Commons ChamberAs we look at the current Secretary of State for Transport and his predecessors around him on the Conservative Benches, it is like old times.
The Scottish National party supports the development of the HS2 project, which we have discussed on a number of occasions. Even the Secretary of State would concede that the Scottish Government have worked very positively to advance the project, but that does not mean we are not critical of quite a number of aspects of it.
For HS2 to establish the benefits that have been suggested, it needs to be expanded much further and much faster—and, as we have heard, not just to Birmingham, Manchester and Leeds, but to Scotland, and with some haste. If this project was to be truly inclusive—the Secretary of State talked about the parity in this family of nations that we are supposed to have—there is a strong argument that HS2 should have started in Scotland and made its way down through the north of England, arriving eventually at London. The economic benefits would have been dramatic had that choice been made, and it was indeed a choice. Had the Government been serious about including the nations of the UK, that could have been done. While we are talking about being serious about being inclusive, let me say that if journey times are to be improved, perhaps one thing that would help to reduce delays dramatically, as this is one key reason for delays in Scotland, would be the devolution of Network Rail. Even at this late stage, the UK Government can make a difference if they choose to do so by committing to extending the service to Scotland without hesitation.
The hon. Gentleman talks about starting the project in Scotland, but that is not a sensible idea at all. The whole point about capacity is that every morning we have 5,000 people standing on trains into London Euston and 3,000 standing into Birmingham New Street. If the project started in Scotland, that would just mean more Scottish people standing on trains as they tried to get into the capital.
The hon. Gentleman knows that I have enjoyed debating with him and that I respect him greatly, but we always end up highlighting the fact that none of that was even looked at. No research was conducted on it. Unless he is willing to intervene to tell me about research that was conducted—[Interruption.] That tells us everything about how—
It is patently obvious from all the traffic flows and the passenger numbers that as one gets closer to the capital, the congestion due to passenger numbers builds. As I say, we have 5,000 people standing every morning into London Euston, and there would be more Scottish people standing if we did not start in London and work our way up. It is, however, great that the time saving is going to benefit people in Scotland from day one.
I wish to remain consensual throughout this debate, but I must point out, once again, that all the hon. Gentleman has done is to confirm that no work had been done to look at the economic benefits for Scotland and the north of England.
The Secretary of State’s argument that Scotland will already be on the HS2 line is weak. I agree that journey times to and from Scotland will be faster, by virtue of the increased speed in the south of England, but given that Scotland and its people are paying for a proportion of the new infrastructure, it would be wholly wrong for the new infrastructure not to come also to Scotland.
We support HS2 because of the benefits it could and should bring, but those benefits could be greater if the missing investment were made. Clarity is also required, and with some urgency, on the Barnett consequentials. The question of the Barnett consequentials has been raised again in this House today, yet the Government have failed time and again to answer it, despite being asked to do so on many occasions.
Although this will not be well received by Conservative Members, I agree with the shadow Minister that questions need to be asked about the governance and management of HS2, given the absolute shambles the Government have got themselves into with the contract—and, of course, the honours system as well. We are talking about £2 billion-worth of contracts awarded after profit warnings were issued. Why did the Government want Carillion to continue after a 70% drop in the share price and the issuing of profit warnings? Ministers need to give answers about that, and they should take the opportunity to provide them now. There are clear examples to show that the Government knew there were more than just superficial problems at Carillion, yet the contracts just continued. Why was that?
I said earlier that the Scottish Government are committed to working in a continuing partnership to reduce rail journey times—we are working closely with the Minister to hit the three-hour target—but the Government still have not recommended a route to Scotland. Is it going to be on the east or the west coast? They must now start to work on the best options for Scotland, consider the benefits and different business cases, albeit belatedly, and deliver so that people in Scotland get some value.
If the Government share the ambition of delivering sub-three-hour journey times, we will support that, but the project should not be about only times or the physical build. As the right hon. Member for Derbyshire Dales (Sir Patrick McLoughlin) said, we must consider skills and opportunities. He mentioned Crewe and other locations, but unfortunately he did not mention Scotland. This project can and should build skills, expertise, capability and jobs for a generation, but it also needs to be inclusive in terms of its opportunities and STEM objectives. We should be alive to the chance to provide opportunities to young people, especially girls and young women, who do not get mentioned enough in this context. Scotland has successfully delivered major infrastructure projects, with the Borders rail link a prime example among many others, and is already positioning itself as a hub for rail expertise. The Heriot-Watt high-speed rail centre of excellence has put Scotland firmly on the map as a place for specialist high-speed rail knowledge.
Let us expand the network to Scotland with some hitherto unseen urgency. Let us hear the answers on the Barnett consequentials. Let us have guarantees from the Government on the future governance of the project. If a true partnership is desired, as the Secretary of State has stated, let us see some ambition on the preferred route, a commitment to utilising the expertise and talent of the men and women of Scotland, and investment in our centre of excellence.

Commons ChamberI very much agree that new road infrastructure can transform local economies and boost access to jobs, which is why we have given significant funding and freedoms to local areas to take forward schemes such as this. We will be announcing further funding opportunities very soon. I hope that my hon. Friend will continue to make the case for that project with Essex County Council and the South East local enterprise partnership. The port facilities in her constituency are absolutely superb, and it is important that we give them the infrastructure that they need to back them up.
Large local infrastructure projects have been the hallmark of the Scottish Government since they came to power in 2007. There have been too many to list here, but they include the Borders rail link, the Tarbert to Campbelltown trunk link road and, in my own constituency, the dualling of the A9 between Perth and Inverness. According to independent analysis, Scotland is investing twice as much per person in transport as England. That includes active travel projects such as cycling, on which we are already way ahead of the UK. Last year, this Government announced a new £680 million access fund up to 2021. Can they clear up the confusion about when that fund is going to go ahead?
It is interesting that the hon. Gentleman did not mention the high-speed rail line between Edinburgh and Glasgow, which has been conveniently shelved. He may be aware that SNP-controlled Perth and Kinross Council has decided that potholes now have to be at least 60 mm deep—that is nearly 2 and a half inches—before it will consider filling them in. That indicates what its priorities might be in some cases.
The Minister and I may disagree on many things, but one thing that we do agree on is the benefits of cycling. The cycle-to-work scheme has been a popular and progressive policy, and credit is due to the Government for continuing with it. However, in the summer Budget, the Treasury said that it was actively monitoring salary sacrifice arrangements because they were becoming increasingly popular. In Scotland, progressive policies that work and are popular are something that the Government there support. Will he confirm that he is working to ensure that the Chancellor will protect cycle-to-work schemes in the forthcoming Budget?
The hon. Gentleman may have to be patient and wait for the Budget, but certainly schemes such as the cycle-to-work scheme are very good. Large numbers of people who have bicycles are using them to get to work and it is a great way of getting people fit and active, as well as reducing congestion on our roads.

Commons ChamberThe plug-in car grants have been very successful, and we have seen an increase in the take-up of electric cars. Indeed, I was recently in Milton Keynes opening a facility there to test the drivetrains and motors in electric cars. The UK is taking a lead in this technology, which is being developed here. The Nissan Leaf is a major product produced in the UK to contribute to this market.
On behalf of SNP Members, I add my thanks and best wishes to the departing staff members and wish them a happy retirement.
Good work needs to be done on new fuels, but there is a glaring omission within the Government’s work just now. Regardless of the current fuel position, there is a need to plan ahead. The Minister will know that Oslo airport has become the world’s first airport to offer sustainable jet biofuel to all airlines, and that Lufthansa Group, SAS and KLM have already signed agreements to buy it. Here, meanwhile, the aviation industry has raised concerns that the industry’s sustainable aviation agenda is not being supported by Government. Will the Minister reconsider his position and include aviation in the renewable transport fuels obligation?
In terms of the sustainability of aviation, this is an important year at the International Civil Aviation Organisation, where we should get, I hope, agreement on a market-based mechanism to combat the issue of carbon dioxide. Within the industry, both Virgin and British Airways are working on alternative fuels produced from waste products, which will help with the sustainability of aviation.
I do not think that anybody, especially in the aviation industry, is persuaded by the tortured explanations that we get on this. The aviation industry tells me that the UK Government are in policy paralysis—they are not dealing with biofuel development and they are not dealing with airport expansion. Will the Minister commit to action on a renewable transport fuels obligation for aviation?
That is not the impression I get when I meet representatives of the aviation industry. Indeed, the improvement of sustainable aviation is an industry-led initiative. I repeat that this is a very important year for the world in terms of tackling CO2 emissions from aviation. We all want to achieve a globally based mechanism, and I am determined to ensure that we play our part in negotiating it.

Commons ChamberThe Government will make an announcement in response to the Airports Commission’s report in due course, but I think it would be premature to make any additional comment at this stage.
In his statement on the Airports Commission, the Secretary of State for Transport promised a decision before the end of the year. On the subject of regional airports, we agreed at that time about the commercial, economic and social connectivity that is required. The Secretary of State referred to
“the slots needed by Scottish airports and other airports that have lost them, and I hope we can address that. I want to reflect on that point while considering the whole report.”—[Official Report, 1 July 2015; Vol. 597, c. 1486.]
Does he still agree about the importance of this development for Scotland’s regional airports such as Inverness and Dundee, and has there been any progress in his thinking on a review of route development and public service obligations?
I have always made clear the importance with which I view local airports and regional international airports and how big a part they play in the economic development of areas, particularly in Scotland. We need to look at aviation as a whole. Certainly the representations I receive stress the importance of connectivity—whether it be through Amsterdam, Schiphol, Paris, Frankfurt or indeed to slots that may become available in the south-east.
Given that recognition of the importance of this issue, will the Minister confirm that any decision on the development of a third runway at Heathrow or development at Gatwick would not have to go through an additional stage in the legislative process? With a veto on Scottish MPs suggested by the hon. Member for Milton Keynes South (Iain Stewart), an assistant to the Scottish Secretary, what will the Minister do to make sure that this subject will be “delivered from EVEL”?
I think it would be premature to enter into that particular discussion. I am always in favour of jumping one’s fences when one reaches them.

Commons ChamberOver the past few years, many incidents have raised serious concerns over maritime safety in the coastal waters of the highlands and islands. Those concerns have not yet been addressed. Will the Minister agree to meet MPs from the constituencies representing the west coast of Scotland to discuss those concerns and the provision of emergency towing vessels in the area?
I am happy to do so. I have already had briefings on the issue of emergency tugs in the area. I am pleased that we have recently rolled out our new search and rescue helicopters, which are providing a far better service to people in the hon. Gentleman’s part of the world.
