Commons ChamberI am pleased that the hon. Gentleman has raised that issue, because it is very important. The point he is rightly making is that when we are asking children not to be in school for those reasons, to try to control infections, it is having a huge knock-on impact on their education, and none of us wants to see that. I have already asked for fresh advice from my Department on this issue and I intend to discuss it with my right hon. Friend the Education Secretary to see what more we can do.
I wholeheartedly welcome my right hon. Friend to his new position. Given his extensive experience, both inside and outside Government, does he agree that the UK’s success post-pandemic will depend on the Department of Health and Social Care working closely with local councils, social care providers, businesses and community representatives to ensure that we protect both lives and livelihoods in the years ahead?
I agree wholeheartedly with my hon. Friend. As someone who has also been the Local Government Secretary and the Business Secretary, I agree with him even more, just directly from that experience.

Commons ChamberThe hon. Lady shakes her head. We listen to the scientists and, crucially, balance both the public health advice and the impact on education. Therefore, we have a more localised approach, without the blanket approach that she recommends.
Today’s measures are very welcome in Aylesbury, with local pubs, restaurants, the museum and the cinema all eager to welcome back customers. Will my right hon. Friend reassure local residents that, as business and culture return to normality, so too will our health services, and that, over time, it will become easier once again to have face-to-face appointments with GPs?
Yes. My hon. Friend will no doubt have seen the letter sent out from Dr Nikki Kanani, who is the medical director of primary care for NHS England, reiterating the point that it is important to offer a face-to-face consultation for a patient who really wants one while also using technology where that is the most clinically appropriate thing to do. These decisions should be taken between doctor and patient together. There is no greater supporter than me of the use of technology in healthcare. I think it improves access no end. People do need to be able to go to the surgery if they so choose and see the right person—the clinically appropriate person. That is the approach that we are taking while making sure that we can use a system that allows people to access the right services in the right settings as much as possible.

Commons ChamberStoke Mandeville Hospital in my constituency is home to the National Spinal Injuries Centre. Despite continuing to do excellent work throughout the pandemic, a particular challenge arose when it came to providing support to relatives of patients who need to learn together how to adapt when back at home. Can my right hon. Friend assure me that planning for a third wave of covid-19 will give full consideration to the needs of spinal injuries patients and their families?
Yes, of course, I will give that matter consideration. I also make the case that while, as we open up, there may be more transmission, I very much hope that that does not lead—in fact we know from the data that that is highly unlikely to lead—to the same impact in terms of hospitalisations and deaths, because we know that the vaccine is incredibly effective against the variants that are at large here in this country. That is another reason to be cautious against the incursion of new variants for which we cannot give that assurance.

Commons ChamberThe head of NHS England, Simon Stevens, was before the Public Accounts Committee today and I am sure that the hon. Lady will look at his answers. Suffice it to say that the Chancellor has made £6 billion available for the NHS family to make sure we deliver and deploy as fast as we can to the most vulnerable cohorts in our country.
The national roll-out is undoubtedly extremely impressive, but unfortunately the benefits are not yet being felt in Aylesbury. Residents are increasingly concerned that they have been left behind, and it has been extraordinarily difficult for Buckinghamshire’s MPs and council to get definite information about where and when vaccines will be available. Can my hon. Friend therefore confirm that vaccines will start to be available in Aylesbury in days rather than weeks?
Absolutely. We must ensure that his residents are within 10 miles of a vaccination site at the end of this month and as early as possible to get vaccinating. He is a great champion of his constituents, and I am happy to look at any specifics he may have, take those offline and come back to him.

Commons ChamberAt the end of a year like no other, for the people of Aylesbury constituency, this was a Christmas like no other. Little did I know when I described Buckinghamshire’s entry into tier 3 as heralding the bleakest midwinter that just a few days later, a new tier 4 would bring an even more bitter chill, with many local businesses forced to close and long-wished-for festive reunions cancelled.
I do not believe that a single Member of this place came here wishing to impose restrictions that curtail our livelihoods, our liberty or our democracy, but nor did a single one of us anticipate a pandemic that would sweep the world, putting unprecedented pressure on our health service. Ensuring that the health service in Buckinghamshire can care for not just those with covid, but those with other conditions or serious illnesses, such as cancer, heart disease or stroke, has consistently determined how I vote. It does so again today.
I pay tribute to all local NHS staff who have continued to work over Christmas, particularly the brilliant team at Stoke Mandeville Hospital. The pressure on that hospital has escalated in recent days. Critical care beds are full and more wards have had to be dedicated to covid patients. That illustrates that, unfortunately, the previous restrictions of tiers 2 and 3 were not enough, especially given the new variant of the coronavirus, whose increased transmissibility is extremely alarming. Indeed, Buckinghamshire Council, in conjunction with its health partners, this afternoon declared a major incident amid fears that the rapid rise in the number of covid-19 cases could overwhelm the county’s health and social care services. So although I do not like the retrospective nature of voting for the regulations, I recognise that they were and are necessary as a short-term means of trying to hold back the escalating spread of the virus.
I have received the most vitriolic criticism for previously voting for the tier system of restrictions because of their broader societal impact—criticism that included being likened to a murderer. However, it is precisely to save lives that I found myself continually voting against my Conservative instincts in the desperate hope of a vaccine that would permit a gradual return to normality.
Today, we are a step closer to realising that hope, with the wonderful news of the approval of the Oxford/AstraZeneca vaccine. I look forward to its roll-out and that of the Pfizer vaccine in the Aylesbury constituency as soon as possible. Constituents understandably want to get the protection that the vaccines afford and their need is all the more urgent given our early tier 4 status and the very serious infection rates behind it. It is especially difficult for local people to understand why those in neighbouring areas with a lower incidence of coronavirus are ahead of them in the queue to be vaccinated. I am grateful that my hon. Friend the Minister for Care is now addressing that challenge.
Recognising the need for greater restrictions means that we must also recognise the greater impact on businesses, especially those that would usually have enjoyed their most lucrative time of the year in the immediate run-up to Christmas. I therefore ask my right hon. Friend the Chancellor to consider new ways in which he might be able to help such firms, especially those that have not been able to benefit from his generous financial support package or from the excellent schemes that Buckinghamshire Council is now running, perhaps missing out because of their place in the supply chain, their size or because they needed to help customers obtain refunds and could not therefore furlough staff, despite receiving no revenue.
I conclude with not my words, but those of members of the crews of South Central Ambulance Service, to whom my constituents and I owe a great debt of gratitude. In a virtual meeting just before Christmas, one told me bluntly, “It really is a silent killer. It doesn’t matter who you are. Anyone can get it.” Another paramedic said, “I would love to give the country one simple message: please follow the rules.” Message delivered.

Commons ChamberYes, I am very happy to meet the hon. Gentleman and constituents to hear their stories. Many of us have lost those close to us in this terrible pandemic. We are constantly learning how to do things better, and we are constantly learning more about the disease. For instance, the news earlier this week about a new variant was because our surveillance system enables us to look out for changes and try to understand them. There are huge challenges, as he knows, but I always try to approach this by looking at how we can get the country through what is an incredibly difficult and unprecedented time with as few people as possible suffering in the way that his constituent, Jane, has.
The news that Buckinghamshire is going into tier 3 heralds the bleakest of midwinters, especially for local hospitality businesses, and it is imperative that they get extra help and that this lasts for as short a time as humanly possible. Given that Stoke Mandeville Hospital is currently under intense pressure, with many staff off, either with covid or self-isolating, it is alarming that Buckinghamshire Healthcare NHS Trust has been given no date for when it will get a supply of vaccines, especially when neighbouring Oxfordshire is in a lower tier and already has them. Will my right hon. Friend ensure that residents and healthcare staff can get the vaccine locally in Buckinghamshire before Christmas?
I will write to my hon. Friend immediately with our plans for the roll-out of primary care-based vaccination facilities in Aylesbury. I regret having to put Buckinghamshire into tier 3 measures, but unfortunately it was absolutely necessary on the numbers. Aylesbury Vale, the local authority area, has a case rate of 235 per 100,000 and it is rising really sharply, and my hon. Friend has set out the challenges at Stoke Mandeville, which is an excellent hospital but under significant pressure. I am glad that he understands why we have had to take this decision and I hope that across Buckinghamshire we can get these cases down and get people vaccinated as soon as possible.

Commons ChamberYes. the hon. Member and I share an enthusiasm for this agenda with the Prime Minister, who is a personal convert to the need to tackle obesity. In fact, this crisis shows how important it is, because people who are obese are more likely to have a more serious impact from covid, if they catch it.
We have consistently been told that we must accept restrictions to protect the NHS, and Buckinghamshire Healthcare NHS Trust has done an amazing job in dealing with the pandemic from the very beginning. Can my right hon. Friend therefore explain the weighting that he puts on the pressures on the local NHS as one of the five indicators in the decision-making process over tiers? It will be very difficult for people in Aylesbury to accept stringent controls on our lives and livelihoods if, in fact, there is plenty of capacity in hospitals for both covid and non-covid cases.
We look at all five indicators essentially equally. The point about pressure on the NHS is a more sensitive indicator on the decision to go into tier 3. If an area is in the situation that Buckinghamshire is, for instance, where the case rate is elevated, but not as high as in many other parts of the country, the key thing to do is to keep that case rate where it is or lower. We could not make the decision to put Buckinghamshire into tier 1 because, if it went up from where it is, it would not be long until Buckinghamshire were in trouble. Therefore, the decision was to put it into tier 2.
I very much hope that the cases can continue to go down until they are very low—like they are in Cornwall and on the Isle of Wight, for instance. We will then be able to review and consider tier 1. I hope that that is a reasonable explanation. We need to continue to debate this matter as we try to ensure that we get the judgments around these geographies exactly right.

Commons ChamberThat ties in succinctly with the point about enforcement for practices that are undertaking these procedures. That will be an important part of ensuring that those who offer these services are fully aware of the implications of breaking the law, when the Bill is hopefully passed.
My hon. Friend the Member for Bosworth used his extensive experience and medical insight to explain the value of the Bill and its implications, and I do not need to go over what he said. However, I would like to make a few points about why I support the Bill and am so pleased to speak in the debate. As we have heard today, the Bill will introduce parity with the age at which someone can get a tattoo. It makes sense to regulate and level up so that we are all equal at the age of 18 in terms of the procedures that we can get, so that no one at a younger, more susceptible age might be influenced by the fads of social media. I have spoken to many of my constituents about that. They are worried about the body image messaging sent out by the fashion houses of Paris, magazines, newspapers and social media, so I welcome the inclusion of that measure in the Bill.
Does my hon. Friend agree that that point is reinforced by the fact that someone now has to be 18 to buy a packet of cigarettes? Someone has to be 18 to inhale something that is potentially toxic, but currently they can be injected with something toxic at a much younger age.
Absolutely, and one might say exactly the same about tattoos as well. Someone is at the time perhaps going for something that looks cool and is a fad, but then maybe 20 years down the line, it does not look quite as good as they thought it did. That brings me on to my second point, which is about the business offensive. It was just raised on the idea of insurance and how we make sure that we are encouraging those businesses undertaking these practices to do so in a serious and responsible manner. That is something that the Bill ably encourages those businesses to do, and I hope the Minister will comment on what regulation and what data or dataset can be created to ensure that everyone who is doing these practices is registered. I feel that is key and will help inform the debate and move it along.
Enforcement is always one of the biggest problems. We here in this Chamber can speak on a whole host of different issues and at length try to pass legislation, but how do we end up enforcing it? I note that the Bill seeks to amend schedule 5 to the Consumer Rights Act 2015, and I hope that is enough, but a few more words and a bit more understanding from the Minister and others about how we would enforce it, what immediate steps could be taken and where it would fall in line with other sentencing issues is something that I would find incredibly helpful and interesting.
In an age of social media, we are competing against ease of access, with everything at our fingertips. Everything can be bought from our smartphones or iPad tablets. When we propose such Bills, they must be accompanied with an education programme and a platform.
Protecting the next generation is a vital part of the work we do in this House, so I congratulate my hon. Friend the Member for Sevenoaks (Laura Trott) on all her work to introduce the Bill. Much of what needs to be said has been said, so I will not be repetitious.
Despite being a Conservative who believes in the free market, I believe that this is an instance where it is absolutely right that, as parliamentarians, we—to coin a phrase—take back control from the commercial market and ban Botox and fillers for children for cosmetic purposes. One point that has not been made yet is that there is increasing evidence that brain development continues well into the 20s. That is much discussed in the field of criminal justice, and especially youth justice, and it is especially applicable to the part of the brain that is responsible for understanding the consequences of decisions. While young people may well firmly believe that they need or want Botox or a filler, they are unlikely to be doing so with complete knowledge and psychological maturity. Just because children are convinced of something, it does not necessarily mean that they are right, as I am sure many parents would agree—and I am not even a parent.
Much mention has been made of childhood memories—for the record, I fall into the ABBA camp. A vivid memory of my childhood is being afflicted by migraines from the age of five, and I still am now, so I am pleased that medical treatment with Botox will remain possible with the requisite strong safeguards and under the direction of a doctor.
I promised to be brief, and I will be. I am very pleased that my hon. Friend has brought the Bill to the House. I thank her for raising the profile of this dangerous practice and for doing such sterling work to protect children.

Commons ChamberI am grateful to have the opportunity to highlight the response in Aylesbury to the extraordinary measures that have been taken to deal with an equally extraordinary public health emergency. I pay tribute to those across my constituency who have shown resilience, compassion and imagination in adapting to live alongside the current pandemic. Just last Friday, I visited Aylesbury Crown court, which, under the inspirational leadership of His Honour Judge Francis Sheridan, has become the first in the country to be back working at 100%. Screens have been put in the courtroom to ensure jurors are covid-safe, video links connect with Amersham courthouse so that sentencing can be carried out there for offenders being held in a secure dock in Aylesbury, and some of the work of the employment tribunal has been relocated to the judge’s own chambers.
There are countless other excellent examples from across the Aylesbury constituency of firms that have recognised that our lives can no longer be put on hold, as the Chancellor himself put it. Last week, the Prime Minister introduced measures that were greatly appreciated for treading a very fragile line in balancing public health with the needs of the economy. Like my constituents, I was relieved that we did not begin a second full shutdown. I agree with the Health Secretary, who said today that we are in a different place from where we were in March, when so much less was known about covid-19. Since then, our public services and businesses have been able to implement wide-ranging measures to keep us as safe as possible, while retaining a semblance of a normal life.
Buckinghamshire Healthcare NHS Trust, and particularly Stoke Mandeville Hospital, is in a strong position to respond to an increase in cases of covid-19 and, crucially, to ensure that those with other health problems do not go ignored. People are still getting cancer, they are still suffering heart problems and they still have chronic conditions, and it must be right that we ensure our brilliant doctors and nurses are able to provide them with the treatment and care they need and deserve.
I have had a considerable amount of correspondence from constituents who say they do not want stricter measures. Notably, a good deal of this has come from those who themselves are in at-risk groups, as they themselves acknowledge—particularly some of the older members of the community. Put bluntly, they are grandparents who do not want to be forced to live their final days free of covid but banned from seeing their families.
We undoubtedly face an arduous and gruelling winter. Covid-19 has not yet been conquered, as we had all hoped. We must confront the real prospect that this horrendous pandemic will be with us for a long time to come, so I am glad that we have had an opportunity to discuss these matters today in Parliament. I recognise that the Government need to act fast to respond to a crisis that is still unfolding and is unpredictable. Equally, I know there is a huge amount of expertise and experience on these Benches that could be harnessed for the benefit of all if we are given the opportunity to debate and propose improvement in a positive and constructive fashion.
This is not the time for sniping or point scoring and it is not the time to try to catch out Ministers who are doing their level best in desperately difficult times, but it is the time when sincere, practical advice and mature scrutiny are most needed to help avoid unintended consequences and steer the path away from foreseeable peril, because we cannot allow covid-19 to shut off every other aspect of our lives, our economy, our liberties or our democracy.

Commons ChamberThe hon. Lady raises an incredibly important point, and she has rightly raised this point before. It is so important, especially as we lift the shielding measures at the end of this month, that people who have been shielding have the confidence to know that we are able to lift those measures because the rate of transmission of this virus is so much lower now. It is safe—indeed, it is recommended—that they go out and about. Many charities, including many that we have funded through this crisis, are available to help and support people in these circumstances. She is right to keep raising this issue, and we must keep working on it.
Can my right hon. Friend assure me that lessons will be learned from experience of the councils in Leicester and Leicestershire—to whom he has rightly paid tribute—to ensure that all local authorities, including Buckinghamshire Council, receive all the detailed information that they need from his Department in the form and timeframe that they need it, so that they can take action to protect their local populations?
Yes. My hon. Friend has raised this point with me, privately as well, about access to the data. It is incredibly important. We are constantly improving the data that is available because we are constantly getting better data. That is an important part of the work strand.
