Too many people have died without justice or compensation for being provided with infected blood. Their families suffer today, and such injustices are deepened given that the interim report has not been implemented and the interim compensation payments have not being paid, when there is an opportunity for that to be done.

I thank Sir Brian Langstaff, who is due to publish his report in May, Sir Robert Francis, who has worked on the compensation payments, and my right hon. Friend the Member for Kingston upon Hull North (Dame Diana Johnson) for the tenacious way in which they have sought to secure compensation and learning from one of the greatest tragedies of the last 50 years.

Yet there was nothing in this year’s Budget to say that the compensation would be paid. People and their families have suffered enough. The petitioners therefore request that the House of Commons should urge the Government to implement the recommendations of the second interim report of the infected blood inquiry without delay.

[The petition of residents of the constituency of York Central,

Declares that people who received infected blood and who have suffered as a consequence have, along with their families, waited far too long for redress.

The petitioners therefore request that the House of Commons urges the Government to implement the recommendations in the Second Interim Report of the Infected Blood Inquiry without delay.

I rise to present this petition on behalf of the residents of Suffolk Coastal and the wider Suffolk area. It recognises that Barclays bank will close its Leiston branch in May, which means Barclays will have closed all eight of its branches in Suffolk Coastal, including Aldeburgh, Felixstowe, Halesworth, Martlesham Heath, Saxmundham, Southwold and Woodbridge.

Furthermore, we are concerned that rural areas such as Suffolk are more likely to be at risk of bank branch closures. Meanwhile, the Financial Conduct Authority has been given extra powers under the Financial Services and Markets Act 2023, and we are very concerned about the assessment of the justification of the closure by Barclays, which the FCA is expected to validate.

The petitioners therefore request that the House of Commons urges the Government to encourage Barclays to keep open its last remaining branch, in Leiston in Suffolk Coastal, and to require the Financial Conduct Authority to publish its assessment of the justification given by Barclays for the closure of its Leiston branch.

The Department for Environment, Food and Rural Affairs leads on food supply and we are working closely with the Cabinet Office to ensure that food supply is fully incorporated into emergency preparedness. The UK has a highly resilient food supply chain that is well equipped to deal with situations with a potential to cause disruption. Our high degree of food security is built on supply from diverse sources, strong domestic production and imports through stable trade routes. DEFRA has a collaborative relationship with industry, which allows us to effectively respond to disruption, should it occur.

With the Office for National Statistics highlighting a 16.8% increase in food prices in the year to January, the Government have built their food poverty infrastructure on dependency on voluntary donations and retail waste donations. However, due to demand, food banks in York are running out and are eking out their food supplies. For my part, I am holding a city-wide donation day so that those who can give do so and those who are in need receive. We call it York Together, as we support one another. What are the Government doing to ensure that no one goes without?

The hon. Lady is right to praise the initiative with her constituents in York. That is very welcome, and it is an element of what can be done locally. We have talked about aspects of food pricing, and there is no doubt that inflation is really tough at the moment, but I am conscious that we still have a situation in which, generally across Europe, we have one of the lowest proportions of incomes being spent on food. Supermarkets have been very competitive, and we may discuss some of that later. I encourage her to also support of the household support fund, which is intended to go to people who are particularly in need. However, we know that one of the best ways for people to boost their income is not only to get into work if they are not in work already, but to work more hours or get upskilled to get a higher income. The local welfare grant, which was given some time ago by central Government to local councils, is there for them to use as well.

T5. Child hunger has a significant impact on a child’s ability to concentrate, as well as on their behaviour and attainment. Labour has set out that it will provide breakfasts for children in school, and where Labour is in power it is providing lunches as well. What discussions is the Secretary of State having with the Education Secretary to ensure that children do not go hungry?

This is similar to the question the hon. Lady raised earlier. The Department for Education has responsibility for free school meals, and many millions of children benefit from them in this country. I am conscious that we want to ensure that food is affordable. Food price inflation is very challenging right now, and that is why we have acted to help with aspects of food production. We continue to try to ensure that we get through this challenging time. That is why there is support through things such as the household support fund, as well as other opportunities, to make sure that no child needs to go hungry.

The Chair of the Work and Pensions Committee slightly pre-empts where I am heading with pension credit in my speech.

On the household support fund, within the lifetime of the Government, we have introduced a higher basic state pension so that, increasingly, pensioners are not required to resort to applying for pension credit. However, pension credit, the pension financial safety net, is helping to support those with the lowest retirement incomes. Worth on average over £3,000 a year, some 1.4 million pensioners already claim it, receiving collectively an extra £5 billion in support. As I mentioned, given that pension credit is a passport to other financial help, we want to make sure that everyone who is entitled to it claims it.

Our estimate of pension credit take-up is based on a combination of what information we have on pensioner income and analysis from the family resources survey. That suggests that more people can claim than is the case now, particularly for those eligible for the savings credit element, where we have the lowest take-up. The Minister responsible for pensions, the Under-Secretary of State for Work and Pensions, my hon. Friend the Member for Hexham (Guy Opperman), and my noble Friend the Minister in the Lords—Baroness Stedman-Scott—have been striving to increase take-up. They undertook a big awareness day last year and they are continuing that work. This is the plan, I say to hon. Gentlemen.

We will continue to promote the take-up of pension credit. As has been highlighted, the Minister responsible for pensions, my hon. Friend the Member for Hexham, has raised awareness through local newspapers. We will send 11 million leaflets to pensioners with their annual state pension uprating letter and we will continue to work with the BBC, financial institutions, Age UK and many other organisations to raise awareness. The latest estimates show that uptake is increasing. We know from internal management information that the number of new applications last year is estimated to have been 30% higher than in 2019, so our efforts are working. I hope that this latest effort will also bear fruit.

I chair the all-party parliamentary group for ageing and older people, which has just had an inquiry into the matter. One thing we suggested was that, since a lot of older people visit their GP at some point, GPs should be active in asking their patients whether they are eligible for pension credit. That would help them to claim the benefits that they should be able to attain.

The hon. Lady raises a valid point. I know that we have had paid advertising in post offices and in GPs’ waiting areas in the past; doctors often tell us that they do not necessarily like to be attached to benefit claiming and similar matters, but I hear what the hon. Lady says, and my understanding is that we intend to resume that contact. I have also asked the leading pharmacy chains to be involved, because that is often a more regular way in which people get help. We will try different outlets, in addition to those we have tried in the past, to make people more aware of the potential opportunities.

The right hon. Lady is right to praise care workers, who played an important part during the covid pandemic. It is my understanding that half a billion pounds of the health and social care levy, which was passed yesterday—the Opposition voted against it—will go to supporting the workforce in the care industry, recognising aspects of skills and pay. I want to put across to the right hon. Lady that we know—there is evidence on this—that where both parents are working full time, 97% of those households are not technically in poverty. That is why we have such emphasis. Households with children working part time are more likely—substantially higher, closer to 42%—to be in poverty. Frankly, five times the rate of people who do not work at all—workless households—are in poverty compared to those who are working. That is why we have worked really hard to reduce the number of workless households. I think there are 650,000 fewer workless households, lifting children out of poverty.

I will make some progress if the hon. Lady will allow.

We know that the best way to get more pounds into people’s pockets is through work. Those of us on the Conservative Benches believe in a welfare safety net, not a welfare trap, where it feels the Opposition are keen to keep people. We know that work and progressing in a job is the best route out of poverty, and I have spoken about parents working full time. That is why the Government, having provided unprecedented support during the height of the pandemic, are now right to focus on helping people back into work and helping those already in jobs to progress in their career.

Although the legacy benefits system penalised people for taking on more hours, universal credit ensures that working always pays. We got rid of the cliff edge that was part of working tax credits where people were penalised for working more than 16 hours and of the other cliff edges. I repeat that that is why we have UC work allowances focused on people with children or with limited capability to work, so that they can keep all the extra money that they earn until the allowance is used.

I am grateful to the right hon. Lady for giving way. She says that universal credit is responsive, but when she announced this cut, we did not know that there would be a 3.2% increase in inflation. My constituents are in work; it is just that the cost of living in York is exceedingly high. This proposal will hit them significantly, so will she take it back and reconsider in the light of inflation rising?

The hon. Lady represents a beautiful city—a magnificent city—and she will know that the jobcentre and our work coaches are working hard there with the communities. In lifting the local housing allowance rates, we made nearly a £1 billion investment, and we have maintained that in cash terms to recognise some of the costs of housing, which are truly challenging in very popular areas such as hers, and I am sure that she will welcome that.

We are making the most of our 13,500 extra work coaches. Right across the country, we have doubled our jobs army, which is helping people to get into work and to progress in work by accessing skills and job schemes. Our plan for jobs employment programmes are providing tailored support to help more people to move into and progress in work.

The hon. Gentleman talks about the Future Jobs Fund. It was a failure in getting the private sector involved. It was a failure in getting much smaller businesses involved. That is why we have stripped back the criteria to focus on what really matters for the young person, rather than a tick-box exercise on all sorts of different benefits that needed to be created. I am not trashing the Future Jobs Fund, because the intention was absolutely right, but we want to make sure that this has a wider ambition. There is already a youth hub in Cardiff. We have already had approaches about wanting to get involved. That is why the gateway for small businesses is much simpler than it has ever been in previous similar schemes. I am confident that we will make it a success.

Charities and social enterprises delivered over 60% of placements under the Future Jobs Fund, with over half retaining employment after six months. However, most organisations can only take on one or two young people due to capacity. The Labour Government worked closely with the sector to make it easily deliverable, yet this Government’s engagement with charities and social enterprises has been insufficient. Will the Secretary of State commit today to meet sector leaders from organisations such as the Association of Chief Executives of Voluntary Organisations, the National Council for Voluntary Organisations and Social Enterprise UK to ensure that every job that can be found is found and that young people are given real hope and a future?

The hon. Lady should be aware that there have been 330 stakeholder engagements with a mixture of groups and of course social enterprises will be a key element of that. The important thing is that we make sure we have good jobs for young people to go into. I absolutely believe that social enterprises will be an important part of that. When I was at Canary Wharf yesterday at the launch of the scheme, the social enterprise around the Canary Wharf Group was expressing interest in how it can bring together a number of different organisations in Canary Wharf to make sure a wide variety of businesses can be involved. That absolutely has to be the way forward.

It is the absolute priority for the people who are developing the third runway to come forward with a plan that meets environmental targets in law. If they do not, they will not get the consent to make it happen. However, I am highly confident that the operators of Heathrow airport will be able to devise such a plan.

13. People with lung conditions find it really difficult to breathe on days like today. Poor air quality contributes to poor lung health, and the World Health Organisation calls this a public health emergency. So will the Secretary of State, as her first act in post, introduce a clean air Act as a priority and a matter of urgency?

The hon. Lady is absolutely right to talk about the importance of tackling air pollution with regard to lung health and other medical conditions. That is why we have been consistently working on this ever since I have been an Environment Minister, and air quality continues to improve. We are very conscious that the clean air strategy was welcomed by the World Health Organisation as being world-leading and something that it wanted other countries to pursue. The hon. Lady will well know that measures are being planned on air quality that will be in the forthcoming environment Bill.

City of York Council is planning to develop the land adjacent to Askham bog, which is a site of special scientific interest. What discussions has the Minister had with the Ministry of Housing, Communities and Local Government about development next to SSSIs?

The hon. Lady will be aware that SSSIs have an exceptionally high protection status under the national planning policy framework, which was updated last year. It is really important that these matters are considered carefully and that such development is avoided, but it will come down to a local decision for the local planning authority.

Page 33 of the national flood resilience review highlights how natural upper catchment management must be part of the next comprehensive spending review. How will the Minister ensure that upper catchment management is a major feature of that impending spending review, so that we can particularly protect York with catchment management on the River Ouse and the River Foss?

We do have a £15 million scheme, which is going into much greater detail in assessing the different methods of natural flood management. This will be an important part of flood defences for homes and businesses, but we need to ensure more than just anecdote, although I do recognise that some of these methods are seen to work already. This will help constituents in the hon. Lady’s wonderful city of York.

Air pollution and climate change are closely linked. Our strategy for cleaner air recognises that our “road to zero” strategy tackles several of the issues that were raised in the report. In addition, our future energy, heat and industrial policies, including phasing out coal-fired power stations and improving energy efficiency, show that we can do stuff by working together for air quality and climate change.

The Committee on Climate Change has been scathing about the Government’s abysmal response to the UK’s seriously poor air quality, citing the fact that we are now on course to miss the fourth and fifth carbon budgets. Many of us struggle to breathe due to air pollution, and around 50,000 people die prematurely each year, while the Government have spent hundreds of thousands of pounds defending their record in the courts. When will they get a grip and put forward a workable and funded air quality strategy for the sake of my residents in York?

Overall air quality has actually been improving, and the hon. Lady will be aware that our legal challenge is on roadside nitrogen dioxide concentration. I am sure she will want to respond to the clean air strategy, which is ambitious and will achieve a lot of the outcomes we all want, wherever we live in this country, so that we have better air.

I have discussed air quality with the hon. Lady before. She will be aware that I have had direct discussions with Bristol City Council. She will also be aware of the funding that has already gone in to help the uptake of electric vehicles and the buses that are being provided from transport funds. Bristol is making good progress. It is one of the councils that we mandated last year to come forward with action; I believe that it is on track, mainly, with its process and I look forward to receiving its final considerations later this year.

After eight years of court cases, I find the Minister’s minimalistic approach quite staggering. Why are her Government investing in a new generation of dirty diesel trains, which are a major issue in my constituency, as they idle outside residential areas?

As my hon. Friend the Member for Orpington (Joseph Johnson), the Rail Minister, said, we are going to end the use of diesel-only trains by 2040. That has given a clear steer to the procurers and operators, on the basis that they tend to invest in 15-year cycles. Our rail electrification programme is considerably greater than that of the Labour Government, who, when in power for 13 years between 1997 and 2010, achieved 13 miles, so frankly, it is not for Labour Members to lecture us today about these issues. Since 2010, we have been investing to fix the problems that they left behind.

We need clean air action and that is what the Government are delivering. We are working with local councils, and I wish the hon. Lady would encourage Labour councils to get on with it. I have had to issue ministerial directions to get councils to bring forward plans, and that is a real problem. I wish that we could work collegiately on this, because what matters is improving the health of the people we represent. I am keen to do that, and I would welcome the hon. Lady’s support in working with Labour-led councils to achieve that.

Before the introduction of Flood Re in 2016, only 9% of householders who had previously claimed for a flood could subsequently get insurance quotes from two or more insurers. By October 2017, availability had improved such that 100% of householders could get quotes from two or more insurers. Costs are down, and four out of five householders who have previously made a flood claim have seen price reductions of more than 50%.

It is two years since Storm Eva and, with flood alerts along the River Ouse in York this week, residents living in leasehold accommodation or accommodation built since 2009, along with businesses, have been failed by the Government’s not putting in place appropriate insurance. What recent discussions has the Minister had about this issue?

I direct the hon. Lady’s attention to the record £2.5 billion that we are investing in flood defences between 2015 and 2021, from which people and businesses in York will benefit, as she knows. The rules for leaseholders are quite specific. After careful parliamentary scrutiny, a certain approach was taken so that commercially required insurance was not included in Flood Re. I continue to meet the British Insurance Brokers Association. Members have raised around five cases with me, and those are the ones that I am pursuing.

I can certainly give my hon. Friend that assurance. The York long-term plan will use a whole catchment approach to flood risk management. It includes upper catchment management changes, which will be a key component in reducing risk to York and other communities downstream, including the ones to which he refers. I can assure him that the modelling by the Environment Agency ensures that hard flood defences in York will not impact on the communities he has mentioned.

It is two years since the devastating floods hit York, yet last week the residents of Clementhorpe learned that their barriers were going to be further delayed and that they will not have protection until at least 2019. What will the Minister do to ensure not only that that programme is speeded up, but that the residents of York are protected in the intervening period?

Since the floods of December 2015, when about 600 properties were flooded, we have invested £17 million to upgrade the Foss barrier. That includes eight high-volume pumps to provide an even greater standard of protection than before, and we have developed a five-year plan to invest £45 million in new defences that will better protect 2,000 properties.

It is a pleasure to serve under your chairmanship, Mr Paisley, in what will be the last debate in Westminster Hall in this Parliament. I congratulate the hon. Member for York Central (Rachael Maskell) on securing this debate on upper catchment management, and I thank those Members who have joined us today in what is a busy week individually and for Parliament.

I am aware of the impact that flooding can have on a community, as it has happened in my constituency of Suffolk Coastal. I am absolutely committed to reducing the threat of flooding, as well as ensuring that we continue to improve our environment as a whole. The Government have played a key role in improving protection for those at flood risk. By committing to invest £2.5 billion by 2021, we will better protect the country from flooding. That money will go to more than 1,500 flood defence schemes to protect more than 300,000 homes. We will also increase maintenance spending in real terms to more than £1 billion.

The key change from which local communities have benefited is that we set out a six-year funded plan that will help the Environment Agency to efficiently and properly draw up schemes, rather than having the hand-to-mouth existence caused by annual budgets, which lend themselves to a stop-start approach. York, like many other places, suffered greatly in the 2015-16 floods, which as we all know were somewhat caused by record rainfall that winter. The hon. Lady will be aware that 627 properties were flooded in York alone. The Government made an additional £175 million available to support the worst-affected areas.

York itself received £45 million of that, which will better protect 2,000 properties with ongoing schemes. A further £35 million each is going to Leeds and the Calder valley. Cumbria received £33 million. The York five-year plan, which was published last December, sets out how the investment will build new defences and investigate new ways to reduce flooding in the city and surrounding area, giving priority to areas of the city that currently do not benefit from formal defences. The hon. Lady will be aware of the further £19.4 million being invested to upgrade the Foss barrier. By December 2017, construction will be complete and the barrier will be able to pump flood flows in excess of the record level experienced on Boxing day, thus protecting the heart of York.

Beyond the current plan for the city, and understandably after the general election, the Environment Agency will consult with stakeholders on the first stage of the York long-term plan, which will identify catchment measures to reduce flood risk in the city. Integrated catchment management is integral to our ambitions for the future of our environment, and we remain committed to holistic planning for our water to maximise benefits to people, wildlife and the economy. There is a consensus around the importance of conserving upland moorland habitats for all the benefits they bring, which include: the filtering of an estimated 70% of our drinking water, storing significant amounts of carbon and providing an excellent habitat for grouse and other wildlife.

The hon. Lady referred to the York University study. She will be aware that DEFRA has invested nearly £1 million in that research already, but following a rigorous prioritisation process, the Department will not be funding a second stage of the project. She will be aware that the learnings of the report will be out later this year, and there may be an opportunity to take lessons from that, but nevertheless, peatland restoration continues to be a priority. As announced earlier this month, DEFRA will be investing £10 million into peatland restoration projects over the next five years, recognising their importance.

I have sat down with the academics on this research. Given that the Government have already invested £1 million in the first part of the research and that to complete this groundbreaking research comes at a very small cost of £49,000 a year—as compared with the huge figure of £2.5 billion that the Minister has talked about—surely that investment is worth making. I ask her to go and look at that decision again, for the sake of having a really solid evidence base for policy making.

As it stands today, I will not be looking at the matter again. I can assure the hon. Lady that the decision went through a rigorous process within the Department, and the decision was made by appropriately qualified officials. She will recognise that we will continue to invest in peatlands and continue to work on moor owners and stakeholders to further improve practices and conditions.

Catchment management is not restricted to the uplands. Enabling whole catchment management requires bringing together local government, internal drainage boards, landowners, third-sector organisations and communities to identify the issues and solutions that provide the maximum opportunities to manage and mitigate water in that catchment to the benefit of residents, businesses and wildlife. We are proactive in supporting local decision makers in catchments to ensure a co-ordinated approach in a catchment, including for water quality, supply and flood management. We intend to strengthen focus on integrated catchment level planning as we prepare for the next cycles of river basin and flood risk management planning. There are already very good examples of partners coming together to consider whole catchment management, some of which we have heard about today, including the work of the flood action groups and the catchment partnerships around the country, which encourage all those who use and depend on water to share in its stewardship.

The hon. Member for North Tyneside (Mary Glindon) asked about catchment partnerships. Last month, we announced a £6.3 million investment this year to continue to facilitate and build capacity in catchment partnerships and to fund projects focused on meeting local priorities, building partnership working and securing multiple benefits, consistent with integrated water management.

Actions under the Cumbria and Calderdale flood action plans, to which my hon. Friend the Member for Calder Valley (Craig Whittaker) referred—I visited him in Mytholmroyd to see some of the progress on them—and which were published last year, include an integrated approach to managing catchment areas. Both areas are now considering how those flood plans can be incorporated into a wider catchment-based approach that considers not just flooding, but water quality, supply and environmental improvements. Of course, we must recognise that each catchment is different, so the solutions will be tailored to each area. We need to encourage more areas to take similar approaches. The Pioneer project we have started in Cumbria will explore that approach, and its learnings will be shared with others, but it is still too early to share any of those learnings.

Natural flood management can play an important role in the management of our catchments, and can have multiple benefits in encouraging biodiversity, habitat creation and improvements to water quality. In York and Yorkshire, the Environment Agency has already worked with consultants to model what and where NFM measures could be introduced into the Foss catchment upstream of York, and in Cumbria the Environment Agency has worked with the Rivers Trust and JBA to model potential natural flood management schemes across four catchments.

Between 2009 and 2015, we invested £4.1 million at Pickering in North Yorkshire—my hon. Friend the Member for Thirsk and Malton (Kevin Hollinrake) has already referred to that. We also invested money in Holnicote in Somerset and Upper Derwent in Derbyshire. Those projects found that the measures could be effective in helping to manage flood risk when carefully incorporated into a wider suite of catchment measures.

The hon. Member for Falkirk (John Mc Nally) asked about the natural flood management projects. My right hon. Friend the Secretary of State recently announced £15 million of funding for projects across England, £1 million of which has been ring-fenced as a competitive fund for local organisations to bid for. I ensured we set out that £1 million, as it was requested by some members of the National Flood Forum, who wanted the opportunity to have a much wider range of smaller-scale projects. I have also agreed that business cases should be developed for a number of projects across the country, including in Yorkshire and Cumbria, but I cannot give further details of the locations due to purdah. I note the pitch of my hon. Friend the Member for Thirsk and Malton for a Yorkshire and Derwent partnership. I am sure that will be carefully considered, as there is a small amount of money—I am not sure there is £175,000 left, but we will see.

I established the principles and chose the business cases we wanted to progress because I felt that we need schemes of different sizes that can be achieved at a good pace, so that we can gather evidence and take forward the learnings about the benefits of natural flood management in different catchment landscapes. I specifically ruled out some projects that would not be able to start for a few years’ time. We want natural flood management solutions to be fairly assessed and supported where they offer a viable way of reducing the damaging impact of flooding. However, we cannot expect that such measures alone will offer protection in areas of the greatest risk or in the face of the most significant flood events, so good integrated catchment management will consider those, along with more traditional flood protection schemes, as the Environment Agency already does in its capital programme.

The need to gather more data and evidence has been mentioned. The Oxford Martin School recently published a restatement of evidence, which looked at previous research and reviewed findings. It reached the conclusion that NFM can provide support in up to 100 sq km of smaller floods, but more research is needed into the impact on larger floods. The Natural Environment Research Council has provided £4 million of further research for natural flood management, and the Environment Agency and DEFRA are developing a directory of evidence and maps to support future projects.

The hon. Member for York Central invited me to visit York. I am certain that I will take her up on that offer in the next six weeks or will certainly be in Yorkshire. This is an important issue, and I am proud that it is our Government who have invested those funds, which will better protect more than 2,000 properties. I will be making clear which particular Government provided that.

It is a shame that that ambition will not be met, by the early calling of the general election. Clearly we want to ensure that there is a strong evidence base. The Minister talks about eye-watering sums. To say that we should not go ahead and build a strong evidence base to ensure that money is spent wisely is something I find deeply concerning, especially as she did not state the criteria she was looking at.

The world outside is saying that this research is so groundbreaking that they want to see it continue. That is why we have even seen organisations such as the Moorland Association committing £100,000 to the research. The cost of the research has been reduced. In the light of that reduced cost to the Minister’s Department, I want to know whether she would reconsider the opportunity to build a sound evidence base through a unique piece of research on catchment management, including biodiversity and soil, water and air quality. It could make such a significant difference for such a small spend.

I cannot comprehend not doing so, and nor will my constituents. I have to say that I did not invite the Minister to my constituency. I do not believe she would be very welcome there, because she is not putting funding into an issue that has turned out to be catastrophic for them. I know from meeting my constituents that they really want this research to go ahead.

Rather than being so stubborn, why does the Minister not go back and look at the research? She did not talk about the detail of the research, so I am not even convinced that she has read it. [Interruption.] Well, it does not seem, from her gestures, that she has looked at the detail of the research, which is negligent on her part. The research is powerful and says how important it is that we carry out this work. Given what flooding has cost my constituents personally, let alone financially, doing a bit of research to build an evidence base for policy making will make a difference.

When we are talking about looking to the future and building a sound evidence base, this academic research—[Interruption.] I am trying to concentrate on what I am saying, but the Minister seems to want to mutter her way through my concluding remarks. The reality is that we need to ensure investment is put into building a strong evidence base.

The Minister says that the Government have invested, but the academics—who, with respect, know their field—are saying that this research is absolutely crucial. They are world leaders in their work. It is crucial that we listen to the experts and ensure that we see this research through to a conclusion.

Public money to the tune of £1 million has been spent on the first phase of the research. To not see it through to the final phases is, some could say, a waste of public money. I ask the Minister once more to take back to her Department the request to look again at funding this research at a reduced sum, due to the generous contributions of other institutions, including the Stockholm Environment Institute, which see how crucial the research is for addressing flooding in our nation.

The point about leasehold properties is that they tend to be owned by the freehold or management company, which is why they come under the commercial area. If my hon. Friend wants to write to me with more details, I will look into it.

Of course I will be delighted to meet my hon. Friend the Member for Castle Point (Rebecca Harris)—I have met many other Members. It is good of the hon. Member for Louth and Horncastle (Victoria Atkins) to point out the role of emergency services in her area. I hope that I have answered some of the queries raised by the hon. Member for York Central (Rachael Maskell) about businesses. I might not have answered them to her satisfaction, but I point out that Flood Re did not apply to businesses after 2009 because that was when all the rules came in to discourage building on floodplains, and we should not reward them with flood insurance as a consequence of doing that.

In answer to the hon. Member for Dumfries and Galloway (Richard Arkless), we have a statutory basis for the flood management plan in this country, too.

I am sure that the hon. Gentleman is aware that the Procedure Committee is undertaking an inquiry into the estimates procedure.

Finally, the hon. Member for Workington will be aware that the Cumbria flood action plan was supported by many local communities. I have met, for example, the Keswick flood action group three times since becoming the responsible Minister, and I have to admit that, at times, I have encouraged a little less conversation and a little more action from the Environment Agency. It is important that we get on with some of these schemes, recognising that we are not going to please everybody with every single design. All I know is that people will be better protected than they were this time last year, and that that will continue right across the country.

I commend the estimates in the name of DEFRA to be supported in the votes tomorrow night.

With regard to the reference to CITES and appendices 1 and 2, I think that I answered this in the December debate. CITES relies on scientific evidence. There is a differentiation between appendices I and II, in terms of the extinction rating in the relevant countries. There was reliable intelligence that if what was proposed went through, reservations would be applied by certain countries, thus destroying the ban by CITES.

Laws are only as effective as our action to enforce them, and the House should be proud of its record and global leadership. Enforcement at the UK border is led by Border Force, which makes ivory one of its top priorities. That is reflected by ivory seizures accounting for 40% of seized wildlife products between 2009 and 2014. One seizure alone in 2015—this was referred to—equated to more ivory than was found in the previous 10 years put together. It was more than 100 kg of tusks, beads and bangles that was en route from Angola to Germany and it was detected here in the UK. Enforcement within the UK is supported by the specialist national wildlife crime unit, which provides intelligence, analysis and specialist assistance to individual police forces and other law enforcement agencies. DEFRA has recently provided additional funding to the unit to help it to crack down on illegal trade via the internet—a growing concern.

The UK also shares its wealth of wildlife crime expertise internationally, including in a recent project providing training to customs, police, corruption specialists and parks authorities in Malawi. That has resulted in increased arrests, convictions and custodial sentences for wildlife offences. Initiatives such as those provide a real deterrent to the perpetrators of wildlife smuggling.

I have little time. The UK is working with Interpol to expand its work with key nations, tracking and intercepting illegal shipments of ivory, rhino horn and other illegal wildlife products. Initiatives such as those will make a real impact on the illegal ivory trade by disrupting trafficking routes. Reference was made to sentencing guidelines. It just so happens that I am meeting the Under-Secretary of State for Justice, my hon. Friend the Member for East Surrey (Mr Gyimah), tomorrow to discuss this matter in more detail.

The driver for poaching is the lucrative profits that can be made in trafficking ivory, which is driven by the demand for ivory products. We need to raise awareness with ivory consumers of the devastating impact that they are having on elephant populations, and ultimately change behaviour. That is why the UK has supported work in Asia to increase awareness of the brutal impacts of poaching and reduce demand for ivory. We are providing practical support on the ground with financial help, and the British military train anti-poaching rangers on the frontline in Gabon, home of Africa’s largest population of forest elephants. That will be extended to other crucial countries such as Malawi. Last year, I visited South Africa, where I saw some of the work that we were doing on other animal populations at risk.

We are supporting projects in communities that share a landscape with elephants. Many hon. Members dwelt on the role of the Foreign Office and, in particular, DFID. We recognise that the money to be made from poaching can be a huge temptation to get involved, so we must continue working closely with DFID and the Foreign Office to create viable alternative livelihoods, but hon. Members will be aware that there are tight controls on official development assistance classification.

I reiterate our shared goal of ending poaching and saving elephants. That means taking not just symbolic action on domestic ivory, but action that works. The Government are committed to introducing the most effective ban possible on ivory. That means that we must ensure that our rules are robust and proportionate and will achieve the aim of ending the poaching of elephants. We need to foster truly international action to tackle the demand that drives poaching, enforce rules more effectively and strengthen criminal justice, as well as supporting communities affected by poaching. The UK continues to be a world leader in the fight to protect wildlife, but we know that there is more to be done. Our consultation on plans for even stronger action will soon be launching. That will enable us to ensure even better protection of our majestic wildlife for generations to come.

I have listened carefully to today’s debate and, in particular, the discussion on antiques and verification; there was talk of certification and radiocarbon dating. I encourage hon. Members to contribute to the consultation and call for evidence, so that we can make progress on this matter.

The hon. Lady will be aware that elements of funding are available as part of the air quality grant programme. The sum has increased at least sixfold since the previous grant last year. If we have good enough bids, we hope to work with the Treasury to consider how we can develop that funding further.

I recently sent letters to 230 local authorities with air quality management areas, seeking updates on their plans, and on their plans to move to compliance. From the number and quality of responses that I have already received, I have been pleased to note that positive action is being taken in many places. Mid Devon District Council has taken a lead role in the region’s low emissions partnership; Rushcliffe Borough Council is taking forward a number of transport and educational initiatives, while also reducing the council’s own impacts; and Norwich City Council has recorded a significant reduction in nitrogen dioxide after improving traffic flow and introducing a new fleet of Euro 6 buses. The Public Health Minister and I have written jointly to all directors of public health to encourage them to show their influence on air quality at a local level. The Mayor of Bristol replied to my letter and I am pleased to say I will meet him next month, alongside MPs from Bristol.

There are other matters to consider, such as reducing emissions of particulate matter, which is also an important priority for me. The largest source of those emissions now is domestic solid fuel, such as wood and coal burned in open fires and stoves, the use of which has increased significantly in recent years. I am considering a range of options to address this issue, and as a first step I plan to engage with stove manufacturers and retailers to understand the issues and identify where improvements could be made, through industry-led action on cleaner appliances and fuel. In particular, one of the messages that I would like to give out before the Christmas holidays is for people to think about the choice of wood that they use when they have open fires, and to use wood with the lowest moisture possible, to reduce the production of soot and dust.

With regard to farming, our target is to reduce ammonia emissions, which have already decreased significantly over many years. However, we know there is more to do. As a first step, DEFRA recently launched a farming ammonia reduction grant, to encourage the agriculture sector to help drive reductions in ammonia emissions.

I note the points that my hon. Friend the Member for Tiverton and Honiton raised on the use of fertiliser and grass feeds. DEFRA is also looking at greenhouse gas emissions, working with the Agriculture and Horticulture Development Board to drive forward efficiency gains in the beef sector via the beef genetic improvement network.

My hon. Friend also referred to construction, with regard to non-road mobile machinery. We have worked closely with the European Union and the legislation on that area was published in September 2016.

I recognise that the decision made by Greenwich Council was unpopular with the hon. Member for Poplar and Limehouse (Jim Fitzpatrick). According to the Mayor of Greenwich’s website, the decision was considered for call-in by the Mayor but he decided not to. However, my hon. Friend the Member for Tiverton and Honiton will be aware that our right hon. Friend the Minister of State, Department for Transport, has committed to look further at what can be done on shipping emissions, which I am sure is good news for air quality, not only on the Thames but around the country.

My approach on this issue is not to play the blame game or pass the buck. As was pointed out, a previous Government incentivised diesel vehicles, to cut carbon. I could casually blame them, but I just do not see the point of doing so. I do not blame local councils for this matter, but alongside our national strategy we need to take local action. As I have said before, improving air quality is my top priority and a top priority for DEFRA. We are committed to improving air quality across all levels of Government, to deliver the improvements that are needed. As my hon. Friend the Member for Tiverton and Honiton has pointed out, co-ordinated action is absolutely needed, and I can assure him that that work is under way.

In that work, we have the backing of our right hon. Friend the Prime Minister, who just last month said to the House:

My hon. Friend is right—that is why I alluded to that point in the opening of my speech—but I want to make sure that we are clear in the assertions that are made. I do not recognise some of the statistics to which she refers. The general consensus is that the levels of poaching peaked in 2011 to 2013, but I agree that one poached elephant is one too many. I fully accept that.

What the overall numbers hide is the vastly different experiences across the African continent. Tanzania has been particularly hit hard by poaching, especially in the Selous region, with a reported decline of more than 60,000 elephants, which is a significant part of the population. Conversely, the experience in other parts of Africa, especially in the southern states, is of a stable or growing population. For example, in the Hwange national park in Zimbabwe, the population is growing and the Government report that they are beginning to suffer the problems of overpopulation, including habitat destruction.

The hon. Member for Newport East (Jessica Morden) referred to the EU. Our Government’s view is that the large and growing elephant populations in southern Africa did not meet the clear, scientific criteria established in CITES for inclusion in appendix I of the convention. Moreover, moving those populations to appendix I would have had no impact on the status of the ivory from those four countries, or the concern that trade might resume in the future. Their existing appendix II listings have an annotation that effectively treats ivory from those countries as if it were in appendix I. Such a move could in fact have been counter-productive. It was strongly thought that Zimbabwe, Namibia and possibly more countries would have taken out a reservation against any move to appendix I. Two countries taking out such a reservation would have resulted in ivory being able to be traded without contravening CITES and so would have potentially reopened commercial trade in new ivory with immediate effect.

A range of solutions is needed to tackle the poaching crisis and CITES, which also covers both fauna and flora, is an important part of that. I recognise that this debate is about the UK ivory trade, but we should be conscious that many species were added to appendix I, including sharks and rosewood. The illegal wildlife trade covers far more than just the ivory to which we are referring today.

I assure hon. Members that the UK was an active participant in discussions to give a clear direction to close national ivory markets where they fuel poaching or illegal trade. That was an outcome we strongly endorse. There was also decisive action to strengthen national ivory action plans—I have met Ministers from China and Vietnam and we have discussed those matters—which set out clear actions for countries to combat ivory trafficking in key markets, with scrutiny of achievements by the CITES community up to and including trade sanctions for inaction.

The current global rules under CITES are that trade in ivory dating from after 1990 is banned. There is no time limit to that. To change that would require a positive decision by two thirds of the CITES parties to embrace trade in ivory, which is not a realistic prospect. The UK has already for a number of years gone further than CITES requirements. We do not permit exports of any ivory tusks, given the very obvious potential for such international trade to be used to launder recently poached ivory tusks.

The rules around what trade in ivory is permitted are only part of the story and how they are enforced is an essential element. Within the UK, the existing legal trade is enforced by the police forces and the Border Force. Ivory is a top priority for the Border Force’s wildlife trafficking team. The petition for today’s debate notes that 40% of UK customs seizures between 2009 and 2014 were ivory, which is 40% of seized wildlife products, not of all items seized by customs. Given the priority and resources that the Border Force target on intercepting illegal ivory, I would expect that to form a significant proportion of their seizures, as the evidence shows.

Border Force has run specific operations targeting ivory in recent years and Operation Quiver, which specifically targeted illegal ivory in the parcel system, won the WWF enforcement operation of the year award last month. The expertise of our Border Force team is held in high regard globally and the UK has recently been asked to lead work at EU level on enforcement action against ivory trafficking. Interpol attended CITES for the first time. I have already met my hon. Friend the Security Minister and we intend to visit the wildlife crime unit early next year to reinforce our belief that this is an important matter that must be tackled.

Within the UK, enforcement is led by various police forces and supported by the national wildlife crime unit. The Department for Environment, Food and Rural Affairs has provided additional resources in this spending review period to target illegal trade via the internet, which we know is an issue of growing concern. As I say, I intend to visit the unit early next year.

Globally, the UK is a strong supporter of enforcement efforts to combat poaching and trafficking, and we committed £4 million to the International Consortium on Combating Wildlife Crime. The five partner organisations are at the forefront of supporting global enforcement efforts. Interpol is taking an increasingly active role in the cause, and we are partnering with it to focus on intercepting illegal shipments of ivory, rhino horn and other illegal wildlife products. Through those initiatives, we will have a real impact on the volume of trafficked ivory.

The driver for poaching is, of course, the lucrative profits that can be made in trafficking ivory. I learned on my trip to South Africa that somebody can earn in one night what they could earn in five years if they did a different job. It is important to bear that in mind when we think about the economic growth and development that we should be encouraging those countries to pursue. Where possible, we should use our aid to encourage alternatives, but not every country in Africa is eligible for overseas development aid.

Poaching is driven by the demand for ivory products. We must understand and address that problem. We need to raise Asian consumers’ awareness of the devastating impact they have on elephant populations. We need to inform and engage with them, and ultimately change their behaviour. His Royal Highness the Duke of Cambridge showed leadership when he visited Hanoi recently, alongside my right hon. Friend the Secretary of State. That kind of engagement is a key part of what UK leadership can do.

To achieve that, we need to change the dynamics of the market. We need to reduce not just the availability of ivory, but the acceptability of the trade. That is why in the UK we are looking at our own market. Other countries, such as the US, have taken action. We want concerted international action. Most important, we want China to take action to follow through on its commitment to close its market.

Hon. Members referred to a number of other countries, so it is worth setting out what their plans involve. The US has introduced what it describes as a near-complete ban: a prohibition on trade in items under 100 years old. That is 30 years further back than the limit we have proposed, but it is a rolling date, so it will progressively allow trade in newer items year by year. The US also included a range of exemptions from the ban, including musical instruments and items containing less than 200 grams of ivory if it is less than 50% of the overall item. Those are federal rules that apply to exports and trade between states. Trade within states is a matter for the individual states to legislate on. A small number of states, although some of them are highly populous, have adopted tighter controls along similar lines to the federal controls, but they remain the minority.

We welcome the Chinese Government’s announcement of their intention to close China’s domestic ivory market, and we look forward to hearing more detail about their intentions for the ban. Earlier this year, France announced that it will permit trade in pre-1975 ivory only on a case-by-case basis, although we and others are still seeking clarity on what the criteria for the case-by-case assessment are, so we can understand how restrictive its approach will be. We understand it intends to consult shortly to clarify the rules and exemptions.

I am proud that in September the Secretary of State for Environment, Food and Rural Affairs announced plans for banning the sale of ivory that is less than 70 years old—dating from 1947. That is an important step. The 1947 date has its foundations in EU regulations, which still remain the overarching legislation for the implementation of CITES in the UK. From a control and enforcement perspective, there are advantages to working with a date that is already used by the rest of the EU and traders to draw a dividing line. We will consult early in the new year on our plans to implement such a ban. I am pleased that it has happened on the watch of this Prime Minister and the Secretary of State.

The Conservative party manifesto commitment —a commitment that I do not think Labour has ever included in its manifestos—is to press for a total ban on ivory sales, and that is part of the action that this policy fulfils.

The currently legal trade is only one part of the picture. We need a truly global response to all aspects of the problem if we are successfully to end the poaching crisis, and the UK leads the way in several of those areas. Just last week, I met CITES secretary-general John Scanlon, who commended the UK’s excellent work in leading the international illegal wildlife trade agenda and cited the 2014 London conference as a turning point for action. We provided financial and practical support to Vietnam to host the recent illegal wildlife trade conference in Hanoi, which built on the 2014 London conference, and we supported its successor in Botswana in 2016. To maintain global momentum, the UK will host the next high-level event in London in 2018.

Two years ago, we launched a £13 million fund to invest in projects around the world that tackle the illegal wildlife trade at its root. In Hanoi, the Secretary of State announced an additional £13 million to fund new measures, doubling our investment. We provide practical support on the ground. The British military trains anti-poaching rangers on the front line in Gabon, which is home to Africa’s largest population of forest elephants. That will be extended to provide training to anti-poaching rangers in other crucial countries such as Malawi. As I said, we continue to work with our partners using the UK Border Force, and the Crown Prosecution Service supports the judicial system in key states such as Kenya and Tanzania. We also support projects in Asia to raise awareness and educate potential consumers about the damage that is being done by demand for a whole range of wildlife products, including ivory.

On artworks, the hon. Member for York Central (Rachael Maskell) made some very strong points. She seemed to commit the Labour party to banning leather products, because she suggested that anything made from animals should be banned. We need to think carefully about how artworks in museums are considered. People may not realise that the Lewis chessmen are ivory, but we should consider whether museums should continue to display ivory tusks. That is the kind of thing that we should discourage them from doing.

I heard the hon. Lady’s question and I explained that, so she clearly was not listening.

To clarify, the manifesto commitment is that we will press for a total ban on ivory sales. That means acting on our domestic ivory trade and pressing for truly global and concerted action across all areas necessary to success. That means ensuring more effective enforcement, strengthening criminal justice, tackling the demand that is driving poaching, and supporting communities that are impacted by the effects of poaching. In all those areas, the Government are acting and showing true global leadership. I will ensure that, on my watch, we press on with such measures and continue to act so future generations can enjoy these majestic creatures roaming wild.

I thank the hon. Member for Penistone and Stocksbridge (Angela Smith) for leading this debate on the circular economy for leftover paint. I am off script now, but I also want to thank my officials for doing their best to produce an interesting speech. This issue clearly matters, but let us try to spice it up a bit with some real candour.

We have all been through the ritual when doing DIY of going to B&Q, Homebase or whatever, doing the painting and ending up with half a tin of paint that simply is not used. Being the good people that we are, we do not like to throw anything away, because we may need to touch it up again later. That has led to the situation that has already been described. The average UK household has six cans of leftover paint stored in their home, and surveys show that people buy more than they need. I agree strongly with the hon. Member for Kilmarnock and Loudoun (Alan Brown) that a lot of focus needs to be put on consumers thinking about what they actually need to paint the rooms that they are looking to decorate. I am afraid I do not think a website will particularly help with that, so there is a lot to be said for retailers and manufacturers being proactive in their discussions with customers and promotion of products.

Only a small proportion of leftover paint is remanufactured, despite the economic and environmental benefits that it is suggested that could deliver. The all-party sustainable resource group and the all-party parliamentary group on manufacturing have produced some interesting reports, including the “Triple Win” report, which the hon. Member for Huddersfield (Mr Sheerman) co-authored. PaintCare’s report “Creating a circular economy for leftover decorative paint in the UK” was launched about a year ago. Both those reports offer suggestions about how to increase the opportunity for this market.

Like others, I do not really like the phrase “circular economy”—I am more into thinking about being resource efficient—but I accept that it has become the lingua franca. There are opportunities to make money; one person’s waste can be another person’s raw materials. It is important that we do our best to make best use of materials and resources and keep them in circulation for longer, wherever that makes sense for the environment, the economy and society as a whole. I would argue that the market and businesses already get that, especially in an age when precious resources are increasingly scarce and regulatory frameworks and fiscal challenges promote the reuse of products rather than the use of virgin raw materials.

I accept that if we are to achieve the transition to a circular economy, innovation is essential—not only the development of efficient new business models but the innovations to which the hon. Member for York Central (Rachael Maskell) referred. I will bring to the attention of my hon. Friends in the Department for Business, Energy and Industrial Strategy the research project and the institute that she mentioned, but she will be aware of my right hon. Friend the Chancellor’s comments about Horizon 2020 projects and his intention for the United Kingdom to remain engaged in those—and indeed our own funding streams—on the basis of value for money.

One of the concerns from both academia and from where there is applied research is that 2020 is only just round the corner. People are now looking beyond 2020, to what their futures are. Although I heard what the Chancellor said, it is important that we look to the future and give further guarantees to ensure that projects continue.

I recognise what the hon. Lady says, but it is not unusual for a Government to talk about the spending envelope for which they have responsibility. I am not privy to what will be in the autumn statement next week or in future Budgets, but given that my right hon. Friend the Chancellor has talked keenly about the need for future investment and having innovation as a key priority, I am sure the hon. Lady and I will both be listening with interest to what he has to say next week.

The hon. Lady also referred to VAT. She knows it goes against EU law to not charge VAT. A considerable battle was eloquently championed by her hon. Friend the Member for Dewsbury (Paula Sherriff), among others, to try to secure zero rates for certain products, but who knows what the future holds once we leave the EU or what the future of VAT will be?

The good news is that this Government have successfully created more jobs than the rest of the European Union put together over the last six years. I am not aware of the unemployment forecasts the hon. Lady is referring to. I have no doubt that new and efficient profit-making business models will create jobs. The Government are currently negotiating with the rest of the European Union on the circular economy package, so there is an element of the regulatory framework that may create incentives. However, Governments often create regulations that prevent the circular economy from functioning as effectively as the markets coming up with those opportunities. Often, regulation gets in the way.

In DEFRA we have been working constructively with organisations such as the British Coatings Federation on making better use of leftover paint, including identifying potential regulatory barriers to its recycling and remanufacture and how those might be overcome. We welcome the federation’s voluntary initiative, PaintCare, which aims to promote the reuse or remanufacturing of about 20 million litres of paint that would otherwise end up being disposed of. It is good to see the paint industry seeking to resolve this waste problem through creative thinking and working in partnership.

As the PaintCare initiative has developed, DEFRA has been looking at the regulatory barriers. As part of that, the Environment Agency is providing detailed guidance to determine the parameters within which materials such as leftover paint can meet end-of-waste criteria, through its IsItWaste tool. The agency will continue to work with such programmes and businesses to facilitate the development of operations to encourage further reuse of valuable materials.

We are aware of the challenges with many household waste recycling centres not accepting paint for recycling. The PaintCare report points out that councils face various challenges with that. DEFRA is engaged in regular discussions with the Department for Communities and Local Government about providing effective household waste and recycling services, but it is for local authorities to decide the best disposal options for paint and other materials, based on what options and facilities are available locally and what the market generates.

I was about to answer the hon. Lady’s point about the postcode lottery and wanting a universal system. She gave the interesting example of how Tetra Pak, which is subject to elements of extended producer responsibility, came forward with its special process to try to make sure that as many Tetra Pak cartons as possible are collected. The EPR principle does not currently apply to paint, but perhaps it should. Instead of putting the onus on—dare I say it?— councils and central Government, perhaps the paint manufacturers themselves should think about how they start to ensure that paint is collected in every local authority area, which would then help them to reuse it in remanufacturing and similar.

On pricing, I was surprised when I suddenly detected some conservative notes from the hon. Member for York Central. She is absolutely right that one of the best ways to shift remanufactured paint would be for it to be cheaper than standard paint, and people can feel virtuous about it as well. I recognise that that is not as straightforward as it sounds, because the process needs investment and so on. Nevertheless, there are ways to encourage people to do things, often by pricing.

Through WRAP, guidance is provided to local authorities, including options for best practice when dealing with paint through reuse schemes such as Community RePaint, which I am sure hon. Members are aware of. It is a UK-wide network of more than 60 community-run paint reuse projects. However, the numbers are limited and quite a lot of them are concentrated in certain parts of the country. Perhaps we will want to consider not only encouraging manufacturers but good local schemes to come forward.

I want to come back to the relationship between central Government and local authorities, because we clearly have a problem at the moment. Only 2% is reused or remanufactured, yet we know the potential in the industry is huge. What interventions will the Government make to support local authorities to be able to increase beyond the 2%?

To be candid, I am not sure that central Government are going to do anything apart from what I have already described in relation to the WRAP guidance and the Environment Agency. I personally believe we should try to reduce the amount of paint coming into the system in the first place. We need a better consumer understanding of how much paint is needed to paint a room. People should be able to take the room measurements to the shop and easily calculate how many litres are needed. That is the best way to prevent the problem in the first place.

The circular economy is not an either/or strategy; it is both. It is about having active interventions to drive an agenda forward. We have a real problem with paint, as we have heard so eloquently put this afternoon. The Government standing back and saying they will make no further interventions means that local authorities will never have the means to move the agenda forward, so I press the Minister again about what interventions she is prepared to make to progress the circular economy around this issue.

I have already answered the hon. Lady. I have said what I was going to say. From what she has said, I take it she agrees that perhaps having extended producer responsibility on the paint industry might be the way to go. That is not currently being considered by the EU in the circular economy package, but perhaps we will consider it when we leave the EU. The concept of extended producer responsibility is about trying to reduce waste and recovering the cost of waste. The Government have supported a pilot paint reuse project in Cheshire. We have provided more than £30,000 in match funding through the innovation in waste prevention fund.

It is a pleasure to resume the debate. I was pointing out how the Government have supported a pilot paint reuse project in Cheshire with more than £30,000 of match funding through the innovation and waste prevention fund. That project involves local charities and work with the local recycling centres and housing associations to increase paint donation and minimise disposal. The provision of clearly marked paint collection containers, the training of recycling centre staff to sort paint and advise the public, and an awareness-raising campaign led to 23.5 tonnes of paint being collected, which is more than double the original target of 11.4 tonnes. The reuse rate was also much higher than anticipated, with 78% of the donated paint—more than 18 tonnes—being reused and only 22% needing to be disposed of.

WRAP will publish a summary of the project and lessons learnt along with a video case study next year. That shows there was an opportunity for other people to use the leftover product. In that case it was housing associations, but in other cases it could be the construction trade, to which the hon. Member for York Central referred earlier.

A question was asked about Government procurement. Government buying standards do not currently include remanufactured paint, and DEFRA and other Departments do not purchase a great deal of paint directly; contractors who undertake work on the Government’s behalf tend to purchase the paint. Overall, the Government’s policy commitment is to buy sustainably, which is set out in “Greening Government Commitments”, and Government procurement officers will take account of that when buying more sustainable and efficient products and getting suppliers to understand the need to reduce the impacts of the supply chain.

Industry-led initiatives such as PaintCare are important if we are to achieve the vision of a more resource-efficient circular economy.

I will not.

We must make the best use of resources in a way that supports growth and protects the environment and human health, as has already been said. The industry’s proactive action so far should be supported by an efficient and effective regulatory framework. That is why we are working with the industry to look at regulatory barriers. As I have already indicated, the Government are undertaking some projects through WRAP or the Environment Agency to try to stimulate admittedly modest changes, but I genuinely believe that the real impetus will come from the industry, whether that is about establishing a wider network for recovering paint or helping consumers generate less waste in the first place.

This has been an important debate. The hon. Member for Penistone and Stocksbridge will be delighted to know that I have started to use the phrase “the circular economy”. I recognise what she said: it is sometimes limiting. However, I assure her and others that businesses—especially high-value businesses—are clear that recycling and recovering materials is an important part of helping the environment, and it makes sense commercially. To that end, I thank all those who participated in the debate.

My hon. Friend raises a wide range of issues. Let me try to pick up on them. In a parliamentary question, he rightly revealed the number of councils where there are issues. I take this seriously. In my constituency, there are two air quality management areas. That is why I want to work with local councils to do what we can to tackle action locally. Of course the Government will work on issues to tackle air quality nationally, but we need local action. Powers are already available, under the Transport Act 2000, for councils to take appropriate measures, and I will encourage them to do that. Again, that is why we are encouraging councils to apply for help from the air quality fund.

We are all aware of the issue with Volkswagen and diesel vehicles. We have been pressing for updated COPERT factors. The spreadsheet is exceptionally complicated. It is the biggest spreadsheet I have ever seen in my life. As I used to be chartered accountant, I can assure the House that I have probably seen more than most.

It is a complex situation, and we are working through it. We are coming up with what we can think of to try to tackle this issue, but I genuinely believe that we need targeted interventions rather than use a sledgehammer to crack a nut. The Labour Government introduced fiscal incentives that encouraged people to move to diesel. I am not going to complain about that. We are where we are, and the Government and local government must all pull together because we care about the people we represent. My hon. Friend is absolutely right: air quality is the top priority, which is why it is my No. 1 priority in government.

Up to 50,000 people die prematurely each year in the UK as a direct result of air pollution, and many more suffer from respiratory disease. This is a crisis and a national scandal—deaths that would have been avoidable if the Government had taken action, and suffering on a mass scale, most prevalent in the most deprived communities. Nitrogen dioxide is a silent killer, but Labour Members will not be silent about this.

Yesterday’s damning judgment in the High Court shamed this Government, who were told to put an air quality plan in place in 2010. Six and a half years later and following two further judgments in the High Court, the Government have been found wanting. The World Health Organisation and the European Union recognise how serious air pollution is. That is why yesterday Justice Garnham condemned the Government’s poor estimates on emission levels—even after the Volkswagen scandal—and their slow response to addressing high emissions. Urgency is needed.

I thank ClientEarth for taking the action as there is no time to waste on tackling this issue, as Labour would have done. We cannot afford to allow this to continue or to shift the blame on to councils. This is negligence.

I therefore ask: will the Government guarantee that, instead of creating just five clean air zones, they will now put in place a network of zones across all 37 out of the 43 areas with high emission levels? Why have they wasted time and resources fighting court cases, instead of fighting air pollution? The High Court judge condemned the Government’s delay in reducing ambient nitrogen dioxide levels. How soon will the Government have in place a comprehensive plan on air quality? How will fuel emission measurements now proceed? Will the Government guarantee that, in leaving the EU, they will not water down air quality standards, and how will this be policed? Will the Government introduce a clean air Act, which Labour has done in the past and will do in the future? Will the Government now clean up their act and clean up our air?

As I am trying show in the tone of my response to this urgent question, this really is a top priority. It is not straightforward. We produced a national air-quality plan based on the best available evidence at the time. We now have new factors, and we are updating the model. We are responding to the needs that we have. I have pointed out that a framework is already out for consultation and councils can do this now if they wish. We are mandating. We need to look carefully at the evidence and what the model says about where we mandate further.

Leaving the EU has absolutely nothing to do with our determination to improve air quality in this country. There is no need for new legislation; we already have powers in place, and we are consulting on new powers.

We have already reduced nitrogen dioxide by 41% in the last 10 years. We are still taking action to do that. Let us not get into the blame game; otherwise, we could go into the history of Labour and what the Labour Government did on diesel in the first place. That is not worth while. What matters is that we pull together and address this issue.
