It is a pleasure to follow my hon. Friends the Members for Newcastle-under-Lyme (Aaron Bell) and for Waveney (Peter Aldous). There have been a number of good speeches, but I was struck in particular by a couple of things said by my hon. Friend the Member for Waveney, who is no longer in his place. First, he spoke of FE having been a Cinderella service for a long time, and secondly, he addressed the risk of affluent people using the Bill’s provisions to get a qualification additional to those they already have. I will talk about the issue of access, which I think chimes well with my hon. Friend’s comments.

Before I entered this place in 2019, I ran charities for disadvantaged young people. Those charities pretty much worked with young people aged 16 to 25—a couple of them went all the way down to age 10, but the bulk of young people I worked with in the 16 years before becoming an MP were aged 16 to 25. I am therefore quite familiar with how the system pushes people to do three-year university courses at the age of 18. Indeed, they are set on that path before they even get to that point, because at 16 they have to choose the courses that will set them up for their desired university course. For example, if someone is not studying chemistry at A-level, they will not be admitted to a medical course. We put people on a narrow track at a very early age.

There are all sorts of debates about the international baccalaureate and whether we should study a broader range of subjects. If students are to follow the university track at 18, however, they have to pick subjects at 16, and school visits will often be to universities rather than to colleges and employers. The UCAS system—I am really glad that we are changing this—makes it incredibly easy for people in year 12 and moving into year 13 to apply to university. There is one form, on which they list five universities. The process could not be much simpler, although there are difficult things to do to put the form together. Everything says to young people, and to adults, “There is a slip road at this point, but if you miss your junction”—to mix metaphors slightly—“that is it. You will be set on an incredibly long road without the opportunity to come off at the next junction or go back and find that junction again.” That is what our whole system has done for a long time, and it has been quite instructive.

I do not say this as a criticism, but the two big influencers of young people—parents and teachers—reinforce that message. That is not a criticism, as I say, because we all have to do better in that regard. Parents often want their children to go to university, even if they did not go themselves. My parents wanted me to go to university, but I was the first generation in my family to do so. For many people, going to university is held up as the aspirational thing to do, and the alternatives are not seen in the same aspirational way, which they should be.

Most teachers did exactly what we are talking about: they got to 18, went to university, did a teacher training qualification, and joined the profession. So it is the thing that they are most familiar with, too.

My hon. Friend makes an important point about the influencers —be they teachers or parents—who inspire individuals to go to university. A point that needs to be considered relates to the initial teacher training market review that the Department for Education has just carried out, affecting teacher recruitment. Twelve universities—including Greenwich University, which covers Universities at Medway, and the University of Durham—have been removed from teacher training opportunities, affecting more than 4,492 future teachers. If we are to inspire the younger generation to go to university, we need outstanding teachers and a spectrum of universities from across the country providing that training. Does he agree that it is absolutely right not only that we get the right teachers, but that such reviews take into account the excellent work already being carried out by teachers across those institutions?

My hon. Friend makes an important point. I do not know enough about why those universities have been removed, so I will not comment on that, but a point to which I will come later is the importance of outcomes for young people and adults. Whatever the qualification that they are studying, we have to judge the outcome that they go on to, rather than just saying, “Well, you have to go to university or you will have to do this sort of thing instead.”

Apprenticeships, as well as higher technical qualifications, which I know the Bill will enable people to do through the lifelong learning entitlement, do things that teachers and parents are not familiar with, which is quite important. My hon. Friend the Member for Waveney and others have talked about the importance of careers advice. The truth is that there are very few examples of good careers advice anywhere—be it in the state sector or the private sector, for the young or the old. A lot of our decisions are based on anecdote, or being told what not to do rather than what to do, without understanding the full range of available options. One thing that we have to do is to help parents and teachers understand the range of options that are available to young people. If they knew about them, they would probably be more open to promoting them.

T4. Will the Minister for School Standards join me in congratulating Rainham School for Girls on winning the national Rotary technology tournament in the 11 to 14 age group? Will he clarify what steps the Government are taking to increase the number of girls taking up STEM subjects?

I am happy to join my hon. Friend in commending schools that teach subjects well, such as Rainham School for Girls. Good-quality teaching is vital to encouraging more students to study STEM subjects. We are spending up to £67 million over this Parliament to recruit and train more maths and physics teachers, and we are funding programmes, such as the Stimulating Physics Network, which seek to improve the engagement of girls.

A diverse boardroom that reflects its customers and wider society is likely to perform better and make better decisions. The Government are very supportive of the private-led diversity initiative chaired by Sir John Parker, who is currently considering how to increase ethnic diversity in FTSE 100 companies, and we expect the group to report on its findings next month.

I thank the Minister for that answer. I am chair of the all-party group on communities engagement, and fewer than 4% of directors in the 150 largest FTSE companies have ethnic minority backgrounds. Will the Government support a target of increasing the percentage of board members or directors with black and minority ethnic backgrounds to 10% by 2021?

My hon. Friend rightly points out this unsettling statistic, but, as with the fantastic work to get more women on boards, we support the principles of increasing the ethnic diversity of the boards of the FTSE largest companies through a business-led voluntary approach because we believe there is a strong business case for better board diversity. We need to tackle the root cause, which is why we have established the Baroness Ruby McGregor-Smith review looking at the obstacles faced by businesses in developing BME talent across the board, from recruitment right through to executive level.

The Minister for Schools does a fantastic job, and it is a delight to have his sunny outlook in all of our ministerial meetings. There are schools across the country that manage workload issues. When I visit schools, I always ask about workload, and it is interesting that there are some schools—they are very similar—where teachers are supported in terms of workload, and others where there clearly are issues. I challenge the hon. Gentleman to make sure that when he next visits schools in his constituency, he takes with him, or looks at, the workload report, and asks teachers and heads in the staffroom how they are getting on with implementing the recommendations. I accept that there are recommendations for Government, Ofsted and school leaders; between us all, I am sure that we can make progress.

The White Paper set out our commitment to ensure that parents have a more significant voice in schools. We will build on existing effective practice in academies to strengthen the expectation that they will listen to the views and needs of parents. We will also launch a new parent portal, setting out key information that parents need to know about schools.

Parent governors play a vital role in schools across the country and in my constituency of Gillingham and Rainham. The excellent portfolio holder for children’s services in Medway, Councillor Mike O’Brien, asks the Minister to confirm that the parent governor role will continue under the Government’s new plans for academies.

I agree with my hon. Friend and the excellent Councillor Mike O’Brien, whom I know well and wish all the very best, that parents play a very important role in the governance of our schools. I fully expect that to continue as more schools become academies. High-quality governance is vital for the success of our schools, and boards need governors with the right skills to perform the role well. Many parents have the skills to make them effective governors, and boards will continue to appoint them as governors for that reason. There is nothing in the White Paper proposals to prevent academies from continuing to have elected parent governors if they wish to.

That decision will have been taken after consultation. It will have been taken by the regional schools commissioner, with his local knowledge, in the best interests of pupils in that area.

Will the Minister join me in paying tribute to the excellent work of Councillor Mike O’Brien, the cabinet member for children’s services at Medway council, who, alongside council officers, school leaders and parents, is working hard to raise standards in Medway?

I pay tribute to the work of Councillor Mike O’Brien and I am sorry to hear that he is not well. He is a hard-working and conscientious Medway councillor who is dedicated to serving his constituents and to improving education. His nine years’ experience on Medway Council and his years on Gillingham Borough Council have made him a very effective local representative. Our thoughts are with him and his family at this time.

I want to start by saying to all pupils, teachers and parents affected by last week’s cancellation of the key stage 1 spelling test how sorry I am that this has been necessary. I entirely share their anger and frustration. I know how hard everyone has worked to prepare for the tests. Initial investigations by the Standards and Testing Agency show that its internal processes did not sufficiently keep apart sample and live test questions, and human error led to live test questions being put on its website. The STA’s interim chief executive has apologised unreservedly for the error. The key stage 2 tests planned for this term are unaffected and will continue as planned.

Our reforms of the curriculum are about ensuring that our young people can compete not only with the best in this country, but with the best in the world.

I thank the Secretary of State for that answer, but what is being done to find out what is being done in classrooms around the world so that our students can meet the higher standards and compete with the best?

Ministers regularly travel overseas and meet other Education Ministers to discuss our reforms and any reforms that they are introducing. In 2014 we introduced an ambitious national curriculum to match the best education systems around the world. We are reforming GCSEs, A-levels and primary school assessment to represent a new gold standard, and, as my hon. Friend said, to enable students to compete with their peers in the world’s best schools systems.

I utterly refute what the right hon. Lady has just said. We have a more rigorous system for the governance of individual academies when they become academies. The issue with the Department’s consolidated accounts is a technical and accounting problem caused by academies producing accounts covering the academic year to the end of August, rather than to the end of March. We have now agreed with Parliament a new methodology for the current financial year that will better reflect the situation.

I thank my hon. Friend for his question, and I should like to thank the head, Sean McKeown, his staff and the pupils of Barnsole Primary School for an outstanding Ofsted judgment. It is an amazing achievement to move from “requires improvement” to “outstanding”, and I was pleased to read a report describing the high-quality teaching that leads its pupils to make accelerated progress in reading, writing and maths. I hope that the school will now consider sharing its experience and expertise by forming a multi-academy trust.

I am not sure whether it is to do with regulations, because all the other markets that the hon. Gentleman mentions have also had to look at regulations after the financial crisis. However, he rightly highlights a general productivity problem across British industry in all sectors, where we are some 25 points behind with our G7 competitors. That is why we have a productivity plan, working with industry to turn that around.

Last year we passed the Consumer Rights Act 2015, which established a defined period of 30 days in which consumers can reject faulty goods after purchase, ending the possibility of consumers becoming trapped in a cycle of recurring faults.

My constituent Mr Clive Davison has raised a concern about the delay in having his faulty Hotpoint tumble dryer fixed. There is real concern about this, given the risk of fire with these products. What are the Government doing to ensure that consumers such as my constituent receive speedy assistance?

I think the hon. Gentleman has heard from Members on both sides of the House that there is a desire for new grammar schools, but let me be clear: this does not change policy. We do not anticipate changing the law. This is a particular case decided on in particular circumstances.

Will the Secretary of State join me in paying tribute to the outstanding Rainham Mark grammar school, which took seven forms of entry, for the third year running, to ensure local parents get the choice they need? It gives priority to the pupil premium and it is sponsoring a school in special measures, which clearly shows that it is doing its bit for social mobility. By way of a declaration, I should say I went to that grammar school, having previously been to a failing high school.

I thank my hon. Friend. I certainly do offer my congratulations to Rainham Mark grammar school, and I particularly thank all those working in the school. I was pleased to attend the grammar school heads reception here in the Palace of Westminster last week, and say thank you to everybody working in the schools. I particularly note that that school is sponsoring a school in special measures, and I pay tribute to the work it is doing there.

The straight answer is that I do not have a figure, but I will find out and I will write—[Interruption.] No, don’t be silly. I will write to the right hon. Lady with that figure. Let me make it absolutely clear: the rebalancing of our economy, paying off our debts, reducing the deficit and making sure that work pays are at the heart of what the Government stand for. That is what we were elected on, with a very clear manifesto and the support of the British people. We are doing the right thing by hard-working families.

The Government remain totally committed to the rebalancing of our economy through unleashing the economic potential of our cities and regions. We have invested in infrastructure, connectivity, and science and innovation across the country, not least in the northern powerhouse and most recently with the £235 million that the Sir Henry Royce Institute focused on research into advanced materials. We have agreed 28 city deals, 39 growth deals and a total investment of £7.7 billion, including the transformation of the Greater Manchester devolution agreement. It is working: the north-east and the north-west are now cited as the fastest-growing regions in the country. We are going further and are now discussing a further 38 radical devolution proposals to empower local regions.

On regional growth, the Government have committed £7 billion of the £12 billion regional growth fund, including £488 million to my own South East local enterprise partnership, which is creating more jobs, homes and growth. However, when does the Minister expect the remaining £5 billion to be allocated? Does he expect the overall pot to grow?

My hon. Friend is right and I take this opportunity to congratulate him on his leadership locally in helping to secure that £7 billion and the £488 million that has gone into the Thames Gateway in north Kent. Decisions on the remainder of the RGF will be made in the spending review, but I will point out that we restated in the spending review guidance our commitment to the full £12 billion and to a radical package of devolution across the country.

I congratulate the hon. Gentleman on becoming a grandfather and I wish him and his family, including his new grandchild, all the very best of success.

I have been very clear that the right time to publish the definition is when the Bill reaches the Committee stage. It is significant that the Labour party appears to be rowing back from wanting high standards for all children in all schools.

I can do that. It is always encouraging to hear of programmes such as that being run by Gillingham football club, which bring the expertise of community sports clubs into schools. The quality of expertise that coaches provide in schools is of paramount importance, and it will be supported by our physical education and sport premium—£150 million that goes direct to primary schools every year to make sure that every child gets the best possible PE and sport on offer.

The Automotive Council UK is one of the success stories of industrial strategy. There is a great deal of commitment from industry and, indeed, on both sides of the House. The talent retention scheme is working well: if engineers are lost in particular sectors of the economy, they are speedily re-employed elsewhere and the skills base—which, as my hon. Friend implies, is inadequate—is maintained.

Some £l70 million has been made available between 2014 and 2016 to fund more than 100,000 additional payments of the apprenticeship grant to employers, and the Government’s planned investment in apprenticeships in the current financial year totals £1.5 billion.

Will the Minister join me in welcoming the news that in Gillingham and Rainham there were 450 intermediate, 230 advanced, and 20 high-level apprenticeship starts in 2013-14, meaning that 700 young people gained invaluable skills and experiences for future careers? Will he join me in congratulating businesses such as Jubilee Clips and Delphi in my constituency on providing excellent engineering apprenticeships?

Businesses such as those my hon. Friend mentions are leading this country into recovery and ensuring that that benefits everyone in his constituency. Since 2009-10, there has been a 73% increase in the number of new apprenticeships in his constituency, and that extraordinary figure is testament to local employers, colleges, and the local Member of Parliament.
