Commons ChamberI thank my right hon. Friend for raising that point, which I think is a matter of interest to all colleagues. She will know that we have had an exceptionally high level of interest in the consultation on the national planning policy framework, with over 25,000 respondents across the country. That demonstrates the keen interest of parliamentarians and their constituents in this important issue. She will know that officials need to work through those responses, as they are doing directly with her and others, before we make proposed changes. Officials will continue to work with her and other colleagues, and we look forward to publishing the updated document shortly. To be clear, the position remains as outlined in the Secretary of State’s letter of December 2022.
The Minister is endeavouring to strike the right balance in a tricky area. Does she agree with me, as a former Housing Minister—there are one or two in this place—that actually the most important thing beyond what happens in Westminster is that local authorities get their local plan in place? We have a Liberal Democrat-run council in Elmbridge. It does not have a plan in place and has not for years. That is what exposes the green belt and unwanted developments such as the Jolly Boatman site which local communities do not want.
I thank my right hon. Friend and esteemed predecessor in my role. I will come on to speak a bit more about the “banana” policies of the Liberal Democrats later in my remarks. For the avoidance of doubt, that stands for—

Commons ChamberI thank my hon. Friend for raising the matter. I pay tribute to her and to the family, who are very much in my thoughts. She will know that we have an extra power, which we introduced in the Police, Crime, Sentencing and Courts Act 2022; it is quite a confined power, but I will undertake to look at it in this case. Of course, I would make the broader point that when we introduced these measures to protect victims and the public, again, the Labour party voted against them.

Commons ChamberThe Opposition are wrong in their characterisation and narrative of this issue, and the Justice Secretary and his colleagues across the Home Office are to be commended for the leadership that they have shown in driving up rape prosecutions across the whole system, holding independent partners to account. Will the Justice Secretary update the House on how the data are trending in the latest reports? What is he doing to hold the independent court system to account to tackle backlogs in the system, so that rape prosecutions do not have to wait longer than they should to see their day in court?
I thank my hon. Friend and pay tribute to her for the incredible work she did at the Home Office. She was involved in the meetings on this, and I know how committed she was and how much impact she had. On the results—those are what female victims of crime and the whole country want to see—between April and June 2022, police referrals were up by 95% from the 2019 figure. The number of suspects charged was up by 65% compared with 2019 figures, and Crown court receipts were up 91% from 2019 figures. There is much more to do, but that shows the trajectory and progress, and all the hard work that my hon. Friend and others have done.

Commons ChamberThe right hon. Gentleman is right that the EU has at various points set out objections, some of which I do not believe stand up to scrutiny. For example, there is the distinction between goods and services that the EU takes in relation to Ukraine, so that is at least a precedent showing that it can do it if it wants to.
The reality is that if we are in a negotiation, having taken our time to work out plans and think them through, bearing in mind the equities and key interests on the EU side, we will not just throw our hands up in despair when one or other element of the EU says no. We will continue to press them, understanding the EU’s concerns better, as we have set out in our proposals, and make sure that we can deliver a good deal that works for the EU as well as for the UK.
In Redditch, we were fortunate enough to have a visit from the Leader of the Opposition recently. I was unable to attend, as I was busy seeing constituents in my surgery. If he had spoken to my constituents, as I do, he would have found that the vast majority do not support a second referendum, because they believe that it would undermine our democracy. Can the Secretary of State confirm for my constituents that he does not support a second referendum either?
I can happily confirm that neither I nor the Government support a second referendum. Of course, it would be a betrayal not just of my hon. Friend’s voters, but of all those who voted for Labour at the last election and who thought that the Labour party was serious about respecting the verdict in the referendum.

Commons ChamberI have already mentioned our approach to the Northern Ireland issue. We believe that the proposals in the “Future Relationship” White Paper provide a sustainable, deliverable approach, and we want to make sure that we are aiming to achieve that. In relation to Michel Barnier, the negotiations are of course ongoing, and I will protect the integrity of the negotiating room, if the right hon. Gentleman will forgive me. Of course, there is nothing in the legislation that was passed previously—last week or otherwise—to prevent us from achieving the goals in this White Paper or, indeed, the previous one.
I welcome what the Secretary of State is doing to get the UK ready for Brexit. Will he confirm that as he travels around the EU this summer, he will be pressing EU member states to ensure that they are also ready so that we can leave the EU without disruption to those relationships?
My hon. Friend is absolutely right, particularly in relation to the protection of UK nationals abroad in the same way as we are protecting EU nationals under UK law. We are setting up a monitoring authority, and the Commission will perform that function in relation to UK expats abroad. None the less, we want to ensure that the legislation and mechanisms are in place to give that security to UK expats.

My constituents voted to leave the EU because they did not want our laws to be made by bureaucrats in Brussels—they wanted our laws to be made by our own country. Can the Secretary of State, who I know shares this ambition, reassure my constituents that the Chequers proposal will allow our laws to be made in our country after we leave the EU?
My hon. Friend is absolutely right. We have made a narrow exception where there will be a common rulebook for agricultural goods and manufactured goods at the border, but only to the extent that that is necessary to ensure frictionless trade—and even there, elected Members in this House will have the last word. Of course, the UK Supreme Court will finally do what it says on the tin, which is to have the last word on the application of the laws of the land.

Commons ChamberBecause it takes a balanced approach to immigration, rather than pretending that we can continue with the legacy of the previous Government, who had an open-door approach to immigration, which destroyed public trust in the system. We need to take advantage of the economic benefits and control the pressures. That is the sensible approach.
The thing that I hear most often from my constituents in Redditch, however they voted, is, “Just get on with it.” Will my right hon. Friend confirm from the Dispatch Box that nothing in this White Paper will lead to a second referendum, which will only delay or frustrate the democratic will of my constituents and the British people?
My hon. Friend is absolutely right. We need to crack on with these negotiations. I will be going to Brussels next week. The idea of a second referendum, as I think the leader of the Liberal Democrats acknowledged before he ascended to his elevated position, would be not only unprincipled but totally counter-productive to public trust in practice.
