Commons ChamberI chair the all-party parliamentary group on autism, a role I took on after we lost Dame Cheryl Gillan. From her position in this place, she was tireless in highlighting the fact that there is a difference between those who suffer lifelong development disabilities such as autism and those who have mental health conditions, although it is fair to say that those with autism suffer with a higher proportion of mental health conditions. As things stand, 61% of those in mental health hospitals have autism as a condition—that is 1,200 people—and the figure used to be 38%.
I welcome the Secretary of State’s draft mental health Bill. Will he meet members of the all-party parliamentary group to discuss what the Bill will do for those with autism? Can I also parrot the call from the Chair of the Select Committee, my right hon. Friend the Member for South West Surrey (Jeremy Hunt), about the need to review the sectioning of those in mental health provision? There are far too many people languishing, and they need our help.
I agree with my hon. Friend. The reforms that we have set out today in this draft Bill mean that, in the absence of a mental health condition, learning disability and autism will no longer be a reason for people to be detained in a mental health hospital after an initial period of assessment. I would be happy to meet him and his APPG.

Commons ChamberThis Government will always listen to the evidence and be guided by it, as they have been today.
Unlike a number of my colleagues here, I did actually vote in favour of these measures back in December. I did so because I felt that it was important that those going into hospital had the reassurance that those caring for them were fully protected. I understand the Secretary of State’s point that the matter has now changed, but I regret that that is so, because I still feel that my vote was the correct one. May I ask my right hon. Friend this specific question just to assist me to get to the right place with him? He mentions that he asked for fresh advice from the health regulators, and no doubt they advised that this was no longer proportionate in these changed circumstances. Did that precipitate a change in the legal position—that being one of the limbs for judicial review—which means that there is a legal requirement for our having to change course as well?

Commons ChamberGPs, particularly in rural areas, are finding it difficult and challenging to deliver the booster programme, but will have to deliver the booster in great numbers. Can the Secretary of State look at measures that will speed up the flow for those GP surgeries? Will he send a message to all patients that they will need to be understanding in the next couple of weeks to ensure that the morale of our GPs, who work so hard, is not undermined?
My hon. Friend is right to talk about how hard GPs have worked throughout the pandemic, and about the need to provide greater support. We expect and need them to help with this big new vaccination effort. There are already signs of many people showing that they understand the need for GPs to reprioritise over the next couple of weeks, which is important too.

Commons ChamberI said earlier that, out of the 100 million commitment that the UK has made to international donations, over 20 million have already gone and been delivered, and another 10 million are about to go.
The return of PCR testing will be met with some apprehension by the international travel sector, which has just been getting back on its feet, but it will at least be cheered by the Secretary of State’s statement that we will not keep measures in place for a day longer than is necessary. Can I ask the Secretary of State to ensure that the providers of PCR tests are those that will actually give accurate, good-value testing back to the public, and that we will not see some of the issues that arose over the summer repeat themselves?
My hon. Friend makes a very important point. I know he rightly takes a close interest in this; we do want to minimise any impact on our excellent transport and travel sector. He is right to raise the importance of making sure that PCR tests are available, the pricing is correct and the Government website where providers are listed is properly monitored so that anyone who breaks the rules is delisted.

Commons ChamberMy hon. Friend is absolutely right to make those points, and I can give those assurances. The police have informed my Department that all the families of all the victims have been contacted. They all have family liaison officers. That support and other support, such as counselling and mental health support, if required, and the 24/7 telephone line that I referred to, will remain in place for as long as is necessary. Indeed, if she and other Members of Parliament who have constituents who are affected think that there are other ways to provide support, of course we would be willing to do that.
I thank the Secretary of State for his words and his action; it is much appreciated, as is the solidarity shown by the shadow Secretary of State, the right hon. Member for Leicester South (Jonathan Ashworth). I also thank my right hon. Friend the Member for Tunbridge Wells (Greg Clark) for leading the local MPs on this difficult matter.
The nation has been absolutely appalled and horrified by the actions that we have heard about, and none more so than the people in Heathfield, where Mr Fuller was arrested at his family home. They are good people who have been shocked by what they have found out. My constituents use the Maidstone and Tunbridge Wells NHS Trust. It is an excellent hospital, run by some brilliant management and fantastic staff. Will the Secretary of State make sure that those staff and management have all the support that is needed to ensure that patients receive their ongoing care?
Yes, I can give my hon. Friend that assurance. His local hospital does some excellent work in supporting local people in all their health needs and has done so for a long time. I have no doubt that this news will be incredibly distressing to all the people who work in the hospital, and they will get the support that they need. The other support that is necessary for the hospital to continue with its good work and care will remain, and will remain very important.

Given that it will come out on 1 October, will that give colleagues, and indeed Select Committees, the opportunity to feed in their ideas on behalf of their constituents? Will the Secretary of State entertain the idea of moving to lateral flow tests, which are cheaper, with only the small proportion of positive cases needing to take a PCR test?

Commons ChamberThe hon. Lady raises an important issue. We have seen, sadly, that through the pandemic, because of various inequalities up and down the country, some people have suffered a lot more than others. It is an important point, and we need to do more—we all collectively need to learn from this. I give her the assurance that I know that Public Health England and the chief medical officer are looking into it and will report to Ministers shortly.
I welcome the Secretary of State’s statement, but may I ask for clarity? On the legal requirement to wear face coverings, including on public transport, he stated that
“we will advise this as a voluntary measure for crowded and enclosed spaces.”
Should that be “crowded enclosed spaces”? Does he intend to put out guidance? What will he do to ensure that private operators cannot mandate it outside that guidance?
I can tell my hon. Friend that the guidance is really asking people to use their common sense. If there are many other people around them, particularly if those people might be more vulnerable—older people, let us say, or groups who for some reason may be unvaccinated—we are really just saying, “Use your common sense.” I think that everyone in Britain will do just that. In private settings, it will be up to private businesses—shops, for example—to decide what they wish to do.

May I also congratulate the Secretary of State and welcome him to his position? Does his optimism on the end of domestic restrictions extend to those who want to take up international travel again or who work in the industry? Is he also confident that the three fifths he mentioned who have been double-jabbed will be able to go to amber list countries without quarantine? Would he be willing to meet me and other colleagues who share a concern that we need to do more to try to help our industry?
First, my hon. Friend will know that, in terms of 19 July and the restrictions that will be removed, we are focusing on domestic restrictions. He knows that, separately, we also take very seriously the border controls, the border restrictions and the so-called traffic light system. In terms of making any further decision on that, he will know that it is kept under constant review on a very regular basis, and it is something that I intend to sit down and discuss with my right hon. Friend the Transport Secretary as soon as I can.

I know that he has campaigned on funding for his local schools and can tell him that 80% of the secondary schools in his area will see their funding level go up to at least the new minimum level of £5,000 per pupil.

I thank the Chancellor for the extra money for local government and social care, which will prove hugely impactful for East Sussex. I should like to make particular reference to the schools spending increases. The increase to £5,000 for secondary schools and £4,000 for primary schools next year will help East Sussex schools to almost catch up with some of the wealthier parts of the country. I should also like to thank the teachers, headteachers and governors who have fought their campaign, with me, with respect, reason and absolute passion to deliver the best for their schoolchildren.
I want to take this opportunity to thank my hon. Friend for his campaigning and for the way in which he has worked with the Treasury and the Department for Education on this. I think he is referring to the f40 campaign, with which I am very familiar as a constituency MP. I am pleased that we have been able to make this huge step change in school funding, which I know has been welcomed across the country.

Commons ChamberI am afraid it is simply not the case that the only funding that is being provided is for—to use the hon. Lady’s words—vulnerable young people. The hon. Member for Bethnal Green and Bow (Rushanara Ali) mentioned the National Citizen Service. That is open to everyone. A moment ago, I referred to the onside youth zones, including the £5 million youth centre that has just opened in Dagenham and is supported partly by taxpayers’ money. It too is open to everyone, and I suggest that the hon. Lady go and take a look. I think that she will see all types of young people there.
OnSide is setting up 100 youth zones. They are not youth centres, because they are trying to do something different, and to be a bit more welcoming to younger people rather than using the traditional and somewhat tired format. It is interesting to note that where those zones have been opened, youth-related crime has fallen by 50%. Does that not also demonstrate that there is a role for those who look at things differently?
My hon. Friend is absolutely right to make that point. The first OnSide youth zone was in Bolton. He is right about the fall in crime and the positive impact that that has had on the community. The new youth zone I mentioned in Dagenham is just opening, but I was incredibly impressed by what I saw last week, because it is open to all young people from the age of 11 to 18, and because it can make a difference with the hours that it is open and the facilities that are there. Again, it is a universal youth service available to everyone, with all sorts of activities, so I agree with his comments.

We also operate a shortage occupation list, which can benefit both the NHS and other sectors where a shortage is identified. I believe that as we set out the new immigration system and through the process of engagement with the White Paper, we can make sure that we get this right.
You and I are big Arsenal fans, Mr Speaker, and we will be following Arsenal tonight as they thrash Newcastle. We will remember watching a 16-year-old Cesc Fàbregas. Will the Home Secretary ensure that under the rules after we leave the European Union, we can still make sure that we have the youngest talent from Europe playing in our premier league?

First, the hon. Gentleman raises the tragic death of Sam Cook. It may have been a year ago, but it is still as tragic today as it was then, and he is right to remind the House of it. He talked about the importance of recognising that this is not just a London issue. Absolutely, it is not—it is across the country, as we have just seen this weekend, again tragically, with the terrible death in Manchester. He raised the issue of probation and making sure that it is the best it can be. Again, he is absolutely right to do so. I know that lessons have already been learned from the case of Sam Cook, but the hon. Gentleman is right to point to the issue, and also to stress the importance of cross-Government work and making sure that that includes the Ministry of Justice.
For those of us who, at the turn of the century, worked in inner-city youth organisations to try to turn young people away from the dangers of crime, this latest epidemic of knife crime is not only deeply depressing but amounts to a reversal of the good work that has been done. The Home Secretary has said that he is open-minded to all solutions and that there is no one solution to this. Will he look again at the proposal that knives for sale in retail outlets are prohibited from being anywhere outside a locked cabinet?
It is good to remind the House of the importance of early intervention. That is why we are making this record allocation of over £220 million, altogether, in early intervention projects. The retailing of knives is partly being addressed through the Offensive Weapons Bill. My hon. Friend has raised another aspect of that. As I have said, nothing should be off the table, and I would be happy to discuss it with him.

Commons ChamberA little like the hon. Lady, I am very proud of the heritage of both my parents from Pakistan. I am as proud of my heritage as she is of hers, and she should be. Her question is about the law and about what the law allows in terms of deprivation of British citizenship. That is set out very clearly in the British Nationality Act 1981. It was also debated in this House in 2014 in the Immigration Act of that year when the powers were further extended. On a regular basis, successive Governments have used that power and they have made transparency reports to this House on the use of that power.
An excellent BBC South East report showed that police seizures of ketamine have increased by a third, and are at a 12-year peak. What can the ministerial team do to reassure me that matters are under control, and can I meet them to discuss this local scourge?

I have had some dealings with the hon. Lady in the past. She is a wonderful woman, and she is a lot better than that question. Perhaps it is a Whip’s handout—that is not her. Much of her question has already been answered in this urgent question, but I am happy to say it again. We must ensure that at all times we are fair, that we are acting morally and also lawfully. As I have said, such important a decisions cannot be taken lightly. The facts must be weighed very carefully, and decision taken only when all alternatives have properly been taken into account.
The Home Secretary has an incredibly difficult job. The interests of the public in this country are paramount and he must keep them safe. We have a fine tradition in this country of not exporting our problems around the world, but of trying to solve problems around the world. Does he consider that we have sufficient powers to ensure that people coming from abroad who may pose a risk are contained? If so, does he also consider that it may be worse for humankind if individuals with problems are exported to parts of the world where there are not such safe containment laws as ours?
My hon. Friend asks whether we have sufficient powers. It is right that we keep our powers under review at all times. If we feel that things need to change, and if that change can be brought about, we would bring it to the House, as we did very recently with the Counter-Terrorism and Border Security Act 2019.
It is worth saying that no matter what powers we have, any prosecution would require sufficient evidence because of our absolute commitment to due process. That is incredibly difficult when people have gone abroad, joined terrorist organisations and carried out the most horrific attacks. It can be incredibly difficult to achieve justice by obtaining evidence that we can present in a court of law under whatever power we have. That is why, as Home Secretary, I must look carefully at all the powers at my disposal. In some cases—and only in some cases—when it is deemed that the best way to keep this country safe is through deprivation of citizenship for someone who has more than one nationality, that should be taken as a serious option.

Commons ChamberEven before the World cup started, a robust and well-thought-through plan was put in place after work between my Department, the police and others to support British fans in Russia. In the light of this incident, we will certainly be reviewing that information. There is nothing at this point to indicate that the risk to fans in Russia has changed in any way, but we want to keep that under review.
Novichok was developed by the Soviet Union in the ’70s and ’80s. It is down to the Russians to fill in the gaps. If they cannot do so, the assumption has to be made as it has been. Will the Home Secretary absolutely assure us that—notwithstanding our success going into the World cup and the way in which we have warmed towards the Russian people—we will not let up on the Russian state, which stands accused of attempting to murder our citizens?
I can absolutely give my hon. Friend that assurance. He will understand that although this incident has a leading line of inquiry—the connection with the previous incident—we do not want to jump to conclusions. If it is established that the Russian state is entirely responsible for this incident as well, of course we will consider what further action we can take.

Commons ChamberI am determined to try to help with that disaster and help the council deal with it. The council would have helped itself by presenting its business case a lot earlier, and not taking months and months to put it together. The council should show better efficiency with the public money it has. For example, it could stop spending 240,000 a year on a local newspaper publication. Things like that would help build local confidence.
May I invite the hon. Member for Birmingham, Erdington (Jack Dromey) down to East Sussex, as I am not sure I recognise the picture he was painting? East Sussex County Council has made £110 million in savings, it has allocated its reserves, it does not have a great business rate yield and many constituents of Members in this House will retire in East Sussex. Is it time to look at having the social care model along the lines of the NHS and consider centralised funding?
First, I join my hon. Friend in congratulating East Sussex on its approach to the challenges it faces, including on social care. It is a great place to retire, which leads to changing demographics. That is one of the things that will be looked at by the Green Paper we will publish next summer.

Commons ChamberMy hon. Friend is right to highlight that. Many councils are, like hers, willing to take what may be tough decisions, provide the land for new homes and give the planning permissions, only to find that developers do not build those homes out at all, or that they do so far too slowly. The measures in the housing White Paper are hugely welcome and will make a difference, but I am not sure whether they are enough. That is why we wanted to have an independent inquiry, and I am sure that it will make a big difference.
The whole planning and building process will be overseen by our new national housing agency, Homes England. That agency will be based on the Homes and Communities Agency, but its remit will be far larger and will bring together money, expertise, planning and compulsory purchase orders. That will allow it to offer specific solutions to the barriers faced by different areas, maximising its impact and getting more of the right homes built in the right places.
It is no good building homes if people cannot afford them. Growing the economy and raising wages are key to that but, as I said last week, young people face a housing market that is very different from the one that their parents’ generation enjoyed. We are going to get more homes built, but that will not happen overnight. What has happened overnight is a change that means that no stamp duty will apply for the vast majority of first-time buyers. On average, a first-time buyer will save £1,600. In addition, we have provided £200 million for a pilot to extend the right to buy to housing association tenants in the midlands, allowing people to own the homes in which they have lived for many years and giving them the same opportunity as that enjoyed by council tenants.
Will my right hon. Friend take into account the fact that the stamp duty change—much as it may have been scoffed at—has given a couple in my constituency, both of whom work in the public sector, £2,500 towards buying their own home? I thank him, on behalf of my constituents, for that policy, which will have a massive impact for a younger generation that is already struggling.
I am very pleased to hear that from my hon. Friend. I, too, have received emails overnight from members of the public who have welcomed the change. I am sure the Leader of the Opposition has received similar emails, and I am sure he is all excited about sharing them with us at Prime Minister’s Question Time next week.
Not everyone is lucky enough to have a home. One person living on the street is too many, but the latest figures are simply unacceptable. It is clear to anyone who walks around any of our major cities that the current approach to tackling homelessness is not enough. It is time for a bold new way of doing things, and this Budget provides some of the resources required to do just that.
I have been a fan of the Housing First approach for some time. It does exactly what it says on the tin: it involves getting people off the street and into a safe and secure home first, and then dealing with the problems that may have forced them on to the streets in the first place. That sounds obvious, but it is a complete reversal of the traditional way of doing things under successive Governments. Earlier this year, I saw for myself how that approach has eliminated rough sleeping in Helsinki, and I want to see whether we can make it just as effective in our own country. That is why the Chancellor announced yesterday £28 million for Housing First pilots in the west midlands, Greater Manchester and the Liverpool city region.

Commons ChamberThe Government believe that the right-to-buy policy, including in relation to council housing and its extension to housing association homes, is very important. We will continue to back it, and where a tenant does exercise that right we expect that home to be replaced.
Neighbourhood plans have incentivised parish and town councils to build and deliver more houses by giving them 25% of the community infrastructure levy. Given that the levy is subject to review, is there a plan to continue providing that proportion for local parishes and towns?
I fully agree with my hon. Friend about the importance of neighbourhood plans in getting more ownership of local plans at the local or parish level. That is why the measures we are taking in the Neighbourhood Planning Bill to do just that are very welcome. When it comes to the share of the levy, it is very important to maintain that principle.

Commons ChamberI welcome my right hon. Friend’s support for the settlement and I very much sympathise with the issues he raised about rural communities. He has been a passionate advocate of this for a long time. I am pleased that his local authority, Shropshire, is part of the working group that we have established to look at the specific challenges faced by more rural areas. I reassure him that the fair funding review must look exactly at the kinds of issues that he mentions and that he knows a lot about. We must make sure that we get it right this time.
As we conduct the fair funding review, we need to ensure that it is up to date, more transparent and brings a fairer, needs-based assessment. It is vital that the new formula delivers, so we are working closely with all of local government to try to get that right. We had hundreds of responses to the call for evidence published by my Department last year, and it is clear that people in all areas feel strongly about this, as we have just heard from my right hon. Friend.
Will my right hon. Friend look at whether the funding review will take into account aged-based proportions within the community, not least because of the debate on social care? That may be one way of diverting more money to those at the older end of the age spectrum.
I can confirm that that is exactly the kind of thing that we need to look at more closely. If my hon. Friend allows me to, I will give a bit more detail about the kinds of things that I am keen to ensure are covered by the review.
I have been privileged to hear the views of colleagues from across the House, many of whom have direct experience of service in local government. Various themes have emerged. Foremost among them is the need to ensure that the formula works for all local authorities, wherever they are. Rural councils in particular have unique needs that must be met, and councils have been clear that they want to see action sooner, rather than later. I am happy to confirm what we have previously said on the issue. We will make the changes to the fastest possible parliamentary timetable, and we aim to implement new baselines for every authority in 2019-20, following Royal Assent of the Local Government Finance Bill, the necessary secondary legislation and the completion of the fair funding review. I will update the House as soon as I have further details to share.

Commons ChamberYes, I can confirm that. My hon. Friend speaks with some experience in this area, and the evidence is that the 200-odd neighbourhood plans that have been adopted so far are on average leading to 10% more development than was necessary.
On page 25 of the excellent White Paper there is an expectation that local authorities will have to consider small windfall sites off-plan. I suggest that often it is medium sites that will deliver not only more housing but the community benefits that would encourage the community to welcome such sites. Could we increase their number?
I can highlight to my hon. Friend a requirement, which I think is on the same page in the plan, that would help on just that point. There is a new requirement that, from now on, when local authorities set out their plan they have to allow a minimum of 10% of the site for small and medium-sized builders. These have to be small sites and small plot sizes that will particularly appeal to small and medium-sized builders.

Commons ChamberNo, Sir. I was recently told that in my constituency town of Bexhill we have more over-85s than any other town in the whole of western Europe. Many of those constituents will have moved from other counties to East Sussex to downsize. As a result, council tax increases are a challenge not just for them but for those in the rest of East Sussex. May I therefore thank the Secretary of State for the extra funding for East Sussex and for listening to the concerns of East Sussex MPs? When he looks at the bold reform for social care, will he consider whether national funding for social care will help to alleviate the demographic issues I have in East Sussex?
First, I thank my hon. Friend for his words. He highlights the important issue of having the right balance between national funding for adult social care, provided through the various grants, and local funding, through council tax. The changes we have announced and the increased flexibility on the precept will help East Sussex, his local authority, as will the changes in the grant, and the extra £240 million. What he clearly implied is absolutely correct: this is welcome short-term news, but there is a much longer-term issue, and the Government will be concentrating on that.
Commuters returning home to the glories of Milton Keynes can do so in just over 30 minutes. Travelling the same distance to Bexhill takes almost 2 hours. Is the Secretary of State willing to work with me and my neighbour, my right hon. Friend the Member for Hastings and Rye (Amber Rudd), to try to bring High Speed 1 trains down from Ashford to Hastings and Bexhill?
My hon. Friend makes a good point. I am more than happy to listen to his case and to work with the Secretary of State for Transport, because the issue will involve both Departments.
