Commons ChamberThe most important thing we have to realise is that the job of work of the Good Friday agreement is not complete. Many elements of it were parked at the time, and we need to complete that work. That is one reason why it is important that we get the troubles Bill right. I have met so many people who still bear not just bruises, but deep scars, from the troubles, and they want answers. That is precisely what we are trying to legislate for at the moment.

The parade was lawful; the protest was unlawful. What we are hearing in Northern Ireland in response to that protest is in stark contrast to what we heard from the Home Secretary in the statement prior to this one. The Secretary of State said in his statement, “Let the courts do their work.” When he knew that the court was to rule today, why did he move from section 9 to making a section 11 decision on Friday night, rather than waiting on the court’s ruling today?
When I received the section 9 letter on Friday morning, I had no idea when the court was going to come to its conclusions, and obviously I had been asked—and am required by law—to consult with the Parades Commission and the Chief Constable, as I did. That is the process I followed. I do not want to stray further into that process, simply because all of this is subject to legal challenge.
