It is a pleasure to participate in yet another debate that you are chairing, Mr Hollobone. I congratulate the hon. Member for Vauxhall (Florence Eshalomi) on securing a debate on this important subject, and for opening it so clearly.
I am aware of the recent report by London Councils on managing surplus places, which highlights the key challenges facing London boroughs. Since the baby boom at the turn of the millennium, we have seen substantial growth in pupil numbers. The Government responded to that by supporting the creation of almost 1.2 million new school places since 2010. In addition to our investment in the free schools programme, the Government have committed over £14 billion of capital grant funding to support local authorities in building new mainstream school places between 2011 and 2026. It is the largest investment in school capacity in at least two generations, and includes £3.5 billion for London alone.
I can recall many debates on the “Today” programme with my hon. Friend the Member for Ruislip, Northwood and Pinner (David Simmonds), back when he represented the Local Government Association, about whether there were enough school places in London; it was almost an annual event for us—and here we are today. As we have seen, population trends do change. In London, the number of young people is falling faster than elsewhere. This is for several reasons, including decreasing birth rates, changes in international migration patterns since the UK’s exit from the EU, and more families relocating outside of London since the pandemic, as my hon. Friend explained so well.
The Government recognise the crucial role that local authorities play in planning local services for their community and championing the interests of children. Local authorities are legally responsible for ensuring that there are enough school places in their area. It is for local authorities, working with academy trusts and other local partners, to balance the supply and demand of school places in line with changing demographics. They have done so for many years. The uncertainty regarding future demographic changes means it is even more prudent for local authorities to remain flexible.
I am grateful for the Minister’s remarks about the role of local authorities. Will he admit that the free schools programme over the last 10 or so years made it very difficult for local authorities to plan school numbers? Back then, during a time of growth, we desperately needed a mixed, non-faith school between Chiswick and Hounslow for the whole of the Isleworth and Brentford area, yet the resources were taken by a free faith school, and a large proportion of its catchment came from a long distance away. Had the local authority been able to broker that decision, we might have had a more locally approached solution. Now we have declining numbers, and I am raising the contrary issue.
I understand the point the hon. Member is making, but free schools have been crucial in raising standards in our school system. The issue was not just numbers, but what we could do to deliver standards. I can think of a school in the constituency of the hon. Member for Ealing, Southall (Mr Sharma) that opened in 2018 and was in January judged as outstanding. These are important factors to take into account. This is about quality as well as numbers.
Some spare capacity should be retained in the system to manage shifting demand, provide for parental choice and support the effective management of the admissions system. Local factors should be carefully assessed, along with considerations of quality, diversity and accessibility of local provision, and the forecast demand for places, in determining the most appropriate approach in each area. Local authorities are well placed to do that. They have seen periods of decline, bulges and shifts in local patterns before, and have shown they are adept at managing them.
The Department expects local authorities to work collaboratively with their partners to ensure that they are managing the local school estate efficiently and reducing or re-purposing high levels of spare capacity, to avoid undermining the educational offer or financial viability of schools in their area. I know that local authorities, together with trusts, are already considering a range of options for the reutilisation of space. That includes, for example, co-locating nursery provision, as well as options for reconfiguration, including via remodelling, amalgamations and closures where this is the best course of action. Lambeth has rightly been proactive in addressing this issue and is consulting on reducing the capacity of eight primary schools.
The Department continues to engage with local authorities on a regular basis to discuss their plans and potential solutions. One solution is the support and benefits obtained from being part of a strong and established multi-academy trust. The Department believes that all schools should be in strong families of schools, benefiting from the resilience that that brings and the support of the best in the group. That is why, over time, the Department would like all schools to be in a strong multi-academy trusts. By centralising operational and administrative functions, schools within a MAT can save time and money, which can be reinvested directly into areas that have the greatest impact.
The hon. Member for Vauxhall referred to housing issues, as did a number of other Members, including the hon. Member for Brentford and Isleworth (Ruth Cadbury), who has just intervened. The provision of affordable housing is part of the Government’s plan to build more homes and provide aspiring homeowners with a step on to the housing ladder. Our £11.5 billion affordable homes programme will deliver thousands of affordable homes for both rent and to buy across the country. For London, £4 billion has been allocated, to deliver much-needed affordable and social housing in the capital. Since 2010, we have delivered over 632,000 new affordable homes, including over 440,000 affordable homes for rent, of which over 162,000 are for social rent. In fact, more than a fifth of overall delivery between April 2010 and March 2022 was in London, with over 89,000 homes for rent.

Commons ChamberOur No. 1 priority is to make sure that we help young people catch up on their lost education. That is why we have allocated £1 billion to schools—the catch-up premium—to help students catch up and, of that, £350 million is allocated to disadvantaged pupils. We have delayed this summer’s exams—GCSEs and A-levels—by three weeks to free up teaching time. Ofqual consulted in the summer on changes to assessment on issues such as science practicals, field trips, spoken language and optionality in history and English literature, again to help reduce pressure on teaching times. We will shortly announce other measures to help to ensure that exams are fair, including the approach to grading to ensure that the 2021 cohort is treated fairly compared with previous years’ cohorts of students.
Secondary heads in my constituency told me last month that it was already too late to plan properly for even the delayed GCSEs and A-levels next summer, and they are still waiting. If the Republic of Ireland Government could give students and teachers a clear roadmap for summer 2021 back in August, and a plan B that went along with it if the situation changed, why can this Government not do the same and give students in years 11, 12 and 13 a fighting chance?
As I said to the hon. Member for Manchester Central (Lucy Powell), everything we are doing is about ensuring that every student has a fighting chance to do well in the exam. There is a broad consensus that exams are the fairest way to judge a student’s assessment. We want to ensure that that fairness is spread right across the country, regardless of the experience any individual will have had as a result of the virus. That is why we are delaying the exams, why there have been changes to the assessment and why we are still working with Ofqual and the exam boards on further mitigations and contingencies to ensure that every student is treated fairly. We will have more to say about those issues shortly.

Commons ChamberWe are fully funding the teachers’ pay award by providing a teachers’ pay grant worth £187 million in 2018-19 and £321 million in 2019-20. This funding will be over and above the core funding that schools receive through the national funding formula.
That is not the experience of heads and governors in Hounslow. The pay award is not fully funded. Schools are expected to pick up the tab for the first 1% of the cost of the pay award, so they are having to make further cuts to school provision and staffing. Also, schools have not been told how the pay award will be funded after 2020. Will the Minister come to meet heads and governors in Hounslow to explain how he thinks they will be able to achieve this?
The pay award is being funded over and above the 1% for which schools have already budgeted. Incidentally, the 3.5% pay award for teachers on the main pay scale takes the pay range to between £29,600 and £40,300. The 2% pay rise will be funded over and above the 1%, and the 1.5% pay rise for headteachers will also be funded over and above the 1% that schools have already awarded. Pay scales for headteachers, for example, now range up to £111,000 a year for some heads, and £118,000 for headteachers in inner London, although I accept that those figures are not as high as the pay of the general secretary of the National Association of Head Teachers, which is over £200,000.

Commons ChamberAs my right hon. Friend the Secretary of State has said, we are spending record amounts on school funding: £42.4 billion this year, rising to £43.5 billion next year. We recognise that there have been cost pressures on schools, and we are giving them a range of help and advice on how to deal with those pressures. For instance, there are national schemes for buying energy, computers and other equipment to help schools to manage their budgets at a time when they are having to do so.
How does the Secretary of State expect local authorities to retain special services for vulnerable children, let alone share them, when they have faced—on average— 40% cuts in total funding in the last eight years?

Commons ChamberNo; 54% of schools in this country will gain funding under the national funding formula. The hon. Lady will be aware that her local authority, Hounslow, will see overall funding for schools rise from £170.7 million to £171.2 million as a result of the national funding formula.

Commons ChamberGiven what the Minister just said about the value the Government place on women’s involvement in all areas of society and policy, does he think they have spent enough energy on impact assessments of their policies, particularly their income and welfare policies?
That is not an issue for this debate, but yes the Government carry out equality impact assessments in all major areas of policy.
If pupils are to understand their responsibilities as members of a democratic society, it is important that they are exposed to a curriculum and qualifications that not only promote and discuss the concepts of equity and fairness but recognise the huge achievements and contribution of women to our society and history, in politics, science, literature, music and the arts. I am proud that the new national curriculum, introduced from September 2014, does this. It sets out the essential knowledge around which teachers can develop lessons to build pupils’ knowledge and understanding of the lives and works of influential women.
We expect schools to highlight the issues faced by women and their contribution as part of their legal duty to provide a broad and balanced curriculum. In the history curriculum, for example, the programmes of study promote examples of the lives and achievements of prominent women. At key stage 1, it promotes the examples of Elizabeth I, Queen Victoria, Rosa Park, Emily Davison, Mary Seacole, Florence Nightingale and Edith Cavell. Furthermore, good schools already teach their pupils about key moments in British history, including the suffragette movement, and highlight the bravery and successes of women from all walks of life and ages in history.
In science, at primary school level, pupils can be taught about the work of Jane Goodall, the renowned anthropologist, and the palaeontologist Mary Anning. At secondary school, they can be taught about the work of prominent female scientists, such as the role played by Rosalind Franklin in the development of the DNA model, and Marie Curie, the only person to be awarded the Nobel prize for physics and chemistry.
As she said, the hon. Lady successfully supported one of her constituents, Jessy McCabe, who last year raised concerns about Edexcel’s music A-level specification. I am pleased that the specification now includes a number of set works by female composers. I am also pleased that Edexcel undertook to review the specifications of its other qualifications to ensure they were diverse and inclusive.
All schools are subject to the provisions of the Equality Act 2010 and the public sector equality duty, which requires a school and its trustees, both in planning and running the school, to have regard to the need to eliminate discrimination, harassment and victimisation; to advance equality of opportunity; and to foster good relations between communities. All schools are required to promote the fundamental British values of democracy, the rule of law, individual liberty and mutual respect and tolerance of those with different faiths and beliefs. This includes challenging prejudice and promoting tolerance.
In addition to the role they play in teaching children about the lives and contribution of women, schools can teach feminism as part of citizenship education, which is in the national curriculum at key stages 3 and 4 and is designed to foster pupils’ awareness and understanding of democracy, governance and how laws are made and upheld, of which the suffrage movement is a vital part.
The programme of study for personal, social, health and economic education includes teaching pupils that they have equal rights to opportunities in education and work, and to recognise and challenge the stereotypes that may limit their aspirations. It also makes clear the unacceptability of sexist language and behaviour, the need to challenge it and how to do so. PSHE lessons are also an ideal opportunity to discuss prejudice and open up discussion about gender stereotypes and similar issues. That is why we want all schools to offer high quality PSHE, using trained teachers and drawing on the best resources.

Commons ChamberMay I start by congratulating the hon. Member for Sheffield, Heeley (Louise Haigh) on securing this Adjournment debate and on attracting so many colleagues to it? I also congratulate her on her maiden speech earlier this month. Her commitment to promoting social justice and greater opportunities for young people is shared by the Government, and her passion for her constituency of Sheffield, Heeley has been very clear in her earlier speeches.
The single most important factor in determining how well a pupil achieves at school is the quality of the teaching they receive. An analysis by Slater, Davies and Burgess in 2009 showed that being taught by a high-quality teacher rather than a less able teacher adds 0.425 of a GCSE point per subject to a pupil. In September 2011, the Sutton Trust found that the difference between a very effective teacher and a poorly performing teacher is large. For example, during one year with a very effective maths teacher, pupils gain 40% more in their educational attainment than they would with a poorly performing maths teacher.
The hon. Lady is right, therefore, to emphasise the importance of recruiting and retaining the best teachers so that all young people receive the high-quality education to which they are entitled. We are fortunate, therefore, that there are more teachers working in our schools than at any previous time, and that today’s teachers are the best qualified generation of teachers ever.
For every year in the last decade, the number of teachers joining the profession has outstripped those leaving. Last year, 50,000 new teachers entered our classrooms, swelling the size of the teaching profession in England to a record 451,000. Newly qualified teachers only account for just over half of those entering the workforce every year. Just under a third enter teaching having delayed entry post-initial teacher training, and just under a fifth are experienced teachers returning to the state sector.
Overall, teaching continues to be a hugely popular career. The latest 2015-16 UCAS figures show that we are on course to meet our postgraduate recruitment target for primary trainee teachers and are making good progress in secondary recruitment. The figures also confirm that we are ahead on acceptances for mathematics, physics, chemistry and design and technology, compared with the corresponding point last year.
Is the Minister confident that the figures he just read out reflect the reality for children in my constituency? A mother told me that eight out of 10 classes her son attended last week were taught by supply teachers, and one of my excellent secondary schools cannot recruit a senior science teacher. Is he confident that the Government are providing a good standard of education for students in Brentford and Isleworth?
I will come to the vacancy rate in a moment, but it has remained stable at about 1% of the teaching profession since 2000, so it has been stable for 15 years. No one in the Government underestimates the challenge that having a strong economy presents in professions such as teaching.
