Commons ChamberMy hon. Friend has been consistent in challenging me on the 29 March date in Prime Minister’s questions and in statements, and indeed in debates. I have always wanted us to be able to leave on 29 March, but I believe, as was said during the referendum campaign by those who wanted to leave, that it is better to leave with a negotiated deal with the European Union. That is why I am saying that I think we should look again at being able to leave with a negotiated deal, but in order to do that we need time for this Parliament to ratify a deal, and in order to do that we need an extension until 30 June. But, as I have said, as Prime Minister I could not consider a delay further beyond 30 June. This is the point at which this House has the decision to take as to what it wants the future to be. That is what is facing this House, and that is a decision I believe we should take honouring the result of the referendum.
The hon. Lady will be well aware that we are putting more money into our schools, we are ensuring that we have a welfare system that encourages people into the workplace, and we have put more money into various other elements of care for people across our communities. But the best solution for people to ensure they are able to provide for themselves and their families is for us to have a strong economy and for people to be helped into work, and that is why it was so pleasing that this week yet again the employment level is at a record high in this country.

Thirdly, alongside the joint instrument on the withdrawal agreement, the United Kingdom Government will make a unilateral declaration relating to the temporary nature of the backstop. Such declarations are commonly used by states alongside the ratification of treaties. The declaration clarifies what the UK could do if it was not possible to conclude an agreement that superseded the protocol because the EU had acted contrary to its obligations. In those circumstances, the UK’s understanding is that nothing in the withdrawal agreement would prevent us from instigating measures that could ultimately lead to the disapplication of our obligations under the protocol. Were we to take such measures, the UK would remain in full compliance with its obligations under the Belfast-Good Friday agreement and to avoid a hard border on the island of Ireland.
I am very grateful to the Prime Minister for giving way. I really do want to know why she has consistently sought to get a deal that satisfies hardliners on her own side, rather than reaching out across the Chamber to get an agreement that would be a softer Brexit, but which would protect the Good Friday agreement in Northern Ireland more than her current deal does.
First of all, if as the hon. Lady thought I was placating everybody on my side of the House, I do not think the deal would have been rejected in the first place, so I think she is rather wrong on that. Secondly, I did reach out to the Labour party Front Bench. I had a meeting with the Leader of the Opposition and there was one meeting between the Chancellor of the Duchy of Lancaster and the shadow Secretary of State, the right hon. and learned Member for Holborn and St Pancras (Keir Starmer). We offered other meetings and voice came there back none.

Commons ChamberI absolutely agree with my hon. Friend. This is so important. I believe that if we fail to deliver on what the British people instructed us to do in the vote in the referendum, the British people’s views of this House, of Parliament and of politicians will be at an all-time low, because they will have lost faith in politicians across the whole of this Parliament. We need to deliver Brexit for the British people.
Of course, public health funding will be looked at in the spending review. The hon. Lady assumes that the only action taken on prevention of obesity and other conditions is through public health, but that is not the case. If she looks at the NHS long-term plan that has been announced—funded by the biggest cash boost in the NHS’s history, given by this Government—what she will see is an emphasis on prevention and on ensuring that people are able to lead healthier independent lives for longer.

Commons ChamberYes, my hon. Friend is absolutely right. The flight of capital and the run on the pound that Labour Members themselves accept would be the impact of their economic policies would be the worst damage that could be inflicted on this economy.
I am one of the few people in this House brought up in Northern Ireland during the years of conflict, and I do not ever want to see a return to that time. So how is the Prime Minister going to ensure no hard border in Ireland now or in a few years’ time and absolutely no undermining of the Good Friday agreement that brought such welcome peace? Surely, this negotiation should not be about the Prime Minister trying to placate enough people on her own side to heave this bad deal over the line: it should be about the long-term peace and prosperity of Northern Ireland and the rest of the UK, too.
It is that long-term peace and prosperity not only of Northern Ireland but the whole United Kingdom that has underpinned the approach the Government have taken to the whole of these negotiations. We remain firmly committed to ensuring that the peace process that has been so important to the lives of people in Northern Ireland, the peace that has been achieved and the development in Northern Ireland that has been achieved can continue into the future and give the people of Northern Ireland the bright future that we can also give to people across the whole United Kingdom. Having no hard border between Northern Ireland and Ireland is an important part of maintaining that process into the future.

Commons ChamberFirst, I thank my hon. Friend for the comments that he made about the remarks and language that were used at the weekend.
Yes, we do—we have set out our plan and we are negotiating on the basis of that plan with the European Union. As I say, significant elements of the structure and scope of the future relationship have been agreed. The legal position, as I am sure my hon. Friend knows very well, is that we cannot sign up to legal text in relation to that future relationship until we have left the European Union. I have also said all along that when Parliament looks at the withdrawal agreement, it will also want to have sufficient detail about the future relationship and know what that will be. That is what we are working to deliver.
Can the Prime Minister clarify whether 95% of a withdrawal deal has been agreed with the EU? If it has, why has this House no details of it?
I will explain the negotiating process: we sit down and talk about the issues; we get to the point of having a text on the table; that text is looked at by leaders, and they take a decision on the text and the future relationship—that is the point at which the negotiations and the deal are completed; and then this House will be able to see all the details of the withdrawal agreement and the future relationship in deciding whether to accept the deal the Government have negotiated.

Commons ChamberMy hon. Friend has raised a very important issue. Of course, as she said, this is something of which we see many women being victims, but men can be victims of domestic abuse, too. I certainly welcome the efforts of the Employers’ Initiative in raising awareness of this issue and in doing that vital work of providing advice and support to employers and employees on the steps they can take to address it. I understand that the Minister for Women, my hon. Friend the Member for Louth and Horncastle (Victoria Atkins), who is also responsible for crime, safeguarding and vulnerability, recently attended the launch of a toolkit for employers on tackling domestic abuse that was developed in partnership with the Employers’ Initiative, Public Health England and Business in the Community. I would absolutely encourage Members from all sides of this House, as employers, to sign up to the initiative and also to promote it in their constituencies so that we can take every step we can to root out domestic violence and domestic abuse.
I have responded to the points that the hon. Lady has raised. I have been very clear, and I have said in the House, for example, that the action taken against child migrants was not unacceptable and is not something we would do here in the UK. We did not consider that acceptable. She wants me to challenge the President of the United States. What better way to challenge the President of the United States than to sit down and talk to him?

Commons Chamber6. What steps her Department is taking to protect 16 and 17 year olds who are victims of child sexual exploitation.
Before I answer the question, may I say that later this afternoon I shall of course make a statement on the Paris terrorist attacks? I am sure that the thoughts of the whole House are with the people of France, particularly with the victims—and their friends and families—of those terrible and horrific attacks.
Tackling child sexual exploitation is a top priority for this Government. We have already prioritised child sexual abuse as a national threat in the strategic policing requirement, and made significant progress since the “Tackling Child Sexual Exploitation” report in March 2015.
I am sure that all of us in this House want to concur with the sentiments expressed by the Home Secretary and send our condolences and very best wishes to the families and friends of all of those who were killed or injured in the dreadful terrorist attacks on Friday night.
I hear what the Home Secretary says about sexual exploitation, but, according to the Children’s Society, more than three quarters of reported sexual crimes against 16 and 17 year olds result in no police action against the perpetrator. How does the Home Secretary feel that her proposed cuts to policing will impact on those figures?
We should all welcome the fact that more people, including young people and children, now feel able to come forward and report when abuse or exploitation has taken place, but, as the hon. Lady will be aware, the question of how the reports are then dealt with is not to do with police numbers. We saw that in the Rotherham report. Sadly, reports came through that police and others had been aware of the child exploitation that was taking place, yet appropriate action was not taken. Following the “Tackling Child Sexual Exploitation” report in March this year, there will be a requirement that all police officers are trained in raising their response to child sexual exploitation. We have also revised the guidance, so that we provide clear information about how to identify child abuse and neglect and what action to take.

Commons Chamber12. What progress her Department has made on setting up its recently announced inquiries into child abuse; and if she will make a statement.
On 5 September I announced Fiona Woolf as the chair of the inquiry. Ben Emmerson QC was announced as counsel to the inquiry, and Graham Wilmer and Barbara Hearn were announced as panel members. The remaining panel members and terms of reference will be announced shortly. It is important that we get this right to ensure that the inquiry is able to challenge individuals and institutions, get to the bottom of these abhorrent crimes, and ensure that they do not happen again.
The inquiry was set up in recognition of the number of cases, both historical—and, as we have increasingly seen—ongoing, that have taken place and that have suggested significant failings and problems in certain institutional and other environments where people have frankly not been abiding by their duty of care to children. The inquiry will consider those circumstances and tell us what we need to do in future to ensure that state and non-state institutional environments maintain their duty of care to children so that these horrific crimes are not committed in the future.
Will the Home Secretary explain why the inquiries will not consider the outcome of the forthcoming serious case reviews or the impact of cuts to local authority children’s services, especially as the severity of cuts in some areas will make it impossible for local authorities to take on board the inquiries’ recommendations when they eventually arrive?
When the terms of reference for the inquiries are published the hon. Lady will see the nature of work they will do. As I explained in response to the hon. Member for Llanelli (Nia Griffith), the inquiry was set up against the background of concern about the number of historical cases of sexual abuse and sexual exploitation of children that we have seen. Subsequently, a number of other cases have come forward that show that sadly this is not simply a crime that occurred in the past but something that occurs in the present. It is necessary to ensure that institutions are abiding by their duty of care to children. That will involve identifying the faults and what happened in those institutional environments, and considering what lessons need to be learned from that.

Commons ChamberThe hon. Gentleman would not expect me to be able to comment on an individual case when I do not know the details. I assume that he has been in touch with the MPs helpline, but obviously I will try to ensure that appropriate follow-up action is taken in relation to cases that are raised in the Chamber this afternoon.
As I have said, I entirely understand the frustration and anxiety of people who are worried about whether they will receive their passports before they are due to travel. That is why, last week, I announced a package of additional measures to help the Passport Office to meet demand and deliver passports on time, while still maintaining the security of the document.
Does the Home Secretary accept that there is something wrong with the support system for British citizens who are living overseas when they are having to phone my constituency office to ask me to intervene on their behalf?
There are a number of issues that I shall address later in my speech, but let me say this to the hon. Lady. We want a passport system that ensures that people can apply for their passports and receive them within a reasonable time. The majority of those whose applications are straightforward are receiving their passports within the time scale that has been set, but when we deal with passport applications, it is important for us to carry out the necessary checks. Sometimes information will not have been submitted, or someone will not have filled in the form correctly, and it will be necessary to contact the person again. That means that delivering the passport will take longer.

Friend is right to say that we need to implement the strategy so that it has the impact that we want on the cheap alcohol and bulk discounts that lead to the sort of behaviours that I described earlier. When we consult about dealing with bulk discounts, I am sure that the very point that she makes will be raised. Obviously, we will consider that carefully.
I point out to the Home Secretary that part of the success of the Durham Best Bar None scheme was effective policing, which is now being put at risk because of cuts to Durham constabulary’s budget. We all want responsible pricing of alcohol, and there is much that I welcome in the statement. However, the right hon. Lady has not explained why it was necessary to interrupt the Budget debate today to make the statement. Many of us are here to speak for our constituencies and outline how the Budget has had a negative impact on them. I have a specific question. A real problem in Durham is special promotions by pubs aimed at students and young people. Will they be able to continue?
The hon. Lady made several points. I fully recognise the role that the Durham police played in the work that is being done there. It was a collective operation through licensees, the police and others. I am very pleased that Chief Constable Jon Stoddart of Durham, who is the ACPO lead on the matter, has said that he greatly supports the policy. He said that he welcomed any new approach
“that will help reduce the availability of cheap alcohol… and reduce pressure on the police.”
That is exactly what the strategy will do.

Commons ChamberWe will make absolutely clear when the new post-study work route proposals will be implemented. Students will have reached various stages in their courses, but there will be a specific point at which the post-study work route requirement is introduced. Those who are already studying in the UK and may have expected to stay will still be able to stay, provided that they obtain graduate-level jobs. It is the qualification level for the jobs that will change.
As for the arrangements for student entrepreneurs, we are considering how best to position them in the immigration system. I hinted earlier that they might form part of the post-study work route, but we might consider other routes. The intention is to enable a student who is graduating from university and who has a first-class idea to set up a business and put that idea into practice, and I think it right for us to do so.
I understand the right hon. Lady’s concern to reduce abuse in the visa system, but what is she doing to ensure that the measures announced today do not simply send a message to bona fide students applying to legitimate institutions that they are not welcome, especially as that would create huge problems for our excellent universities and colleges?
What I am doing at every possible opportunity is saying that our universities are still open for business to overseas students. I have said at every stage, both throughout the statement and in response to a number of questions, that the whole point of what we are proposing is to protect the universities while dealing with the bogus colleges. I think that is the right approach, and I hope it meets with agreement across the entire House.

Commons ChamberI am very grateful. The Home Secretary has just announced that 67 people in my constituency were made redundant last week because the Government are not continuing identity cards. What efforts will her Government make to get jobs for those people who lost them this week, and for those who are likely to lose their jobs because the Government are not going ahead with the second generation biometric passports?
If I can just correct a slight inaccuracy of terminology in the way in which the hon. Lady referred to the job losses in Durham, the people concerned were temporary staff on short-term contracts and they have been released early from those contracts. There are implications to abolishing the previous Labour Government’s scheme but, as the hon. Lady may know, we as a Government have considerable proposals for helping people who are unemployed to get into work. Our single work programme, which will replace the previous Government’s proposals for helping people into work, will give people much more focused individual help on getting them into the workplace and ensuring that they are retrained and given the skills that they need.
