I know that the right hon. Gentleman takes those new responsibilities very seriously. As he knows, both Departments have made it clear that they are perfectly happy to attend and be scrutinised in respect of those decisions and to answer questions on the Government’s position. Twenty days’ notice sounds like a long time, but he will understand that the Ministers in question may have travel obligations and might therefore have been unable to make the specific date. I know that he knew last Friday that they would not be able to attend the session that took place yesterday. I also know that the Deputy Foreign Secretary spoke to him and, I hope, reassured the right hon. Gentleman of his intention to field a Minister for his Committee. Even though I am not telling the right hon. Gentleman anything he does not already know, I hope that reassures him that Ministers do intend to attend. I am very sure that no stunts such as those that took place yesterday will be required to get them to do so.

May we have a statement on Harlow Council and the success of its Conservative administration? My right hon. Friend will be aware that Conservative-led Harlow Council has cut and frozen council tax for three years and protected vital public services, as well as clearing the housing backlog and securing millions of pounds in Government investment to build an even better Harlow. Harlow’s Conservative council is currently led by the youngest council leader in political history, Mr Dan Swords, who is a former apprentice in my office. Does my right hon. Friend agree that how Harlow Council leads, other councils should follow, and will she encourage everyone in Harlow and across the country to vote Conservative on 2 May?

I thank my right hon. Friend for congratulating Dan and the other councillors who have done so much for their community. Dan is proof that age is not relevant, but political hue is. Elsewhere, in the west midlands, Andy Street has been following Harlow’s example. He has never raised any taxes, and he does not charge an additional precept, yet he has brought billions of pounds of investment into his region, in stark contrast to Sadiq Khan in London, who has increased the mayoral precept by more than 70%, and Labour-run Birmingham, which is increasing council tax by 21% to pay for its errors. It is very clear: if you want better services at lower cost, vote Conservative.

T6. You are too kind, Mr Speaker. Essex County Council is preparing to close over a third of libraries in Essex, with three out of five libraries in deprived areas in Harlow at risk of closure. Will my right hon. Friend acknowledge the importance of free library services, particularly for the vulnerable and for equality in society and education? Will she talk to Essex County Council and keep our libraries open?

Local authorities have a statutory duty to provide a comprehensive and effective library service. Libraries are clearly more than a repository for books. They can be community hubs through which services can be provided. I encourage my right hon. Friend to respond to the county council’s ongoing library consultation so that we can connect organisations in his community that could be able to ensure that services are not just maintained, but made better.

Raqqa was always described as the head of the snake but, as I said in my statement, the job is not yet done. We need to complete the job there, and we also need to ensure that Daesh is not emerging elsewhere. Our commitment will be driven by our progress in the campaign, and any further action will be done on a case-by-case basis. Our armed forces are making an enormous difference, not just through the airstrikes but through surveillance, and we have saved an enormous number of lives with our contribution.

It is our policy to try to support refugees as close to their country of origin as possible. We are doing a tremendous amount in neighbouring countries, and we are grateful to the likes of Jordan and Lebanon for their huge efforts. I am aware of the Refugees (Family Reunion) (No. 2) Bill, and I have had lengthy discussions with the Home Office and other parts of government. I am keen to see whether the existing rules are in any way not fit for any of the cases we have. I have asked for detail of all the cases, including the numbers.

Although I continue to have meetings with the Home Office, the Bill’s intention is that a child, say, who has been injured or is undergoing medical treatment, and where it would not be appropriate for them to be anywhere other than here, can be reunited with their family. We have had cases in which that has happened, so the existing rules are not inadequate, but I will thoroughly look at this with the Home Office to see whether there is anything else we can do. It is our policy not to contribute towards reconstruction unless progress is made on a political process. On the double counting that the hon. Gentleman talks about, different bodies mark our homework on our NATO contribution and our 0.7%, so there are no shenanigans as to what is counting towards one thing or the other. He will know that there are clear rules on what constitutes the 0.7%, and that cannot be anything to do with the military.

I thank my right hon. Friend for her statement. Given the incredible role that the Kurds in the autonomous Kurdish region played in trying to defeat Daesh, will she do more, on behalf of the Government, to recognise the genocide of the Kurdish people, to recognise their demands for independence and to stop the bullying by the Iraqi Government of the Kurds in the autonomous region?

The fire authorities cannot deviate from the national service framework unless they choose to break the law. The measure will not come into effect until 2022 and we have undertaken to carry out a full audit in three years’ time of how they are adopting the fitness principles. If we find that fire authorities are not following and honouring those principles, we have powers to intervene. I do not understand why the issue is causing difficulty for the hon. Lady.

Harlow has had more than 100 illegal Traveller encampments over the past 15 months, yet the chief constable of Essex says that he does not have the power to remove them and cites human rights legislation. Will my hon. Friend the Minister please have urgent discussions with the chief constable, set out what the powers are and tell them to stop hiding behind Association of Chief Police Officers guidelines?
