It was a great day for democracy, which is one thing among many that the Commonwealth stands for in the world. I think that Patricia Scotland will do an excellent job for the next two years, and she will get every possible support.

At recent visits to the Inter-Parliamentary Union conference as well as at the Council of Europe, it has been widely acknowledged that the Prime Minister has been leading not just Europe but world leaders in his response to Ukraine. However, countries on the frontline such as Poland and Romania are also doing a huge amount. On grain shipments, has the Prime Minister had any dealings with the President of Romania on the possibility of using the port of Constana to protect global food prices?

My hon. Friend makes an excellent point and alludes to exactly the solutions that we are trying to find in the event that we are forced into an operation that does not involve the consent of the Russians, as I think is all too likely.

I must respectfully disagree with the implication for the civil service that working from home is everywhere as productive as being in the office. I simply do not accept that. I think we will become more productive and more efficient if, on the whole, we find ways to get back to our desks.

Q8. Following my campaign, Witton-le-Wear Primary School is now being granted 350 grand for improvement works by Durham County Council—the only time this has happened, after Labour lost control of the council for the first time in over 100 years last year. Villa Real School, Leadgate Primary School and Consett Junior School in North West Durham are also going to be applying for the condition improvement fund. Can I urge my right hon. Friend to ensure that those cases are taken as seriously as possible? Does he, more broadly, agree that education is a cornerstone of levelling up, as is ensuring that more good jobs are available locally in County Durham too, so that it is more than just a place to bring friends for a social evening of beer and takeaway curry, and an even better place to live, work and bring up a family?

We have an overall cap, and obviously EDF is incorporated differently in the UK from its incorporation in France. We will do everything in our power to abate the costs of energy across the country, as we already are, but what is needed is a short-term, medium-term and long-term energy strategy so that we have sustainable supplies.

Q9. Soon after I was elected, I found out that, at Shotley Bridge, an eight-bed community hospital in my constituency had been replaced with a zero-bed unit—something some Labour councillors had known about, but said nothing about during the election campaign. After campaigning hard with Ministers and the Secretary of State, and working with my local NHS trust, a new 16-bed unit is now in the final stages of planning, and has been confirmed as part of this Government’s hospital building programme. Can the Prime Minister confirm that this new community hospital is now full steam ahead, and will he commit to coming to Consett to kick off the building works if the plan goes ahead by the end of next year?

The hon. Gentleman’s point is completely ridiculous. He mentions what we did to get Brexit done, which was crucial to restoring public trust in democracy.

Like me, many of my constituents have been appalled by the reports of what has been happening in No. 10 and will welcome that my right hon. Friend has come to the House today to apologise as a first step in responding to this. Will he assure me that he will continue to keep the House updated on the implementation of the measures he is taking in response to the report? Will he also ensure that the whole No. 10 team fully co-operates with the Met’s inquiries so that they conclude as swiftly as possible?

Of course, as the hon. Gentleman knows, one of the first things we did when covid struck was make sure that statutory sick pay was payable from day one, so it is up to 75% more generous if a person needs to self-isolate. The current statutory sick pay is, of course, a minimum—more than half of employees get contractual sick pay from their employer—but the most important thing we can do is ensure that we continue to keep people in work and in higher-wage, higher-skilled jobs, and that is what we are doing.

7. Later today, I will present a Bill to extend auto-enrolment in pensions to everyone aged over 18, including part-time workers. That would see trillions of pounds in long-term savings levelling up the retirements of workers, especially women, in the towns and villages of North West Durham and across the country. As the Prime Minister seeks to build back better from the global pandemic, will he throw his weight behind these important changes that would benefit workers across our United Kingdom?

Over 10 million people have been automatically enrolled into workplace pensions already: that has put another £28.4 billion into pensions, so it is a great success. I am sure that my right hon. Friend the Secretary of State for Work and Pensions will be listening closely to what my hon. Friend the Member for North West Durham (Mr Holden) has said.

I direct the hon. and learned Lady to what I said earlier about ensuring that people get the ability to see a nominated visitor, and I remind her of the sad reality of the infection that we have seen in care homes and the need to protect against it. There is a balance to be struck, as she knows.

I thank the Prime Minister for his statement. Everyone—especially young people, small businesses and the hospitality and pubs sector—in North West Durham and across the country have made massive sacrifices to achieve the huge progress in tackling the pandemic. As long as the Government’s world-leading vaccine programme continues, the road map means that we will be out of almost all restrictions by late June, with the certain approach that the Prime Minister is pushing for. May I extend an invitation to the Prime Minister, his fiancée Carrie, Wilfred and Dilyn to visit North West Durham this summer, to see some of Britain’s most beautiful but least well-known countryside?

If the hon. Gentleman looks at the guidance on travel in tiers 2 and 3, he will see that it sets out clearly that in tier 2 people should reduce the number of journeys that they make and avoid travelling into tier 3 areas, and that in tier 3 they should avoid travelling out of the area altogether. There is more detail in the guidance, which he might care to study.

I welcome the changes today for gyms, God and golf, opening in all tiers, but will the Prime Minister confirm that the hospitality sector, forced to close in tier 2 and tier 3 areas, will continue to receive grant support in the future?

Yes, indeed. I can tell my hon. Friend that local restrictions support grants are still available—£3,000 for every 28 days that a business is forced to close.

I hope very much that people will not have been laid off in anticipation of the end of furlough, because there is the job retention scheme and the bonus as well at the end of the year. To discover exactly what entitlements people have under the extended furlough scheme, they should get on to the website. I think that most people appreciate that the Government have done a huge amount to support people throughout the crisis and are continuing to do so in the latest phase, as well as supporting the self-employed.

My constituents in North West Durham understand the very difficult decisions that the Prime Minister is having to take and the very difficult balances he is having to strike, but will he confirm to them and to the House that the tier 4 measures will end on 2 December? Also, will he confirm for the many local parents who have got in touch, concerned that schools could be closed, that schools will remain open throughout this period?

I thank the Prime Minister and the Chancellor for the £200 billion they have already put in, which has supported employers and employees in my constituency, but North West Durham constituents in events and hospitality are under severe pressure at the moment, with restrictions already hammering their bottom line. In County Durham, what support is available for businesses? Does the Prime Minister know when the negotiations on whether we will be in tier 3 or tier 3 will be determined with local authorities?

For the implications for his constituency, my hon. Friend should look at the gov.uk website. He should be in no doubt that the Government are committed to supporting businesses, jobs and livelihoods across the country. That is why my right hon Friend the Chancellor unveiled the job support scheme, and it is why we have uprated universal credit and put in many other measures, including cuts in VAT and business rates, that will continue for a long time to come.

Yes. As the hon. Lady may know, we are looking at all the comorbidities associated with the coronavirus and all the reasons why people might be disproportionately affected. A rapid review is now being conducted by Professor Fenton, who will report at the end of the month about particularly vulnerable groups. We will take steps to ensure that they are protected where that is appropriate.

Today I submitted a formal expression of interest for a new rail line between Consett and the Metrocentre, connecting my constituency to the heart of the north-east in Newcastle. As part of the levelling-up agenda, may I ask the Prime Minister for his support for this scheme, as my constituents have supported him and me?

I congratulate my hon. Friend on his imagination and his plan for a new railway. It is entirely in keeping with our infrastructure revolution, and I can assure him that my right hon. Friend the Secretary of State for Transport will be getting back to him. I note that Nexus has already identified several possible extensions of the Tyne and Wear Metro scheme, which may be of advantage to his constituents.
