As an outward-looking country that prides itself on its security both domestically and internationally, a tremendous amount of work takes place not just bilaterally but across many other institutions. We have our own agencies, such as the National Crime Agency, working internationally to ensure that many of the issues in terms of serious organised crime, criminality and the sheer extent of the crime taking place are addressed, while at the same time preventing further criminal activity from taking place.
I welcome what the Home Secretary says about putting victims at the heart of the criminal justice system. Will she expand on the point that murderers who withhold information should be punished more severely, and on how Helen’s law will be implemented through the Parole Board?
My hon. Friend is absolutely right. Offenders who have committed the most heinous crimes should be in receipt of the appropriate sentences and justice should be served. He mentions Helen’s law. He is absolutely right in terms of making sure that we deliver on that and enable the justice that needs to take place.
The reason for the tone of my speech and for my upset is the Prime Minister describing my constituents as “letterboxes”, and then my constituents suffer racism on our streets. That is why I get passionate about what is happening on our streets and why I will not defend the cuts to our police services, when police officers in my constituency have faced attacks and cuts, and the Prime Minister and the Home Secretary come here saying that we are getting more police when they have cut the police in the first place. That makes me pretty passionate about what is happening in our northern working-class areas. We will not be hoodwinked by people who believe that they know better for our constituents, who I came here to represent, and that somehow I have lost my way and that I do not care about the people in the north any more. The truth is that the Prime Minister has never cared about the people in the north.
Take the Home Secretary’s Department: the Conservatives were once the party of law and order. Even her hero, Thatcher, did not cut the police, yet they have suffered the worst cuts in their history under her party. She claims that she is recruiting 20,000 new police. The truth is that she has not even restored what her Government have cut. That is the reality of a Tory Government—more crime and less police—and those who have suffered the most from the cuts are those who are already worse off.
If the hon. Lady is so passionate about increasing police numbers, why did Labour vote against making another £970 million available for extra police?
The Conservative party is very good at trying to do spin, but everybody knows that a Labour Government will invest in our public services and our police. They also know that you cannot trust a Tory with public services.
Take the victims of the Windrush scandal: people who have spent their lives as citizens, working and paying their taxes, only for the Home Secretary’s Government to ruin those lives with their incompetence and contempt. This week’s Windrush Bill is yet another insult: a tortuous process to get adequate compensation, with elderly victims literally dying while the Government drag their feet. We know what she thinks of the working people in Britain from her book, “Britannia Unchained”:
“the worst idlers in the world”,
she called us. This Government have cut every bit of support for ordinary working people, while shovelling endless sums to big business, the banks and the billionaires. The simple truth is that they are the party for the tax dodgers, not the taxpayers. They are not standing up to the elite; they are the elite, and their shameful gesture politics will—

Commons ChamberI gently remind the hon. Gentleman that the first Ministers to stand at this Dispatch Box and talk about the hostile environment were Labour Ministers. He should never forget that. Also, almost half the people affected by the Windrush saga were pre-2010. He should reflect on that as well. He is right to say that the EU settlement scheme is large and ambitious, and we are confident that it can be delivered. In our beta testing of the scheme so far, 95% of the people taking part say that it has worked very well for them.
The distress that local communities face as a consequence of unauthorised encampments is unacceptable. The Government have recently consulted on what more can be done to ensure that existing enforcement powers are used effectively and on whether additional powers are required.
Will my right hon. Friend join me in unequivocally damning the disruption and antisocial behaviour caused to innocent residents by illegal Traveller encampments? May I urge him to go further and to give the police more powers to tackle trespass, from which all our constituents deserve the right to be protected?
Yes, I join my hon. Friend in that; I fully recognise that unauthorised encampments can cause the settled community significant stress. I have seen that in my own constituency of Bromsgrove, and he has seen it in his. I am not convinced that the existing powers are strong enough, which was why, as Communities Secretary, I launched a consultation, and we will be responding to it shortly.

Commons ChamberI understand the concerns of the hon. Lady, who is right to raise this important matter. As I said a moment ago, we want to look at the private Members’ Bills and see what more we can do. On her specific issue about children, there is a concern that if we allow children to sponsor adults, whether their parents or others, that might cause harm, in that people might be incentivised to push children forward and put them through danger. I hope she understands that we need to consider such things carefully.
Is it not critical that we help people at home rather than incentivising people to trust people traffickers and so support their illegal activities?
My hon. Friend makes a very good point. He will know that the Government do a lot—more than any other European Government—to support refugees in conflict zones. With regards to Syria, for example, the British Government have so far allocated more than £2 billion.

Commons ChamberMay I take this opportunity to add my good wishes on the anniversary of Her Majesty the Queen and Prince Philip? Long may she reign.
To tackle knife crime we are taking action centred on four key strands: the first relates to police enforcement; the second relates to retailers and responsible sales; the third involves tightening the legislation to ensure that the police have the powers that they need; and the fourth is to encourage early intervention so that people do not get the knives in the first place.
My constituents in Yateley woke up to a nightmare after Halloween when they found that knife-wielding yobs had been on a slashing spree, including slashing car tyres and soft-top roofs. Some of them were as young as 12 and from outside my constituency. What is my right hon. Friend doing to ensure that the youngest in society cannot get their hands on knives and go on these armed rampages, terrorising communities? They are putting themselves at risk, too.
I thank my hon. Friend for his comment, and I have huge sympathy with his constituents. It is of course illegal for anyone under 18 to buy a knife, and we are working with retailers to ensure that that becomes the case more and more; we are making sure that that is enforced. We are also working with local communities, and we have a community intervention fund which will work with schools and local groups to ensure that young people are aware of just how dangerous it is to carry knives, for them as well as for their potential victims.

The Government’s programme of reforms is aimed at ensuring that the police workforce is flexible, capable and professional, agile enough to adapt to changes in crime and society. We established the College of Policing as the professional body for policing, and its new policing education qualification framework is designed to ensure that policing is fit for the future. In addition, innovative recruitment schemes are widening the talent pool, bringing in people from a diverse range of backgrounds.
We are already encouraging more police chiefs to take advantage of the direct entry scheme. There are a range of innovative examples around the country, including the chief constable in Durham, who is going direct to Sheffield University. As my hon. Friend says, it is also important to recognise police who are already serving, and that is why we fully support the advanced practitioner programme, which is being piloted in eight forces and encourages police to continue to specialise for a longer career, and rewards that effort.
Will the Minister join me in commending Hampshire constabulary on its great specialist entry detective programme, which is helping people find jobs that they want to do in the police service, bringing new people in and keeping the people of North East Hampshire, their property and their families safe?
I am delighted to join my hon. Friend in paying tribute to his force. It is really important that in the 21st century we recognise that policing has changed and that people who can contribute to delivering safe streets and investigations come from all over—from education opportunities in universities and from within forces and other public sector bodies. That is why direct entry is one key and enhancing careers is another.

Commons ChamberI certainly hear what the hon. Lady says. Of course we care for people who come here as children, but they would then normally make an asylum application when they reach the age of 17 and a half, which is dealt with in the usual way.
The UK has one of the world’s most effective legal regimes to empower our law enforcement agencies and security services to tackle terrorism. The Regulation of Investigatory Powers Act 2000, the Terrorism Act 2000 and, more recently, the Investigatory Powers Act 2016 form the foundation of our continued strategy to counter terrorism in the 21st century.
Given what the right hon. Member for Leicester East (Keith Vaz) said earlier about the excellent efforts of our security services to protect this country, it is clearly not just about powers but about people, too. To that end, will my hon. Friend the Minister join me in commending Hampshire constabulary for its excellent progress on recruiting firearms officers to work with our security services, and will he confirm that the recent Government funding allocation has made provision to train more firearms officers?
I ask my hon. Friend to reflect on the answer given by my right hon. Friend the Home Secretary, but I put on record our appreciation of the extra efforts of forces across the country in delivering the extra £144 million armed uplift that, as my right hon. Friend has said, will see an extra 1,000 armed officers and additional round-the-clock specialist teams operating across the whole country.

I have answered that question previously, and the hon. Gentleman knows the figure. He has carefully elided the issue of prisoners with the overall issue of the dispersal system for asylum seekers, which, as has been pointed out in the House before, is exactly the same as that operated by the last Labour Government.
The Home Secretary referred to GPS tags in her first answer. What assessment has she made of the effectiveness of those tags for deporting foreign national offenders?

Commons ChamberThe hon. Gentleman is absolutely right that we of course need to defeat Daesh. We are doing that in a whole variety of ways, but dealing with it where it is primarily based is of course part of that. He is right to refer to the recapture of the important landmark of Sinjar, which was an important battle and an important success. I am sure that he has noticed that there is a Foreign and Commonwealth Office Minister on the Front Bench, who will have heard his remarks.
Does my right hon. Friend agree that those who seek to defend our liberties—enjoyed by Christians or Muslims, those of faith or of none—by depriving the security services of the powers we need are actually putting those liberties at risk and should consider their position?

Commons ChamberI will come on to deal with that, explaining clearly what we think could be done and what takes us into the realms of dangerous cuts. The hon. Gentleman glibly says that crime is coming down, but he just heard what my right hon. Friend the Member for Enfield North (Joan Ryan) had to say a moment ago. We know that crime has moved online and that the crime figures have not yet been updated to include those cybercrime figures—5 million crimes. I do not believe it will serve the Government well if they continue to exhibit complacency on these matters. There is good evidence to show that crime is not falling, but is in fact rising.
As a member of the Home Affairs Committee, I had the opportunity to question the chief constables that the right hon. Gentleman mentioned. Is it not true that efficiency has to be part of the settlement and that some forces spend over £75 more per capita than others? That surely is where savings can be made.
The hon. Gentleman makes a very valid point, and I will come back to it later. I am not standing here today saying, “No cuts. Things have to stay exactly as they are. There is no room for efficiency in the police service.” Of course there is room for efficiency. My right hon. Friend the Member for Normanton, Pontefract and Castleford (Yvette Cooper) commissioned a report from the former Met commissioner Sir John Stevens in the last Parliament. He identified scope for savings of the kind that the hon. Gentleman just described. I am not saying that there is no room for cuts. The core of my argument is this: yes, make those efficiencies, but there comes a point beyond which the Government will be beginning to unpick the fabric of our police service and to put local communities at risk, and I am not prepared to see that.
I am pleased to see in my constituency that police reform is working. Not only in my constituency, but across the country, crime is down by more than 30%, as a result of the police becoming ever more efficient. For example, strategic alliances between the Hampshire and Thames Valley forces have resulted in the sharing of many specialist units. My hon. Friend the Member for Portsmouth South (Mrs Drummond) also mentioned the sharing of back-office services with the county council. Those are all ways in which the police can become more efficient and protect the frontline. They are also doing that through procurement. Some £200 million has already been saved on procurement, and many sources suggest that there is about £300 million more to go. This is a strong direction of travel, ensuring that we protect the frontline, as has happened in Hampshire and as is happening elsewhere; it is protecting the roles that people want to see, while ensuring that the taxpayer saves money.
I am pleased that the funding formula is being reviewed because it is currently unfair. The fact is that a new simplified model, which is based on that review, will replace the current, complex, opaque and out-of-date model. The data on which the current model is based is from 2003-04. Indeed, the model even includes some information from the 2001 census. It is chronically out of date, and it is time for a change.
Yesterday, at the Home Affairs Committee, chief constables and police commissioners told us of the disparity that exists between the different police forces. One point that came through very strongly was the need to reflect the cost of rural policing. It is important that the Home Office considers that as part of the consultation. Further, and this point has been made by Members from both sides of the House, there is a lack of parity between different forces in the amounts that they get from council tax and from the central Government grant. That is why the funding formula changes will be felt more greatly in some parts of the country, but it is important that that is taken in the context of the efficiency savings that could be made.
My hon. Friend mentioned rural policing. I very much hope that he will continue his excellent work on the Select Committee to probe the Government on the funding mechanism, because some policing matters do cost more in rural areas such as Shropshire. I very much agree with his sentiment on that.
My hon. Friend is right that the cost of rural policing is important, but so too is the way that rural policing is administered. We need to ensure that communities feel safe. The concept of feeling safe is as important to many people as the level of crime.
On the consultation, I believe that we are moving in the right direction. The consultation is trying to create a fairer formula for the country as a whole. However, I urge the Government to consider the point of damping. Damping affects Hampshire to the tune of £10 million, which is a significant burden, whereas Surrey gains £6 million from it. It is important that, as part of this new funding formula, we reflect the actual need of particular areas.
Let me turn now to population distribution, which is where some of the rural issues come in. This is about not only the sparsity of the population and the difficulties in addressing any crime that might exist, but the fact that the police authority boundaries are arbitrary—they are the result of historical boundaries in counties and elsewhere that have existed for many hundreds of years. There is no reflection of the fact that crime can cross county boundaries. We must remember that any funding arrangement should reflect not simply the population within a police authority area, but the neighbouring areas, as crime will cross boundaries. Crime from Surrey or the Thames Valley can very easily reach my constituency of North East Hampshire, so it is important that police forces work closely together. Therefore, I suggest that population distribution should not be looked at in isolation.
I come back now to the point of efficiency. Hampshire is a low-cost force. It gets £38 million less than the average force, which means that it has had to drive those efficiencies faster than other forces. Indeed, between 2005-06 and 2010-11, it made savings when other police forces were spending more per capita. It then had to be even more frugal and it made further savings in 2010-11 through to 2015-16. We must ensure that those forces that have already made the savings are not penalised for having become more effective sooner than other forces, because that would be a perverse outcome, and I am sure that that is not what the Government intend.
That leads me on to the way that the police funding formula is taken forward, and needs to be seen to be taken forward. It is important that we do not scaremonger. The funding formula is designed to provide a long-term stable, simple to understand method of funding for police forces across the country, but there are then the local police commissioners, who are the best way to ensure local accountability and that funding for the future is determined by local people.

Friend says about close working with the French Government, but does she agree that it is vital that further pressure is brought to bear on the Italian Government to process newly arrived migrants quickly, including fingerprinting, in line with international obligations?
My hon. Friend has put his finger on one important aspect—the Italian authorities have responsibility for fingerprinting and registering those who cross through that central Mediterranean route and arrive first in Europe in Italy. My French colleagues and I, and others in the European Union, are putting pressure on the Italians to do that.
