Because of the legal proceedings that are taking place and the fact that I am waiting for the Court judgment, which is the right thing to do, I am not going to pre-empt it with any remarks or comments about the European Court of Human Rights.

I congratulate my right hon. Friend on her statement. She has my full support to carry on with the determination that she has shown throughout. Does she share my fear that this is about saving lives and stopping the people smugglers, but the longer people keep it in the courts and go about legal acrobatics, the more serious is the risk of smugglers preying on more people and, potentially, more people sadly losing their lives?

My hon. Friend is absolutely right, and that is why the Department has been working overnight to secure the judgment so that we can give responses. It is right that we do so: there is no point in dragging the processes out, because, quite frankly, people will continue to die and people will continue to be smuggled. That is why we will continue with our policy of removals and deportations to third countries and safe countries. That is the right thing to do, because we have to strain every sinew to break up these smuggling gangs.

The hon. Gentleman is absolutely right to raise the issue of surrogacy cases—a number of those cases have been raised with me. We are absolutely looking to make changes to this: there are various requirements we need to make in the UK with those particular families who will be expecting a child through a surrogate, and we are looking at how that can all be brought together and families united. I am aware of these cases.

I welcome my right hon. Friend’s announcement this morning, and thank her for the number of times she has made herself available to engage with all Members on these important issues, in the face of rapidly changing circumstances. Given the changes she has announced this morning, can she give me an assurance that we have now reached the optimum point in the balance between her first duty, which is to protect the national security of our country, and stripping away every unnecessary piece of bureaucracy that prevents or delays us from helping, supporting and welcoming people fleeing the war at Putin’s hand?

I welcome my right hon. Friend’s statement. In fast-moving circumstances, she is making absolutely the right calls, not least in the creation of the humanitarian support pathway. Further to the point made by my right hon. Friend the Member for Forest of Dean (Mr Harper) earlier, history teaches us that infiltration is a well-known Russian tactic that is likely to be happening now. That is why we categorically must not drop the security and biometric tests.

My hon. Friend is absolutely right. Infiltration is one aspect, but there is much wider security and intelligence information that points to why we need these checks. We know—I have said it already in this House—what Putin is capable of in terms of threats to our own homeland security. We saw that with Salisbury. People have died in our country, and it is right that we ensure we check those who come to the United Kingdom.

T5. The Government should be rightly proud of the action taken to support our police officers, not least through the adoption of Harper’s law, which is due before this House later today. What more can my right hon. Friend do to ensure that police officers get all the mental health support they need, as advocated by the Green Ribbon Policing campaign?

My hon. Friend is absolutely right in the case he makes about mental health, and I know that he is doing some great work on this as well. We are doing a huge amount in Government, working with the Department of Health and Social Care in particular, focusing on mental health support, such as the TRiM—trauma risk management—programme and things of that nature. I know he has a particular interest in this, and it is something I would like to discuss with him further.

The hon. Gentleman makes such an important point about vulnerability, and children in particular. We need to find the right way in which we can safeguard them, and that is exactly the work that we are going to undertake with partner agencies to look at bringing them not just from camps in Europe, because Europe is a safe continent, but in particular from those parts of the world where we are seeing the most appalling levels of conflict, instability and persecution.

I very much welcome the package of measures that my right hon. Friend has brought forward today, particularly the maximum life sentences for people smugglers. So that there can be no wriggle room in the justice system when these abhorrent criminals face justice, will she also look at introducing a very high minimum sentence so that the message goes out loud and clear that this is unacceptable and that those people will face the full force of the law in this country?

My hon. Friend is absolutely correct, because we have to have the right sanctions and deterrents in place so that these people smugglers’ model is broken up. Of course, that will be part of the consultation and I will absolutely work with my hon. Friend and others on the whole proposal.

In answer to the hon. Gentleman’s question, many of those are deemed to be key workers. They have access to testing and are being encouraged to test. Anyone who is symptomatic or who tests positive must follow the guidance that has been put in place, which is, obviously, to self-isolate if they are sick, and to self-isolate if they are symptomatic. They must also get medical advice and treatment.

With small businesses in particular being asked to step up and reboot our economy, they need certainty. I have been contacted by a business in my constituency, which is concerned that, notwithstanding the general advice for non-essential travel, some employees are still determined to have their holidays. Can my right hon. Friend give clarity over the status of returning holidaymakers in terms of whether the business should swallow that cost or whether the holidaymaker should be forced to take it out of annual leave?
