Commons ChamberI thank the Chair of the Health Committee for all the work he is doing on this issue. I will read his report with great interest. I draw the House’s attention to the work that the Government and the Department are doing to tackle the damp and mould that is in so many houses and that caused the tragic death of Awaab Ishak. It is always right that we look to see what more we can do.
I need to make progress.
On the important issue of building in flood risk areas, which was raised in the other place, amendment 80 is well intentioned but would have wholly impractical implications. Under the amendment, a ban on residential development in land identified as flood zone 3 would take no account of flood defences and where, in reality, it is safe to build. For example, some 60% of the London Borough of Hammersmith and Fulham lies in flood zone 3, as do many parts of Westminster. Planning policy and guidance make it clear that residential development is not compatible with functional floodplain, and should not be approved.
There is strong policy and guidance in place to prevent residential development where that would be genuinely unsafe. In high-risk areas, such development is only acceptable when there are no reasonably available sites with a lower risk of flooding, when the benefits of development outweigh the risk, and when it can be demonstrated that the development can be made safe for its lifetime without increasing flood risk elsewhere and, where possible, will reduce flood risk overall.
I am not giving way.
The Leader of the Opposition says that his is now the party of the yimbys. We all want housing for our own children and grandchildren—I am a mother of four; my second grandchild, Henry, was born just last night—so this Government stand squarely behind the aspiration of families across the country to buy a home of their own and get on the housing ladder. But what have we seen from Labour? At least 19 members of the shadow Cabinet have conspired to block houses being built in their own constituencies, including the right hon. Member for Ashton-under-Lyne and the Leader of the Opposition himself, who just two years ago voted to protect the right of communities to object to individual planning applications. That is what he voted for in this place, yet he now says that local communities will be completely ignored. Presumably what he means is that what is okay for him is not okay for anyone else. He wants to rip up the protections for precious green spaces, not just on the green belt but on the brownfield sites. Of course these are a vital aspect of our brownfield-first planning policies, but they often also form a vital green lung in heavily urbanised areas—[Interruption.] There is an awful lot of chuntering from Labour Front Benchers. They do not like what I am saying, but I will not be shouted down in standing up for house building across the country.
I would like to refer to a quote:
“Green space is vital in our communities to give children a safe place to play and to enhance community well-being.”
Not my words but the words of the right hon. Member for Ashton-under-Lyne, who went on to say:
“I wanted residents to know they have my support in their bid to stop contractors entering the site to start building.”
I hope that the Leader of the Opposition has explained his position clearly to the residents of Mid Bedfordshire and Tamworth, who I am sure will be interested to know exactly which sites on their green belt, urban brownfield and rural farmland the Labour party would like to determine, at the stroke of a north London lawyer’s pen, should be built over with zero regard to local communities.

Commons ChamberLocal authorities have a huge amount of freedom. They have been given the tools by the Government through legislation, through developer contribution powers and through Homes England grants to deliver affordable homes. The hon. Member will also know about the wider work we are doing on second homes to enable local authorities to raise council tax. I hope he can see that the direction of travel will help alleviate some of the pressures he has highlighted.
The Government are notoriously bad at disposing of public land—I need only look at NHS Property Services and the seven-year wait on the Bootham Park hospital site, and at Ministry of Defence land—so will the Minister look at how that can be co-ordinated and handed over to Homes England so that we can get building the housing that is desperately needed in places such as York?
The hon. Lady will be pleased to hear that this is a priority for us. I take issue slightly with her comment that we have a poor record of disposing of public land. Often, that public land is needed by hospitals and the MOD. So we are working closely and looking at where such land can be brought forward for housing. If it can, we absolutely will be doing that.

Commons ChamberYes, my hon. Friend is absolutely right and I thank her for bringing the concerns of her residents to the Floor of the House. We are determined to reform this system. It is a hugely complex reform. I point out to the House that Labour had the opportunity to do this in its 13 years in government and did nothing.
Almost every country in the world has banned leaseholds. We are tired in York of nearly every development putting in place new leasehold arrangements, extracting thousands of pounds from residents, so that when they move into what is often their “forever” home, they are having to pay out more and more, which then leaves them trapped in that form of accommodation. When will the Government bring forward commonhold, because we have been waiting for it for far too long and seen no action?
It is right to point out to the hon. Lady that, since the Government’s announcement in December 2017 that we would ban the sale of leasehold houses, the number of newbuild leasehold houses coming on to the market has significantly decreased. Land Registry records show that 1.2 % of newbuild houses were registered as leasehold in 2020 compared with 17% previously, so the Government’s reforms are already working, but we need to bring forward more legislation, and we will do so.

Commons ChamberI do not in any way recognise the statement that the hon. Gentleman made about considerable anger. In fact, nationwide polling indicates precisely the opposite. The public are actually satisfied, and they are pleased that we are taking the necessary steps to increase confidence in the voting system. It is something that this Government were elected to do, and we are getting on and doing it.
Some 96% of people without ID still do not have any ID at all to show when they vote, so the Government’s implementation of their own policy has been completely abysmal. Let us try to be pragmatic. Since it is an electronic process, why can there not be emergency measures at polling stations to enable someone who turns up to vote without ID to create their ID? They would then have the right to vote, and their democracy would not be denied.
The Government simply do not recognise the figures that Members are using or the false voter suppression narrative that they are putting forward. We know that 98% of the electorate already have voter ID. We know that many of the people who have not registered for a free voter authority certificate live in areas that do not have elections, so they do not need to register for a certificate. We also know that turnout is sometimes lower than we would like it to be; that is very disappointing, and we all want turnout to go up. We all know from knocking on doors, as I am sure the hon. Lady does assiduously in her constituency, that sometimes people just do not want to vote. We live in a free country. We cannot compel people to vote. We do not have a compulsory voting system.

Commons ChamberI thank my hon. Friend for his kind words. We are delighted to see ambitious local authorities such as Rugby, which he doubtless champions on behalf of his constituents, promoting the development that will help to level up his area. We are therefore creating a new framework to make local plans easier to produce, and they will be given more weight in decision making so that we can create certainty and foster a genuinely plan-led system.
When land is available for urban development, external partners of local authorities often determine the future economic strategy for locations such as my constituency. How is the Department ensuring that there is a focus on a levelling-up agenda that benefits local communities, as opposed to a trickle-down agenda that benefits only the investors’ interests?
The hon. Lady will know that the Government are committed to levelling up areas throughout the country, including her constituency. Working with Homes England, we deliver significant investment funds to enable York and other partners to deliver homes and, more importantly, places that people will want to come to, in order to drive all-important economic growth and level up the country.

Commons ChamberOur strategy is a whole-system approach, with different local agencies—for example, the police, healthcare and social care—working together to ensure more effective interventions. To that end, we have put in place guidance, training and online resources for the police and healthcare and educational professionals, and we will shortly be refreshing our national statement of expectations to support local areas in commissioning services.
The unacceptable and continued prevalence of misogyny and violence against women and girls highlights the need for multi-agency partnerships, but the funding is woeful, yet the challenge is great. Will the Minister ensure that the police, who are ever focused on crime detection rather than crime prevention because of the lack of resources, have the resources at hand to build the multi-agency partnerships that are vital to change the culture?
I reject what the hon. Lady says about funding and resources. In her area, the police are receiving their fair share of the 20,000 additional police officers we have pledged to hire. She will already see 114 additional officers in her area, and the police are receiving up to £171.7 million of funding—an increase of £5.5 million—so I suggest that she talks to her local police and crime commissioners and ensures that they are prioritising that funding in the right way.

Commons ChamberWhen the Minister talks about electric vehicles, she just talks about cars. In York, we talk about e-scooters, e-bikes and e-Motability vehicles. What is she doing to ensure infrastructure for such vehicles so that people can go further on the cleanest form of transport and have the dual function of charging for active travel too?
I thank the hon. Lady for her support for active travel. It is one of the Government’s key priorities, which is why we have committed £2 billion to roll out cycling and walking infrastructure across the country. Some of those schemes are already being rolled out very safely, and many local authorities up and down the country, including York, are benefiting from them.

Commons ChamberThe Government strongly agree that investment in cycling and walking infrastructure delivers benefits to national and local economies, better public health and cheaper travel. That is why, as Members will have heard my colleague just set out, the Prime Minister has announced the biggest ever funding boost to cycling and walking— a total package of £2 billion.
As our high streets struggle and, ironically, York’s Green-Lib Dem council is waving through new car park developments, which will suck even more cars into York, Living Streets’ work on “The Pedestrian Pound” is certainly the antidote, showing that pedestrianisation and investment in the public realm will drive up footfall by up to 35% and retail sales by a similar proportion. Will the Minister work with me to realise York’s potential as a car-free city, so that my community can reap the environmental, social, health and economic benefits of walking, cycling and active travel?
I very much thank the hon. Lady for the way in which she is championing active travel in the city of York, and the Department strongly shares that ambition. For example, she will know of the electric park and ride service that has been delivered, thanks to funding from the Department. We very much look forward to continuing those conversations with her.
