Commons ChamberThe pandemic has been particularly difficult for young people. Research by the Education Policy Institute has shown that, despite the best efforts of teachers over the last two years, pupils have lost the equivalent of more than four months of learning, with those in the north and midlands most affected. There is a real danger that covid will end up exacerbating long-standing inequalities. According to the latest Ofsted inspection reports, only 55% of Derbyshire secondary schools are rated good or better, compared with the national benchmark of 80%. This inequality in opportunity simply is not good enough. We must do better.
In High Peak, we are making progress, with St Philip Howard Catholic Voluntary Academy in Glossop being upgraded to good in its latest Ofsted inspection, compared with its 2018 rating of requires improvement. We also secured capital funding to invest in Hope Valley College and to expand Harpur Hill Primary in Buxton. The £4 million expansion of Glossopdale School is under construction, which will create an extra 240 places for the town, due in September.
However, more can and must be done. So I welcome that the Government have designated Derbyshire as one of the new education investment areas, which means that Derbyshire schools will receive much-needed extra support, with additional money for the recruitment and retention of the best teachers. The Queen’s Speech aims to build on that progress with the Schools Bill to help drive up standards.
Our schools are not the only public service challenged by the pandemic. The NHS is still grappling with a huge covid backlog. A good example is the withdrawal of the mobile breast cancer screening unit in High Peak in 2020. I fought hard to get that vital service reinstated, and I am pleased to report that the mobile unit is back up and running locally, operating at 160% of pre-pandemic levels. However, we must do more than simply restore services if we are to build a more resilient, preventive health service. That is why I am pushing so hard for new urgent care centres for both Stepping Hill Hospital and Tameside Hospital. It is also why I am supporting Derbyshire Community Health Services bid for capital funding for a major new health centre for Buxton.
Of course, not all illnesses are visible. As we rebuild from the pandemic, we must deliver parity between mental and physical health services. The proposed Bill to reform the Mental Health Act will play a key role in this mission, giving patients greater control over their treatment and ensuring that they receive a more personalised level of care. I recently visited the construction site of the £4.8 million highly specialist mental health unit that is being built at Tameside Hospital. That will replace the existing psychiatric intensive care unit at Stepping Hill, providing short-term care for men over the age of 18 experiencing mental health distress. Once that new unit is built at Tameside, the current psychiatric intensive care unit at Stepping Hill will be refurbished to create a unit specifically for women. That is particularly good news given that this service is not currently available anywhere locally. It will allow women to receive specialist mental health care closer to their homes and loved ones.
Turning to social care, I am pleased that this Government have finally grasped the nettle and introduced reforms to try to ensure that no one will have to sell their home to pay for care in future. While those reforms are welcome, we need to get on with delivery and fleshing out the details of the improvement plans.
Tackling any of these challenges is only possible if we have strong public finances to pay for the world-class public services that we need, and that requires a strong and growing economy. As we all know, we are facing global rising energy prices, a war in Europe and we are still dealing with the enormous supply chain disruption caused by covid, all of which are driving high inflation and the rising cost of living. The Government’s long-term reform plans are the right ones, investing in infrastructure, skills and public service reform to create sustainable growth and well-paid high-skilled jobs, but we need to think very carefully about what more can be done in the short term to help people to cope with soaring costs now.
There are no magic solutions and those Members who pretend otherwise are deluding themselves and the people they represent. That does not mean that we cannot do more. We need honesty, creativity, pragmatism and compassion to deal with the challenges ahead. If we work together, I am confident that we will succeed. I am glad that the Queen’s Speech put forward a series of practical measures to make Britain the best place to grow up and grow old.

Commons ChamberThe Government’s covid guidance is about keeping both staff and pupils safe. On the hon. Lady’s point about volunteers, we published figures at the beginning of January that show that, at that point, responses from about a quarter of supply agencies showed that 585 teachers had come forward in answer to that call to arms. We expect the full number to be significantly higher.
According to the latest Ofsted inspection ratings, only 55% of Derbyshire secondary schools are rated good or better, compared with a national benchmark of 80%. If levelling up is to mean anything, it must be about fixing the glaring educational inequality. Will the Minister agree to meet me and fellow Derbyshire MPs to discuss how we can improve education standards and opportunity for all in Derbyshire?

Commons ChamberThe cap on medical places was lifted last year, and those medical students who had to defer will not count towards the cap this year. If medical training places are to be permanently raised, there will be a process for medical schools to apply for a proportion of the expansion, just as was the case with the recent uplift of 1,500. I am sure that the hon. Member will be more than happy to meet the Minister for Care, my hon. Friend the Member for Faversham and Mid Kent (Helen Whately), who also looks after workforce matters, and that she would be only too happy to discuss the issue with him.
The Government have invested £165 million to help providers to prepare for and deliver industry placements, building capacity in their relationships with employers. We have invested nearly £7 million so far in direct support for employers, and we are also exploring what short-term funded support may be appropriate to enable employers to offer placements.
I welcome the Government’s plan for jobs, which rightly prioritises technical education. Does the Education Secretary agree that investing in further education and T-levels in places such as the High Peak is vital for our economic recovery, for improving skills and training, and for increasing opportunity, helping local people of all ages and backgrounds into good-quality jobs?
I absolutely agree with my hon. Friend. It is so vital that we see the roll-out of T-levels. These qualifications have been designed hand in glove with employers to make sure that they are delivering not only for students, but for the employers themselves. As we roll out our skills accelerators across the country, we are putting in £65 million-worth of further investment to ensure that we start to link up jobs, skills and young people, to ensure that we are getting the workforce right for the future.

Commons ChamberIn every conversation that I have with my counterparts in the DAs, we certainly do look at all the issues affecting students, and also universities, at this difficult time.
I welcome the extra £50 million of funding announced yesterday for universities, which will help thousands of students facing financial difficulties because of coronavirus. Can the Minister confirm that this funding will be focused on support for the most disadvantaged students, including many from High Peak, who have been badly hit by the pandemic?
I can, indeed. I urge all students, including those who originate from High Peak, who have been disadvantaged by the pandemic and find themselves in hardship, to approach their university and apply for this fund, which is exactly designed to target those who have found themselves in hardship and to put money in their pockets and assist them at this difficult time.

It is a pleasure to serve under your chairmanship, Mr Betts. I congratulate my hon. Friend the Member for Bury South (Christian Wakeford) on securing this important debate. It is not a theoretical debate about a definition and which words are just about right; it is a real issue. Antisemitism is a very real problem on our campuses.
I will talk about my experience when I was at the University of Manchester between 2005 and 2008. It was just after the Iraq war. A group of students from the Socialist Workers party had seized control of the students union. The atmosphere on campus was absolutely horrendous. A friend who was Jewish and had the temerity to be elected to the students union was subject to death threats. The incident that sticks out most in my mind was back in 2007, when the union voted to twin with the An Najah University on the west bank, a university that is repeatedly linked to Hamas, a terrorist organisation that is openly committed to the genocide of the Jewish people.
Following the union’s successful vote to twin with that organisation, I was standing with a small group of Jewish students while hundreds and hundreds of students stood on the union steps chanting, “2, 4, 6, 8, let’s destroy the Zionist state; 3, 5, 7, 9, death to Jews in Palestine.” That happened in the centre of Manchester, one of our major cities, on our streets, in our lifetime. That was an absolute disgrace.
The situation was so bad that groups of Conservative students, Labour students and LibDem students worked together with a local Jewish society to try to take down the cabal that was running the students union. The irony is that many of those who fought together against antisemitism on the campus have since left the Labour party, and many of the members of Socialist Workers party have found themselves to be big supporters of the previous Leader of the Opposition.
I am pleased to see that the University of Manchester has now adopted the IHRA definition, but I am disappointed that the University of Derby, which I partly represent with the Buxton campus, has so far not done so. I call on it, and other universities, to adopt the definition. Failure to do so is a dereliction of duty and lets our students down.

Commons ChamberWe have a proud record on the Government side of the House: what we saw in the last year for those who are studying, the 16 to 19 budget, and the rate that was made available to 16 to 19 education was one of the largest increases in this year. We made available £1.5 billion-worth of capital funding to transform the estate of our further education colleges. We launched the national skills fund, announced in our manifesto. We recognise the value of that.
When Labour was in power, what did it do? It talked about one thing—“Universities, universities, universities”. That was the answer to the problems of a nation. Government Members recognise the need to make sure that young people have true opportunities. It is about not just the 50% of youngsters who go to university, but the other 50% of youngsters and making sure that they have the opportunities and qualifications that they deserve. They should have an entitlement and the opportunity to take those up.
We have launched the skills toolkit, which has had a transformational impact on so many people who have taken furlough. The hon. Lady talks about numbers over time in terms of apprenticeships. On the Government side of the House, we talk about quality. We recognise that it is important to drive up the quality of apprenticeships, as against simply numbers. When we talk to employers, they say that they want to see quality driven up in terms of apprenticeships and that is what we are doing.
We will have the roll-out of T-levels. Labour is always ambiguous on whether or not it supports T-levels. It supported them at the launch, but then it seemed to change its policy. With a new shadow Education Secretary, it has probably changed its mind again. As we roll these out, we would very much like to see them as part of this.
In terms of the eligibility, this is a national guarantee. It will be determined nationally—that is where the decision will be taken. It will not be devolved to the mayoral authorities, but we will continue to work with employers, organisations and the mayoral authorities to make sure that we get the right skills mix so that the qualifications that are on offer ensure that young people and people of all ages have the opportunity to progress into work.
I welcome the lifetime skills guarantee, which, if done properly, could be a game changer in the life chances for a huge number of people across the country. May I urge the Secretary of State to ensure that his policies announced today are targeted in a way that makes sure that we have the skills needed in vital areas such as construction, engineering, quarrying, telecommunications and broadband roll-out, so that we can get on and deliver the infrastructure investment that is so badly needed in places such as High Peak?
My hon. Friend is right: this investment must be properly targeted to ensure that the money that we are spending and the time that is invested by people as they take this training and opportunity leads them into employment and to work. That is why we have to take a targeted approach. That is why we have to take a different approach in terms of further education, an approach we have not always taken, looking at the skills needs in a local area and making sure that we are matching that and delivering those skills for employers and for the young people who are doing the training, to ensure that leads them into work.

Commons ChamberThe hon. Gentleman highlighted the large proportion of those working in the NHS who have children of school age. That is why it is so vital that we have taken this action to help them to continue in our battle against this virus.
I welcome the announcement of measures that will help to reduce the risk of the virus spreading, while allowing NHS workers who are parents to stay on the front line where they are most needed. Glossopdale School has already offered to deliver packed lunches to the homes of pupils on free school meals, which is a model that other schools might want to consider. I urge the Secretary of State to ensure that the full details of which children are vulnerable and which people are key workers are communicated to both schools and parents as soon as possible, so that everyone knows where we stand.
We certainly will be doing that. My hon. Friend has highlighted the fact that schools, head teachers, other teachers and all the support staff constantly go above and beyond in supporting children who are in their care.
