That is exactly what the Government’s programme is doing. We are investing in employer-led qualifications—that is exactly what this is about—and the LLE will enable many millions more people to have access to get on the skills ladder of opportunity.

As people look to retrain in later life, can we ensure that our armed forces have the support they need after serving their King, Queen and country, if they need to retrain after they leave the armed forces?

The beauty of the Bill is that it will enable anyone to retrain and do long courses, short courses or modules at a time of their own choosing, building up credits along the way. Those who leave the Army will be able to do that kind of skilled retraining.

T3. My right hon. Friend will be aware that we in Harlow have had more than 109 illegal and unauthorised encampments over the past 15 months, and there is now a town-wide injunction banning anyone from setting up unauthorised or illegal encampments. Will my right hon. Friend look at how we can strengthen the law, possibly following the Irish example of making trespass a criminal rather than a civil offence?

I pay tribute to my hon. Friend for the campaigning and work he has done on behalf of his constituents whose lives have been blighted by these illegal camps. When we are back in government after the election, we will look at the law—I can assure you of that, Mr Speaker—but we must also make sure that the police use the powers they have and are not frightened of using them, as appears to have happened in certain parts of the country, including in my hon. Friend’s part of Essex.

T5. My right hon. Friend will be aware that in Harlow we have had more than 100 illegal Traveller encampments over the past year, causing huge amounts of misery for local residents. The chief constable of Essex says that he does not have enough powers to deal with that and cites the human rights of the Travellers. Will my right hon. Friend meet the chief constable and set out what powers there are for him to deal with this problem?

This is a very important issue across our constituencies. I praise my hon. Friend for the work he has done to highlight the massive issues and massive cost of illegal sites. I will meet the chief constable of Essex again, but I, with the local government Minister, my hon. Friend the Member for Great Yarmouth (Brandon Lewis), have written to him to highlight the powers that the police have and that they should be using them.

Friend the Member for Thurrock (Jackie Doyle-Price) and I have recently written to the Home Office about the problem of illegal encampments in Harlow and Thurrock, and about the police response to them. Will the Minister meet me to discuss this matter, and will he set out the powers that the police have to deal with illegal or unauthorised Travellers’ encampments?

13. Will my hon. Friend the Minister help young earners on low earnings by lobbying the Treasury to put the extra revenues raised from the 45p rate towards reintroducing the 10p income tax rate, which was abolished by the last Government?

Together with the Secretary of State, I regularly lobby on behalf of Northern Ireland for money. The previous Secretary of State and Minister lobbied extensively to get the £200 million that was needed to make sure that the security situation in Northern Ireland was addressed. It is up to the Administration in Northern Ireland to spend the very generous grant that they get, which is substantially more than England gets.
