Lady said, and others have also made that point. When I visited MAS’s office in London last week, I looked much more closely at how it provides money advice. The hon. Lady is right to say that it relies considerably on a website, but it is more than just a website—there are individuals involved. I listened to a lengthy recorded call that was an example of how people who wanted money advice before entering into a financial transaction could be guided through the process. I saw for myself how that was adding value. Although that was obviously a phone call and not face-to-face advice, it was more than just web advice. The hon. Lady highlights the importance of MAS continuing to consider how it can continue to improve its service and ensure that it is providing appropriate advice.
There are a couple of problems. The MAS website is a poor man’s version of Money Saving Expert and it spends a fortune on self-promotion and advertising for its inferior product. The reality is that the financial world is changing, with direct debits and standing orders, and there has never been a greater need for face-to-face help for those who have become overwhelmed by difficulty.
I agree with my hon. Friend about face-to-face advice, including debt advice. All the debt advice that MAS provides through its partners is face-to-face debt advice. More than 158,000 face-to-face sessions took place in the last financial year, whereas 150,000 had been planned for, which shows that face-to-face debt advice is crucial. I agree with many comments made by colleagues, including the hon. Member for Makerfield (Yvonne Fovargue), about the importance of face-to-face advice.
