My hon. Friend has been a great champion for parental choice; I know that she has worked with Onward and others to make the case for it. That is a really important part of the argument, and I look forward to engaging with it as the Education Committee inquiry progresses.

Does my hon. Friend agree that a beneficial but often overlooked by-product is that people can become better parents as a result of meeting other parents? Being a young parent can be a very scary experience, especially without having had younger siblings. Beyond the benefits for children, it can be very beneficial for parents to share experiences and have conversations with other parents and with the people who run facilities.

My hon. Friend, on whose Select Committee—the Northern Ireland Affairs Committee—I am happy to serve, is absolutely right. I have learned a huge amount as a result of having children in childcare and early years settings and talking to the brilliant people who look after them. It is absolutely true that the people who work in this space provide that support. I also think that the Government’s family hubs intervention will be very welcome, particularly if there is outreach and support in the community.

When we take into account the stimulation for young minds, the benefits for parents and the impact on schools, the case for investment in early years becomes a win-win-win—and that is not all. We all know about the rising tide of demand for specialist and high needs support; the Minister was very frank about it in her statement on Monday. We all know that the early identification of need is vital to children’s life chances. Picking up challenges such as autism, speech and language difficulties and hearing or visual impairments early in a child’s life enormously increases their chances of managing their condition, getting the right specialist support in place and being able to engage with mainstream education.

If the Treasury ever wants to reduce the high needs deficits that beset our local authority budgets and simultaneously unleash the potential of more young people with special needs, it needs to understand that investment in early years and in the professions that can support, identify and meet needs in the early years is a must. Investment in the early years and childcare should therefore be a win to the power of four. There can be few sectors of the economy in which there is such obvious and compelling payback.

It is a pleasure to follow the hon. Member for Strangford (Jim Shannon). I was not intending to speak in this debate, but I suddenly realised that I probably owed the Committee a small apology in that I was not able to take part in the Second Reading debate, due to having been called home for a reason.

If I may, I want to put on record my support for the Bill. It has been a long time coming, and I think it is laudable for His Majesty’s Government to bring it forward. Too often, when we have seen agreements that are part of moving the dial on Northern Ireland or of resurrecting the Executive, the agreement is seen as an event that does the trick and then gets forgotten. This was a very key part of New Decade, New Approach and the Government are right to bring it forward.

It will come as no surprise to the hon. Member for Strangford that I do not see the Bill as being an opposed to Unionists, glass half-full, Conservative Government attack, which is how he sees it. If we start from the premise that no Bill is ever perfect, any fair reading of the Bill shows that it effectively addresses the two sides of the same coin in a way that respects two different traditions and the people who have advocated for those traditions. It is an issue that has been too long neglected, and it is wise and right that the Government should do this.

I make the point, which I would certainly have made in my Second Reading speech, that I am a Welshman who attended a Welsh high school, but at a time when South Glamorgan County Council said that Welsh was a dying language, so we learned it for a year and then it was dropped. When I return to Wales, which has seen a renaissance of the Welsh language, I wish I could take part in those conversations, and I feel as though a piece of the cultural jigsaw is missing.

If we are Unionists, we do not have to be uniform. Part of the great strength of our United Kingdom comes from the cultures, the language, the music, the literature, the poetry and all those things that make us such a strong and attractive geopolitical force in the world. One does not have to be uniform to be a Unionist, and we should be celebrating those differences and those traditions.

I thank the Chair of the Committee, and it is a pleasure to intervene on him. Further to his point, would he agree that Unionists and, indeed, Northern Ireland Presbyterians played an important part in the resurrection of the Irish language in the late 19th century and own some of that culture themselves? It was Unionists who insisted, in the NDNA negotiations, on having the Ulster Scots and Ulster British tradition commissioner as part of this, and we would of course like DUP politicians to be able to have a more direct say in it. They must do that by getting back into the Executive and back into the Assembly, and they could have delivered this law themselves.

My hon. Friend, as always, is absolutely right. Just as the Welsh language is not owned by Plaid Cymru or Welsh nationalists, so neither is the Irish language so owned. I think it is testimony to the commitment to the history and traditions of our country that Sir Wyn Roberts—the noble Lord Roberts of Conwy, as he then was—put the Welsh Language Act 1993 on the statute book under John Major’s premiership.

Delivering on the protocol is a crucial part of operations for the end of the transition period. Providing certainty is urgent and we will continue to prioritise this. As we implement the protocol, it is important to keep in mind that it was designed as a way of implementing the needs of our exit from the EU in a way that works for Northern Ireland and, in particular, as the hon. Lady says, maintaining the Belfast/Good Friday agreement in all its dimensions—the gains of the peace process and the delicate balance across communities that explicitly depends on the consent of the people of Northern Ireland for its continued existence.

For the protocol to work, it must respect the needs of all Northern Ireland’s people, respect the fact that Northern Ireland is an integral part of the customs territory of the UK, and be implemented in a way that protects Northern Ireland’s economy. Our approach does that, focusing on implementing the protocol in a way that is flexible and proportionate, and protecting the interests of both the whole of the United Kingdom and the EU. As I have already referred to, the Government have already taken practical steps to do this, working in partnership with the devolved Administration.

The hon. Lady referred to the delivery of IT systems. I can confirm that the delivery of IT systems necessary for the end of the transition period is on track. The recent National Audit report confirms that since May, Her Majesty’s Revenue and Customs has made progress, putting in place the core elements of the IT services required. As a responsible Government, however, we continue to make extensive preparations for a range of fall-back scenarios. We have been working with key delivery partners to support preparations for IT systems delivery, and we will continue to support their preparations for the end of the transition period.

We are reaching agreement with the EU on individual areas of approach—for instance, the phased approach to medicines that I referred to, and agreement on the process for identifying Northern Ireland traders for VAT purposes and enabling them to reclaim VAT through existing IT databases when trading in goods with the EU. However, the hon. Lady is right to reflect that there remain important outstanding issues to be resolved in discussion with the EU. For example, we are seeking, through the Joint Committee, specific solutions to supermarkets and on the classification of which goods are at genuine and substantial risk of entering the EU market. Those are still subject to discussion and need to be agreed with the EU. There are real-world consequences for businesses and consumers if they are not, which we believe would be contrary to the intentions of the protocol. We have agreed with the EU to intensify the process of engagement, to resolve all outstanding issues. These discussions are ongoing and we continue to act in good faith and in line with the approach we have adopted throughout.

The Government are committed to ensuring that businesses and communities are ready for the end of the transition period, and our intensive programme of engagement with industry has continued at pace. The business engagement forum has now met 20 times since May, and this month the Chancellor of the Duchy of Lancaster formed a UK-wide business readiness task- force. The hon. Lady talked about the importance of supermarkets and food producers, and I can confirm to her that one of the most recent meetings was between the Secretary of State and supermarkets in the industry.

We have also made considerable progress in the provision of guidance, publishing over 25 pieces of sectoral guidance in recent weeks for moving goods between Northern Ireland and Great Britain. We will continue to work with businesses in this manner and ensure that they are provided with the guidance and support they need to be ready.

It is 43 days until 31 December and covid-hit businesses are exasperated —and I share that exasperation. Every witness the Select Committee on Northern Ireland Affairs has heard from says that they wish to obey the rules, whatever they are. When are they going to know definitively what they have to do and how they have to do it, in order to keep themselves in business and on the right side of the law?

I absolutely recognise the concern that businesses have, which has been reflected to me and to the Secretary of State in our meetings, and their desire to have absolute certainty on this. As my hon. Friend will recognise, some of these things are still subject to ongoing negotiations with the EU; of course, I would much rather that those things had already been resolved, as I know he would. However, we want to ensure that for those things that are within our gift, we provide that certainty, and the UK Government are doing that when it comes to unfettered access. For those things that stand to be resolved, we continue to negotiate in good faith to resolve them so that we can put that information in front of businesses, but what we are doing already is progressively providing guidance where agreements have been reached. We will continue to pursue that.

May I wish you a happy first anniversary in the Chair, Mr Speaker?

Criminality, smuggling and modern slavery, as my hon. Friend knows, cannot be the winners in a no-deal Brexit scenario at the end of this year. Can he assure me that the importance of these issues with regard to Northern Ireland are well understood at the heart of government and that he and the Secretary of State are doing all they can to combat them going forward?

Absolutely. I recognise that the Chair of the Select Committee is doing an important inquiry into these issues. I have written to him with some initial written evidence, and I look forward to giving more detailed evidence in due course. The protocol does preserve the huge gains of the peace process and the Good Friday agreement by removing the major security risks associated with any requirement for checks at the land border and by providing a practical solution to avoid such processes on the island of Ireland. All the way through the implementation of the protocol, we have remained very aware of other potential security implications, including in the event of a non-negotiated outcome with the EU. We have well-developed and well-rehearsed plans in place, and we believe that the excellent working relationship between the Police Service of Northern Ireland and An Garda Síochána will continue, but I absolutely recognise the importance of the issues that he raises.

The recent events of covid-19 have underscored the fragility of international supply chains, certainly with regards to PPE, when international demand is very high. Would my hon. Friend undertake at the appropriate time to discuss with his counterparts in Scotland, Wales and Westminster the opportunity to grow this important area of our economy, thereby creating future jobs and enabling us to produce enough PPE in this country with a UK badge?

My hon. Friend, the Chair of the Northern Ireland Affairs Committee, makes an important point. Of course, it is vital that we work on the international procurement effort with the devolved Administrations, as we have been, but it is also essential that we maintain our domestic supply. I pay tribute to businesses in Northern Ireland, such as Denroy Plastics, which the Secretary of State spoke to yesterday, and O’Neills, which he visited just before the outbreak and which has switched over its production lines to producing vitally needed PPE and is making a huge contribution already.

I thank the House for returning me to the Chair of the Northern Ireland Affairs Committee.

A strong economy requires access to a skilled, motivated workforce. Clearly, we have to ensure that the skills base in Northern Ireland is supported and grows, but will my hon. Friend assure me that the voice and needs of the Northern Irish economy will be heard loudly in the Home Office as we finesse our immigration policies?

It is clear that there are reporting requirements in the functioning of the protocol, but, as is clearly set out in article 6 of the protocol, we want to ensure that we use the Joint Committee to reduce them and make sure that we have the absolute minimum burden. The protocol itself clearly gives the Government the ability to provide unfettered access. I shall address that in more detail as I go on.

Northern Ireland remains in the UK customs territory and can benefit from future trade deals that we strike with the rest of the world. The Prime Minister has repeatedly made it clear that the deal is good for businesses and individuals in Northern Ireland.

Does the Minister agree that it would be enormously helpful if the Government’s stance ensured that whatever regulatory regime is required, it is not only of the lightest touch but is as cost-neutral as possible? Therefore, there needs to be detailed discussion with Treasury colleagues to see what mechanisms may exist for reclaiming, either through the VAT process or offsetting against personal or corporation tax, in order to make it cost-neutral, with the understanding that we need to be able to do something.

My hon. Friend raises an interesting and important point. As he will appreciate, I cannot necessarily make commitments on behalf of Treasury colleagues at this stage, but I have no doubt that he will assiduously press for Northern Ireland’s interests with the Treasury.
