They will, absolutely. When I was in Edinburgh I had long conversations about the need to understand the integration of the existing infected blood support schemes, which present in a different way and offer meaningful psychological and other support services to the communities in different parts of the United Kingdom. We are talking about two parts of the heads of loss—about past and future care costs, and loss of income past and future. We are consolidating those into a lump sum, but I have made an absolute commitment that no one will be worse off. There are a couple of categories in which there is a potential risk of that, but we will make sure that no one will be worse off. However, the sensitivity in the delivery of this scheme, in terms with which the various communities across the United Kingdom will be comfortable, is at the top of my mind, and will be instrumental in determining the form of the regulations that will guide this into law in the next few months

I commend my right hon. Friend for his statement and, indeed, for the tone that the Government have taken in respect of this most grave scandal. It is striking, is it not, that the chair of the inquiry, Sir Brian Langstaff, has said that his job is not yet done, that he will only regard his terms of reference as fulfilled when the Government respond, within 12 months, to his recommendations, and, importantly, that he will only regard his job as done if he feels that there is nothing more he can do to prevent delay? Given that the Government have to respond to the second interim report and, now, to this final report, can my right hon. Friend assure me and the House, and indeed the wider public, that he and the Government will do everything they can to ensure that Sir Brian’s role is fulfilled as swiftly as possible?

I can certainly reassure my right hon. and learned Friend of that. Today’s announcements about compensation, and the documents that will flow through, will constitute substantive responses to meet the expectations of many in the communities, and I will consider the formalisation of those responses very carefully to bring clarity to the matter.

A vital part of securing Northern Ireland’s place in the Union is the shared prosperity fund, which is about levelling up and making sure that Northern Ireland has its fair share. Funding is due to end next year, in March 2025. What clarification can the Secretary of State give to community, voluntary and other groups that need to plan ahead, and whose funding faces a cliff edge if they do not have assurances soon?

I thank my right hon. and learned Friend the Chairman of the Select Committee. I am wary of giving too many assurances, because we are talking about a time beyond the next general election, when there will be a new Conservative Government, who will have priorities that they will wish to update. We know about the success that the shared prosperity fund has had in Northern Ireland. I have visited projects that it has funded. I would like to think that it will continue strongly across the next spending review period.

I commend my right hon. Friend for his efforts to try to restore the Assembly and the Executive with a big offer. Is it not right that, were direct rule to be contemplated, we would now need primary legislation following the St Andrews agreement? The political reality is that it would mean huge political pressure on all of us here, not only from within our United Kingdom but from outside. Does he agree that the best way to preserve our great United Kingdom is for everyone to get back around the table and to govern Northern Ireland from Stormont?

I thank my right hon. and learned Friend for his question and welcome his election as Chair of the Northern Ireland Affairs Committee, probably more than some other Members will—I look to a certain Member on the Benches opposite. He is absolutely right in what he says; there is no way this Government want to go down the route of direct rule, which would need primary legislation. We do not want to go down the route of joint authority either and we will not do so. We need to find an appropriate form to allow the Executive to reform, which is what we are working unbelievably hard on with our colleagues in Northern Ireland.

No. Israel has the right to act in self-defence against Hamas, who conducted a terrorist attack on it, and we continue to call for international humanitarian law to be respected and for civilians to be protected in that conflict.

The House should be in no doubt that conflating issues relating to Israel and Hamas is not a mature way to look at the problem that the Prime Minister had to consider last week. He has made the right decision on the evidence, in accordance with law. Had he failed to take that action, he would have been exposed to justifiable criticism in this House. In the light of the approach that he is taking, with regard to Ukraine and the work we are doing with the Ukrainian Government, will more be done to help our friends in Ukraine to develop further their justice processes, which in the long term will improve the good governance of that independent country?

My right hon. and learned Friend makes an excellent point and I am pleased to tell him that the Attorney General is deeply involved in the work he suggests. We are supporting the work of the office of the Prosecutor General of Ukraine in particular but, more generally, the agreement that I just signed with President Zelensky ensures our mutual commitment to helping him reform the public administration in Ukraine. That is something he is passionate about and keen to do, and he will have our support in doing it.

I draw the House’s attention to two entries in the Register of Members’ Financial Interests: I am director and chair of the Global Commission for Modern Slavery and Human Trafficking, and I chair the Aldersgate Group, which brings businesses, non-governmental organisations, academics and others together to champion a prosperous, net zero emissions, environmentally-sustainable economy. Both of those roles are unpaid.

I am sorry that the hon. Member for Mid Bedfordshire (Alistair Strathern) is no longer in his seat. I wanted to take the opportunity to welcome him to the House, despite the fact that I worked to make sure he did not get here. The reason I wanted to welcome and congratulate him is that he is my first cousin once removed. I am not sure whether that connection will do more damage to his career or mine. In case hon. Members are wondering about the family, we share a relative who, I am told, toyed with communism in his youth and another relative—my cousin, the hon. Member’s uncle—who was the former Liberal Democrat leader of Brighton and Hove City Council, so we cover all bases.

I congratulate my right hon. Friend the Member for Scarborough and Whitby (Sir Robert Goodwill) and my hon. Friend the Member for Stroud (Siobhan Baillie) on what I thought were witty, incisive, thoughtful and excellent speeches proposing and seconding the Humble Address.

There are things in the King’s Speech that I welcome, some of which may not have been spotted by other Members of the House. I welcome the fact that it is proposed to amend the Investigatory Powers Act 2016, which was important groundbreaking legislation when it was brought through when I was Home Secretary. As things have developed, it is right that we look at it again, so we ensure we have the right legislation to keep us safe.

I also welcome the important references to taking more action on child sexual abuse, including grooming. Having seen T-levels introduced and having long thought we need to ensure an equivalent between academic and technical or vocational qualifications, I welcome the Government’s intention to do just that. Indeed, I welcome the long-term ambition that the Government have expressed. They need to take long-term decisions because good government is not about grabbing at short-term decisions to get a headline, but about doing what is in the national interest and the long-term interest of the country.

On that point, I was surprised to receive an email in the name of my right hon. Friend the Prime Minister, sent out, I think, by the Conservative party, that read:

“From net zero to HS2, smoking to education, we are going to tackle the challenges that other politicians have been afraid to even talk about.”

Since I read that, I have been racking my brains as to which Prime Minister put net zero in 2050 into legislation. Answers on a postcard, please.

As I say, I welcome the long-term approach that has been taken by the Government, but some elements should have been in the King’s Speech and I am concerned that they are missing. The first is on modern slavery. Back in 2022, the legislative reform agenda published by the then Prime Minister’s Office for the late Queen’s Speech outlined plans to reform the Modern Slavery Act 2015 and, in particular, to introduce stronger measures in relation to businesses and their supply chains. Businesses can be transformative if they really look into their supply chains and take action if they find forced labour and exploitation in those supply chains. So I am very sorry that we have not seen amendments to the Modern Slavery Act brought forward in this Gracious Speech.

I am also concerned about the lack of commitment to a new mental health Act. It was back in 2017 that the review into the Mental Health Act was announced. That was completed in 2018. There was a White Paper in 2021 and a draft Bill in 2022. The Joint Committee finished its legislative scrutiny of that draft Bill in January this year. Several months on, we have not seen a Government response to that report and, from 2017 to 2023—six years on—we have not seen a commitment to a new mental health Act. It is important that we do this. Many voters will want to see it being done. I hope that, in the other measures that the Government bring forward, they will consider including a mental health Bill.

I am extremely grateful to my right honourable Friend for making that powerful point about a mental health Act. Does she agree that ending the archaic elision of conditions such as autism and neurodiverse conditions with mental health would be another benefit of bringing that legislation forward? The legislation is needed now, not next year.

My right hon. and learned Friend has been a champion for those on the autistic spectrum. He has long raised the issues in relation to autism and neurodiversity. He is absolutely right that these changes are needed now—they should not be delayed further. I sincerely hope that, in the other measures, the Government will consider bringing that new mental health Bill forward.

A couple of weeks ago, I spoke to pupils at Cox Green School in my constituency. We talked about various issues. The teacher asked them to raise their hands if they were concerned about mental health—the majority did—and then to raise their hands if they were concerned about climate change and the environment. Again, the majority raised their hands. In relation to the King’s Speech and the Government’s programme on climate change and environmental degradation, the Government are missing an opportunity. What we need to do now is to press the accelerator on transition to a green economy, not try to draw back. The King’s Speech says that

“my Ministers will seek to attract record levels of investment in renewable energy sources,”

but I fear that that ambition is not sufficiently strong to make sure that the Government make that transition quickly enough to ensure that we reach net zero in 2050. It is no good waking up on 1 January 2045 and saying, “We have five years to do something, let’s do it now” because that will be even more costly for members of the public.

It is also important that Egypt is involved in that conversation because the Rafah crossing is one of the primary routes for aid to reach Gaza. That is why we have spoken specifically with President Sisi about that, and we will continue to talk with him and other regional allies to find ways to bring humanitarian aid to the region as quickly as possible.

I thank my right hon. Friend for his statement and for his unequivocal condemnation of calculated acts of murder and hostage taking, which are deliberately designed to provoke a response that plunges the entire region, if not the wider world, into greater conflict. What assessment are my right hon. Friend and the Government making of current escalations on the northern border of Israel and Lebanon? We heard this afternoon of an evacuation of Israeli citizens within 2 km of the border. Does he think that that might well be a further escalation of the situation, and all part of a calculated plan to plunge the region into chaos?

We absolutely do not want to see regional escalation. One of the ways that we can help to ensure that that does not happen—my right hon. and learned Friend specifically mentioned Lebanon—is the deployment of our surveillance assets, which went into the region last week, with further to follow by the end of this week. One of the things that they can do is track and interdict armed shipments that might be going to Hezbollah, for example. That is something that none of us will want to see, which is why we have deployed those assets. Partners are grateful for our intervention, because no one wants to see an escalation of this conflict.

We are in fact leading the case on the World Bank’s balance sheet, and through my right hon. Friend the Development Minister we have had extensive conversations with the president of the World Bank on precisely that matter. It is something I discussed with colleagues at the G20, including the World Bank president himself. We are also broadly leading the way on how else we can reform the international financial system, including pioneering the use of climate-resilient debt clauses, which has been welcomed by countries around the world; channelling our IMF special drawing rights back for use for developing countries; and finding ways to stretch balance sheets to unlock more funding. The UK is looked to as a leader in all these areas, not least as we are announcing a conditional capital increase for the International Bank for Reconstruction and Development. All these things together position us as a thought leader in changing the international financial system. It was a subject of my interventions at the G20 and, as I have said, the Development Minister is taking forward this work at pace with our allies.

I welcome my right hon. Friend’s statement, particularly the inclusion in the communiqué of the G20 AI principles. I would like to press him on what further work he and the United Kingdom will be doing ahead of the AI summit in November to ensure that work on the safety of AI more than outpaces work on capability, and that we can move towards a meaningful principles-based approach to the safe use of this vital new technology.

My right hon. and learned Friend is absolutely right about the need for global co-operation when it comes to AI safety. It is obviously a technology that does not respect national borders. Again, this is an area where the UK is demonstrating leadership, building on our expertise and our leading position in AI research. We are having the conversation with partners about what that principles-based approach to regulation would look like, to ensure consistency across jurisdictions. We are also seeing what we can do to make sure that the UK is the leading place for that AI safety research, and that is the work of our AI taskforce, which is currently under way and proceeding well.

I can reassure the hon. Lady: I understand that prisoners are indeed screened in their first week, as are those on probation. However, there is more work to be done, and I am more than happy to arrange meetings with the hon. Lady and with any other colleague who wishes to pursue in more depth the work that we are doing in respect of both prisons and probation.

May I commend the work that the Government are doing in pursuance of the call for evidence on neurodiversity that I initiated when I was in office? I note that 80 neurodiversity support managers have been appointed, but what more can be done to ensure that all our prisons have neurodiversity officers who can train other staff as well as screening prisoners who come into the system for a range of neurodiverse conditions?

The hon. Gentleman is showing off his Latin! But let me respond to the hon. Lady’s important question about who is keeping an eye on this and who is running it. I want to give her an absolute assurance—she asked for one, and it was reasonable for her to do so—that there is no political involvement in the process of establishing what is and is not relevant information, and what is unambiguously irrelevant. That is a process undertaken by lawyers, by the counsel team, with a KC involved. It starts with witnesses being required to say, “These are the materials that may be in scope”. They must then go through the process, initially with the counsel team and with an overview from the KC; but no politicians are involved. The hon. Lady described this process as “wild”, but I do not think it is. I think it is quite narrow and technical, but I also think it is important for the future conduct of such inquiries, and for this inquiry, that we know exactly where the law stands.

I thank my right hon. Friend for coming to the House, bravely, to defend the Government’s position. Is it not the case that the courts will be very reluctant to become involved in second-guessing the decision making of Baroness Hallett, and will have to decide that she has got things very wrong indeed before they wish to intervene? This prompts, does it not, the question in the old wartime adage: “Is your journey really necessary?” In that spirit, I must press my right hon. Friend and ask him whether he is ensuring that all manner of expedition is taking place. Will there be a very early hearing in the divisional court? Those concerned—and we have all heard their heart-rending stories—cannot wait a moment longer for the resolution of these important matters.

As my right hon. and learned Friend says, the chair of the inquiry is both experienced in inquiries and an eminent former Court of Appeal judge. I have alluded to arguments that have been presented, and Members may well wish to look them up.

This is a matter for the courts to determine, but I entirely agree with my right hon. and learned Friend that it is something we want to advance at the swiftest possible pace—and, incidentally, while doing so we will continue to supply documents to the inquiry. That process continues, and I hope the inquiry will feel able to continue its vital work, but it is important for the matter to be resolved in the courts as soon as possible. I am pleased to inform my right hon. and learned Friend that, according to my understanding, the courts have indicated that we can use an expedited process and have a divisional court hearing, which is expected to be held on or shortly after 30 June. I am very grateful to them for doing that so swiftly.

(Urgent Question): To ask the Paymaster General if he will make a statement on the impartiality of the civil service in the light of the proposed appointment of the second permanent secretary to the Department for Levelling Up, Housing and Communities as chief of staff to the Leader of the Opposition.

I can confirm that, following a media report the previous day, Sue Gray, formerly second permanent secretary to the Department for Levelling Up, Housing and Communities and to the Cabinet Office, resigned from the civil service on Thursday 2 March. This resignation was accepted with immediate effect. On Friday 3 March, a statement from the Opposition announced that the Labour party had offered Sue Gray the role of chief of staff to the Leader of the Opposition.

The House will recognise that this is an exceptional situation. It is unprecedented for a serving permanent secretary to resign to seek to take up a senior position working for the Leader of the Opposition. As hon. Members will expect, the Cabinet Office is looking into the circumstances leading up to Sue Gray’s resignation in order to update the relevant civil service leadership and Ministers of the facts. Subsequent to that, I will update the House appropriately.

By way of background, to inform hon. Members, there are four pertinent sets of rules and guidance for civil servants relating to this issue. First, under the civil service code, every civil servant is expected to uphold the civil service’s core values, which include impartiality. The code states that civil servants must

“act in a way which deserves and retains the confidence of ministers”.

Secondly, rules apply when very senior civil servants wish to leave the service. Permanent secretaries are subject to the business appointments process that, for most senior leavers, is administered by the Advisory Committee on Business Appointments. ACOBA provides advice to the Prime Minister, who is the ultimate decision maker in cases involving the most senior civil servants. Once the Prime Minister agrees the conditions and the appointment is taken up, ACOBA publishes its letter to the applicant on its website.

The business appointment rules form part of a civil servant’s contract of employment. The rules state that approval must be obtained prior to a job offer being announced. The Cabinet Office has not, as yet, been informed that the relevant notification to ACOBA has been made.

Thirdly, civil servants must follow guidance on the declaration and management of outside interests. They are required, on an ongoing basis, to declare and manage any outside interests that may give rise to an actual or perceived conflict of interest. Finally, the directory of civil service guidance states:

“Contacts between senior civil servants and leading members of the Opposition parties…should…be cleared with…Ministers.”

Having set out the relevant rules, I finish by saying that, regardless of the details of this specific situation, I understand why Members of this House and eminent outside commentators have raised concerns. The impartiality and perceived impartiality of the civil service is constitutionally vital to the conduct of government. I am certain that all senior civil servants are acutely aware of the importance of maintaining impartiality. Ministers must be able to speak to their officials from a position of absolute trust, so it is the responsibility of everyone in this House to preserve and support the impartiality of the civil service.

To echo my right hon. Friend’s comments, many of us are surprised and, frankly, deeply disappointed about the particular circumstances that have emerged. This is not about the character or quality of Sue Gray. Having had the pleasure of working with her over a number of years, I can testify, along with many others, to those qualities.

This is, as my right hon. Friend said, about the fundamental trust that has to exist between impartial civil servants up to the highest level—and here we are dealing with a permanent secretary—and the Ministers they serve. That has been the position since at least the Northcote-Trevelyan report of the mid-19th century, and it must be the position in future, particularly if the Labour party is serious about wishing to achieve power. This Government are prepared to defend that impartiality, but the activities of the Leader of the Opposition might suggest that he is not prepared to defend that impartiality.

I am grateful to my right hon. Friend for clarifying the position on the application to ACOBA. Will he confirm that this appointment, if it is to be taken up, cannot be taken up before it is formally approved, following advice from that committee? Secondly, is it correct that the prevailing ACOBA advice for civil servants has a potential waiting period of between three months and two years? Thirdly, will a lobbying prohibition be imposed in this case? Finally, will a restriction on the passage of official information to the Labour party be imposed in this instance?

I say again that trust and impartiality are vital if this system of government is to work. I would hope that in this case those issues will be defended.

I thank my right hon. and learned Friend for that. I share his disappointment; whatever the merits of the individual, I stress that it is critical that we all, on both sides of the House, do all we can to support the impartiality of the civil service. He asks about three points in particular. He asks whether there is a three-month to two-year period, and he is right. ACOBA also has the ability to recommend that no such appointment would be appropriate—it can go further—but there is a standard three-month waiting period in the contracts of employment for permanent secretaries. ACOBA generally goes up to two years but it can go further.

There is a lifetime requirement on all civil servants, which I know they take hugely seriously, to respect the confidentiality of the work they do. It is right that that is in place. Lastly, ACOBA is in an advisory position. I have not been impressed by the Labour party over this saga. I trust that the Labour party would indeed follow recommendations from ACOBA—unless Labour is going to cast even more doubt on its credibility.
