It was a pleasure to address Members of the Ukrainian Parliament when I visited Ukraine earlier this year. Indeed, it was my first foreign visit of the year; I was the first foreign leader to visit Ukraine and President Zelensky to demonstrate our strong support for the Ukrainian people at their moment of struggle against Russian aggression. We have increased the amount of support we have given to Ukraine this year— the first major country to do so—and a big part of that support concerns air defence. Where we have led in supporting Ukraine’s efforts, we will continue to do so and continue to encourage other countries around the world to step up and match our leadership, because we all want to see a future for Ukraine based on freedom from tyranny.

Q10.   On a recent visit to Pimlico, in my constituency, the Prime Minister heard directly from local people concerned about the eye-watering rise in violent crime and robbery. Does my right hon. Friend agree that the London Labour Mayor has failed to take advantage of extra Government funding to recruit more police, and that on 2 May Londoners can send him a very clear message that he has let them down?

The right hon. and learned Gentleman talks about his ideas, but we are two weeks on from the Budget. The shadow Chancellor found time to make a one-hour speech last night, and we still do not know how Labour is going to pay for its £28 billion black hole. But while he tries to talk down Britain and the progress we are making, today’s news shows that the plan is working—inflation down, energy bills down, wages up, pensions up, and taxes cut by £900. That is the choice: higher taxes and back to square one with Labour, or tax cuts and real change with the Conservatives.

Q2. The UK birth rate is falling, the while numbers of those requiring fertility treatment to conceive are rising. There are no employment rights attached to those undertaking fertility treatment, and no paid time off work. Will the Prime Minister join me in encouraging employers, large and small and across the United Kingdom, to sign up to the fertility workplace pledge that I have launched with Fertility Matters at Work, LGBT Mummies, Fertility Network UK and many others, to support those undertaking fertility treatment when they are in work?

May I start by thanking my hon. Friend for her excellent work campaigning on this issue? She is right: employers should offer their staff understanding, support, and flexibility while they are undergoing fertility treatment. The best way to improve the experience of those undergoing treatment, both women and their partners, is through voluntary approaches. That is why I join my hon. Friend in encouraging all companies to sign up to the fertility workplace pledge.

We know the Labour party has an aversion to white van man, but does the Prime Minister share my concerns that, according to a report in The Daily Telegraph today, Labour-run Westminster Council is increasing parking charges for small electric vehicles by up to 1,800%, demonstrating that it does not support small businesses or tackling climate change?

My hon. Friend is right to raise those concerns. It seems that Labour in London is yet again penalising hard-working people. First we had the ultra low emission zone, and now it seems Labour is hiking parking charges on white van drivers and small businesses. I join her in urging the Labour-run Westminster Council to rethink those damaging proposals.

Last week, President Sisi himself commended the United Kingdom for our diplomatic efforts to ensure the access of humanitarian aid into Gaza, and I thank my right hon. Friends the Foreign Secretary and the Development Minister for their efforts in that regard. We in this House should be proud of the UK’s efforts to ensure that that access is now open. Of course we need more, and that is why the logistical support that we can provide to ensure that high volumes of aid can flow freely to the people who need it is imperative. The Development Minister is extensively engaged with the UN on that topic.

I thank the Prime Minister for his statement. My constituency has been the location for two major solidarity with Palestine protests over the past two Saturdays, and I suspect that there will be more to come. The Jewish community in Westminster has highlighted to me that these protests start just a few minutes’ walk from synagogues and that they coincide with the end of Shabbat services. Does the Prime Minister agree that, if further such protests go ahead, the timing and location of their starts should be considered, to take into account that members of the Jewish community are still worried about their safety and that the protests coincide with their Shabbat?

As I said in a previous answer, the Government are committed to the new hospitals programme; we have committed record sums to NHS capital, not just for that programme, but for smaller-scale upgrades across the country. The conversations with her trust and others are happening in the same way across the country and I look forward to those conversations continuing.

Government at all levels, national and local, should always strive to deliver value for money for the taxpayer, particularly in a cost of living crisis. Therefore, does the Prime Minister share my astonishment that my local Labour-led Westminster Council voted last week to raise council tax by 2% and council housing tenants’ rent by 7%, and increase allowances for its senior councillors by up to a staggering 45%? [Interruption.]

My thoughts are of course with the families of the children who have sadly lost their lives. We are seeing a higher than usual number of cases of strep A this year. The NHS, which I have sat down with to talk about this, is working very hard to make sure parents are aware of the symptoms they should be looking out for, because strep A can be treated appropriately with antibiotics. There are no current shortages of drugs available to treat it and there are well-established procedures in place to ensure that that remains the case. The UK Health Security Agency is monitoring the situation at pace and has confirmed that this is not a new strain of strep A, so people should be reassured that there is no reason to believe it has become more lethal or more resistant to antibiotics. The most important thing for parents to do is to look out for the symptoms and get the treatment that is available for them.

Q4.   Airbnb-type short-term lets provide a positive experience for many holidaymakers, but too many cause real issues for local communities. In Westminster we have 13,000 Airbnb properties alone. Does my right hon. Friend the Prime Minister agree that it is now time to consider a registration scheme, managed by local authorities, so that councils can properly manage this growing sector?

I thank the Prime Minister for his statement on COP27 and in particular for highlighting his discussions on migration with other European leaders. Does he agree with me that if we are to sort out the migration crisis, we must all work together to help developing countries with their climate change challenges, so that we can also deal with the migration crisis?

My hon. Friend makes a good point. I was pleased to discuss the migration issue with several European leaders in particular, because we cannot solve this problem alone. As she said, it is far better to solve it at source before it arrives on our shores. That is the approach we are going to take.

The reason I talk about the things that we have done is that they last all the way through the winter to next spring, whether it is the VAT cut or the business rates holiday. I have consistently come to this Dispatch Box to support the hospitality industry. Many times I have been accused of doing the wrong thing by Opposition Members, but the local restrictions grants that we put in place will last through the winter, which means that if a pub is closed, it will receive up to £3,000 per month. When we look at the average rateable value of a pub in England, we see that the vast majority of small and medium-sized pubs will have their rent covered by that. Of course, they can furlough their staff as well, and those pubs operating in tier 2 areas under restrictions will still get a grant worth 70% of that value. Of course we are trying to do what we can to support the hospitality sector. I have done that since the beginning of this crisis, and I will keep doing so.

I congratulate my right hon. Friend on his statement today and on his stamina, as mine will be the 80th question he has answered so far this afternoon. Rough sleeping and tackling the causes of rough sleeping are subjects close to my heart. Sadly, in my constituency, we see more rough sleepers than in any other constituency in the United Kingdom. Will my right hon. Friend give me an assurance that today’s statement will provide financial support so that we can focus on the Government’s priority to end rough sleeping by 2024?

I can give my hon. Friend that assurance. I think £254 million has been made available to local authorities to help them to end rough sleeping. That is a 60% increase in cash terms on the money available this year. She is absolutely right to say that this is something we must end, and I know that the funding will make an enormous difference in her constituency. I know this is an issue that she cares passionately about.

It would not be right for me to give a day-by-day commentary on the negotiations. As we heard from the Prime Minister at the weekend, we have made significant progress. Those talks are ongoing and it is clear that a deal can be done, but it will require both sides to act constructively. We remain ready to do that and are working hard at it.

I welcome my right hon. Friend’s statement. Yet another statement—he seems to be here more often than not. Although I recognise that two thirds of the 1 million-plus jobs that the financial services industry supports are outside London, it is the City of London, in my constituency of Cities of London and Westminster, that is the heart of financial services in this country and supports those jobs across the UK. What further measures will the Government take post transition to ensure that the UK maintains and enhances its global competitiveness in the financial services sector?

My hon. Friend is rightly proud of this industry, given her constituency, and she is right that we should not rest on our laurels. We may be world beating today, but we want to remain the most competitive place to do business. The initiatives that we have launched today, for example the listing reform, which was mentioned, the investment funds regime reform, or Solvency II, will provide opportunities for us to tweak and flex our regulation going forward, and attract capital and business so that the industry can continue to grow and go from strength to strength.

I warmly welcome the Chancellor’s statement, particularly the extension of the 5% VAT rate to next March. I know that many of the hospitality businesses in my constituency will welcome that as they grapple with the loss of tourists and office workers. Many are reporting that trading is at 20% of normal levels. Will he agree to meet me and representatives of theatres and the hospitality and retail sectors to discuss what further measures we can take to support the west end’s recovery?

My hon. Friend is right. I know that she has spent a lot of time focused on this issue, and businesses in her constituency are facing an especially hard time. I would be delighted to meet her and them to see what more we can do to support them.
