I pay tribute to my hon. Friend for securing this debate. On the proper functioning of the Arts Council, there is a specific consultation at the moment on music provision across the country. A concern is that the timeline of the consultation was announced in December 2022, and the first real engagement with stakeholders begins and concludes in January 2023. Ministers and the Government have a duty to ensure that the consultation is proper and thorough. Centres such as mine, Dynamics CIC in Medway, that offer outstanding music provision will be severely affected if it is not done properly and thoroughly, in a way that respects outstanding provision, rather than pulling things together geographically for financial reasons.
I am grateful to my hon. Friend for making that point. It highlights the interesting fact that this is not just a London issue. There are institutions outside London that have lost funding for no apparent reason. That is the difficulty: the lack of any apparent evidence base or transparent and proper process for these decisions. There is a lack of any proper consultation or impact assessment.
I have seen freedom of information responses rather perfunctorily provided to individuals by the Arts Council, in a process that appears to be like drawing teeth. Mr Bone, you and I have had experience of such things from public bodies in the past. It appears that no full impact assessments were made on individual changes, even though some of them will close institutions. Equalities impact assessments were made, but not the full impact assessment expected when dealing with many millions of pounds of public money, and the possibility of an institution ceasing to operate, with redundancies caused thereafter.
It may demonstrate the lack of thought in the Arts Council England process. It apparently wanted English National Opera, although no longer based in London, to still run the Coliseum as a commercial venue—a taxpayer subsidised version competing against west end theatre. That does not seem either competent or terribly Conservative, for that matter; it certainly is not a good use of public money.
At the same time, Arts Council England wanted English National Opera to relocate to The Factory in Manchester, a venue that was not built to take unamplified singing—no one had bothered to check. Singing there has to be on a mike. Basic due diligence might have found that one out. The Factory, which, I am told, has been a pet project of some of the senior management of Arts Council England in the past, is a venue that does not have a set of users. It is £100 million over budget. I do not think that forcing a company that has been well established for 100 years or so in London to fill what has become an Arts Council England white elephant was necessarily a very good idea—particularly because Opera North, which performs in Manchester, was not even told. If it had been, it could have said what the audience figures were and probably told Arts Council England that opera cannot be done in The Factory anyway. It is the lack of basic competence, strategic thought and good management that is terrifying in all this. That is why there is a compelling ground for intervention.
I will take one more intervention and then let others speak.
My hon. Friend mentions the forced collaboration between one organisation and another. That is a quick fix. He talks about opera, but before we get to staging opera we need to ensure that our young people have the right music skills. The Arts Council at the moment is carrying out a consultation on the national plan for music education. It has said that all hubs will cover multiple local authority areas. It has subsequently said that this will be achieved
“via prescribing geographic delivery areas for Music Hubs”.
In Medway we have outstanding music provision in schools. Our neighbours in Kent do not have quite the same standards, but under those proposals one area will be forced in with the other. Surely forcing a merger of an outstanding provision area with another cannot be the right way forward—it will weaken the provision in small organisations such as those in Medway.
It sounds as if Arts Council England has fallen into bureaucratic speak. What would that mean to any normal person or sensible institution? It defeats me. There is a complete lack of understanding of what happens on the ground, and a complete lack of engagement with the institutions and their audiences—that is the great error in all this.
I do not have time to quote it all, but the playwright Dennis Kelly wrote a very powerful letter to me; it can be googled and found on social media. It was about the impacts on prose theatre—in particular, the Hampstead Theatre and others. There is a lack of appreciation of the impacts on audiences, and an unwillingness to engage with them. The fact is that people travel to many of those London venues from all around the home counties; it is not purely a London thing in any event.
Lest I be tempted to go on indefinitely, I should say that I have set out the case as to why the whole approach to this funding round has been seriously flawed. Egregious individual decisions have been made. Some of those have been rowed back on to some extent, and I welcome that—I am always happy if Arts Council England or others are prepared to listen and to look at evidence. But it needs to be much more comprehensive and to do it in a much more transparent and strategic fashion.
I will quote the former Secretary of State again. She said that when she arrived at DCMS, she was not a great fan of opera—I had a conversation with her about that —but she went. I urge all Ministers who come into the Department to go to opera, ballet, theatre, concerts and to look at some of the galleries and museums that they are responsible for. They should see that as an experience in itself. My right hon. Friend became a total convert; she said, in relation to ENO and the Royal Opera House:
“They have been the front runners in levelling up for a very long time. They leave many in other sectors of the performing arts in the shade in terms of how much they give back and how they try desperately via a number of measures to make opera accessible to all.”
That is exactly what ENO has been doing.
Then there are the insulting comments of the director of music at Arts Council England, who said, “We don’t believe there is any growing audience for grand opera”—a rather bizarre term to use. Anyone who knows anything about opera will know that is a five-act French production by Meyerbeer from about 1860; we do not talk in terms of grand opera any more. I think what she meant was full-scale opera, with a proper orchestra and chorus. How anyone can say that when theatres have been locked down because of covid for many years defeats me. Freedom of information requests have not evidenced any robust statistical basis for that assumption, which is another reason to go back and have a proper strategy.
I hope all that tells the Minister that something has gone badly wrong in this funding round. We cannot just say that Arts Council England is an arm’s length body; we need to do something before serious and lasting harm is done to critical parts of our cultural and artistic heritage.

Commons ChamberA number of factors have contributed to short-term delays at different points, including ship refitting, roadworks, bad weather, and the loss of a DFDS ferry due to damage, as well as checks for operators and issues on the other side of the channel. The volume of traffic through Dover means that some queuing is commonplace. I and those across Government continue to monitor that situation. The Department for Transport, in particular, is engaging very closely with the port of Dover, the ferry operators, industry groups and local stakeholders to ensure that the smooth running of trade can continue.
Our export strategy’s action-led 12-point plan will support SMEs to thrive in the global market and raise the UK’s exporting culture in the long term. It includes our Export Academy, which has already received over 7,000 business registrations, and our export support service, which has dealt with over 8,000 enquiries, 1,000 of which are from businesses around my hon. Friend’s constituency in the south-east. We have the trade access programme, the international trade advisers, the export champions, and a whole range of support that we can provide, including UK Export Finance, to help SMEs to get on and export.
I thank the Minister and the Department for all they are doing in championing British exports. Jubilee Clips in Gillingham in my constituency is a fantastic local family-run business that employs over 100 people and exports hose clips to over 90 countries around the world. A real issue that it is facing is the uncertainty at the channel border crossing, which is leading to delays in delivering on its contracts. These delays are having a significant impact on local businesses and their ability to export. Will the Minister clarify what steps are being taken to address this specific challenge facing businesses in Kent and Medway?
The export support service notes all complaints about delays and raises them with HMRC, because the DIT is not responsible for the border. Where we find that there are different interpretations of the rules on either side, we work with our bilateral partners to eradicate those issues. On Jubilee Clips, if my hon. Friend wishes to write to me or bring the company in, I would be more than happy to discuss the matter in more detail.

Commons ChamberThe freedom of religion is a universal human right. The UK has a strong record of safeguarding human rights and promoting our values globally. Our strong economic relationships with trading partners allow the Government to have open discussions on a range of difficult issues, including human rights and religious freedom. The Government will continue to encourage all states to uphold international human rights obligations.
I thank the Minister for that answer. He knows that I lead for the Government on freedom of religion or belief as the Prime Minister’s special envoy and on taking forward the Truro report. The Minister also knows, from our previous work when I was a trade envoy covering Pakistan, that there was a GSP plus—generalised system of preference—trade clause which meant that human rights had to be respected. Around the world at the moment under covid-19, religious minorities have suffered immensely. Can we ensure that our future discussions on trade cover fully and frankly our concerns on freedom of religion or belief and wider human rights?
My hon. Friend has done superb work as the Prime Minister’s special envoy on freedom of religion and belief. He references the Truro report, which was set up by the previous Foreign Secretary. Its overall approach is very much endorsed by this Government. He also draws reference to his time as the Prime Minister’s trade envoy to Pakistan, when I worked with him very closely. The GSP plus scheme will be rolled over into a UK scheme. Obviously, that will include key human rights obligations, including freedom of religion and expression.

I met with Federal Councillor Guy Parmelin during my visit to Switzerland in February. Together we signed the UK-Switzerland trade agreement. This was an important moment, ensuring continuity of a trading relationship worth over £32 billion in 2017.
I thank the Secretary of State for that answer. Recently we had the brilliant ambassador for Switzerland, Ambassador Fasel, visit my constituency looking at the potential for greater trade opportunities between our great countries. Can the Secretary of State clarify this point? He talks about continuity and I welcome the agreement he has signed but, on post-Brexit trading opportunities, the United Kingdom has identified the United States, Australia, New Zealand and trans-Pacific as key priorities. Can he confirm that Switzerland—our bilateral trade totals over £34 billion—will always be a key priority, certainly in looking forward to enhancing sectors such as finance and IT?
The countries my hon. Friend mentions are for new free trade agreements, whereas of course the agreement with Switzerland was a continuity agreement. In fact, it was an unusual agreement because, rather than being a single agreement to roll over, there were some 58 different ones. It was to the tremendous credit of the Swiss Government that they were able to carry out that work as expeditiously as they did and we owe them a great deal of gratitude.

Commons ChamberI do not know whether the hon. Member for Gillingham and Rainham (Rehman Chishti) has observed that there is an opportunity for him now. He takes a grave risk if he waits for question 10, because we might not reach it.
The Secretary of State recently led more than 100 innovative tech companies to CES, the world’s biggest trade show. The US is of course our largest trading partner and our largest overseas investor. As my hon. Friend rightly points out, there are real opportunities, which is why one of the first priorities on free trade agreements is one with the US.

Commons ChamberIt is a real pleasure to follow the hon. Member for Manchester Central (Lucy Powell), although we disagree about how to deliver on Brexit, because while we may have differences of opinion, we are all among equals in this place.
Some 65% of my constituents voted to leave the European Union in 2016. From holding street surgeries and public meetings across the constituency, I can say that that figure has not changed. When this matter was last discussed in this place, I was disappointed not to have been called and that the vote was pulled. The question is this: what has substantially changed between then, when the question was going to be put, and tomorrow, when the matter will be put before the House? The answer is nothing.
I refer Members to the words of the right hon. Member for Belfast North (Nigel Dodds). He said:
“Despite a letter of supposed reassurance from the European Union, there are no ‘legally binding assurances’, as the Prime Minister talked about in December…In fact, there is nothing new. Nothing has changed.”
That comes from DUP colleagues who help to keep us in government. We talk about 3 million extra jobs, 3 million apprenticeships and 1.9 million more children going to good and outstanding schools in our great country. That is happening under a Conservative Government who exist because we are supported by the DUP. We have to take its views and concerns into account.
I face a difficult decision in that I have never voted against the Conservative party in my nine years in Parliament. I had to resign as a vice-chairman of the Conservative party, as well as a Government trade envoy to Pakistan, where I was born before coming to this great country at the age of six, not speaking a word of English. It was this great party that stood for aspiration and said, “You can work hard and be whatever you want to be. You can be a Member of Parliament at the age of 31 and represent your home town.” When I had to step down as a trade envoy, trade had increased by 10%, and I am grateful to my right hon. Friend the Member for Chelsea and Fulham (Greg Hands), a former International Trade Minister, for his brilliant support in achieving that. Our manifesto commitment—it was on page 36—made it clear that leaving the EU meant leaving the single market, the customs union and the jurisdiction of the ECJ. What we have here does not achieve that at all.
The opportunities that our great country will have to secure those brilliant trade deals with partners around the world will be limited. I was in the United States over Christmas for the 116th congressional opening session, and our parliamentary counterparts were very clear. They want to negotiate a trade deal, but they understand that if we have European regulation intertwined with this trade deal, it will limit our opportunities to do that great trade deal with them. Apart from being our key trading partner, the US is our No. 1 country for security, whatever our relationship in relation to Brexit. For me, security is the No. 1 priority for our great country, and the US is a key partner in delivering that.
I do not think it is right at all to have another referendum. No Member of Parliament who won their seat by one vote would ever say they should not take up their seat, so we should honour and deliver the public mandate. In my constituency, it was about sovereignty: British people electing British Members of Parliament to have the final say on our laws and how our country is governed.

Commons ChamberThis is a very good opportunity. That is a part of the world that I know well, and I think that the company to which my hon. Friend refers is called Fox Marble—a highly appropriate name for this particular Question Time. It finds top-quality marble in Kosovo for export, and it should be congratulated. In regard to the wider region, we work closely with the Foreign and Commonwealth Office to promote trading opportunities throughout the region.
My Department has responsibility for export promotion, foreign and outward direct investment, and trade policy. I am delighted to inform the House that my Department has appointed the first three of our network of Her Majesty’s trade commissioners, and Richard Burn, Antony Phillipson and Crispin Simon will serve as trade commissioners for China, North America and south Asia respectively. They will develop and deliver strategies to ensure that we can take full advantage of leaving the European Union, the single market and the customs union.
I thank the Secretary of State for that answer. What evidence is he seeing for growth in UK manufacturing exports to the wider world? I have just returned from a visit to Pakistan with leading British companies in my role as trade envoy to enhance trading between our two great countries; will the Secretary of State join me in paying tribute to Elin Burns and Matt Lister, our trade experts in Pakistan?
I pay tribute to all those people. We are seeing a big rise in our manufacturing order books, not least on the back of our strong export performance. In recent times, we have seen the biggest growth in consistent monthly manufacturing numbers for some 30 years. The figures produced by the Office for National Statistics suggest that our exports now represent 30.3% of our exported GDP—the second highest figure on record.

When it comes to standards, we have made it very clear that we will not see a reduction in the quality or safety of products—either goods or services—made available to UK consumers. We will determine in the United Kingdom what we think those should be, and then we will negotiate with any countries that are willing to negotiate on those terms. We will determine what we choose for Britain’s future. Unlike the Opposition, we will not be dictated to by Mr Barnier.
Outward direct investment is a new priority of the Government since the summer of 2016. We have launched a number of pilots looking at how best we might approach that, and there is funding available in the prosperity fund for it.
May I congratulate my hon. Friend on his role as the trade envoy to Pakistan? In September I visited a very successful example of outward direct investment, the huge GSK plant in Karachi, which produces more than 200 million packages of medicine for the Pakistan market and is a vital part of GSK’s overseas operation.

Commons ChamberAs the Prime Minister set out on Monday, the Government are preparing for the UK’s future as an independent trading nation. We will maximise our opportunities globally by seeking a deep and special partnership with the EU and boosting our trade relationships around the world.
The trade White Paper establishes the principles that will guide future UK trade policy and sets out the preparatory steps we are taking, as my right hon. Friend the Secretary of State laid out earlier in response to Question 1.
The Prime Minister has made it very clear that we want a deep and comprehensive trade agreement with the EU. We in the Department for International Trade are losing no time in preparing ourselves for our own independent trade policy in terms of transitioning existing EU FTAs, in terms of the 14 trade working groups that we have set up and in terms of transitioning trade preferences for the developing world, and that includes the ability to scope out and negotiate new trade agreements once we leave.
Will the Minister update the House on the work that the Government are doing to engage with frontier markets, and how these are being prioritised with existing established markets?
May I first congratulate my hon. Friend on becoming the Prime Minister’s trade envoy to Pakistan —[Hon. Members: “Hear, hear.”]—which, I can tell him, went down extremely well on my visit to Islamabad last month. We are devoting resources to frontier and emerging markets through our economic horizons group. We are committed to transitioning the EU’s scheme of trade preferences with those markets into a UK scheme, which will bring real economic assistance to developing countries, including Pakistan.
