Commons ChamberThese are difficult choices that we have to make. We are currently leading in the United Nations on the resilience pillar. It is very important, and I think everybody in this House—indeed, in the country—would want to ensure that the next COP summit is hosted in London next year, so that we can take on the baton from Paris, but in order to do that we need to show a distinctive contribution. It is in resilience that we shall be leading the UN discussions, both in Abu Dhabi and then in the UN in September. I think that is where the UK should position itself.

Commons ChamberOf the 9,000 foreign national prisoners in our jails, 760 are from Albania. What are we doing to negotiate a compulsory prisoner transfer agreement with Albania?
My hon. Friend has raised this matter several times, and I recently met with the Albanian Minister of Justice. It is difficult to return prisoners to Albania. We are ahead of the Italians and the Greeks, but we still have a lot more to do. The problem is that the host country needs to receive these prisoners, so we cannot transfer prisoners in a compulsory fashion. I assure my hon. Friend, because he has asked this question in the past, that a no-deal Brexit will make such prisoner transfers not easier, but more difficult.

Commons ChamberThere are 9,090 foreign national offenders in our prisons, including 760 from Albania. Why are those people not serving their sentence in prison in their own countries?
That is a very good challenge. My hon. Friend specifically raised Albania, with which we have a prison transfer agreement in place. I met the Albanian Minister of Justice two weeks ago. We need to ensure that more returns take place, but we are well ahead of Italy and Greece on returns to Albania.

I absolutely agree that we need to resource the service properly, and I absolutely agree that we need to focus this mixed market on getting the quality of delivery, but respectfully, I disagree with the idea that the answer is simply to bring it back into the public sector. I think it needs to be a mixed market, but it needs to be a mixed market that is unified and that really focuses on reducing reoffending.
The longer a prisoner serves in jail, the less likely he or she is to reoffend. That is simply a fact. If, under the this new system, repeat prolific offenders are more likely to reoffend—which is what the Minister has just said—why are those repeat prolific offenders being released early from their sentences in the first place?
There is an issue here of correlation and causation. It is true that people who serve 40 or 50-year sentences are less likely to reoffend, for two reasons. The first relates to the offence type. For example, murderers are generally less likely to reoffend than shoplifters. Secondly, the mere fact that they are locked away for 40 or 50 years makes it difficult for them to reoffend. Generally, short-sentence prisoners who are in for under 12 months are overwhelmingly dominated by chaotic individuals who often have drug or alcohol problems and who often commit offences such as shoplifting. They are a much more difficult target group to deal with than the people who are locked away for 40 or 50 years.

Commons ChamberI pay tribute to my hon. Friend for advocating on this issue consistently and for reinforcing a policy that has led to nearly 45,000 foreign national offenders being deported. In answer to the question, let me say that 46 of the 110 prisoner transfer agreements we have are compulsory. However, it is worth pointing out that, were we to leave the European Union with no deal and no transition period, we would lose 26 of those and face significantly greater challenges in deporting foreign national offenders who constitute nearly 40% of the cohort.
I understand that under those 26 EU agreements only about 200 prisoners have been compulsorily transferred to other EU countries, so that would make little difference. The point is that at any one time 10% of our prison population is made up of foreign national offenders. The best way to reduce overcrowding is to send these people back to prison in their own country. Will the Minister negotiate more compulsory prisoner transfer agreements so that we can get these people back to prisons in their own abode?
I agree strongly with what my hon. Friend says, and indeed we are actively engaged in this; my right hon. Friend the Lord Chancellor will be in Romania to discuss these issues, and I am meeting the Albanian Justice Minister this afternoon. But it is important to understand that, if we are going to put someone back into prison in another country, that country’s police, courts and prison service need to be onside, and that is a diplomatic challenge.
I would be delighted to meet the hon. Gentleman, and to do so as soon as possible.

I think that is a very, very good idea. We need to recognise and honour employers who do this. A Queen’s award is a fantastic idea. I would like to give credit to my hon. Friend for coming up with it and would like his permission to pursue it.

The hon. Gentleman raises an interesting question. Connected to the question of crowding in prisons is the question of how many people are sentenced. The two are clearly related. The Scottish Government have led on the question that the hon. Gentleman now raises: what is the point of sending someone to prison with a three-month sentence? What does that achieve? In effect, it means that somebody is in prison for less than six weeks. Is that really a length of time that allows them to take any kind of punishment and that will deter anybody? Above all, is it enough time to rehabilitate someone—to really turn their life around so that they do not reoffend? The evidence suggests that very short sentences are in fact likely to lead to more reoffending than a community sentence. It is an issue that we need to look at very carefully.
In May 2016, the inspectorate of prisons rated Bedford as “not sufficiently good” on the four healthy prison tests. Since then, there has been a prison improvement plan, the prison has been put into special measures, and there has been a comprehensive action plan, yet when the inspectorate went back this September, Bedford’s rating on three of those healthy prison tests fell to 1, or “poor”, while its rating for resettlement remained at “not sufficiently good”. Am I wrong to say that that seems to suggest that the people running Bedford prison are simply not up to the job?
The question is absolutely right. In 2016, when the previous inspection report was published, Bedford prison was already in trouble. It then got significantly worse. There was a riot at the end of 2016, and it is extremely difficult to recover from a riot. When a riot happens in a prison, it takes a long time for that prison to stabilise again. We put the prison into special measures, and that is a long, hard road. I have talked about some of the improvements that we have made to mental health provision and some of the support around key workers. We have now increased staffing numbers dramatically compared with where we were in 2016, and we are bringing in a new management team, but it takes time to turn around deep-rooted problems of this sort. I believe that the green shoots are there, but sadly we are not going to see them overnight. That is why I am determined that we put in more investment now.

Violent offences are committed in prison. If drugs are peddled in prison, appropriate punishment needs to be meted out to those who are responsible and the ringleaders removed. If the Minister will not bring back hard labour, will he at least look at the punishment regime so that prison officers and inmates who obey the rules can regard prison as a safe place to be, because at the moment it sounds to me as though the Government are losing control?
This is a very good challenge. There are two fundamental issues. One is the nature of the punishment that we impose. Somebody who is dealing drugs in prison is committing a criminal offence, so we would expect that person to proceed to court and receive extra days, or extra years, of sentence for importing drugs into a prison—that should be a consecutive, not concurrent, sentence. The second and most important issue is consistency. We need to ensure that any punishments that are inflicted are predictable and consistent, and we need not only to do that with drugs, but to challenge low-level disruptive behaviour consistently if we are to turn around the culture in our most troubled prisons.

Commons ChamberThe key target for the parliamentary scheme is of course Members of Parliament, but the idea is to make the public aware through them of what is happening in prisons. Nothing drives change more in an institution than opening it up to public scrutiny, and I hope that that—in addition to learning how to start a Mercedes without the key—will be one of the great benefits of the new scheme.
The EU prisoner transfer directive was meant to enable us to transfer thousands of EU prisoners in UK prisons to a prison in their own country. How many EU prisoners have we actually transferred?

Commons ChamberWe absolutely agree that the Assad regime is horrifying in the way in which it treats civilians. It has an extraordinary record of brutality and murder. We will document very closely the abuses that it has committed. We continue to call on it through every single channel not to conduct these operations, and we will make sure that people are held accountable for their crimes.
Christian communities are under attack in a number of developing countries to which we give very large amounts of international aid, including Pakistan. What steps will the Government take to ensure that that aid is given on condition that these communities are protected?
That is absolutely correct. Indeed, Christian communities and many other minority religious groups are increasingly under threat across the world. That is true of Christian communities in the middle east. It is true of Christian communities in Africa. It is true of Christian communities in Pakistan. We will support civil society organisations. In Pakistan, we support the rights of Christian communities, Shi’a minority communities and other groups. We continue to advocate for them with the Government of Pakistan, and we will continue that civil society support.

Commons ChamberI absolutely agree that that is vital, and we recently held a round table with retailers on that issue. One solution, although not a total solution, is being pioneered by Tesco and Co-operative supermarkets, which are looking at individual varieties—for example, of potatoes—that result in much less food waste on the way from the farm gate to the shelf.
My constituents in Kettering, especially those from the wartime generation, are horrified about the amount of food that is wasted. How can we get back to the principle that we do not put more food on our plate than we can eat, and that we consume the food that is on our plate?
My hon. Friend has drawn attention to one of the central points of this issue, which is human behaviour and culture. Certain things can be done by the Government and others by retailers, but in the end a lot of responsibility rests on us all regarding how much food we buy, how we use it, and how much of it we throw away.

Will the Minister congratulate Kettering Borough Council on becoming the best performer in the Association for Public Service Excellence awards for having the best recycling and refuse service in the country, following the introduction of its enhanced blue bin recycling service?
I pay tribute to Kettering, and I invite Kettering please to join us in a taskforce to communicate that best practice to other councils. There is a great deal we can all learn from Kettering.

Commons ChamberA national hedgehog survey is currently being conducted, looking at exactly this issue. As the hon. Gentleman has pointed out, in relation to hedgehogs badgers are not a black-and-white issue.
It is a pretty miserable life being a hedgehog—they are covered in fleas, they are asleep for most of the year, when they do wake up, they are splattered on the road, and they are the favourite food of badgers. Will the Minister use his good offices with the hedgehog society and its national survey to ensure that alongside the badger cull there is a detailed survey of the impact of the increase in the hedgehog population in those parts of the country where badgers are being culled?
This is a scientific issue that is the responsibility of Natural England. We will look very carefully at the conclusions of the national hedgehog survey.

My hon. Friend makes two important points. The first is about the inconsistency between operators, which is something that we have experienced very personally in Penrith. The apparently winning bidder for the west coast franchise committed to install a lift at Penrith station. When that franchise collapsed, having got a written commitment from the chief executive of that group, we ended up going back to Virgin and no such commitment is emerging. Virgin says that it has no interest in the work because it has only four or five years to run on its franchise. That has been a great disappointment for us and illustrates my hon. Friend’s point.
The second, bigger point, and the more important one, is that disabled access at the train station—in other words lifts—is only the beginning and not the end of the conversation. There are any number of other things to be considered. Some of them are to do with changes in technology available to disabled people, the increasing use of mobility scooters and the importance of being able to get them on and off trains and the height of the platforms—in many cases, the platforms are built at the wrong height for people to be able to get off the train. Those may be expensive interventions but they certainly need to be part of our objectives.
Another objective is access to disabled lavatories on board trains. Recently, one of my constituents was seated in the wrong carriage and was unable to access the disabled lavatory. No one was able to assist them to get from one carriage to another, and the result was really distressing.
To conclude, this is a matter of which Britain should be proud. All Back Benchers and all parties—all the way from Northern Ireland, through the Labour party, the Liberal Democrats and the Conservatives—have done an extraordinary amount to show what Britain means in terms of disabled rights and disabled access. This is also a Government who are proud of their infrastructure investments and their contribution to employment through infrastructure, particularly through railways. We must put those two things together. If we can do that, we can look forward to a day when all hon. Members will be able to access the wonderful conditions that are now available at Winchester station. All Members who have gathered today to talk about the problems of access in their own constituencies will be able to get to where we would like to be at Penrith, which is a world in which the millions of people using trains, including the 7.5 million tourists who go to the Lake district every year, will step off that train on to Penrith station and see a brand-new lift, and they will see it not just as an article of public convenience but a symbol of British civilisation.
We are now, metaphorically speaking, going to struggle with our suitcase over the footbridge from the hon. Gentleman’s remarks to the Minister’s response.
