It is a pleasure to serve under your chairmanship again, Mr Hollobone. I thank my hon. Friend the Member for West Bromwich West (Mr Bailey) for securing this extremely important debate and for his excellent opening speech, which reminded us all of the need to champion and support our higher education sector in the UK.

We know that almost 450,000 non-UK-domiciled students study in UK universities, which contributes about £19 billion to our economy—about £95,000 per student—and supports over 200,000 jobs. It is clearly a sector that we need to support. I welcome the Government’s international education strategy and their ambition to increase education exports to £35 billion and grow the number of international students to 600,000 by 2030. I hope we see in the report a change in the mood music coming from the Government, because we need overseas students to know they will be welcomed and supported in the UK.

I acknowledge the widespread support in the sector for the strategy, but there are a number of questions, too. It would be really good to hear the Minister respond to some of the issues that hon. Members have already emphasised. First, the Government need to do something about the visa system. Students find it too complicated, too bureaucratic and too difficult to access in their own countries. As hon. Members said, there is also a huge issue with post-study work visas and how long they last, compared with what our competitors offer. We know that countries such as Australia, Canada and the US have recently seen high growth in international demand for study, while the total number of international students enrolled in the UK has stayed flat. I would say to the hon. Member for Orpington (Joseph Johnson) that this is a hugely important point and we need to address it.

The chief executive of Universities UK, Alistair Jarvis, said in October 2018:

“Despite the quality and popularity of our universities as destination for international students, in recent years we’ve seen a declining market share in relation to competitors.”

If the Government are to deliver on their strategy, that clearly needs to stop. We also need to do something to ensure that we have reciprocal arrangements with Europe. The strategy does not say much about European students, and I would like to hear how the Minister intends to ensure that we do not lose students coming from Europe. The reciprocal arrangements are very important, as is identifying new markets.

I was very excited to read the industrial education strategy. There was something on regional priorities and I thought, “Great! The Government are going to look at our regional universities being a priority.” When I read it, I thought, “Oh dear, no.” Our priority is regions of the world. The middle east and Latin America are important for new markets, but we need to protect the markets we have as well as targeting cold spots. We have to recognise the importance of diversity in the sector. Durham University in my constituency brings to the city huge diversity, which would just not be there without it. That is something we need to celebrate and expand.

Hon. Members have talked about the importance of soft power. I have just come back from a Commonwealth Parliamentary Association Education Foundation conference. Many leaders across the world were educated in the UK, and we need to ensure that our higher education sector can attract future leaders. We need to do that by recognising the importance of global mobility for our young people as well. We need to support the British Council more effectively and look at how scholars from overseas, including postgraduate students, contribute to our research base and innovation. We need to ensure that we recognise the importance of transnational education.

In my remaining time, I thank the hon. Member for Orpington for tabling his amendment to the Immigration and Social Security Co-ordination (EU Withdrawal) Bill. I totally support it and hope it is approved in due course.

Had the Secretary of State been in his place, I would have reassured him that the Labour party knows that the Bill is a deliberately limited piece of legislation concerned with continuing the existing trade arrangements after Brexit. However, the fact that the Bill is about transmuting EU agreements into UK law does not mean that we do not have questions about, first, the process the Government are adopting; secondly, the degree of parliamentary scrutiny of the arrangements, or lack thereof—after all, the Institute for Government recommended that the Bill should ensure that there is parliamentary time for debate and scrutiny, but the Government seem to have ignored that; and thirdly, the possible effect of the Bill on future trade deals.

The Opposition recognise that the UK will need to formalise trading relationships with those third countries that have a trade agreement with the EU because, should Brexit happen, we will no longer be party to those agreements. However, the Government intend to award Ministers sweeping Henry VIII powers to amend retained EU law, so that they can fast-track the agreements. I join my colleagues in opposing the use of Henry VIII powers for such fast-tracking, especially when those powers might be used to water down or remove standards, safeguards, rights or protections. We heard no reassurance from the Secretary of State on that.

We want a truly independent Trade Remedies Authority to help to protect UK industry, but that authority should report directly to Parliament rather than to the Department. That seems so obvious that I do not know why the Minister has not already caved in on the issue.

The Bill awards to HMRC new powers to share limited taxpayer information with international bodies and Departments, including the Department for International Trade, but the circumstances in which the Government intend those powers to be used has not been made clear and the wording of the legislation is opaque. More clarity on that from the Minister would be helpful.

Many organisations are saying that the Bill is a missed opportunity to align Britain’s international trade and international development policies. The Government have been clear that trade is a route out of poverty, so they should be saying through the Bill more about how the sustainable development goals in particular could be used to achieve that aim. The Fairtrade Foundation has raised the potential effect of Brexit on Fairtrade, but it seems the Government have not fully considered it. The fair trade market is currently worth £1.6 billion and is dependent on an effective trading relationship with the EU27. Many fair trade goods are exported to one EU country before being processed and re-exported to other EU countries. It is not clear whether the Bill takes that into account.

Does the hon. Lady believe that there will be an opportunity in future deals for value-added goods such as chocolate and processed coffee to come into the UK from continents such as Africa, rather than just the raw materials coming in and us adding the value?

The hon. Gentleman makes a good point, but the point I am making is that it would have been extremely helpful to have had things like that flagged up in the legislation, partly to give reassurance to developing countries.

Global Justice Now has highlighted the problems with some existing economic partnership agreements because some countries have refused to sign them. It would have been useful for the Government to have taken that on board in the Bill and stated clearly that they would seek to improve on those agreements in future trade deals.

The Overseas Development Institute has presented some recommendations for the Government, which I think it would be helpful if the Minister addressed. It recommends that the UK should, first, apply the principle of “do no harm” so that, at the very least, existing unilateral preference schemes should be rolled over; secondly, prioritise the roll-over of existing free trade agreements with developing countries; and thirdly, align its trade and development policies.

There is a lot at stake. When I was in Bangladesh recently, I met a fair trade co-operative that has extremely good working practices and can export to a range of countries, including the UK. I urge the Government to support those sorts of projects and businesses, in this legislation and in future legislation.

It is a pleasure to serve under your chairmanship, Mr Davies. I congratulate the hon. Member for Rossendale and Darwen (Jake Berry) on securing this important debate. I am sure it will be the first of many debates as we seek to develop business with the Commonwealth.

I come to the debate wearing two hats. First, I am a vice-chair of the Commonwealth Parliamentary Association, and through that association I want us to develop closer ties with the Commonwealth. Secondly, I am chair of the all-party parliamentary university group and want to promote our universities. I want to stress to the Minister how important a business sector the higher education field is. It delivers about £73 billion to our economy and supports more than 800,000 jobs. In international standing, it is second only to the US. International students are a significant source of finance, not just to universities but to the wider UK economy, and non-EU students, many of whom are from Commonwealth countries, contribute about £3.2 billion in tuition fees to UK universities. Overall, their contribution is more than £7 billion to the UK economy, and that could grow.

Our Commonwealth partners are already doing that. As the Minister will know, universities compete in an increasingly globalised economy. It is a growing economy, where there is a great deal of competition. Australia wants to grow its international student numbers by 2025 and is doing that by putting in substantial funding and post-study employment opportunities. Since 2004, the number of international students in Australia has grown by 50%. Canada is doing the same.

I notice that the priorities for the Department for International Trade include “negotiating plurilateral trade deals”, focused on specific sectors, and

“providing operational support for exports and facilitating inward and outward investment”.

It seems to me that the higher education sector would benefit from being promoted through the new Department and that Ministers in that Department will do what they can to make it easier for international students, particularly those from Commonwealth countries, to come to the UK. That means looking at whether the visa system can make it easier for students to come here, and ensuring that students are taken out of net migration figures.

Unfortunately, the message that has been given to international students is that they are not welcome here. In the post-Brexit era, universities need to be able to grow their international offer—not only in respect of students coming here, but in respect of universities operating more easily in Commonwealth countries, and developing educational opportunities and business start-ups from which UK companies can benefit. There could be a win-win for the higher education sector and for the Government if they encourage growth in that sector with Commonwealth countries.
