Commons ChamberI follow the hon. Member for Ellesmere Port and Neston (Andrew Miller), who made a perfectly sensible and balanced contribution to this debate. He said that it is 22 years since he first spoke in the House on the first day of the Queen’s Speech debate and he talked about Portsmouth and its naval traditions. I was just musing on whether he had the same grey, sea-dog beard that he is sporting today.
I am obliged.
As someone who spent 19 years in the Royal Navy and the Royal Naval Reserve, I join others in paying tribute to an absolutely first-class opening speech by my hon. Friend the Member for Portsmouth North (Penny Mordaunt). It illustrated that the Government’s position is strong. This is a Queen’s Speech that shows that we are not running out of steam.
As someone else who is addressing the House during the Queen’s Speech debate for the last time, I declare my interest in the welcome pension reform that has been proposed. It is long overdue.
I welcome the proposed Bill on modern slavery and human trafficking. Human trafficking is the world’s second most lucrative crime. I pay tribute to a former colleague, Anthony Steen, who used to be the Member for South Hams. He has done much to progress this issue.
I welcome the announcement in the Queen’s Speech that the President of Singapore will visit the United Kingdom. We have an awful lot to learn from that country, particularly on pension reform.
When I heard Mr Speaker announce the subjects for debate over the next six days, I asked myself, “Where is the debate on foreign affairs?” That decision is made by the Opposition. A quarter of the Gracious Speech refers to foreign affairs and yet there is no debate on that. It is remarkable that a party that seeks to be the next Government does not feel able to contribute anything on the field of foreign affairs.
Never have there been more foreign challenges than are facing us today. In an increasingly unstable world, we face huge challenges in Ukraine, Syria and Iran. Where is the debate on energy security? Russia is making it perfectly clear that it uses energy as a tool of foreign policy. It has just announced a major hook-up with China in the Russia-China gas deal, which has profound geopolitical consequences and implications, and yet there is nothing from the Opposition on the subject. In a few months’ time, there will be a NATO summit in Wales, which was expressly referred to in the Queen’s Speech. Again, that is of fundamental importance, because we need to increase defence spending. The Opposition have nothing to say on the subject and cannot find the time to debate it.
I hope that the House will understand it if I focus on international issues. In June 2014, we must address how the world will look in the post-2015 era. We still have to deal with the fallout of the vote last August on Syria, when 80% of the House voted for intervention. However, the ghost of the Iraq debate of 2003 hung over the House. That illustrated the loss of trust in intelligence. Perhaps when the Chilcot report is eventually published, it will shine some light on that episode. The question that we have to address today is whether that debate set a constitutional precedent. Must we have a vote every time there is an intervention on foreign soil? Legally, the Prime Minister still has his prerogative and, in my opinion, he should not hesitate to use it. However, we have to address where we have got to on that subject. We must also address the brutal question of why so few countries around the world were prepared to follow us on that occasion.
This year, 2014, is the 100th anniversary of the first world war. I took the opportunity over the Easter break to visit the battlefields of northern France. It was with some emotion that I stood in the exact spot where my wife’s grandfather was wounded on the first day of the battle of the Somme. The Prime Minister and the Leader of the Opposition rightly paid tribute to the 450-odd soldiers, airmen and sailors who have lost their lives in recent conflicts. It is sobering to remind ourselves that on the first day of the battle of the Somme, 19,000 men were killed and a further 39,000 wounded. I hope that puts into perspective how war was fought in those days. It is quite revealing to compare the state of world affairs in 1914 with today. In 1914 Britain started its relative decline. After two world wars, it is still, to its credit, one of the top five economies of the world.
The lesson that we learned in 1914 was that we cannot ignore Europe. Then, Russia was seeking to reassert itself, as it did in 1918 after the first world war. We are entering a period of instability. Today we see that the established world order is on the march. We see the rise of China as a world superpower. We see instability in north and west Africa. In all this our key ally remains the United States, but there has been a marked shift in its policy position in recent years. When President Obama walked into the White House in 2009, 180,000 troops were deployed in Afghanistan and Iraq. Today there are only a handful. It is unclear when the United States would still be prepared to intervene on the world stage. In an important speech by President Obama just a couple of days ago, he said that when article 5 is invoked—the US’s membership of NATO—and when the US sees mass genocide, it will be prepared to act. I welcome the fact that the United States put down a marker yesterday by announcing a $1 billion European reassurance initiative for the Baltic states, with increased exercises and detachments being deployed, building partnerships with Georgia, Moldova and Ukraine.
We can agree with the United States that the enemy remains terrorism, and we can co-operate on counter-terrorism policy, but we must recognise that this is a new era for the United States. The US cannot solve all the world’s problems, but few of the world’s problems can be solved without the US. Despite the vote on Syria, the US remains our key ally and it remains in our interests to stay close to the US.
My right hon. Friend quoted the number of deaths at the Somme, but more than 100,000 people have been killed in Syria and the butchery, kidnapping and starvation still go on. Does he not think that the west needs to revisit its policy on Syria? Even if we do not give lethal assistance to the Syrian opposition, we should at least reconsider what assistance we can give.
My hon. Friend makes a very important point. I was, of course, comparing men in uniform with men in uniform, but he makes an important point about the loss of life in Syria. I was a signatory of the letter to The Daily Telegraph yesterday inviting the Government to revisit their policy on that. Given that the United States is now arming the rebels in Syria through the provision of anti-tank weapons, there is a case for our going down the same road.
The other great change since 1914 is globalisation and the unbelievable impact it is having on the way that we all live. Foreign investment and global supply chains are interconnecting Governments, nations and markets. The world’s growth in the 1990s was 3.3%. It comes as quite a surprise to colleagues when I tell them that in the 2000s world GDP increased by 3.7%, which illustrates that globalisation works and the effect that it has. It is enabling the rise of new players. We see the emergence on the world scene of the BRIC countries—Brazil, Russia, India and China. Globalisation is connecting us in a way that we have never seen before. UK corporations are now investing globally and we have to think globally. We have to stay interconnected and build alliances around the globe.
The commercial challenge that we all face comes from China. China is not a threat to us. The United States looks at China strategically; we see it as an economic competitor. However, we have to accept the fact that we face a painful readjustment in our position on the world stage. In 2000 the US, Japan and the European Union accounted for 71% of world GDP. China, Latin America and the Caribbean accounted for 11%. It is forecast that by 2018 those figures will be 48% and 27% respectively, a marked shift and a trend that will continue. The winners are those who compete in open markets—countries such as China and Brazil with big single markets. In the European Union, Poland quadrupled its GDP in 20 years, whereas Ukraine, outside the single market, had static growth.
We must continue the reform of the single markets, continue the negotiations with the United States and get the benefit of the agreements that we have with Japan, Thailand and India. Now is not the time to isolate ourselves on the fringes of world markets. It is not the time to leave the European Union. We should ignore the siren calls of isolationist parties. The European Union is 7% of the world’s population and 22% of its economy. The UK is less than 1% of the world’s population and 2.7% of its economy. Trying to survive in those marketplaces through a network of bilateral treaties would lead to disaster.
I understand those who call for our withdrawal from the European Union, but they are engaging in an emotional argument. It is a policy of the heart, not of the head. We have to work through international treaties and organisations and build alliances based on common interests. Of course, the European Union must reform. It was designed to fight war, hunger and communism and it has been a success. There is no need for it to be a federation, but we must have the benefit of the single market. Although for more than 50 years we have been a member of the European Union, we are still independent. We retain our parliamentary democracy, we raise our own taxes, we drink pints, we drive on the left, we choose to drop bombs on Libya but not on Syria, and we do what we want in our education, health and social security systems. We just need the EU member states to co-operate more closely together. In her famous Bruges speech Margaret Thatcher said:
“My first guiding principle is this: willing and active cooperation between independent sovereign states is the best way to build a successful European Community.”
So let us follow the Dutch principle: Europe if necessary, national when possible.
The elections last week make the case for the Conservatives’ pledge to reform the European Union. This Government have already proved that they can deliver, with our campaign to cut the EU budget. We can make alliances, too. Other countries are pressing for change—Germany, Austria and Netherlands are all backing our initiative to reduce EU spending. They are all on board with our efforts to limit benefit tourism and illegal immigration. Even the President of France has called for change. I would like to say at that point, “I rest my case, m’lord.” If France is beginning to recognise the force of our arguments, there is plenty to benefit from.
In conclusion, I shall pick up on a point raised by the right hon. Member for Leicester East (Keith Vaz), the Chairman of the Home Affairs Committee, when he spoke about the origins of mass migration from the Mediterranean. That is the basis of a report recently published by the Foreign Affairs Committee. In the Sahel, the strip to the south of the Sahara desert, the high population growth in sub-Saharan Africa is seeing hundreds of millions of young men and women born into an economic desert. They have no prospects, no opportunities and no quality of life. It has become a fertile ground for conflict, as was recognised in the United States by the 9/11 report. For a couple of dollars a day, young men are picking up a rifle and going in on behalf of whoever will pay them.
We saw that when the Government of Mali were very nearly brought down, but for a quick reaction by the French. We saw it in the attack on the In Amenas gas facility in Algeria. We see it now in the rise of Boko Haram in northern Nigeria, a part of the Sahel that bears no relation to the prosperous south of Nigeria. We need to get alongside these countries, because such attacks are having a profound impact.
Apart from young men and women going into conflict, we are now seeing mass migration. People are beginning to walk across the Sahara desert to the ports of north Africa, and they are not stopping. They are getting into boats, as we saw with the tragedy when a boat sank off the coast of Lampedusa and everyone on board drowned. We see it in Melilla, the Spanish enclave in Morocco, where people have been killed trying to get over the fence, because if they get into Melilla they are in the European Union. That is why it is such an attractive target.
We need to get alongside the countries affected, such as Mali, Chad, Nigeria, Mauritania and Burkina Faso, and try to stabilise them. All those countries need our support. We need to give them confidence to strengthen their security, and we need to provide assistance on good governance and bring in economic aid packages. In that way, we can stabilise them and take away the migratory pressures.
I could not agree more with the right hon. Gentleman. In the past few months, 40,000 people have made the journey from those north African countries, many in perilous situations in boats that have sunk, with lives lost. Does he agree that it is imperative that we crack down on those who bring them here with the false hope of getting into the European Union for a better life? We should concentrate not particularly on the migrants but on the criminal gangmasters.
I thank the hon. Gentleman, who is absolutely right. People trafficking is now a serious business in north Africa, along with smuggling, prostitution and drugs. Organised crime has moved into all those fields, and getting to the root cause of it will solve the problem.
Speaking as the Member for Dover, may I add to the point about that concern? I went to the camps in Calais before they were cleared and asked everyone there, “Who here has paid to be here?” Every single hand went up. We need a campaign against international trafficking gangs and an international counter-offensive.
I absolutely agree. The key question is what the policy is if an air patrol spots a boat in the middle of the Mediterranean. Is it to persuade the people on it to go back to north Africa, or to usher it to safety in Lampedusa, Italy, Greece or Spain? There is no policy at the moment, and the EU needs to address the issue. We cannot do so on our own. The major powers—Britain, France and the United States—need to get together and come up with a co-ordinated policy. We then need to get our EU partners to row in behind us diplomatically and politically, and in some cases militarily if they are prepared to bite the bullet.
We are all affected by migration. When I became the Member for my constituency in 1992, the non-white ethnic component was 8%. In the 2011 census, that figure had risen to 28%, and in my local primary schools it is 38%. That shows the changing demography, which is particularly relevant to those of us with London constituencies and produces pressures such as the shortage of housing that Members have mentioned and pressures on public services. We have to address all those matters. I believe we have the willpower and willingness to do so, but we have to make more progress than we are at the moment.

Commons ChamberThe hon. Lady makes an important point. Building the capabilities of NATO is going to be an important theme of the summit, but NATO is holding its normal regular meetings to discuss how to respond properly to what is happening, and we have added to that by the offer that we have made to the Baltic states.
The Prime Minister has made it quite clear that he considers that Russia’s behaviour and breaches of international law are a wake-up call to the west, but is it not time to reassess whether our capacity matches our aims and objectives? For example, with difficult situations in Iran, Syria, north Africa and now Ukraine, does he think it right that the Foreign Office budget is less than we spend on the winter fuel allowance?
I think we do a huge amount with the Foreign Office budget, if you look at what my right hon. Friend the Secretary of State has been able to squeeze out of the Treasury. He is opening embassies across south-east Asia and parts of Africa. He has reopened the foreign language school of the Foreign Office, and that is making a real difference. It is the capacity of what we are able to do that matters most of all. In terms of the defence reviews and strategic reviews we have carried out, I repeat what I said at Prime Minister’s questions, which is that if we make difficult decisions—for instance, about the number of battle tanks in Europe and the moving of forces back from Germany to Britain—and we make some long-term savings, we can then invest in the sorts of capabilities that we will need. Of course, those capabilities, as my right hon. Friend the Minister for the Armed Forces reminds me, include a brand-new aircraft carrier coming very soon.

Commons ChamberI think that I answered that question pretty comprehensively in response to my right hon. Friend the Father of the House. Of course, any country that wants to can hold a referendum under its constitution—that is what constitutions are able to deliver—but it has to be fair and legal. It is quite clear—everybody agrees, except the Russians—that this referendum is illegitimate, illegal and will not be recognised by the international community.
With the so-called referendum due to be held on Sunday, time is not on our side. Now that Russia is far more integrated into the world economy, the most effective short-term pressure that can be applied is financial and economic, but we should not be looking just at national assets. Does the Prime Minister agree that Russian banks and corporations that are contemplating taking over Ukrainian assets in Crimea should be warned that if they go down that road, they will be denied access to western financial institutions?
My right hon. Friend makes an important point. The three-phased approach sets out that if there are further Russian moves on eastern Ukraine or to further destabilise Ukraine, we as the European Union would be prepared to bring forward a range of economic and other sanctions which, as it states in the European Council conclusions, would cover a broad range of areas. Nothing is off the table. Of course, these things are never easy for democracies to carry out. It was pointed out at the meeting that some countries might suffer more with energy sanctions, some with financial sanctions, and some more with defence sanctions. As the European Union, and as member states, we must consider what steps would be necessary to send a clear message to Russia. My right hon. Friend’s point is a good one.

Commons ChamberI have addressed that point already, and I would have hoped that my earlier answer would have satisfy the hon. Gentleman. My starting point is the same as his. We need the intelligence services, and I share the gratitude that many have expressed for the bravery and determination that they demonstrate in protecting the citizens of this country from the undoubted threats to their lives and safety. I want intelligence services that work properly. Indeed, I hope that they will steal the secrets of our serious enemies. I also hope that they will alert us to what those enemies are proposing to do, and help us to frustrate them. It is the experience of quite a number of people in this House that that is exactly what the intelligence services do, and that they do it very effectively.
It is also important, as the hon. Gentleman says, that what the intelligence services do is proportionate to the scale of the risk posed, that they are accountable and that, when they start going in for subterfuge, it is authorised by a Minister who is democratically accountable to this House. That is what marks out our intelligence services from those of totalitarian regimes, and that must always be the case. Those standards must apply to all the activities involved, including collecting data, surveillance and the activity of the agencies in the field. I am afraid that, in the modern world, such activities will always be necessary to protect the safety of our citizens, so long as we are not damaging our values and so long as we can be confident that everything is accountable and authorised by the proper people.
The Foreign Affairs Committee published its human rights report in October. In it, we expressed our concern that no progress had been made in agreeing with human rights groups how a successor to the detainee inquiry might proceed on a more transparent basis. I have heard what the Minister has just said about human rights groups, but given that we owe a lot to their efforts—there would have been no Belhaj investigation without them, for example—will he initiate discussions to see whether any common ground can be established?
It is also possible that there would have been no Belhaj investigation if someone in Colonel Gaddafi’s entourage had not carelessly left their papers lying about when fleeing Tripoli. That is no doubt one of the matters that will be inquired into in due course. I have the greatest sympathy with the human rights organisations; they are on the side of the angels, and they expound principles with which I wholeheartedly agree. However, I continue to believe—as I stated when we were arguing about closed sessions in civil proceedings last year—that they are being wholly unrealistic if they think that the intelligence services can be effective while the details of all their operations are being discussed in open court. We are not here to feed the media, or to help people who are gathering evidence for whatever civil litigation they might wish to bring. We are here to ensure that we have truly effective, working intelligence agencies that protect the citizens of this country. We make them accountable, but we also need to exercise common sense and have regard to their safety as we go about inquiring into their activities.

Member for Dwyfor Meirionnydd (Mr Llwyd), I am moved to contribute because of my abiding memory of that glorious afternoon in 1996 when Nelson Mandela addressed both Houses of Parliament in Westminster Hall, and of a tremendous speech by Baroness Boothroyd. If I recall rightly, Barack Obama said that Mandela’s speech was a very hard act to follow indeed.
If you visit Robben Island, Mr Speaker, and see that tiny cell you realise how Nelson Mandela is—and I mean “is”—a shining beacon to people across the world suffering the humiliation and brutality of repressive regimes. Neither 27 long years in prison nor the shackles of an unashamedly racist political system prevented him from making not just his corner of the world but the whole world a better place. He was a great leader, an intuitive politician and one of the outstanding figures of modern time.
Owing to the hour, I make just one further point. Mandela forgave the unforgivable. His passing will serve to remind us all that fairness, logic, perseverance and forgiveness can overcome prejudice and the darkest aspects of human nature. As the Chairman of the Foreign Affairs Committee, I look at tensions in Korea, Iran, Afghanistan and Syria, and conflicts throughout Africa. That perseverance and forgiveness is a lesson that a troubled world should never forget.

Commons ChamberI am grateful for the hon. Gentleman’s question. I think it is right for the British Prime Minister to go to the Commonwealth conference because we are big believers in the Commonwealth and in making that organisation work well and, indeed, work for us. But I think it is right that in going to the Commonwealth conference, we should not hold back from being very clear about those aspects of the human rights record in Sri Lanka that we are not happy with. If the hon. Gentleman gives me the details of that case, I will make sure that, along with other cases and along with other arguments, those points are properly made. Of course, those are points that we cannot make if we do not go.
Q13. Will the Prime Minister welcome the Scrap Metal Dealers Act 2013, which came into force last week? It has the support of the Church, extra taxes will boost the Treasury revenues, and it will make the trains run on time. Can he say that about any other piece of legislation?
First, may I say what pleasure it gives me to refer to the hon. Gentleman as my right hon. Friend—an honour he fully deserves? I welcome the effect of the Scrap Metal Dealers Act, which has helped to bring revenue into the Treasury. It is also helping to deal with this scourge, which is a crime that we have seen grow in recent years, particularly because of the growth in the price of metals. The lead off the Witney church roof was stolen recently, and I know that the Act will help to make sure that that does not happen again.

Commons ChamberThe right hon. Gentleman is absolutely right. For many years, Luxembourg and Austria have held up progress on this issue. They have often tried to get round that by pointing to the overseas territories and Crown dependencies of the UK, which have now put their house in order, so we can turn back to Austria and Luxembourg. They are under a huge amount of pressure, because the agenda of tax and transparency is growing fast. They have made some moves in the European Union, but we need to do more.
The Russians have been stalling for some time on Geneva II peace talks. Does the Prime Minister agree that it is revealing that faced with the threat of military action, Russia is now calling for diplomatic negotiations? Far more importantly, the BBC is reporting that the Russians are saying that the Syrians are now prepared to attend such talks. Can he confirm the accuracy of that report?
My hon. Friend is right that minds have become much more focused in recent months. There is an argument, which the Russians make, that the Syrian regime would be content to attend talks, but it is very important that we have some things set out about what those talks aim to achieve. In order to have proper transition, there is a need to know what we are going to get out of those talks. We need to know who is going to take part and who could be part of a transitional Government before those talks begin. Those issues are as important as an in-principle agreement to turn up.

Commons ChamberThere are four key questions we have to address. Is there a moral case? Does the intelligence stack up? Is this lawful? What is the objective? The moral case is something each individual MP will have to decide, based on his own character, morality and attitude to world affairs. Many colleagues and friends are, in principle, non-interventionists, whereas others have a strong interventionist streak. Others say, “If that criterion is met, or this, maybe.” We all wrestle with the conflict between head and heart. Some say that the murder of hundreds of innocent citizens by chemical weapons is nothing to do with us and that it is easier not to get involved, but I ask them to examine their conscience.
Syria is a signatory to the Geneva protocol of 1925 prohibiting the use of chemical weapons. It was a protocol drawn up in the aftermath of the first world war, when the world said, “Never again.” Do we now say, “Well, never mind, let’s just sit on our hands and ignore the atrocities taking place”? This is not just any ordinary convention; it is a convention on genocide and the abuse of basic morality. Some say, “What’s the difference between being killed by an artillery shell or by sarin gas?” With everything in life there is a red line—a straw that breaks the camel’s back—and, to me, this is it. In my judgment, faced with the mass murder of innocent civilians, doing nothing is not an option.
In his excellent speech, my right hon. Friend the Member for North Somerset (Dr Fox) made the point about credibility. Britain is a leading member of NATO, it is chair of the G8 and it has a permanent seat on the UN Security Council. This gives us huge diplomatic clout, but with the benefits come responsibilities, and this is just the moment when we must ask ourselves what those responsibilities are. We can behave like a minor nation with no real international responsibilities and put our head in the sand, or we can live up to the expectations that the world community has of us.
Our objectives must be strategic. A missile strike would make it clear that chemical weapons cannot be used without a response from the world community; it would help to degrade the Assad regime’s future capacity; and it would deter the regime from its future use. In my judgment, those are worthy objectives that have my support.
One component common to both the motion and the Opposition’s amendment is the possibility of our ending up on a path to military action, a missile strike being the first of potentially two steps towards such action. The Prime Minister did not answer the question from my right hon. Friend the Member for Blackburn (Mr Straw) about what that action would entail, although he ruled out the possibility of a large-scale deployment of troops on the ground. In order to degrade Assad’s opportunity to use chemical weapons, would we not have to use either special forces on the ground or launch a missile strike, which could cause even more damage?
We have to take the world as we find it. The situation has been made quite clear, including by the Prime Minister: the aim initially is to attempt to degrade Assad’s capacity, so it is essential that our strategic objective be focused on the command and control of the chemical weapons programme. If that is not successful, I am sure that he and I will be back here asking, “Where do we go from here?”
I turn to the Attorney-General’s view that there is a legal basis for intervention without a Security Council resolution, which poses more questions than it answers.
Will the hon. Gentleman be a bit more precise? Today, the Prime Minister widened the objectives to include degrading the chemical weapons capability, but General Dempsey has made it clear that that is possible to a significant degree only with the deployment of thousands of troops and hundreds of ships. Surely we have to be clear about what we anticipate will result from the use of Tomahawk missiles and such things before, not after, we embark on their use.
The right hon. Gentleman put that point to the Prime Minister, and I thought he dealt with it. General Dempsey was talking about the wider picture, whereas the motion and the proposal concern the chemical weapons regime, which we will attempt to degrade.
I am sorry, but I have used up my two interventions.
The Attorney-General’s view is that there is a legal basis for intervention without a Security Council resolution, which I believe poses more questions than answers. Since the present doctrine was introduced in 2005, there has been no precedent for such a thing, and in my view it has serious consequences. In effect, it means that the UN is now redundant and that the humanitarian doctrine has legs of its own and can be interpreted virtually any way the parties wish. When the dust has settled on this affair, I hope that the House and the United Nations will revisit the responsibility to protect, because at present it is not working as it was intended.
On the intelligence, those of us who were here in 2003, at the time of the Iraq war, felt they had their fingers burnt. The case for war was made and Parliament was briefed on the intelligence, but we were given only part of the story and, in some cases, an inaccurate story. A summary of the intelligence has been published, but it is the bare bones, and I urge the Government in the following days to consider how more intelligence can be provided. The picture is clear, as far as it goes, but it has no depth. I warmed to the suggestion from my hon. Friend the Member for New Forest East (Dr Lewis) that the Intelligence and Security Committee could look at the JIC analysis, report to the House on the veracity of the intelligence and confirm that it agrees with the opinion in the JIC intelligence letter before us.
This is a difficult time. There are no easy options. We are between a rock and a hard place, but we have to decide, and I, for one, will be in the Government Lobby tonight.

Commons ChamberOrder. Given that Ministers were originally proposing to have their names on the private Member’s Bill, it is probably as well that the Prime Minister was not seeking to explain the intricacies of parliamentary procedure to his European colleagues.
I quite agree with the Prime Minister that the correct message to the Taliban is that stability is best achieved not through violence, but through negotiations. Further to questions from the Leader of the Opposition, will my right hon. Friend say what the prospects for the talks are? To what extent are regional players going to be involved, and will Pakistan be a part of that regional settlement?
I think the overall prospects for talks between the Taliban and the High Peace Council—the right body in Afghanistan to hold these talks—are good. We have to recognise, however, that the way in which the Doha office was established, when it advertised itself as the Islamic emirate of Afghanistan, has caused a setback, and that is rightly deeply unpopular in Afghanistan. As I discussed with President Karzai, the sense is that it is in the interests of Afghanistan for all Afghans to see a Government and a future in which they can have confidence and for the Taliban to lay down their arms and stop fighting. That is in their interests, so although there has been a setback, the underlying logic of what needs to happen is still there.

Commons ChamberOn the Taliban, I have said many times that I welcome a political process. It is worth noting that the Taliban said in their statement that they wanted an Afghanistan that no longer caused instability, death or trouble in other countries. That is significant.
On hunger, the hon. Lady is absolutely right that it is not enough for us just to pass resolutions, or for this country alone to commit to aid programmes. We must engage other countries, which will do a lot of the heavy lifting in dealing with malnutrition. I am confident that, having held our summit at the Olympics last year, with the sort of top-up this year and the Brazilians co-chairing another summit at the Olympic games there, we have achieved a lot in terms of getting other countries to pledge action on hunger.
I commend the Prime Minister and the G8 for addressing the key challenges of the day. On Syria, the situation is becoming increasingly complex as the rebels become increasingly fragmented. Does he agree that the solution lies in a negotiated settlement, but—it is an important “but”—that cannot be achieved without him firmly setting out where his red lines lie?
