I caught the end of BIS questions and heard the hon. Member for Walthamstow (Stella Creasy) press the Minister for a further meeting on that issue. I will also press for a further meeting on the issue and report the bid of the hon. Member for Darlington (Mrs Chapman) to my hon. Friend the Minister, but I assure her that he, like every Minister in the Government, is very busy on governmental business all the time.

My constituent Marie Heath has been left devastated by the brutal murder of her son Lee in Frankfurt in April. Will the Leader of the House give her an assurance that the Government will fully support her family during this most difficult time and, importantly, press the German authorities to bring her son’s murderers to justice?

I extend my condolences to Marie Heath on the recent tragic death of her son Lee. The consular service of the Foreign and Commonwealth Office should of course continue to provide all assistance necessary to Mrs Heath and her family and maintain contact with her, as it did when she went to Germany following the attack. I understand that it has also arranged for the family to receive assistance from Victim Support’s national homicide service. I will also ensure that the FCO is aware of my hon. Friend’s interest in the case.

I understand the hon. Gentleman’s concern, and will draw the matter to the attention of my right hon. Friend the Secretary of State for Health. It may be another suitable subject for the pre-Easter recess Adjournment debate on Tuesday week.

Last month the Planning Inspectorate decided to impose a travelling showpeople’s site on the village of Tolleshunt Knights in my constituency. The decision was based on the regional spatial strategy and planning circulars issued by the last Government. Can my right hon. Friend tell us why those circulars are still in place, and when they will be scrapped?

As I think my hon. Friend knows, we have announced our intention to withdraw the circulars and replace them with a new light-touch planning policy. We want to move quickly, but there is a proper process to be followed. Our proposed new policy will be published for public consultation shortly.

This afternoon I shall meet a group of pig farmers from the great county of Essex. They are concerned about the fact that a combination of higher wheat prices and increased supermarket imports of pigmeat from countries with lower animal welfare standards than ours are forcing British pig farmers out of business. May we have a debate on the British pig industry? The sustainability of high food standards is under threat, along with many rural jobs in our constituencies.

The constituencies of many Members on both sides of the House contain pig farmers—certainly there are many in my constituency of North West Hampshire, and my hon. Friend the Deputy Leader of the House was himself a pig breeder. The interests of the pig industry are not lost in the office of the Leader of the House.

I believe that people want to know where their food comes from. This takes us back to the question asked by my right hon. Friend the Member for East Yorkshire (Mr Knight). It is right for industry to take the lead. The pork industry has set a standard by creating a voluntary code of practice recommending that labels show the origin of pork and pork products, and that is good for British pork producers. However, I will raise my hon. Friend’s concern with the Secretary of State.

I pay tribute to the work of our armed forces. We will soon publish a new tri-service armed forces covenant, which will be the first of its kind, setting out the relationship between the armed forces community, the Government and the nation. As the hon. Gentleman may know, the Armed Forces Bill, which is currently going through the House, places on the Secretary of State a commitment to lay before Parliament every year a report on what is being done to live up to the covenant, and he will have heard the Prime Minister yesterday, at this Dispatch Box, outlining the steps we have taken to support our armed forces.

With co-ordinated strike action being planned by the paymasters of the Opposition—the trade union movement—will the Leader of the House make Government time available for a debate on reform of trade union laws?

If my hon. Friend looks at the Queen’s Speech, she will realise that we are not planning any reform of trade union law in this Session of Parliament, which is already fairly congested. However, I would welcome a debate, perhaps in Back-Bench time, on the relationship between the trade unions and this House and the trade unions and society generally, and I hope that in that debate the moderate elements within the trade unions will put their case forward and see off some of the hotheads.

The right hon. Gentleman is venturing into territory that is occupied by you, Mr Speaker, and you made the announcement yesterday evening. Under the House of Commons Disqualification Act 1975, there is provision to refuse office. No refusal was received, so it was deemed to have been accepted.

The Leader of the House will be aware that yesterday afternoon, the Parliamentary Assembly of the Council of Europe debated and voted on a report containing scathing criticism of the UK for not granting thousands of prisoners their apparent right to vote, and recommending tougher sanctions against the UK Government in respect of the implementation of decisions of the European Court of Human Rights. In view of that, will he explain what action the Government are taking to ensure that decisions concerning our judicial system will be made in Britain by British law-makers?

I am grateful to my hon. Friend. As I announced a few moments ago, there will be an opportunity for the House to debate the issue shortly in Backbench Business Committee time, and the relevant motion is now on the Order Paper. I have seen the report to which she refers, and it actually sets the UK apart from the other states mentioned. It calls on us to implement the judgment of the ECHR on prisoner voting, and notes that the Government have announced that they will do so. We are bound by that judgment and take our legal obligations seriously, but as I have said, we will listen very carefully to the debate in a fortnight’s time.

I am grateful to the hon. Gentleman for the kind words that prefaced his question. I shall raise with the Secretary of State for Health the point that the hon. Gentleman has made, implying that information was incorrectly given to the House, and I am sure that my right hon. Friend will take appropriate action when he has read this morning’s Hansard.

My 14-year-old constituent, Bethanie Thorn from Silver End, was a healthy teenager until last month when she was left bedridden by an illness. Despite her constant agony and blood tests that reveal cancer markers, the Mid-Essex Hospital Services trust is denying her the MRI scan that her doctor has urgently requested. Will the Leader of the House use his good offices to investigate the reason for the appalling delays at the trust and may we have a debate on why the trust has been able to spend £10 million employing 109 managers but cannot arrange this urgent scan for my constituent?

I am sorry to hear of Bethanie’s illness and I understand how important it is for her to have the MRI scan. As my hon. Friend will know, we are increasing in real terms the budget available to the NHS and we are introducing reforms so that more resources go to the front line. I shall raise this specific issue with my right hon. Friend the Secretary of State for Health to see whether there is any action he might take.

Order. A very large number of right hon. and hon. Members are seeking to catch my eye and there is some pressure on time, so I appeal, as always, for single, short supplementary questions and, of course, to the Leader of the House to exercise his characteristic pithiness in reply.

On the eve of European health and safety week, is the Leader of the House aware of the excessive bureaucracy that Essex county council highways department has imposed upon the village of Coggeshall in my constituency just to put up its village Christmas tree and lights? Can he please reassure my constituents that he will work across Government to ensure that the over-zealous bureaucrats at the highways department do not kill Christmas in Coggeshall?

I am grateful to my hon. Friend for that question. But first, I should have answered the question that the right hon. Member for Leeds Central (Hilary Benn) asked about the Parliamentary Voting System and Constituencies Bill. I must say that if the hon. Member for Rhondda (Chris Bryant) did not speak for quite so long—he spoke twice for 50 minutes—we would have more time to reach other parts of the Bill. We have allowed five days for Committee, which is a generous allocation, but it is up to Members to respond intelligently to the extra time that we have allocated.

On the specific issue that the right hon. Gentleman raised, I am aware of the discussions that took place, and the Minister said that the Government would seek to ensure that amendments to the Bill following the territorial elections statutory instruments would be made in this House. On 18 October we tabled an amendment to the Bill providing for a combination of the referendum with other elections in order to allow the issue to be debated in Committee, and we expect the territorial orders to be laid before Report. We will then make any necessary further amendments to the combination provisions.

I say to my hon. Friend the Member for Witham (Priti Patel) that we are in favour of Christmas; indeed, we are in favour of Christmas in Coggeshall. My noble Friend Lord Young—no relation—has published his report, “Common Sense, Common Safety”, and we are committed to that. We need some proportionality in all such matters, and Lord Young has recommended that officials who ban events on the grounds of health and safety should put their reasons in writing, and that citizens should have a right to challenge such decisions. If my hon. Friend gives me further details of the incident to which she has referred, I shall take it up with the appropriate Department.

I announced in my business statement that the Prime Minister will make a statement on the strategic defence and security review, and I announced a further statement by the Chancellor; I did not announce any other ones.

Earlier this week, we witnessed the spectacle of the unapologetic chief executive of Her Majesty’s Revenue and Customs admitting to even more mistakes with PAYE and trying to justify a £50,000 a month fat cat salary to the head of IT in that bureaucratic organisation. At the same time, she refused to take any responsibility for the misery that that organisation is causing my constituents. May we have a debate in Government time on that organisation’s failure to be more accountable and transparent?

Evidence has been given to the Public Accounts Committee by HMRC. The Government want to see the PAC report on HMRC before responding in due course. I will certainly bear in mind my hon. Friend’s criticisms.

Again, I refer the hon. Lady to the commitment we made in the coalition agreement and to what was said in the debate on the Queen’s Speech. The Queen’s Speech said:

“My Government will modernise the Royal Mail, in partnership with employees, and will ensure it benefits from private sector capital and disciplines.”

That remains the position. In due course, legislation will be introduced and the House can debate it.

Will the Leader of the House find Government time for a debate to discuss the performance of National Express, following the decision to extend its remaining railway franchise? In addition to the cost from its wavering from its east coast main line commitment, it is about to spend more than £2 million of public money on building works at Marks Tey station in my constituency, yet, along with Passenger Focus, it has shown an utter disregard for the views of local commuters by failing to consult them on those works. It has also ignored a petition signed by more than 700 local commuters. The plans will force a local business man, Nigel Clark, to close his newspaper stall and coffee vending machine business.

I commend my hon. Friend for the energy with which she defends her commuters. I understand that the Government are aware of the concerns to which she just referred, particularly about Nigel Clark’s news stand and the works at Marks Tey. The rail Minister has ensured that those concerns have been passed on to National Express, which has responsibility for allocating the retail tenancies.

The hon. Gentleman has, like others, touched on the CSR. We did not want to make those reductions; we inherited the need to implement them. I support his idea of a debate on export opportunities for industries in the north-east. Perhaps the hon. Member for North East Derbyshire (Natascha Engel), the Chair of the Backbench Business Committee, can add that to her list. However, if we debate the CSR, the hon. Gentleman will have the opportunity to make his points on Government policies on those matters.

The Leader of the House might be aware of the immense distress caused to the family of the victims of the Jeremy Bamber murders by the recent media interview he gave, which was allowed by the Ministry of Justice. May we have a debate in Government time on the impact of prisoners and mass murderers such as Bamber, who are serving whole-life tariffs and life imprisonment, being granted access to the media, so that victims of such crimes can be protected?
