Commons ChamberIt is good to hear it. Not merely an hon. Gentleman, but an hon. Friend—I am sure the hon. Member for East Worthing and Shoreham (Tim Loughton) will rejoice in the fact of that approbation.
The Chancellor of the Duchy of Lancaster may recall that the Society of Motor Manufacturers and Traders, representing the UK auto industry, described the prospect of a no-deal Brexit as an “existential threat” to their sector. Nobody could complain that they have not made preparations for a no-deal Brexit—they have spent millions of pounds in so doing—but I have not heard them say anything that indicates that they have changed their mind about the severity of the threat they face in the event of a no-deal Brexit. Has he?
I had the opportunity to meet representatives of the Society of Motor Manufacturers and Traders and of others in the automotive sector earlier this week, and it is fair to say that the hon. Gentleman makes a very good point in saying that those businesses have undertaken extensive preparations. We heard earlier some doubt from the right hon. and learned Member for Holborn and St Pancras (Keir Starmer) about the extent to which business is prepared. Extensive preparations have been undertaken, but it is the case that in the event of no deal, there will be particular challenges in making sure that we have the effective flow of products to the just-in-time supply chains of these companies. That is why we are taking the steps we are, to ensure that we have effective border flow. The steps that I have outlined and other steps that Government are taking are designed explicitly to ensure that the highly skilled, highly talented and hugely valuable workforces in all those companies can continue to produce the automobiles that are the envy of the world.

Lady and appreciate the sincerity with which she makes her point, but I must say that it is my strong belief that if we fail to get Brexit done the disappointment, the sense of rejection, and the sense that the public have been cheated of what they were promised will be very grave indeed. I am afraid that the only way to alleviate the current tensions in the country is to deliver on the mandate of the people in a positive, confident and optimistic spirit. That is what we need to bring to this, and I hope that she agrees.
May I say to the Prime Minister that something that really disturbs me about how he is conducting himself tonight and about how some of his colleagues have conducted themselves in recent days has been the sense of privileged entitlement that they have exuded throughout? That privileged entitlement led him, during this statement, to describe it as “humbug” when an hon. Member talked about the threats that she was receiving. That sense of privileged entitlement led the Leader of the House to describe the situation when 11 justices of the Supreme Court of this land decided on the basis of evidence that the Prime Minister had broken the law as a “constitutional coup”. Does the Prime Minister agree that it is a constitutional coup—yes or no?
I must say that I do not think there could be any clearer example of a sense of privileged entitlement than for a parliamentarian to decide that he is in a position to substitute his own discretion for the will of the people when he clearly promised the people that that will would be respected and upheld.

Commons ChamberMy right hon. Friend is absolutely right to highlight this point. In fact, I think we are the only country in the world to have put that 0.7% figure into statute. He will see from the numbers that in open competition 80% of our contracts have been awarded to UK-registered firms, but of course we would like to see more and smaller companies, and our procurement team has been out on a range of regional tours across this land to encourage more people to bid for our contracts.
DFID recognises that restrictions on humanitarian space can impede the work of NGOs in the Occupied Palestinian Territories, particularly Gaza.
I think the Secretary of State will be aware that the Government of Israel are attempting to deport Omar Shakir, the country director of Human Rights Watch, for highlighting the impact on the welfare of Palestinians of doing business with illegal Israeli settlements. I welcome the fact that the UK is a party to a statement made to the UN Security Council on Monday asking Israel to allow Human Rights Watch and Mr Shakir to carry on their work unimpeded. Will she echo that call?
I am happy to echo it. The UK did sign and endorse that statement at the United Nations Security Council, and, as a friend of Israel, we continue to make it clear that a strong, vibrant civil society is in its own interest.

Commons ChamberMy hon. Friend has raised an important issue. Obviously, as he will appreciate, it is important that we ensure, first, that patients get access to cost-effective innovative medicines, but at a price that is fair and makes best use of NHS resources. That is the independent system that we have through the National Institute for Health and Care Excellence, which reviews the evidence. I understand that Biogen has submitted a revised submission to NICE in relation to Spinraza and that a meeting of NICE’s independent appraisal committee took place early in March to consider its recommendations. It is clear that everyone at the Department of Health and Social Care and in NICE recognises the significance of this drug, but we need to ensure that the decision taken is made on the basis of the clinical aspects, together with cost-effectiveness. That is what NICE will do in looking at the new offer.
When Melrose Industries took over GKN last year, it promised Ministers that it would back British manufacturing and not reduce the company’s defence capacity without the Government’s permission. Last week, GKN announced that it intended to close the Kings Norton plant, which makes windscreens for military and civilian aircraft. Will the Prime Minister tell GKN that the Government expect the company to abide by both the spirit and the letter of the undertakings given by Melrose last year?
I was not aware of the particular issue that the hon. Gentleman has raised. If I may, I will look into it and respond to him in writing.

Commons ChamberI also rise to support amendments (a), (d) and (f), and it is a pleasure to follow my hon. Friend the Member for Wigan (Lisa Nandy). She spent much of her speech talking about the atmosphere within which this debate is happening, and I, too, would like to spend a few moments on that.
Like others, I have been bombarded in recent weeks with emails and other communications telling me to vote in diametrically opposed directions. Many insist that if I vote differently from the way they wish, I will be acting against the will of the people. I have not had the same level of aggression from all quarters, but some of it has been pretty extreme. I have been compared to a range of bodily parts of both the female and the male variety. Some have called me a traitor. A few have gone further. One email I read yesterday expressed the hope that this place would be burned to the ground with me and other hon. Members in it. I know that several hon. Members have received worse and in far greater quantities. There is no excuse for such threats and abuse. Neither I nor other hon. Members will be intimidated, but we have to face up to what is happening.
This kind of toxic atmosphere in politics is not unique to the UK—it is happening in other countries—but Brexit gives it a focus, and it can lead to violence against people regarded as believing the wrong things or simply because of who they are. My plea is that all of us who have the privilege to speak from public platforms, which can create headlines, think carefully about how we conduct ourselves and the way we frame political debates and take care not to contribute to that atmosphere of toxicity and intolerance, which undermines democracy and can lead to violence.
There is a deeper problem here. All too often people feel the political debate in this place happens at a level that does not speak to them and bypasses their concerns. They look aghast at how we have got stuck in a logjam over Brexit. Yes, the Prime Minister has made that worse, not better—her attempt last Wednesday to shift the blame on to everyone other than herself was unworthy of her office—but we need to look at ourselves too and understand that too often we appear to embody the stereotype of an institution that talks only to itself, not to the outside world. We need to learn from that, not only in relation to Brexit, but more generally.
What does that mean for the decisions we face tonight? The bottom line is that no deal cannot be allowed to happen by accident any more than by design. As chair of the all-party motor group, I know that all the warnings—from BMW, JLR, Nissan, Toyota, Vauxhall, and Aston Martin—could not have been clearer. Investment decisions are on hold now and our reputation in the international community is being trashed before our eyes. A no-deal Brexit would jeopardise the future of the plants of several of those car manufacturers and many thousands of jobs, and similar warnings are coming from other sectors, as others have said.
The priority has to be avoiding the nightmare of no deal, and that means agreeing a procedure that allows us not so much to vote for or against our perfect or worst options, but to do as the right hon. Member for West Dorset has urged and express preferences for ways forward we can live with. The idea of doing that through paper ballots is exactly right because it would allow people to express preferences and vote for several different options. This cannot be a zero-sum game. The objective has to be to find a centre of gravity through which we can move forward.
The right hon. and learned Member for Rushcliffe (Mr Clarke) and my hon. Friend the Member for Bishop Auckland (Helen Goodman) are right that, as we move through that process, which may take some time, some kind of preference balloting is likely to be necessary. I suspect that, if we find that centre of gravity, it will involve jettisoning some of the Prime Minister’s red lines, so there is a question for her there, and a decision for her to make. If the centre of gravity in this House becomes a place that is beyond and different from her red lines, she must answer that question. Will she abide by the will of the House, and will she take that forward in negotiations with the European Union? Unless she is prepared to do so, the sustainable majority to which the right hon. Member for West Dorset referred will not be allowed to have its voice, and if it is not allowed to have its voice, democracy will be the poorer, the House will be the poorer, and the debate about Brexit will be set back.
In the few moments that I have left, I want to say a few words about the idea of a second referendum. It seems to me that when a million people take to the streets, that is not something we should ignore. In my view, arguing for a final say on any deal eventually arrived at, or against the possibility that the House is unable to achieve a way forward, has a logic to it, but let us not kid ourselves that the passions aroused in favour of a second referendum—or a people’s vote—are not also aroused in other directions. The risk that a referendum will be conducted in a divisive atmosphere is a real risk, and we must recognise and address it. To me, that does not mean moving away from, or rejecting, the idea of a second referendum, but it does constitute a further indication and a further reminder to us that we must at least approach the coming weeks and months in a way that makes clear the kind of politics that we want to develop in this country. It must be clear that this process is about resolving differences, not about exacerbating them,
I am afraid that I am very short of time.
Our approach must demonstrate our commitment to equal respect for all our citizens, irrespective of their background, and our determination to ensure that whatever else happens, democracy wins through.

Commons ChamberAs I said earlier, I recognise the collective responsibility we have across this House in relation to the failure so far to get an agreement for a deal. I continue to believe that it is important to get agreement to a deal so that we can deliver Brexit in time.
The Prime Minister has still not answered the question that was put to her quite a long time ago by my right hon. Friend the Member for Normanton, Pontefract and Castleford (Yvette Cooper). She was not asked whether she approved of Britain being part of a customs union with the EU after Brexit. What she was asked was whether, if this House agreed through indicative votes to go for that option, she would abide by that decision and seek to negotiate that with the European Union. Will she now answer that question?
I answered the question about the Government’s position in relation to a commitment on the indicative votes in the statement that I gave and in the questions that followed.

Commons ChamberWe need to ensure that UK aid is working doubly hard—better delivering on the global goals but also working in the UK’s national interest—and is not just spent well, but could not be spent better. Part of that will be delivered through a new cross-Government ministerial ODA meeting to ensure greater coherence and better spend of UK aid.

If consulting Parliament in advance of this military action against the Syrian regime would inevitably have compromised operational details and intelligence in the way the Prime Minister suggests, what was it about the debate that took place in 2013 on possible military action in Syria that would have compromised the same details had the vote gone the other way?
There was a rather different set of circumstances in 2013, when that vote was taken by the House.

Commons ChamberI sympathise with my hon. Friend’s comments. The Leader of the Opposition says that he wants United Nations support for action, but I believe that even when it supported action in Syria against Daesh, the Leader of the Opposition opposed that.
Recognising that there can be circumstances that preclude a Government from consulting Parliament before taking military action, does the Prime Minister agree that the default position, as per convention, is that Parliament should be consulted in advance—not on operational details, but on the strategy within which those operational details fit? Nothing that she has said so far convinces me that on this occasion there was not the time or opportunity to consult this House. In relation to the future strategy, given that the action was taken to limit further humanitarian catastrophe, what action does the Prime Minister believe that Britain should take? How will it garner international support to prevent the loss of civilian lives in Idlib on the scale of the loss of life in Aleppo and eastern Ghouta?
As I have said to others, I suggest that the hon. Gentleman looks at the position set out in the 2016 written ministerial statement about Government action versus parliamentary debate. We have set out very clearly that we will be working with international partners in a number of ways. We have worked with France on the international partnership to ensure that chemical weapons cannot be used with impunity, which has now been established, and through the United Nations and in other forums.

Commons ChamberWe have made constant representations to Palestinian authorities about the impact of any incitement to terror and payments to terror. The Palestinian authorities are well aware of our views and opinions on this matter. That is why no UK aid money goes to support terrorism or the families.
Is the Minister aware of the 2014 initiative in which a tripartite committee was recommended, involving the Palestinians and the Israelis and chaired by the United States, to identify incitement from whichever quarter it comes and to tackle it? That was accepted by the Palestinians and the United States, but rejected by the Government of Israel. Does the Minister agree that that rejection was not in the interests of peace?
I am aware of the proposal and the possible initiative. In the region there is much need to do whatever is possible to bring people together to examine these areas. States have their own reasons why they may or may not agree to do so, but making sure there is more work on co-existence will help on this. We will therefore continue our work to make sure all parties know how important it is to resolve their issues, so that many of the things that have occupied this House over a lengthy period can be brought to a conclusion, in the interests of peace and justice.
