We not only continue to champion the rights of women and girls but, importantly, support them in their own economic development and empowerment prospects.

Commons ChamberI echo the tribute the hon. Gentleman pays to the people in his constituency who have donated to the earthquake appeal. Many people across the UK, not least because of their awareness of the contribution that the Gurkhas have made to the British Army down the years, were very generous in their support for the response to the earthquake. I suspect they share the concern, which I suspect is shared across the House, at the slow pace of reconstruction.
When the earthquake struck, residential and Government buildings were destroyed, and schools, health centres, roads, bridges, water and hydropower supplies were all affected in many areas. In the worst hit areas, entire settlements were swept away by landslides and avalanches triggered by the earthquake. Hundreds of historical and cultural monuments at least a century old were either destroyed or badly damaged.
The damage exposed the weaknesses of homes that did not have any seismic-resistant features or had not been built in line with proper building codes. Poorer rural areas were hardest hit owing to the inferior quality of the homes. More women and girls died than men and boys. The death toll, bad enough as it was, could have been much worse. As it was the weekly holiday—Saturday—schools were shut, and considering that nearly 7,000 schools were completely or significantly destroyed, there could have been a far heavier loss of children.
As it is, the earthquake and the many aftershocks have had a profound impact on the Nepalese people. Twelve months on, the consequences of the earthquake are becoming clearer, and the pace—or rather lack of pace—of reconstruction is a major concern.
I thank the hon. Gentleman for securing this fine debate. Two of my constituents, Thomas and Elke Weston, have very strong links with the Tibetan Buddhist community in Nepal, and over the past year they have taught me a great deal about the work that local charities are doing. They have not been slow to put in the effort and put in their money. Does the hon. Gentleman agree that at this time, not least given the imminent monsoon period, we need to encourage all local charities, as well as Governments, to assist?
I join the hon. Gentleman in paying tribute to the many charities, small and large, that have assisted. I want to draw particular attention to the contribution that many from Britain made to the search and rescue effort once reports of the earthquake had become clear, and to pay tribute to the work of NGOs such as the excellent Oxfam, Save the Children, VSO and Christian Aid, which have responded. CAFOD is another strong example of an international NGO operating in Nepal.

Commons ChamberOver the course of the entire conflict, we have provided around £1.1 billion. That is our biggest-ever response to a humanitarian crisis. About half of that has been provided inside Syria, and around half has been used to support people in the region. There are now 4.4 million refugees outside Syria. It is vital that this work should continue, and we will continue to lead it.
T7. Following the report produced by the University of Sussex for the Department, what does the Minister consider to be the main risks posed to most favoured nation low-income countries from the Transatlantic Trade and Investment Partnership?
Not only is our aid policy helping to improve the prospects and the lives of millions of people in poverty around the world, but it is in our national interest. I have just talked about how what we are doing is important for UK security and international security, but it is also important in terms of prosperity. The international rules that the hon. Gentleman talks about can be a key way of enabling prosperity through allowing freer trade, which can help developing countries to trade their way out of aid dependence.

Commons ChamberThese are important statutory responsibilities of local authorities and it is vital that they discharge them. Through the spending review settlement, the Chancellor has made available funds to local government that make sure that the cash settlement by the end of the spending review period is the same as it is at the beginning. That is a positive result for local government.
15. What recent estimate he has made of the number of local authorities that have resettled Syrian refugees.
The number of local authorities that have resettled Syrian refugees changes frequently, as more Syrians arrive for resettlement in the UK. Although it is not practical to give a running commentary on the number of local authorities participating in the scheme, I can confirm that at the beginning of December about 50 local authorities had confirmed places before Christmas.
Does the Minister share my concerns about the rise of Islamophobia in the country, fuelled by the right-wing press? Will he issue guidance to local authorities and community organisations on how best to deal with it and to support refugees?
Of course I share the hon. Gentleman’s concern about Islamophobia. All I can say is that I have found nothing but a warm welcome from all parts of the UK for the refugees who have arrived in this country, and I am certain that will continue.

Commons ChamberI must start by declaring my interest in the subject of this debate. In a previous life, before I entered the House in May—that seems a long time ago—I undertook 27 international assignments, mainly in the poorer countries of the world, often working with United Nations agencies of one sort or another. Perhaps more important, given the one contribution I want to make to the debate, is the fact that I was recently elected as the chairman of the new all-party parliamentary group on explosive weapons. In the light of that, I should like to build on the important contribution made by the hon. Member for Liverpool, West Derby (Stephen Twigg), which dealt with places that have previously suffered from conflict.
I would generally be supportive of the development goals, but there is a sad and extremely important omission. This goes beyond what the hon. Gentleman was saying. After a conflict, we often find that a desert has been created, and we cannot describe that desert as peace. I have been extraordinarily impressed by the debates on refugees over the past two days, but one point that some Members made deserves to be revisited today—namely, the assumption that when the military had left the scene, peace would break out and it would be an easy task to return refugees to the area. It is not going to be like that.
What we will see in Syria will in many ways be like another Cambodia. It will take years and years to clear up the detritus of war. When the military has left the scene—the theatre of war—the conflict has not ended; tens of thousands of people are killed and maimed annually because of the explosive weaponry that is left around. We will not be able to tackle some of the goals on education, health and the like until we have cleared the detritus of war from those areas. The impact of war is huge and profound. War is probably the best way known to mankind to create poverty. It destroys not only people, but infrastructure. As somebody who, at one stage, worked on a water project in Namibia, I know only too well the difficulty in starting from scratch and in trying to build up simple resources of providing clean water to people.
After conflict comes the development. Often we have to reconstruct things from the ground, and that is so much more difficult if people are walking on landmines and tripping over explosive weapons that have been left behind. I wish to see more of that work being done by the UK and added to the development goals. I know that, as we speak, there are people in Libya who are helping to clear up some of the explosive weapons that have been left behind, and I pay tribute to them, but unless we do more on that front, it will be a much slower task to engage in the capacity building that is needed.
I think it was my hon. Friend the Member for East Kilbride, Strathaven and Lesmahagow (Dr Cameron) who mentioned some of the health challenges that are faced by different societies. After a period of conflict, there are huge levels of mental health problems, particularly among the citizens who have remained in those lands throughout the period of conflict. There is a huge need for counselling to help people see the world anew. We need to ensure that, in all our approaches, we pay particular regard to those states that have suffered from conflict and from the increasing complications that they bestow on them.

Commons ChamberOur country has a proud history of accepting the vulnerable into our society. That has not only saved lives, but enriched our culture. My family certainly owes a debt of gratitude to this country, for giving it refuge when it faced persecution. In times like these, we must live up to our international and moral obligations, but we must remember three important things when considering the crisis that faces us. First, our responsibility is not only to provide a safe haven. The task that faces us is not simply to offer a land in which the refugees can live; it is to give these people the chance of a future, and that means so much more than simply giving them the right to live here.
Will the hon. Lady give way on that point?
Let me finish the point, because I am responding to the point made by the hon. Member for Moray (Angus Robertson) when he said that each life lost is important. Equally, each person’s quality of life is important. As the motion recognises, refugees have a moral and legal right to be treated properly, and that means integrating them into our communities as soon as they arrive, giving them homes, providing access to learning the language and access to study, to work and to medical facilities. Many voluntary organisations already do a fantastic job in holding the hands of the vulnerable in times of need. But when we take 20,000 refugees, including many children and women who have suffered violence and abuse, we must bring together local communities, charities, and local and central Government so that we provide advice, homes, interpretation facilities and the kind of care that we give to our own vulnerable families.
The hon. Lady is making a very fine speech. I particularly enjoyed her earlier comments about the need to think about the future and about the importance of education and the need to build up capacity so that people can return to help build that future. In the light of that, does she agree that the one thing the Government can do in addition to what they are promising to do is encourage our universities and colleges to open their doors to the young people so that they can learn the skills to enable them to go back? That commitment could easily be made in addition to the 20,000 target.
First, it is important that we work with our local communities, which we are doing, and to use our foreign aid budget to do that. This is a very separate issue. I think what the hon. Gentleman is saying is that we should open our doors to people who are not refugees, because if we are giving people asylum or refuge, they will have access to our education facilities anyway; that is part of the process. Secondly, international co-operation is not only important, but essential. Yesterday, the shadow Home Secretary started her speech with a reference to the Kindertransport. But the challenges posed by Nazi Germany in the early 1940s were taken up not by one country, or even by Europe, but by the UN. Forty four countries signed a declaration in November 1943. An international effort on a significant scale is needed here. Britain leads the world in committing 0.7% of its budget to foreign aid.
