Lady raises an important point and it shows precisely why we are planning to introduce the public health duty—to get more Departments and public agencies to work together in providing early intervention through many different types of programme. She is right to highlight alternative provision and some of the issues associated with it, especially how some of those children, sadly, become the target of gangs, and we are doing more work across government.
When it comes to early intervention, youth activities, youth clubs and the kind of thing we have just heard about in Southend are the sort of important work that we want to support more. I have talked about the £220 million of early intervention funding, which is a record amount, and it will go towards doing that, supporting some 200 different projects.

Commons ChamberI share the concerns around serious organised crime. I welcome the National Crime Agency’s national strategic assessment, which says that the cost of such crime to society is at least £37 billion a year. Clearly the work the NCA is doing with police forces around the country is vital. It is important that we continue to work together with the NCA and the police. It was welcome that this year we increased resources to the NCA to fight serious organised crime. We will certainly look at longer term resource need in the spending review.
I have discussed this with the Policing Minister before: despite the increase in funds to recruit more policemen, funding is not sufficient. That is the message my hon. Friend the Member for Harrow West (Gareth Thomas) referred to just a moment ago. Violent crime is increasing, particularly in places such as Coventry and other parts of the west midlands. The police have been reduced to firefighting in an area for two or three months, before the resource goes to another area. The vacuum is then filled by more crime. Can the Home Secretary not do a bit more about that?
If the hon. Gentleman will allow me, I will come to resourcing: both general police resourcing for all activities and resourcing dedicated to serious violence. He will also welcome that it is not just about resourcing; it is also about powers. I will talk about that in a moment, too.

I agree with the hon. Gentleman about the importance of this issue and the need to work across Government. He asked about social media and the way in which some parts of it glamorised violence. I, too, have seen some of the material to which he referred, and far too much is available on social media. Some of it is generated in the UK and some abroad, but it all glamorises this type of violence.
What are we doing about it? Last year, I funded a £1.4 million project on social media capability, run from London, to look at what can be done to try to tackle some of this material online, but we need to do much more. We need new powers to do that, which is why I am working with the Secretary of State for Digital, Culture, Media and Sport on a new online harms White Paper. The intention is to give the state more powers to tackle exactly what the hon. Gentleman was discussing.
Thank you very much, Mr Speaker. You have been very tolerant. May I tell the Home Secretary that it was useful to meet the Minister for Policing and the Fire Service about a fortnight ago? I want to reinforce the points that my hon. Friend the Member for Birmingham, Erdington (Jack Dromey) made. We need more community police on the streets—there is no doubt about that—and they could do something about youth services, but 20,000-odd police officers have been cut over the past seven years, which is a very low base on which to build.
The hon. Gentleman, like other hon. Members, is right to raise the issue of resources. I have mentioned the increase in resources in this year’s policing settlement. When it comes to his local force in the west midlands, as I have said to his colleague, the hon. Member for Birmingham, Erdington (Jack Dromey), I am more than happy to meet the West Midlands force again. I visited them only last week—it is a force that I regularly visit—and I am always looking to see what more we can do.

Commons ChamberMay I make the Home Secretary aware that in parts of Coventry, both in affluent parts and in less well-off parts, there has been an increase in burglaries and knife crime? The police used a dispersal order in the centre of Coventry on Saturday after a young man was badly stabbed. Will the Home Secretary increase police numbers in the west midlands, particularly in Coventry, where I am told by the police that they operate at only 75%?
The hon. Gentleman raises the very important issue of knife crime, and I am sorry to hear about that incident in Coventry. This is about powers, which is why the Offensive Weapons Bill is bringing new powers for the police, but it is also about resources. I therefore hope that he will support the Government’s settlement today because of the extra £34 million it will provide to his local force.

Commons ChamberFor many people who voted leave in that referendum, immigration was one of the big, key issues. Many of them would have wanted, first, to see immigration coming down to more sustainable levels. It was certainly my experience that many of them wanted us to end freedom of movement and reform the process so that we could have more control over our borders.
I am sure that the Home Secretary, like many of us in the Chamber, has received emails from people expressing concern about how the health service will get labour from abroad—from Europe or wherever—and asking what protections British nationals abroad will have. Those people also perform a function at work in the various countries that make up Europe, so what protections will they have, as a quid pro quo on this?

Commons ChamberI can give my hon. Friend that assurance. He will know that we have announced a pilot for the seasonal agricultural workers scheme, which we are starting early next year, working with my right hon. Friend the Secretary of State for Environment, Food and Rural Affairs. The purpose of the pilot is to make sure that we look carefully at how we can continue to meet the needs of that very important sector.
I am sure the Home Secretary realises that 800,000 people in this country work in the automobile industry, and it is therefore very important that we get the specialist labour that facilitates research and development. That involves the universities, and not very much has been said in relation to Brexit about the plight of the universities if it is not handled properly.
The hon. Gentleman is quite right to highlight the importance of our automobile industry and the need for skills, particularly in areas such as engineering. I can give an assurance that we will want to make sure that the new immigration system allows for these vital skills where they are needed.

Commons ChamberThat is a very partial reading of Mr Shaw’s report by the right hon. Gentleman. I appreciate that he has not yet had much time to read the whole report, but I do encourage him to do so. I think that he will find that, as well as rightly finding issues and challenging us to do more, which I am and which we will continue to do, Mr Shaw talked about the progress that we have made, including on alternatives to detention. One example of how we intend to take that recommendation forward is the one I gave earlier about piloting a new programme to do with women in detention.
I welcome the report as a step in the right direction, but as with all reports, it is the implementation that matters. Has the Secretary of State set a timescale for its implementation, and does he have the resources?
On the timescale, I have announced four broad measures today. Internally, we are working on what can be implemented. Some of them are much more immediate. Some of the policies need amending. Others will take time to put in place, such as starting some of the new pilot projects about alternatives to detention in the community. On resources, I am sure that I have the resources from now until the end of this spending round. I will then need to have further discussions with my right hon. Friend the Chancellor.

Commons ChamberWhen it comes to housing need, the approach that we plan to take is what we have set out today, but given that this is a draft consultation, I am happy to listen to any representations from my hon. Friend. I can also give him an assurance that the existing green-belt protections remain in place. In fact, when it comes to environmental protections we have gone even further in the draft NPPF. For example, the protection that we have given to ancient woodland is the highest ever.
Excuse me, Mr Speaker; I have a problem with my voice tonight. Can the Secretary of State assure residents that they will have a meaningful say in development? He will know that we have had problems in Coventry in the Kings Hill estate, Cromwell Lane and Westwood Heath. I have already met him about that, and I hope for a date to meet his colleague. Can he give us an assurance that residents will have a stronger say and that their views will be taken into consideration?
The hon. Gentleman will understand if I do not talk about any particular planning application that is going through the process, but I can give him an assurance on local people and communities having a say. The consultations that we have set out today strengthen that, and one of the best ways for a local community to play a part is also to adopt neighbourhood plans.

Commons ChamberThe hon. Lady should be assured that Liverpool City Council, like almost every other council, is seeing an increase in its spending power from last year going into this year. She points out the challenges that the council has had in trying to bring about efficiencies. That, as I will come on to explain, has been a theme for many councils, but she should be assured that over the next two years there is a real increase in the core spending power of all councils, taken together.
Set against Coventry City Council’s needs, the so-called increase that the Secretary of State is talking about is delusional and derisory, to say the least. It does not meet the council’s needs.
Perhaps the hon. Gentleman can draw some comfort from my words in due course.
This work, with the feedback that we have received over the past few weeks, has informed the final settlement that we are unveiling today. It is part of a four-year settlement that gives English councils access to over £200 billion in funding in the five years to 2020. It gives them greater freedom and flexibility over the money that they raise, in recognition of the fact that no one knows their local areas, and the opportunities, challenges and pressures that they face, better than the councils who serve them. It strikes a balance between relieving growing pressure on local government while ensuring that hard-pressed taxpayers do not face ever-increasing bills.

Commons ChamberThe Secretary of State can in fact direct local authorities to take the advice of the fire services until such time as the committee of inquiry reports. There is nothing stopping him from doing that. In the past, I have dealt with the Government from a local authority angle. How much money is the Secretary of State actually making available, bearing in mind that it was said today the cost will be billions?
The hon. Gentleman will know that local authorities have rightly been taking account of the advice that has been issued by the expert panel, which is constantly updated as the panel gets new information. On the availability of money or financial flexibility, we are, as I said earlier, working with a number of local authorities.

Commons ChamberWhy is the Minister abolishing the requirement for Parliament to approve the local government finance settlement through the Local Government Finance Bill? Is it because the Government have inflicted so much damage to local government services through cuts that they want to hide that and not be accountable to Parliament?
The hon. Gentleman is referring to some of the measures in the Local Government Finance Bill. When we move to 100% business rates retention, all local councils will be fully funded, so there will be no legal requirement for an annual settlement because no money will be forthcoming directly from central Government.

Commons ChamberAs the hon. Gentleman may know, the new national living wage applies to those aged 25 or older. The statutory wages for younger age groups are already being set by the Low Pay Commission.
The economic challenge of our time is boosting Britain’s productivity. Britain is home to some of the world’s most dynamic businesses, staffed by incredibly talented, hard-working individuals, yet our productivity—the rate of output per hour worked—is well below its potential. Let me put this in stark terms. It now takes a worker in the United Kingdom five days to produce what his or her counterpart in France can deliver in four. There is encouraging news—the British automotive industry is among the most productive in the developed world, with a vehicle rolling off the production lines every 20 seconds—but by and large, in a situation familiar to fans of the England men’s football team, the country that invented modern industry has fallen behind its competitors, and the Germans in particular.
What does the Secretary of State think we need to do in Britain to improve our productivity?
If the hon. Gentleman had joined me in Longbridge on Friday, he would have heard me set out the Government’s productivity plan, which I shall come to in a moment.
Productivity is not just some obscure measure that is of interest only to economists. Higher productivity means higher incomes. When productivity rises, standards of living rise too. That is why, as part of last week’s Budget, we published “Fixing the foundations: Creating a more prosperous nation”. It is our blueprint for getting Britain moving, building and growing, and creating the environment that is needed to tackle the productivity gap once and for all.
The productivity plan will support apprentices with a new compulsory apprenticeship levy that requires large businesses to invest in their own future. It will boost skills with a radical streamlining of further education qualifications and the creation of prestigious institutes of technology. It will support infrastructure, with vehicle excise duty paying for a new roads fund, and a plan to put Network Rail and the rail investment programme back on track. It will allow us to invest in innovation, putting nearly £7 billion into the UK’s resurgent infrastructure, and developing our network of Catapult centres for commercialising technology. It will make our world-class universities open to all, removing the student cap and putting higher education on a more sustainable footing. It will ensure that superfast broadband is available to 95% of UK households and businesses by 2017, and it will make it easier for the market to roll out fixed and mobile infrastructure by reforming planning rules on taller masts. It will mobilise the whole of Government behind exporting, working alongside a more effective UK Trade & Investment and building stronger links with emerging markets.
