I congratulate my hon. Friend on this important statement. I agree with her and, more importantly, I agree with the Treasury that childcare is worth investing in. I welcome the changes to universal credit, which I think will make a significant difference, but I particularly welcome the £204 million of extra funding for local authorities to distribute to providers; from what the Select Committee has heard from providers, that is urgently needed. We need to make sure we have capacity in the system to meet the challenge of providing all that additional childcare for families. I urge her to make sure that as much of that funding as possible is distributed, and to talk to local authorities about ensuring they do not top-slice it too aggressively. When the Government announced the £8 and £11 rates for the younger years, we heard from childminders in particular that they simply did not believe that they would receive that. We want a system in which the providers on the frontline of providing childcare get the funding that the Government announce.

Yes, I wholly agree. It is crucial that we provide that certainty. I have heard time and time again from Northern Ireland businesses about the importance of that certainty to their biggest single market: the rest of the UK. We must deliver on that as we deliver on the wider protocol.

Commons ChamberOn a point of order, Madam Deputy Speaker. Given the exchange that we have just heard, would it be possible to have a ruling from the Chair about the enforceability and binding nature of this motion?
I thank the right hon. Gentleman for his point of order. The immediate answer is, no, it would not be possible at this moment to have a ruling from the Chair. The fact is that the Minister has answered the question. I appreciate that he does not like the Minister’s answer. The right hon. Member for Broxtowe (Anna Soubry) asked a straight question, and the Minister gave a straight answer. It is not for the Chair to decide how the Minister should answer the question.

The House was quite keen to hear about some of this analysis, so I thought it would be helpful if I set out some of the details of what it is and what it is not. I have explained that the analysis is not a series of 58 economic impact assessments. It is a cross-sectoral analysis. It is not just work undertaken by our Department, as it draws on analysis and expertise from across the whole of Government. But it is not the case—and I do not believe that this Department or any of its Ministers has ever said that it is—that there are 58 economic impact assessments that neatly summarise what all the eventualities could mean for each sector.
On a point of order, Madam Deputy Speaker. I notice that a right hon. Gentleman is reading all your documents over your shoulder. Is it in order for somebody to read the advice that you are getting? He is doing it right now. I think that is rather out of order.
I am extremely grateful for the protection of the right hon. Member for Chingford and Woodford Green (Mr Duncan Smith). It is quite in order and normal for a Member to approach the Chair. It is not normal for anyone to read my papers while I am on my feet.
I am grateful to the right hon. Member for his point of order. The difference of opinion between him, the hon. Member for Rhondda (Chris Bryant) and the right hon. Member for Broxtowe (Anna Soubry), whom I can hear making further points on my right, simply proves the point that I have made to the House, which is that privilege is not a black and white matter. Privilege and the way in which it is interpreted is a matter that takes some consideration, and I reiterate that I will not make any ruling from the Chair which has an effect right now on this Minister in this Chamber. But I am now making a ruling that this is a short debate, that there are many matters to be discussed, and that I have a long list of names of people who wish to participate in this debate, and I will take no further tautological points of order. I want to hear what the Minister has to say, and I suspect that everyone else wants to hear what the Minister has to say.

DExEU Ministers have been engaging with businesses up and down the country. That includes attendance at 50 roundtables and over 250 bilateral meetings, as well as many more meetings with other Departments. Those interactions help to inform and supplement our analysis.
The Minister must accept that the impact of Brexit will not be uniform across the country, which is why the Chancellor acknowledged that the Government have not only carried out sectoral impact assessments but looked at regions. Will the Minister explain what information the Government will release about the impact on different regions of the UK, so that we can not only understand the impact of Brexit but prepare for it?
Order. In addition to not having lots of tautological points of order, we will also not have any more extremely long interventions. Short interventions are—[Interruption.] Order. We will not have any more extremely long interventions, because it is simply not fair to the people who want to speak later in the debate.

I would say to the hon. Lady that I have spoken about the nature of our analysis. This motion refers to sectoral analysis, and that is what we are focusing on today. However, I do want to come to the issue here, and the motion also speaks about the Exiting the European Union Committee.

Commons ChamberI thank Sir Edward for his beautifully, and slowly delivered, point of order, which was a master of theatricality. The answer to his perfectly reasonable question, which I am also delivering lente, is that the next person on the list, the right hon. Member for Meriden (Mrs Spelman), who is in her place—if somewhat out of breath—will present the first petition.
On a point of order, Madam Deputy Speaker. I know that a huge number of Members are waiting to present their petitions tonight and I do not therefore wish to detain the House too long. I also know that the petitions are on an extremely important matter. However, given the huge interest in tomorrow’s debate, I wonder if you can give any guidance on the amount of time for which Members might be able to expect to speak in that debate.
That is a most interesting point of order, and I can tell the hon. Gentleman and the House that, as far as I am aware, a very large number of Members have indicated that they wish to speak in tomorrow’s debate. I cannot at this point give any indication as to how much time will be available for each Member, but I have every confidence that Mr. Speaker, at the very beginning of the debate, will—in his usual way—be likely to give an indication that if all Members are as brief as they can be, it would be courteous to other hon. Members who wish to speak.

Friend the Member for Castle Point (Rebecca Harris), I hope that this debate sets a precedent for more discussions and legislation on supporting small businesses, but like my hon. Friend the Member for Bedford (Richard Fuller), I hope that we will free entrepreneurs from the shackles of intervention, rather than encourage more of it.
The Bill’s aim is to make the UK the best place in the world to start, finance and grow a small business. The Government are already helping to achieve that admirable aim by backing small businesses through scrapping the jobs tax, extending small business rate relief, introducing the employment allowance, cutting fuel duty and reducing the rate of corporation tax for small businesses, which, under the previous Government, was higher than the rate paid by some large corporations.
That is why employment has risen by 250,000 in a single quarter, with new business creations at record levels. In Worcester, I have seen how start-up loans and the new enterprise allowance have helped new entrepreneurs to come into the market, and how youth unemployment has been halved since the general election, while apprenticeships have more than doubled. Like the FSB, the CBI and the British Chambers of Commerce, I support a Bill that will extend that progress.
The Secretary of State said that the Bill is complex, and it certainly is. There is far too much to address in a four-minute speech, but I want to speak about a few of the things it gets right and about one big omission. The Bill is right to address access to finance, which is clearly a concern for all small businesses in our constituencies. Data sharing is a very important way of doing that—for example, organisations such as Impetus, which helps many businesses in my neck of the woods, should get access to a list of businesses that have been refused finance by banks and get more of the data that the banks at the moment keep to themselves.
Supporting small businesses and exporting is great. We are all in favour of that, and I agree with the many hon. Members who have praised UKTI’s work and the extension of UK Export Finance to more small businesses. However, I want to sound one note of caution. A business in my constituency that exports to more than 20 countries has contacted me to say that it has lost access to passport to export funding, because that has been refocused on larger employers. I hope that we can support small businesses to get bigger as well as support bigger and more established businesses.
The Bill is right to extend the red tape challenge, which has already saved more than £1 billion, and to replace one in, one out with one in, two out. It is also right to help small and medium-sized enterprises to access more Government procurement. In my view, it is much better to do so by removing barriers and simplifying the application process than by some kind of central business administration, as the FSB has suggested. We need to learn from the US model. The Government have increased small business procurement from 6.5% to 10.5%, but there is still a long way to go to reach the target of 25%. I hope that the Bill will help us to reach it.
It is right to address the pubs code and to create an adjudicator, but I share some of the concerns of my colleagues on the Select Committee on Business, Innovation and Skills in that the Bill could go further and that more could be done to protect some of the smaller family brewers.
As my hon. Friend the Member for Gosport (Caroline Dinenage) said, the Bill will do important work on the skills agenda, including by improving access to destination and training data. It was great that the Minister for Business and Enterprise recently visited Worcestershire Business Central in my constituency, which is linking employers and schools in Worcestershire. However, I agree with the hon. Member for Rochdale (Simon Danczuk), who said that a fundamental reform of business rates is missing from the Bill. When the Select Committee looked at the future of the high street and the retail sector, it recognised that there is a need to reform the business rates system to make it deliver for small businesses that are growing, to remove some of the shelves in the system and to update it for the 21st century. That will be a challenge for all the parties in their manifestos for the next general election.
I commend the Bill. It is great to see the Government really striving to help small business.
