Commons ChamberA 1993 rule introduced by the then Government said that inheritance tax does not have to be paid on the transfer of assets from one sovereign to another. At the time, the then Leader of the Opposition, the late John Smith, asked:
“although it is accepted that assets held by the Queen as sovereign should not be liable to inheritance tax, will the Prime Minister explain why all private assets passing from one sovereign to the next should also be exempt?”—[Official Report, 11 February 1993; Vol. 218, c. 1114.]
This remains a legitimate question, so would the Leader of the House allow time for discussion on this matter?
If the hon. Gentleman would like to write to me with the specifics of what he is concerned about, I would be happy to find the best way that we could raise this as an issue and give him some certainty, so that he can apply for a debate.

Commons ChamberI wish to speak on this matter while it is not sub judice. Julian Assange is currently being held at Her Majesty’s prison Belmarsh, a high-security prison, and has been for nearly three years. He is being held there on remand not for any violations of UK law, but solely because he faces extradition to the USA for his journalistic work with WikiLeaks. He is a political prisoner and I want to put on the record that a cross-party group of parliamentarians have been repeatedly refused even an online video meeting with Julian Assange.
He has pursued journalistic work that has exposed atrocities committed in the US-led wars in Afghanistan and Iraq, as well human rights abuses committed in Guantanamo Bay. Much of the horrific details that we now know of those events were exposed by Julian Assange’s journalism, and for that we should be grateful.
That journalism was carried out in our country. He was invited here by The Guardian, which along with TheNew York Times, Der Spiegel, Le Monde and El País —some of the biggest news outlets in the world—was among the first five news organisations to publish articles based on his work. It is journalism for which he has received numerous awards. Yet now he faces extradition to the US and a prison sentence of up to 175 years in a super-maximum security prison.
Civil liberties groups and leading newsrooms view the US Government’s prosecution against Assange with deep alarm. Amnesty International has said:
“Prosecuting Julian Assange on these charges could have a chilling effect on the right to freedom of expression”.
The secretary-general of Amnesty International labelled it, “Politically motivated and unjustified”, and said that the case
“undermines press freedom, the rule of law, and the prohibition of torture.”
Reporters Without Borders, the International Federation of Journalists and press freedom groups Article 19, Index on Censorship and the European Centre for Press and Media Freedom, as well as the National Union of Journalists, issued a joint declaration stating:
“Julian Assange…is being prosecuted for exposing US rendition, unlawful killings and the subversion of the judiciary. And the UK government is allowing extradition proceedings to continue.
The prosecution of Julian Assange was a political decision taken by the Trump administration”
and it
“creates a dangerous legal precedent, allowing any journalist in Britain to be prosecuted and extradited.
Our government must ensure the UK is a safe place for journalists and publishers to work. Whilst Julian Assange remains in prison facing extradition, it is not.”
The Washington Post’s executive editor said that it was
“criminalising common practices in journalism that have long served the public interest.”
President Biden was there as part of Obama’s Administration when the decision was taken not to prosecute Julian Assange. The message that I have is that that should be the position. If that does not happen, I call on the Home Secretary to use her powers and refuse to sign an extradition warrant.

Lady is right to highlight all forms of hate crime and racial discrimination, and I am committed to assisting her in any way I can to try to diminish, reduce or eradicate racial hatred and racial crime. It is an appalling crime and it should be condemned at all levels. If I can assist her in any way in doing that, I would be delighted to do so.
The now Leader of the House is more than familiar with the details of the Owen Paterson scandal that did so much damage to our politics, given his role in those events. The rot needs to be cut out. Given that, will the Leader of the House give time to debate my Bill to ban second jobs for MPs—a Bill that the Government are repeatedly blocking from progressing?
I should declare an interest, as I have a second job. As well as being the Member of Parliament for Sherwood, I am also the Leader of the House. I do not know whether he wants to ban me from having my second role, but that would be challenging. The House of Commons benefits from a wide range of experience, backgrounds and former careers and, to a certain extent, colleagues should be encouraged to be out there in the real world experiencing other forms of employment. I think the hon. Gentleman is being a little disingenuous. If I am being honest with him, it would be pretty difficult for me as a farmer to extract myself from that. I live in the middle of that farm. I do not know how I would extract myself from that business if I was no longer allowed to have a second job. I am not prepared to divorce my wife or to move house. I do not know quite how I would deliver on the route he wants to go.

Commons ChamberThe Prime Minister’s former spokesperson resigned after being caught on video laughing and joking about a rule-breaking Downing Street party. This week, the Leader of the House was also caught on video laughing and joking about rule breaking while giving a speech at a lectern. She has resigned and surely he should resign too—or is it another case of Government Ministers believing that there is one rule for them and another for everyone else?
I am not sure that the hon. Gentleman would like to come to the Institute of Economic Affairs—it possibly talks too much sense for him to be able to cope with it—but he would be welcome to come to future events to see what goes on and how nice it is, as I was celebrating, that we are back together having parties without restrictions. That is extremely welcome.

Commons ChamberI am pleased to be able to take part in this debate where so many Members have spoken with passion and conviction, although some on the Conservative Benches, I am afraid, have spoken with great delusion.
Being a Member of Parliament is a privilege. I could not be prouder to represent my community here in Parliament. My family have lived and worked in east Leeds for 100 years since coming as immigrants from Ireland looking for work, so it could not be a greater privilege for me. Why would I want a second job?
Quite rightly, my constituents would be appalled if I sought or secured a second job. When I first stood for Parliament in 2015, I promised that I would not take a second job. Some people in this place need to wake up and realise what the reality is. Being a Member of Parliament is a well-paid job—it is £82,000 a year. Some 95% of people in our country get paid less than MPs. It is a full-time job, too. I do not buy these pleas of poverty from Government Members who are trying to tell people whose universal credit has been cut that they are a poor Member of Parliament who just cannot get by on just £82,000 a year. What a load of rubbish. When MPs are chasing corporate cash, they are short-changing the public, but they are also short-changing and jeopardising our democracy.
We have heard all the fake Tory arguments about how these second and third jobs give real-world experience. I wrote to the Health Secretary and said that I would mention the fact that before becoming Health Secretary he was getting paid £1,500 an hour by a US investment bank. That is not real-world experience. Is it not funny how these MPs who justify this racket on the basis of real-world experience never choose to get a job in the real world? They are not asking to work in supermarkets, as taxi drivers, in factories, in care homes or, in many cases, in hospitals. The truth is that these extra jobs do not make Members of Parliament more in touch with the real world, but less. It is the wrong kind of experience.
I want to mention these fake financial struggles—these teary-eyed tales of poverty—from MPs who are very well off. One Conservative MP told the Financial Times:
“There is no way I could be an MP without my outside interests. My wife works full time, I’ve got kids and need the money for childcare.”
How on earth do these people think that 95% of our population cope on less than £82,000 a year? The truth is that Conservative Members of Parliament may think that they need more than £82,000 a year, but they do not. They might want more than £82,000 a year, but that is very different.
When we hear the Prime Minister describe in an interview on television that £250,000 for journalism is “chicken feed”, people are completely appalled. It is disrespectful to the people who use food banks in our country; it is disrespectful to the people on zero-hours contracts in our country; and it is disrespectful to the people in our country who are struggling to keep their heads above water.
A Conservative MP talked about universal credit. They said:
“I think there are people that quite like getting the extra £20 but maybe they don’t need it.”
The same Conservative Member of Parliament, when asked about this second jobs racket, said:
“We have to realise that we are dealing with human beings who have families and responsibilities”,
making a compelling moral case for MPs to carry on getting extra money through extra jobs, but not offering a modicum of compassion for those in our communities who are suffering.
We hear of some MPs briefing newspapers that they will stand down if they cannot have second jobs, because £82,000 a year is not enough. I say to those MPs: good riddance, go, our democracy does not need you. Some 95% of the public is a big pool from which we can draw in our democracy. We do not need half-measures. The Prime Minister has not gone far enough. We need a ban on second jobs, which is why I am bringing forward a private Member’s Bill on that very subject. Parliament has to show that we understand that the rot in our political system is deep and needs cutting out. It is time to ban second jobs for MPs and it is time for MPs to start living in the real world and representing the public.

We need to widen this out. People out there believe that the Government’s attempt to rewrite the rules is dodgy, and the reason for that is because it is dodgy. It is a plan to cover up the kind of corruption we have seen throughout the covid crisis. Polls show that the population believe that the Government are corrupt, and I am afraid that they are correct. This is the most corrupt Government in modern history. Unless they change their behaviour, will they not be doing further permanent damage to our democracy and people’s belief in it?
I am, as always, grateful to the hon. Gentleman, as he proves my point. The pieties espoused from the other side about being non-partisan are always undermined by the hon. Gentleman, who is the epitome—the very acme—of partisanship.

Commons ChamberSince I have been doing this job over the past couple of years or so, I have thought that one of the most useful parts of business questions is that, if problems are arising and affecting a number of constituents, this is an opportunity to raise them. On some occasions, a number of Members have raised the same point, which tends to indicate that an issue is of a degree of seriousness and will need Government attention. This has now come up twice. I do not know whether it is affecting other hon. and right hon. Members—[Interruption.] I see a certain amount of nodding. I will therefore take this up as a matter of extreme urgency after this session with my right hon. Friend the Secretary of State for Work and Pensions.
The Leader of the House has very close links with the finance sector, so I am sure that he will have followed very closely the news that the Government are set to cut taxes on the profits made by banks. Surely, at a time when ordinary people are facing such a tax hike, any such cuts to taxes on the profits of banks would be completely wrong. Obviously, a Budget is on its way, but can we have a Government statement specifically on this issue because it is something that the public are alarmed about and that this House should be very alarmed about, too.
The hon. Gentleman has pointed out that a Budget is on the way.

Commons ChamberI am grateful to my hon. Friend for raising this issue. Local planning authorities already have a wide range of enforcement powers, with strong penalties for non-compliance to tackle such situations. However, as set out in our recent planning White Paper, we intend to strengthen those powers and sanctions, including around intentional unauthorised development. Under planning law, national planning policies and local planning policies to guard against unsuitable development apply equally to all applicants who wish to develop. Planners may also take into account the specific needs of individual groups when making decisions on the development, and every case needs to be treated on its merit.
On the subject at hand, I hope that my hon. Friend is assured by the progress of the Police, Crime, Sentencing and Courts Bill, which will give the police additional powers to remove unauthorised Traveller encampments. We must be careful of spurious human rights claims; otherwise, we will have people in the City of London saying that it is their human right to build 100-storey tower blocks, and that would be ridiculous.
Polls show that a large proportion of the public believes that the Government’s allocation of covid contracts is corrupt. Yesterday, the High Court found that the Minister for the Cabinet Office broke the law in the allocation of one covid contract to a firm run by his former adviser. Given all that, does the Leader of the House not agree that, to restore confidence in this House—confidence that is being undermined day after day by the allocation of covid contracts by his Government—the Minister for the Cabinet Office should be sacked, and the House should take tough action against such contracts?
No, I do not agree with that awful nonsense, as I have set out very clearly before. There was a pandemic—the hon. Gentleman seems to have forgotten this—and there was a need to crack on with things. He would have fiddled while Rome burned. It is nice to see him back, incidentally; it is good of him to come to the Chamber. He would have ignored the whole thing while some great bureaucratic process could wander through an endless discussion, and red tape would be tied into pretty little bows before things were done. We needed the vaccine. We needed Test and Trace. We needed to have a system that got messages out to people. The judgment yesterday found that there was no bias, and that it was reasonable to act swiftly. That is really important to understand, so no—I am with good sense and good government, not with the infamous fox killer.

I commend my hon. Friend for her work with Slimbridge, which is such a wonderful place. As she said, World Wetlands Day took place this week and was an opportunity to remind everyone of the crucial ecosystem services that wetlands offer to people and nature. Wetlands ecosystems deliver vital services in the UK, including by providing habitats to protected species, improving our air and water quality and providing defences against flooding, as my hon. Friend rightly noted.
The United Kingdom recognises that wetlands, especially peatlands and coastal blue-carbon ecosystems, are an important and effective nature-based solution to tackle biodiversity loss and climate change. Since 1976, this country has worked alongside our international partners, under the Ramsar convention on wetlands, to promote the conservation and wise use of wetlands. With 175 designated wetlands throughout the UK and our overseas territories, the UK is proud to host the largest number of Ramsar sites in the world. We are doing our bit, but my hon. Friend encourages us to do more and is right to do so.
Yesterday, Dido Harding, the head of Test and Trace and a Conservative peer, defended there being 2,500 consultants working on test and trace who are paid an average of £1,100 a day. That is more than £2.5 million per day on private consultants. Surely the private sector should not be siphoning off public funds in this way, so will the Leader of the House make time for an urgent debate on how we can get rid of these rip-off companies from our test and trace system and instead invest the funds in our NHS?
I am afraid to say that was a completely absurd question. The pressure on the NHS is being reduced because of the work of Test and Trace. We have the capacity to process more than 800,000 tests a day, and so far more than 20 million people in this country have been tested at least once. This is an essential part of how we are tackling the pandemic and the hon. Gentleman, as always, pooh-poohs it. Typical socialist: he pooh-poohs the private sector. Without the private sector, we would not be rolling out the vaccines as fast as we are—that is another key part of our defence and action against the pandemic. Yes, the NHS is a fundamental part of our healthcare—of course it is—but the vaccines were produced by and are being produced and manufactured by private companies. We should recognise the enormous contribution that free markets have made in helping us and not pooh-pooh them.

Commons ChamberMy right hon. Friend the Secretary of State for Education will update on the House on the “Skills for Jobs” White Paper shortly after business questions. It is really important, and my hon. Friend is right, to highlight the fact that there will be new flexible training that will give people the higher level of skills they need for good jobs, through 12 to 16-week courses, including a fast-track to interview. From April 2021, we will be supporting any adult aged 24 and over who wants to achieve their first full level 3 qualification— equivalent to two A-levels or a technical certificate or diploma—to access nearly 400 fully-funded courses. Things are happening and my hon. Friend is right to highlight them, but I cannot promise him a debate.
This week we got the disturbing news that the UK currently has the highest covid death rate in the whole world. Does the Leader of the House not have a sense of shame about his Government’s handling of this crisis? Will he allow a debate on the lessons we can learn from those countries—including New Zealand, Vietnam and others—that have, unlike ours, effectively eliminated the virus by following a zero-covid strategy? Will the Leader of the House apologise for his Government’s role in this human catastrophe?
I am sorry to say that the hon. Gentleman is not helping matters. This is a global pandemic that has affected all countries. There has been a considerable spirit of co-operation between all parties in trying to tackle it, and trying to make party political points out of it is simply undignified.
