We have made clear that we are not looking at making capability cuts in the MDP; we have been looking at how we invest in our armed forces and new capabilities.

The Secretary of State is right that retention is a challenge. Mindful of the use of reservists at Brize Norton, particularly in the AirTanker programme, will he consider expanding the use of reservists in the RAF?

We always look at how we can expand the use of reservists. Their use is critical to what we do in so many of our defence functions, and we should not see them as separate from what our armed forces do; they are absolutely critical and will always be so.

I warmly welcome the combat air strategy, announced earlier this year. Will Ministers update the House on any potential discussions with future national partners?

We continue to work closely with industry, especially BAE Systems. As we develop this strategy, four companies are at the heart of it—BAE Systems, Rolls-Royce, Leonardo and MBDA—but we are in discussions with other nations. I am afraid that I am not in a position to update the House on who they are.

I most certainly will. We celebrate 100 years of the Royal Air Force, which plays a key part in driving technological development and inspiring so many young people to enter a career in engineering. Seeing amazing aeroplanes designed and flown is an inspiration for many future generations.

I can confirm that is the case. Sometimes with a certain element of sadness, much of what the Ministry of Defence and our armed forces do cannot be counted towards aid expenditure. Our peacekeeping in South Sudan and our hurricane relief operation in the Caribbean alone come to £100 million-worth of expenditure. None of that can be counted as humanitarian aid and support, which I think all of us in this House would agree it most certainly is.

I would like to thank all our armed forces who played a leading role in the recent targeted strike to degrade and deter the Syrian regime’s ability to use chemical weapons. Their skill and professionalism, alongside our US and French allies, is second to none.

For reasons of development time and capability, the combat air strategy cannot come soon enough. Will Ministers please confirm that the modernising defence review will include consideration of potential national partners so that the export consequences, as well as the workshare ramifications of potential partnering with the United States, Europe or an eastern partner, can be assessed, and assessed in good time?

I am afraid that I probably will not be able to give my hon. Friend quite the answer he wants, as we probably will not be looking at that as part of the modernising defence programme but, as part of our combat air strategy, we are looking at how we can develop those alliances. We may have to start looking further afield and not just to our traditional European allies. There is a world market out there—how can we develop new relationships with different countries and develop our future sixth-generation combat aircraft with them?

I thank the hon. Lady for reminding me of that. We have, I believe, 75 Hawk aircraft, which the Red Arrows pull from and which are due to go until 2030. This is why we are working so hard to secure future orders for the Hawk aircraft and we will continue to do so going forward.

National Security Capability Review

On Friday I visited Nos. 10 and 101 squadrons at Brize Norton in my constituency, and I could see how hard they were working. This morning my constituents were out providing tanking support for the Typhoons that were investigating the latest Russian reconnaissance. Does my right hon. Friend agree that now is the time when we need to match spending with the size of the threat, rather than scaling down our response to that threat in order to fall into line with spending?

The review is very much about examining the threats and ensuring that we have the right resources, and that we deliver for the security of our country. Wherever we go, all around the globe, we so often see my hon. Friend’s constituents playing a vital role in ensuring that our armed forces are able to function in every part of the world.
