I am not satisfied with where we are in relation to Access to Work, and that is why I am driving a real effort within the Department, which is resulting in more staff being dedicated to it. We are refining our practice, streamlining processes and reflecting feedback, particularly on workplace assessments and travel claims. Those are two areas where some really constructive ideas have come forward and we are now looking to roll them out.

As I said in relation to PIP, digitalisation is key to this. It is about making sure that processes are easy to access and navigate. When we bring those factors together, they will help us to make a meaningful difference in shifting the dial on Access to Work applications.

I welcome this health and disability White Paper, because we know that health issues may mean that people feel unable to carry on working or struggle to continue in the working environment. I thank my hon. Friend for the Government’s new £400 million fund to increase the availability of mental health and musculoskeletal resources. Does he agree that this support will help people across the country, including in Keighley and Ilkley, who need such support to stay in work for longer?

My hon. Friend is a brilliant champion for his constituents, and he is always arguing for improved employment opportunities for residents in his area. The Budget commitments, which my right hon. Friend the Secretary of State will no doubt touch on during today’s debate, amount to more than £500 million of employment support by 2025-26. That very much reflects the best practice that is being delivered out there in the country, building on it and cascading it further. I think it is fair to say that my hon. Friend’s constituents and mine, and those of hon. Members across this House, will feel the benefit of this work in the years ahead.

I am grateful to the hon. Lady for raising this issue in such constructive terms. I expect teams to be responsive to needs for reasonable adjustments. Perhaps she could share the details of the specific experience so that I can look into it. It is fair to say that staff go through ongoing learning, and we refresh the guidance at regular intervals.

T3. Can my hon. Friend provide an assessment of how personal independence payment appointments are being administered? Many constituents have kindly contacted me to say that they are still having claims processed over the phone rather than at an in-person appointment. I am sure he agrees that in-person appointments are vital to ensuring that our constituents get the right level of support.

Regardless of the form that PIP assessments take, the structure is the same. Evidence suggests that both forms are equally effective, but I hope that I can reassure my hon. Friend by saying that if individuals want to have a face-to-face assessment, they absolutely can.

3. What steps his Department is taking to support victims of child sexual exploitation.

Getting the right support at the right time is crucial for all victims, particularly children and young people. The Department has provided £150 million to victim support services this financial year, which includes support for children and young people. We are also consulting on a victims Bill so that we can make tangible improvements for all victims. That will include reviewing what more can be done to strengthen victim advocate roles, including those supporting children and young people; looking at joining up services better across agencies; and reviewing standards, guidance and frameworks.

We can provide full justice and protection to victims of child sexual exploitation in Keighley and across the wider Bradford district only if we fully understand the extent of those horrific crimes and, indeed, the complexities of how child grooming actually happens at a local level. The Minister will be well aware that I am calling on Bradford Council to instigate a full, Rotherham-style inquiry. I ask him to join me in my calls for that and to outline how we can support victims better locally.

My hon. Friend is a tireless advocate on behalf of his constituents in raising these most distressing matters. The Government believe that it is right for the authorities in individual towns and cities to commission local inquiries. It is crucial that answers are provided where failings have occurred, and that we work nationally and locally to improve services’ response to this horrendous crime. The Government welcome Bradford’s work to do that through commissioning and disseminating its recent review. The local authority and police must now do everything possible to understand the current threat and ensure that children at risk are safeguarded and offenders prosecuted.

I also just add that, at a national level, the independent inquiry into child sexual abuse continues to investigate public bodies to ensure that they are doing everything that they should to protect children.

I am grateful to the hon. Gentleman for bringing his personal experiences to the House this afternoon. That must have been incredibly difficult to talk about, and I can only imagine the impact that that whole experience has had on him and his family—it is truly heartbreaking. I wonder whether he might be willing to meet me to discuss this in greater detail. The point I would make is that I always expect the criminal justice agencies to be engaging with people in an incredibly sympathetic and understanding manner. I would appreciate the opportunity to understand a little more about his experience, so that we can try to make sure that that never happens again and that any issues are dealt with properly. I look forward to meeting him to discuss it.

As my hon. Friend will be well aware, child sexual exploitation is, sadly, an undeniable problem in my constituency. So I am very pleased that the Government are launching this consultation, on a Bill that puts supporting victims of these horrific, horrendous crimes at its heart. Will he explain what further support the Government plan to provide to victims of these horrific crimes, particularly via the independent sexual violence advisers and other services that help those who have experienced child sexual exploitation?

I thank my hon. Friend, who is a vociferous champion on these matters on behalf of his constituents. He raises an important issue through his question. Of course, ISVAs are very important in this work, which is why we are committed to increasing considerably the number of ISVAs that are available to support victims. It is also crucial to point out that, as well as the baseline national provision that we help to support, there are of course opportunities for police and crime commissioners to supplement that work, based on local circumstances and local need. I am sure that he will be making his views known as part of this consultation work, as he has a really valuable contribution to make.
