Commercial matters around car manufacture and delivery are up to the individual manufacturers. What we have seen in the UK recently is the Government putting in £100 million to help to support Nissan and the next generation of electric vehicles being delivered up in Sunderland.

My right hon. Friend the Secretary of State will know that strike action on our railways will lead to more congestion on our roads. In Essex, that means more congestion on the A12 and A120. Will he kindly commit to meeting me and the leader of Essex County Council to discuss those two road schemes?

My hon. Friend raises an important point. If I may, on behalf of all of us in Government, I will thank and commend all members of the British public who have been supporting our schemes. It is important that we do everything we can across Government to support the education of children in our schools. In April, the Secretary of State for Education got in touch with every single local authority chief executive officer as well as directors of children’s services to outline clearly the requirements on schools and the funding coming from Government. I will of course pick up any points that my hon. Friend has from his constituency and raise them directly.

Does my right hon. Friend agree that our compassionate approach to refugees from Ukraine, Syria and Afghanistan can be maintained with public confidence only if we are also robust in dealing with illegal channel crossings, and the human traffickers who peddle in human misery?

My hon. Friend is absolutely correct: this is about deterring those dangerous crossings, deterring people smugglers, and carrying on with the long-standing and assiduous work that is taking place through our intelligence and security services and the National Crime Agency, and also upstream. This is about public confidence in the system. We are a generous country, but to maintain that means that we take action, so that we can be fair to those who come to our country, and firm on those who, quite frankly, are exploiting our country.

I think I will make some progress, if that is okay.

This Conservative Government understand that if we are to cut crime, level up the country and make sure that people feel safe in their homes, on public transport and on the street, we need to back our police officers by giving them the powers and the tools they need to fight crime and protect the public. That was one of the main purposes of the Police, Crime, Sentencing and Courts Act 2022, which Opposition Members voted against. It also requires proper investment, which is why we are funding the police to the tune of almost £17 billion this year. We are helping the police to tackle violence against women and girls through major investment in safer streets measures—closed circuit television and more street lighting—and initiatives across the country. Earlier this month, I announced that I am strengthening stop-and-search powers, because stop and search is vital to get knives and weapons off our streets and save lives. Each weapon removed from our streets is a potential life saved. More than 50,000 weapons have been seized since 2019 already. I have also authorised special constables to carry and use Tasers.

The police service is not just an institution, but a collection of professional and dedicated people. They are extremely brave, as are their families. The introduction of the police covenant ensures that we will do right by officers and their loved ones, who do so much to support them.

Recently, we have seen a rise in criminal, disruptive and self-defeating tactics from a supremely selfish minority. Their actions divert police resources away from the communities where they are needed most to prevent serious violence and neighbourhood crime. We are seeing parts of the country grind to a halt. Transport networks have been stopped, printing presses blocked and fuel supplies disrupted. People have been unable to get to work and go about their lives free from harassment. Shamefully, they have even been prevented from getting to hospital. This is reprehensible behaviour and I will not tolerate it.

I am particularly interested in seeing whether this Bill will target people such as Extinction Rebellion founder Roger Hallam. I was reading about him recently. He said that he would block an ambulance carrying a dying patient in order to make his political point. Will the Home Secretary ensure that people who would go to those extremes will be properly targeted by that legislation and thrown in jail if they carry out such actions?

My hon. Friend is absolutely right. We should not tolerate behaviour that prevents people from going about their day-to-day business and stops them getting to hospital and living their lives.

We brought forward measures to address some of these matters in the Police, Crime, Sentencing and Courts Bill. While the Bill was enacted last month, the unelected other place blocked several measures, egged on by Opposition Members. We should not be surprised: Labour is weak on crime and weak on the causes of crime. It seems to care only about the rights of criminals.

Since January 2019, more than 10,000 foreign national offenders have been removed from the United Kingdom. In the past month alone, flights have gone to Albania, Romania, Poland, Lithuania and Jamaica. It was actually a Labour Government who oversaw the UK Borders Act 2007, which requires a deportation order to be made when a foreign national has been convicted of an offence in the UK and sentenced to 12 months or more, unless an exception applies. However, Labour Members, including members of the shadow Cabinet, now demand that we stop the removal of dangerous foreign criminals. They refused to support the Nationality and Borders Act 2022, which makes it easier to remove people with no right to be here, including foreign national offenders.

Many dangerous criminals, including paedophiles, murderers and rapists, are still in this country because of Labour Members. It is no surprise that Labour thinks mobs should be allowed to run riot, but I will not stand by and let antisocial individuals participate in criminal damage and disruptive activity that stops people living their lives and causes chaos and misery. The Public Order Bill will empower the police to take more proactive action to protect the public’s right to go about their lives in peace.

I would like to put on record my thanks to the London Borough of Hillingdon and to many other local authorities across the country, although they are predominantly in London. London is feeling the pressure in terms of accommodation, hotels and housing. My hon. Friend is right in his suggestions for solutions and working together. This is exactly why we are looking to reform the system through the Nationality and Borders Bill. We have to have that differentiation.

Lives are tragically being lost in the channel, and the British people want the gangs to be smashed, the crossings to be stopped and people to be processed in the nearest country. Again and again, the Opposition have voted against our measures in the Nationality and Borders Bill to cut down on human trafficking via small boats, and the shadow Home Secretary has called our proposals “unconscionable”. In my area, the local Labour party and the Lib Dems—none of whom I see here today—are even campaigning against an immigration removal centre for foreign criminals and failed asylum seekers. Does the Home Secretary agree that Labour’s failure to support the necessary legislation shows that, when the chips are down, they are not only failing to understand the views of the British people but, tragically, failing to protect those being exploited by criminal gangs whose callous and criminal behaviour means that people are being left to die in the channel?

My hon. Friend makes some important points. We have removal centres for very good and strong reasons. They are for people with no legal right to remain in our country, and we have to put them in the removal centres as part of the process to move them on. The fundamental point here is the reforms that we are trying to bring in, which are being thwarted by the Opposition. By preventing these changes and reforms, they are playing into the hands of the people smugglers and those who are being put into the hands of the traffickers.

In 2019 my constituents rejected Labour’s open door immigration policy. Since then we have been getting on with delivering our new Australian-style points- based immigration system in the teeth of opposition from the Labour party. Will the Home Secretary listen to my constituents in Consett, Crook and across North West Durham, rather than to the Labour party, and agree that we must now adopt an Australian approach to stopping the small boats in the channel? Offshore processing, turning them back—whatever it takes to secure our borders and stop the awful human traffickers.

My hon. Friend is absolutely right. He speaks with passion and conviction on this issue for a very good reason, which of course is that the British public are sick to death of this. They are absolutely, heartily sick of what they are seeing, and that speaks to many of the abuses that take place in our asylum system and the fact that the system is broken. Yes, processing takes too long, and yes, we have had the pandemic; there is a range of reasons why this is the case, but we want to address it and fix it and tackle it long term. There are no simple solutions, which is why the legislation is so important.

Let me assure the hon. Lady that this is not just a Home Office policy. This is a policy across Government. She will already have heard me speak about the Ministry of Justice and resetting the judicial framework, and we will work with the FCDO on removals. That is always something that we have done in the Home Office, and we will continue to work with them when it comes to our bilateral agreements on returns and removals.

Like the overwhelming majority of my North West Durham constituents, I want to see genuine refugees protected with safer legal routes so that we do not see people dying in the channel or in lorries, but my constituents also want to see the vultures—the people smugglers who peddle in human misery and the lawyers who spin out cases at the cost of hundreds of millions of pounds to the tax- payer every year—stopped. Can my right hon. Friend confirm that this plan will help genuine refugees and also take on those who seek to abuse the current system?

My hon. Friend is absolutely right. When he looks at the new plan, he will see a chapter in the policy paper on the judicial reset that is required when it comes to the immigration tribunal, immigration bail and the appeals process. We will streamline that and we will also deal with the wasted costs that British taxpayers are paying for. We want to use that resource to ensure that the money is going to those who are in need and not just to those who are gaming the system.

I thank the right hon. Lady for her question. First, it is important—and I come back to this point—that every measure that has been introduced across Government has provided degrees of protection; various layers and levels of protection against transmission of the virus. She has heard me say that travel is down 90% compared with this time last year. Travel bans are in place for countries that are red-listed, and that will continue. The announcement today will reduce the number of travelling passengers—I want to emphasise that—because people should simply not be travelling.

Border Force has given me examples, and I will call out some of them. At St Pancras, people have even been turning up with their skis, which is clearly not acceptable. We see plenty of influencers on social media showing off where they are in the world—mainly sunny places. Going on holiday is not an exemption, and it is important that people stay at home.

Regarding the measures that have been announced today and quarantining, the hotel measures and package in particular are under discussion right now, including their application and administration. The right hon. Lady speaks about people getting on to public transport. We want absolutely to reduce the risk of people travelling in that way, so the Government are working through measures right now on how people can travel to hotels and how they will quarantine. I have already spoken about the checks that will be put in place for individuals who are in self-isolation.

I thank the Home Secretary for her statement. Marjorie from Crook got in touch with me today. Like many of my North West Durham constituents, she is fed up with Labour playing politics with coronavirus. The shadow Home Secretary has criticised our border measures before as a “blunt tool”; today, he says that they do not go far enough. It is like some twisted version of “Goldilocks”, where the Government solution is never just right. Does my right hon. Friend agree with Marjorie that it is irresponsible to play politics with coronavirus, and will she ensure that if these measures need to be extended to other countries, that will be done at the earliest opportunity?

My hon. Friend is absolutely right, and I agree with everything he says about the Opposition’s flip-flopping and their claims. I praise Marjorie for the points that she has made. She speaks for the British public, who are fed up with party politics being played at this critical time. They want to see unity, rather than the type of gripes we are hearing, or the approach of armchair generals in particular.

My hon. Friend asked an important question about rolling out travel bans to other countries. The Government will absolutely not hesitate. If new strains emerge in other countries the Government will take action, which is exactly what Marjorie and the British public would expect.

The hon. Gentleman can carry on with his belittling personal attacks, which will actually make me more determined than ever to deliver on the issues that I am focused on and the people’s priorities—the people’s priorities that got this Government elected a year ago: to deliver 20,000 more police officers and to deliver on the immigration changes that his party still implacably opposes.

Let us not forget about the victims of the Windrush compensation scheme. As the hon. Gentleman will know, the scandal of Windrush dates back many decades, under many other Governments. It is this Government who are fixing the wrongs of the Windrush issue but also delivering in terms of compensation to the victims and ensuring that more victims of that scheme come forward. As he heard in my opening remarks, I will continue to pursue that. We will learn the lessons of the past, and at the same time we will continue to work with everybody across the Windrush taskforce to ensure that the wrongs of the past are righted.

Does my right hon. Friend know when the Labour party decided to start standing up for the convicted criminals like murderers and rapists that this Government are trying to deport, rather than the victims of crime and law-abiding members of the British public?

My hon. Friend is absolutely right. Once upon a time, the Labour party claimed that it was tough on crime and the causes of crime, but, quite frankly, this is quite disgraceful. I am sure that his postbag has mirrored mine over recent weeks. The British public are shocked and appalled that the Labour party now stands up for the murderers, the rapists and the sex offenders and is not doing the right thing when it comes to ensuring that foreign national offenders are removed from our country. The Conservative party is the party of law and order, and we will continue to do the right thing and keep the British public safe. I am sorry that the hon. Member for Torfaen (Nick Thomas-Symonds) finds that funny and has to laugh at that.

The hon. Lady is right to point to peaceful protests, which are a vital part of a democratic society, and she asks about the removal of statues of particular individuals. She will know that there are democratic processes that should be followed and respected by everybody to bring about that change, including working with councils of all colours across the country—Labour, Conservative and Lib Dem councils—with due process followed. That is absolutely the right approach to take, including following the rule of law.

Throughout the pandemic, our police officers have put themselves in danger to uphold the rule of law, save lives and serve our communities. Does my right hon. Friend join me in condemning the actions of violent agitators over the weekend? Not only have they put our brave police officers at risk, but their actions have taken away from the reasonable, careful and important voice of lawful demonstrators.
