Commons ChamberThe £675 million fund that I mentioned is specifically intended to allow local authorities to develop plans for responding to the transformation of the high street that is coming. Retailing is changing, and high streets have to change to reflect that. We cannot hold that tide back, but we can help to support the transition.
Boots the Chemist, one of the most popular high street stores, says that just 22 of its 2,400 stores qualify for the Chancellor’s excellent business rates reduction scheme—not because of anything the Chancellor has done, but because of EU state aid rules. What can the Chancellor do to assist and to get around those rules?
I am a little mystified by this story about Boots, which I too read in the newspapers. When I announced the policy, I said that it was designed to help small independent retailers, and Boots, with 22,000 providers, does not fall within my definition of a small independent retailer. We always understood that this policy initiative was designed to support small independent retailers as they transition to the high street of the future.

Commons ChamberRolling out full fibre is essential to Britain’s digital future. That will be done largely by the private sector. The public sector’s role will be to provide the appropriate support in areas where full fibre roll-out is not commercially viable, but supporting the urban centres in all our conurbations, including in Yorkshire, will be an early priority for the broadband roll-out programme. I should say to the hon. Gentleman—I hope this will cheer him up—that I recently met an Italian digital entrepreneur who has relocated his business from silicon valley to Sheffield and he said it was the best decision that he ever made.
Given that the people have already decided, presumably the Chancellor does not want a second referendum.
Contrary to some reports, I have never advocated a second referendum. I simply observed that it is a coherent proposition along with many others that have been discussed in this House.

Commons ChamberWhat the hon. Gentleman does know, but chooses not to say, is that as a result of the measures announced in the Budget last week, including the huge increase in NHS England funding, Scotland will receive over £2 billion more through the Barnett formula by 2023-24.
Will the Chancellor confirm that public spending on schools has never been higher in the history of our country? Will he also repeat for the benefit of the House the proportion of pupils in good and outstanding schools now, compared with when Labour left office?
My hon. Friend is absolutely right on both counts. He might also be interested in the OECD data, which shows that England is the top spender in the G7 on schools and colleges delivering primary and secondary education, as a percentage of GDP. We spend more on primary and secondary education than Germany, France, Japan and Australia, both as a percentage of GDP and on a per pupil basis.

Commons ChamberI am not aware of any direct exposure of Her Majesty’s Government as a creditor of Carillion, but I will check, write to the hon. Gentleman and place a copy of the letter in the Library of the House.
The Government have made good progress in cutting the deficit, but national debt as a percentage of GDP remains at a dangerously high level and will only start to fall next year—10 years after the crash. Will the Chancellor share with the House how our level of national debt to GDP compares with that of other major western economies?
My hon. Friend is right. Our level of debt is too high, and there is a reason why that matters. In response to the financial crisis in 2009, the then Government were able to allow debt to rise. If we had a similar crisis now—God forbid—we would be struggling to be able to do that, because debt is already very close to 90% of GDP. It is urgently necessary that we get our debt level down to create the headroom that will enable us to deal with any crisis that comes along in the future, whether internal or external.

Commons ChamberAs I have said, we have considered the issue of women affected by the pension age changes and we have provided some transitional funding. I am aware that there are people who believe that that is not sufficient and who would like more. I understand that, but the role of Government is always to balance the claims of individuals against the interests of the taxpayer, who has to fund these things in the end, and we think we have got that balance right.
Away from the Chamber of the House of Commons, out there in the real world, there is an army of self-employed people who are working their socks off from dawn to dusk and often longer. They often take great personal risks. They are the heroes and heroines of wealth creation. Without their efforts, we simply would not be able to afford the public services that we all enjoy. On behalf of the self-employed people of Kettering, I commend my right hon. Friend’s statement and thank him for thinking again.
I am grateful to my hon. Friend, and I extend my sincere good wishes to all the people of Kettering—self-employed or otherwise—and everywhere else.

Commons ChamberWhat we have said is that where EU funding is awarded to projects involving universities, businesses, external research institutes and farmers between now and the point of our departure from the European Union, provided those awards meet our value-for-money criteria and have the support of the UK or devolved Administration Department responsible, the Treasury will underwrite those awards. We expect that in any settlement with the European Union, the Commission will go on paying those awards after we have left, but if it does not we will stand behind them.
Many small businesses in Kettering are supplied by other British firms and sell their goods and services to British consumers, yet all are affected by often unnecessary EU regulation. Will the Chancellor join efforts post-Brexit to reduce this burden as quickly as possible?
The remedy to the problem my hon. Friend sets out will lie in the hands of this Parliament once we repatriate the acquis in the great repeal Bill.

Commons ChamberI am grateful to my hon. Friend, as he has asked me a very important question. He knows that the operation of monetary policy in the UK is independent of Government. Monetary policy, including measures such as quantitative easing, has been highly effective in supporting the economy. Because of the fiscal implications of an indemnity for the Bank, packages have to be formally agreed by the Chancellor. Although I cannot prejudge any hypothetical request, no request for quantitative easing has ever been refused, and I see no reason why circumstances would be different in future.

Commons ChamberThe hon. Gentleman raises a good point. There has been an assumption across the House that any training that we give would have to be provided by UK military personnel. Some of what will be needed will be police training, and perhaps the PSNI in particular could make a contribution to that. It is also quite possible that some of the training—perhaps all training—will be delivered by contractors, and often ex-military personnel working for contractors, rather than by serving military personnel.
The main concern of my constituents in Kettering about Libya is that the country is the main and growing conduit for illegal immigration from safe and unsafe countries in Africa. If the Government of national accord in Libya are unwilling or unable to make this a national priority, and if my right hon. Friend the Foreign Secretary is unable or unwilling to press the case for how important that is for us, what is the EU plan to prevent this year from being one of a disastrous set of circumstances in which we are about to experience a mass wave of illegal immigration very dangerously across the Mediterranean towards Italy?
To reassure my hon. Friend, the Libyan Government do understand the importance of that issue. They understand the importance for Libya because having organised criminal traffic across its borders undermines Libya’s sovereignty. They also understand the importance of addressing the issue for Libya’s relations with the international community. The point that I was making is that we must put this agenda in the context of the many other immediate challenges facing the Libyan people.
In answer to my hon. Friend’s second question about what the EU is doing in the meantime, EUNAVFOR MED Operation Sophia—the European naval operation in the Mediterranean—is designed to intercept people seeking to migrate on an irregular basis into the European Union from Libya.

I am not sure that I entirely agree with my hon. Friend. I think we have quite a reasonable assessment of the military resource that Russia has in Syria and we will be able to now monitor whether that resource is being genuinely withdrawn or simply rotated.
Given that Daesh has not been the main focus of Russian airstrikes, to what extent does my right hon. Friend think the Russians would advocate a partition of Syria?
It is a subject of speculation whether the immediate objective of the Assad regime and of the Russians is to carve out some kind of Alawite mini-state in the north-west of Syria, but as I have said several times, because we have no dialogue on these things, and because Russia is completely untransparent about its motives and its plans, we can only speculate.

Commons ChamberWe are working with a wide range of countries, including, crucially, Nigeria. This is, of course, a pincer movement from Nigeria in the south and the Sahel in the north. We are working with a full range of countries. I would say, however, that if we are to stop the spread of terrorism, we have to tackle it at its heart, and its heart is in Raqqa, Syria.
The security situation in Sinai is a threat to Egypt and other countries in north Africa, as well as to the coalition against ISIL, as we saw with the recent terrorist attack. What is the Foreign Secretary’s assessment of the security situation in the Sinai region and its impact on political stability?
The security situation in Sinai is very serious. The Egyptian army is engaged in combat with terrorist groups across Sinai. The Foreign Office travel advice recommends against all travel to Sinai, except the area around Sharm el-Sheik. Sharm el-Sheik is itself still considered safe for travel, although travel through the airport is advised against. We seek to work with the Egyptian authorities to deal with the terrorist challenge it is facing in Sinai.

Commons ChamberThe Boko Haram terrorist group continues to wreak havoc across north-east Nigeria, and we must see that as part of the broader challenge of militant Islam across a swathe of the globe, from west Africa to the middle east. We continue to support the Nigerians and work closely with them. We are one of the leading partners for the Nigerians, and we have provided a substantial package of UK military intelligence and development support to Nigeria. Last week, I had a meeting with the US Secretary of State to co-ordinate our response to the crisis in Nigeria with the United States, and I expect to visit Nigeria with him after the Nigerian elections.
T3. My right hon. Friend the Foreign Secretary and I are campaigning hard for a majority Conservative Government at the next election so that we can have a referendum on our membership of the European Union. Should, heaven forfend, despite our best efforts, we fall short of our goal, does he agree that our Conservative party commitment to an EU referendum should be a red line in any coalition negotiation?
The Prime Minister has made it clear that any Government of whom he is Prime Minister will be committed to that referendum.

Commons ChamberIn his statement, the Foreign Secretary confirmed that the November 2013 interim agreement commits Iran to freezing certain areas of its nuclear programme in return for limited sanctions relief and the repatriation of $4 billion-worth of oil revenues. Although the sanctions relief and the oil revenues are transparent and measurable, freezing areas of its nuclear programme is not. Given that there is either limited or no inspections access to nuclear and weapons facilities at Fordow, Natanz, Arak and Parchin, how confident can he be that Iran is freezing these areas of nuclear development, and is not secretly using this extended deadline to produce enough fissile material to develop nuclear weapons?
We are highly confident of that. The technical representatives of the E3 plus 3 review these issues regularly. We do have access to and visibility of what is going on. The arrangements under the interim agreement for monitoring are effective, and we are confident that Iran is complying with its obligations—in some cases, complying with our interpretation of an obligation even where there may be some uncertainty in the wording of the document itself.

Commons ChamberThe hon. Gentleman’s intervention just goes to underline how complex the situation is. We are not dealing with a conflict; we are dealing with a number of conflicts that interact with each other and mean that some of the participants have multiple considerations that they are dealing with when they decide how to act. Progress was being made—has been made—in Turkey over the last couple of years in resolving differences between the Turkish state and its Kurdish population. Significant progress has been made. I am afraid that what is going on now across the region is not helpful to that process and is not taking it forward. I think it is probably premature at this stage to speculate on the end outcome, but clearly the relationship between the different Kurdish groups in the four different countries is a crucial part of the overall conflict.
My right hon. Friend the Foreign Secretary has used strong language in his statement. He says that Islamic State is “an evil which is a direct threat to our national security.” He says that it is possessed of a “poisonous ideology”. He says that it is “a barbaric force that has no place in human civilisation in the 21st century”; and he says that it “represents a major threat to us, here at home, particularly at the hands of returning foreign fighters”. Given that, with the assent of this House, Her Majesty’s armed forces are now engaged in military action against Islamic State, given that we have all witnessed on television the beheading by a British jihadist of British and American aid workers, and given that the offence of treason still exists, but has not been used since 1946, will the Foreign Secretary ensure that British jihadists who return from Iraq and Syria are prosecuted for the offence of treason? Their actions are treachery against Her Majesty, and aiding and abetting enemies of Her Majesty is one of the greatest offences a British citizen can commit. The message should go out from this House—

Commons ChamberMost of the equipment in use in Afghanistan—the big kit, as it were, or the serious bits of equipment—will be brought back to the UK. Indeed, the vast majority of it has already been brought back to the UK, rehabilitated and brought back into core for the future use of the British Army as part of its Future Force 2020 posture. If equipment cannot be brought back but is of sustainable use to the Afghans, which means that they can sensibly use and maintain it—it is no good leaving them kit that they cannot service and maintain—then it will, where appropriate, be gifted to them. Equipment that fits into neither category will be destroyed so that it cannot possibly fall into the wrong hands.
By what mechanism can international development assistance from a wide range of nations best be co-ordinated to ensure sustainable economic development for the Afghan economy?
The International Monetary Fund and the World Bank are involved in that process, and the London conference in November will of course be a further opportunity to co-ordinate the actions of the donors.

Commons Chamber2. What policies he is pursuing to prevent political disintegration in Afghanistan similar to that occurring in Iraq after NATO forces leave.
There are significant differences between Iraq and Afghanistan. Subject to the conclusion of a status of forces agreement with NATO, the alliance plans to continue to support the Afghan security forces and the Security Ministries as part of the Resolute Support mission. NATO countries reaffirmed the Chicago summit commitments of $4.1 billion a year towards Afghan national security force sustainment, helping to underpin the long-term stability of Afghanistan. We look forward to the status of forces agreement being completed as one of the first acts of the incoming Afghan President.
Two things seem to have caught everyone by surprise in Iraq: the very poor intelligence picture that the west has had on the caliphate forces; and the fact that nobody seems to have understood how weak the response of the official Iraqi armed forces was going to be to the Sunni insurgency. Can my right hon. Friend assure me that those two big failures will not be repeated in Afghanistan?
It is important to note that the failure of the Iraqi security forces was a failure of political coherence, not a failure in combat. Where they engaged in combat, they performed adequately. It was where they failed to engage at all that the problem arose. We expect to have far better situational awareness in Afghanistan, because of the continuing engagement through Operation Resolute Support in that country.

Commons ChamberI can confirm that it is this Government who have enshrined the armed forces covenant in law and have very positively driven the armed forces covenant programme since that time, creating the community covenant and the corporate covenant, which now play an important part in the overall programme. My hon. Friend also asked me about Reaper drones post-Afghanistan, stretching the statement on redundancy to its maximum limit. None the less, I say to him that we expect unmanned aerial vehicles to form a permanent and significant part of our future aerial capability.
If 18 medical and dental posts are to be lost from the RAF and the Royal Navy, what efforts are being made, and what incentives are being provided, to ensure that such experienced and dedicated personnel find new careers in the NHS where their skills are badly needed?
Such people are inherently employable. Almost all of them will be absorbed pretty much immediately into the NHS. The priority challenge for us is to ensure that as they make that transition into the NHS, they join the reserves to continue playing a part in delivering Britain’s military capability.

That is difficult to say because, by definition, when we talk about recruits falling through the cracks, we are essentially talking about people who have become frustrated with the delay in the process and simply dropped out and gone away. We are seeking to track those people and to go back and re-engage them, as it were, but I know from anecdotal evidence—e-mails I get in my personal e-mail account—that a number of people have just got fed up with the system and given up. The Army is acutely conscious that we cannot afford to waste any potential recruits.
Will the Secretary of State confirm that the Royal Marines are outside this Army recruitment system because they come under the Navy recruitment platform? I am slightly alarmed to hear that he intends to roll this system out to the Navy and the RAF. What lessons might the Army learn from naval and RAF recruitment, and what efforts are being made to recruit from our great pool of cadet forces across all three services?
There are several questions there. First, the IT platform—the management of the process—is intended to provide a tri-service platform, and once it is fully operational, it will provide savings to the Navy and Air Force as well. Cadets provide an opportunity to showcase careers in the armed services, and we know that significant numbers of recruits have cadet experience. I want to be clear that we should support young people who join the cadets, and when they are interested in a career in the armed services, we should support them to explore the possibilities of such a career. As my hon. Friend will know, we are also committed to rolling out an increased number of combined cadet forces in state schools, to mirror the great success that those established combined cadet forces in independent schools have already demonstrated.

Commons ChamberNo; the first phase of the overall project was about designing what we required in DE&S and looking at how the interface would work with the devolved customer—the devolution of budgets to the front-line commands is also a new step that we have introduced. We have also resourced the work on developing the DE&S plus model since we launched the MatStrat—matériel strategy—competition earlier this year, so that work has had proper resourcing. Although the proposal that has been put forward is nowhere near as detailed as that put forward by the private sector bidder for the GoCo proposition—as it is only right to expect—it is a sound framework for building a public sector solution to the challenge we face in DE&S.
Having visited Abbey Wood with the armed forces parliamentary scheme, may I congratulate my right hon. Friend on being bold and innovative in trying to reform the massive defence procurement system? Can he give the House his best examples under the current system of something that has been procured well and something that has been procured badly, and the lessons learnt from both?
There are countless examples of excellent procurement results in the UOR—urgent operational requirement—system. Indeed, it is common ground among Members who take an interest in this issue that we have to try to import some of the lessons from the UOR system into the routine procurement system. I do not want to pre-empt the major projects review that the National Audit Office will publish in the new year, but I can promise my hon. Friend that he will see programmes that deliver on time and within budget on a scale that he will not have seen before. That is a sign of the progress that is being made, although there is much further to go.

Commons ChamberI have not confirmed the new timetable for the Type 26. It was always our intention that we would mature the design fully before we placed a contract, in order to avoid the mistakes of the past. The current planning assumption is that we will order 13 vessels.
When we talk about aircraft carriers, we tend to focus on their construction, but, of course, when they become operational they will require trained crews. With which navies are we co-operating to train the requisite personnel and might there be expanded opportunities in places such as Portsmouth for onshore training in the run-up to deployment?
A certain amount of training can be done synthetically onshore, but I am grateful to my hon. Friend because he gives me the opportunity to reiterate publicly and on the record our gratitude to the United States navy and the United States marine corps, who are assisting us in keeping alive our carrier skills during a period when we are not operating fixed-wing aircraft off UK carriers. We have pilots and deck officers embedded in the US navy and the US marine corps and we will develop our fleet of F-35B aircraft, with the first operational squadron based in the United States at Eglin air base. It will return to the UK in 2017 as a trained squadron ready to stand up immediately on its arrival. Without that support from the US, we would be struggling to get back into the carrier business. We should be immensely grateful.

Commons ChamberI am grateful to my hon. Friend—nice try. As he knows, however, it will be decided in the 2015 strategic defence and security review whether or not to bring into operation the second carrier, HMS Prince of Wales.
Given the recent increase in its centrifuge capability, and that there is no plausible use for the amount of uranium it has enriched to 20% and beyond, how close does my right hon. Friend feel that Iran is to developing a nuclear warhead that is ballistically deliverable to either Tel Aviv or Riyadh?
I do not want to speculate on how close Iran could be to developing any kind of warhead, but I reassure my hon. Friend that the Government support the process of engagement with the Iranian regime to test whether it is serious when it says that it wants to negotiate with the west.

Commons ChamberEmployer support will be crucial. There is a Queen’s award for business, a Queen’s award for technology and a Queen’s award for exports. Might there not be a Queen’s award for supporting the armed forces reserves?
We explored that in the consultation. We have decided to proceed via the corporate covenant, which already provides for recognition for employers who support the services broadly, including the reserve service, and provides them with a logo that they can put on their letterhead.

Commons ChamberAs I said to the shadow Secretary of State, if we went down this route, we would expect to award a contract next year and for it to be effective by the last quarter of 2014. We would then expect there to be a two-stage process towards the full GoCo-isation—if I may use that term—of DE&S. We would expect savings and efficiencies to be generated from the very beginning, and from the second year of operation we would expect there to be cashable benefits.
I congratulate my right hon. Friend on his statement. Were he to save the full £1.3 billion to £2.2 billion of waste that he has identified, he would be able to buy an extra one or two Type 45 destroyers a year and to start to rebuild the Royal Navy back to its proper size. Will he confirm that this is the biggest waste black hole in the MOD budget and that no other hole in the budget has a bigger annual cost?
It is certainly our assessment that the frictional costs of inefficiencies within defence procurement are the biggest single challenge that we face and our biggest single opportunity. I was at Portsmouth the week before last and talked to the commander of the dockyard. He told me that once the Queen Elizabeth carriers are berthed there, he will be making provision for some 200,000 tonnes of fighting ships to be tied up in the harbour. That will be largest tonnage that he or his predecessors have had to make provision for since the 1960s.

Commons Chamber8. What assessment he has made of the ability of North Korea to deliver a ballistic nuclear warhead and the extent to which such technology is being shared with Iran.
It is clear that North Korea is undertaking programmes to develop nuclear weapons and a range of missile systems. It has successfully flight-tested ballistic missiles capable of reaching South Korea, Japan and US bases in the region. It has paraded a long-range missile with a claimed range of 12,000 km, which is highly likely to be intended to be nuclear-armed. Those developments are in breach of international law and threaten the stability of the region.
As for links with Iran, North Korea is known to have sold ballistic missile technology to Iran. Any sharing of nuclear technologies would be a matter of grave concern and would breach UN sanctions.
The attempted development of nuclear weapons by North Korea and Iran surely underlines the importance of maintaining our own independent nuclear deterrent, but does my right hon. Friend agree that perhaps the greatest risk to world peace is a miscalculation or mistake on behalf of either Iran or North Korea at this time when tensions are rising?
I completely agree that there are huge risks at a time of heightened tension and a huge potential for miscalculation, which is why I welcome the initiative in which the United States is engaged to try to calm tensions around the Korean peninsula. The developments in Korea, and indeed Iran, show us primarily that the world is a very dangerous and unpredictable place, and that a credible nuclear deterrent is the ultimate protection against the threat of nuclear aggression or blackmail.

British forces have clear rules of engagement. The forces we have deployed so far will be limited to engagement on the basis of self-defence only if they are attacked. I have already acknowledged our concerns about the allegations that have been made about Malian forces, and I know that our French colleagues have similar concerns and are addressing them with the Malian Government and the Malian forces on the ground. This situation is in a state of flux on the ground. The Malian forces are regrouping. Some of their command and control systems are currently inadequate, but the French are seeking to make a difference on the ground.
What is the extent of military co-operation between Algeria, Mali and Nigeria? Will the South Africans provide any troops? With America increasingly looking to the Pacific, will European support for an African solution to this problem be enough without substantial American involvement?

Commons ChamberI am not ignoring those facts. I have acknowledged that the Afghan Government will have to do much more about corruption if Afghanistan is to have a viable future. All our activity, through DFID and other channels, is to secure sustainable development in Afghanistan, which will encourage people to retain their wealth in Afghanistan, but I do not dissent from the hon. Gentleman’s suggestion that there is wholesale corruption and that significant amounts of money have been illegally expatriated from the country. He is of course right.
Poppy cultivation in Afghanistan fuels much of the illegal hard drug trade on the streets of Britain. What progress is being made, and will be made, to reduce the reliance of the Afghan economy on poppy cultivation, while also ensuring that the livelihood of many poor farmers is not endangered?
This is a perennial challenge in any country where narcotics cultivation is a core part of the economy—to develop sustainable alternative forms of economic activity that provide a livelihood for peasant farmers which can compete with the returns available from narcotics. That is a big challenge for the Afghan Government. We are putting a lot of investment into helping them with that challenge and counter-narcotics will be a continuing strand of our involvement with Afghanistan well beyond the end of our combat operations in 2014.

Commons ChamberI am glad to be able to say that I absolutely endorse the hon. Gentleman’s view. As I said a moment ago, what happens in the military space is only one part of the overall equation. There needs to be political reconciliation, progress on building good governance, particularly on the eradication of the extreme corruption that is still prevalent in Afghanistan, and progress on developing relationships with Afghanistan’s neighbours.
Given the limited capacity of the RAF airbridge and the difficulty of transporting stuff overland to seaports in Pakistan, how much equipment do we expect to leave behind when we finally exit Afghanistan?
Our intention is to extract all equipment whose value to the armed forces is greater than the cost of extraction and recuperation. We hope to be able to use the southern route overland via Pakistan and we are also negotiating northern lines of communication through Uzbekistan, Kazakhstan and Russia, but in extremis we have the capacity to bring equipment out by air.

Commons Chamber7. How many UK service personnel are based in the Gulf; and whether reserves are earmarked for deployment to the Gulf in the event of military action against Iran.
Just under 2,000 UK military personnel in the Gulf region are serving on current operations, of whom the majority are royal naval personnel. Reserves could be made available to support the full range of military activity in any operation. The decision to employ reserves is taken by Ministers and subject to a 28-day notice period for individuals.
The UK, together with the international community, remains committed to a negotiated diplomatic solution with Iran on its nuclear ambitions. The Government are pursuing a strategy of pressure and engagement to persuade Iran to negotiate seriously, and to allay the legitimate concerns of the international community. However, we have made it clear that if Iran makes the wrong choice, all options remain on the table.
What assessment has been made both of the conventional capability of the Iranian armed forces, and of the ability of Her Majesty’s armed forces to overcome the particular challenges of an armed conflict in that theatre?
The Iranian armed forces have a significant capability. We do not, at the moment, advocate a military solution to this crisis. We advocate a solution based on pressure and engagement, and on persuading the Iranians to engage with the legitimate concerns of the international community. Should the situation evolve, it is certain that, if the UK took part in any action, it would do so as part of an international coalition.

I do not agree with the hon. Gentleman on many things, but I will say this. I recognise, as does everybody in ISAF, along with President Karzai, that the incidence of insider attack is sapping public morale in the ISAF home countries. That is why we are determined to solve the problem—to nip this trend in the bud and ensure we get on top of it. Huge resources have been put in by both the Afghans and ISAF to address the problem, and I am confident that we will see a significant improvement over the coming months.
It has taken a long time to get on top of, and to minimise, the IED threat to our forces in theatre, but it has been done, often with some of the best ideas coming from the squaddies on the ground. In minimising green-on-blue attacks, will the Secretary of State ensure that every squaddie, of whatever rank, is encouraged to come forward with ideas, so that it is not just left to the commanders?
My hon. Friend makes a helpful suggestion. In my next conversation with General Bradshaw I shall ask him what specifically is being done to gather opinions and ideas from the ranks for implementation.

Commons ChamberI think that the hon. Gentleman was a member of the last Government, so he will be very clear about the scale of the financial problem that the MOD and the wider public sector face. The armed forces are playing their role in helping to correct the deficit and get this country back on track.
What discussions has my right hon. Friend had with the Department for Education about financial incentives to encourage retiring service personnel to take up teaching as a career, in order to get some self-respect and discipline taught to our young people in schools?
My hon. Friend will know that the Secretary of State for Education has announced the “troops to teachers” scheme. Work is ongoing to put the flesh on the bones of that proposal, and an announcement will be made in due course.

Commons ChamberIf my hon. Friend could avoid the term “buried”, I would be grateful to him. It is vital that we create this climate of security—I have referred to some of the initiatives under way—but it is clear to me, from everyone I have spoken to over the past 96 hours, that nobody who knows the country believes that there can be a sustainable, durable, peaceful Afghanistan unless all its people are included. That means that reactivating the reconciliation process and the political track at the earliest possible opportunity—after the disruption suffered following the Rabbani assassination—will be of critical importance to the future.
May I warmly congratulate my right hon. Friend on his appointment? Although lots of NATO countries are involved in Afghanistan, only we, the United States and a few others are doing more than their fair share. The same seems to be true in other theatres, such as Libya and in the anti-piracy operations off the African coast. Will he do all that he can to ensure that all NATO members play their full part in the success of this organisation?
I am happy to take up the cudgels on this issue, which, as my hon. Friend will know, my predecessor regarded as hugely important. I pay tribute to the huge progress and consistent effort that he made in reminding our NATO allies of their obligations. However, my understanding, from talking to military people over the past couple of days, is that the contribution that the Estonians and Danes, for example, have been making under British command in Helmand has been recognised as first class and is very welcome.

Commons ChamberI can say that they are unfounded. By the way, the right hon. Gentleman made the case for High Speed 2 more eloquently than I could. It will deliver a massive increase in capacity on the west coast corridor and allow much more innovative and flexible services on the west coast main line, which is now operating at—or very close to—capacity. However, there is a serious point about pricing and cliff edges in the pricing system. Anyone who stands at Euston station on a Friday evening will see that nobody wants to board a train at 6.50 pm or 6.55 pm, because that means paying the peak fare. They are all trying to get on the train at 7.2 pm, to the extent that the British Transport police regularly have to deploy to physically keep people off the trains for safety’s sake. That is a barmy pricing system. We have to consider the anomalies of massive cliff edges and try to smooth them out, so that there is less of an incentive not to travel on a particular train. However, overall I would expect such a move to be revenue-neutral across regulated fares; this is about managing the system better, not raising more money.
One of the understandable grumbles of the Kettering rail users group is that for historical reasons the fare for a journey from Kettering to London is disproportionately higher than that for a journey to London of a similar length from other places. Will the fares policy review seek to iron out such anomalies?
I do not want to pre-empt the rail fares policy review, to which I am sure that my hon. Friend will make a submission, but I have recently enjoyed meeting the Northampton rail users group, and the Minister of State has just said that she would be happy to meet the Kettering rail users groups, so perhaps we can carry a dialogue forward.

I thought that the world’s first railway journey started somewhere up near Darlington, so if it ended in the Welsh valleys, it was doing extremely well. My right hon. Friend the Rail Minister will be happy to discuss this matter further with my hon. Friend. I know that she has already discussed the proposal with him and is looking at the business case for it with a view to its inclusion in future programmes.
May I press the case for the midland main line and encourage the Secretary of State to look at the introduction of upgraded, bi-mode inter-city trains on that line, not least because that might well facilitate the reintroduction of an inter-city service between Kettering and London, which was taken away when it was effectively downgraded to an outer suburban service?
I can only say to my hon. Friend what I said to the hon. Member for Sheffield South East (Mr Betts)—that the future use of the midland main line is bound to change if the high-speed rail network proposal goes ahead. By the end of this year—once the high-speed network is to be built, if that is the decision taken, following the consultation—we will be in a much better position to talk about the future plans for the midland main line and, indeed, for the east coast and west coast main lines.

I shall attempt to be brief, Mr Speaker, but the hon. Member for Garston and Halewood (Maria Eagle) asked me a good many questions.
I can assure the hon. Lady that there is no complacency whatsoever. I recognise the absolute frustration and, indeed, anger of many people who have been stranded and had their journeys and their lives disrupted over the past 48 hours. Let me repeat, however, that the question is not whether a foot of snow and double-digit negative temperatures create disruption. They will create disruption; they will always create disruption. The question is whether we should or could have done anything differently, and that is what I have asked David Quarmby to consider. As soon as we have the answers to all the very sensible questions asked by the hon. Lady, I will report back to the House.
When it comes to trains and buses, passengers find the weather frustrating, but even more frustrating is often the complete lack of information while they are standing on a cold platform or waiting at a draughty bus stop. What can the Secretary of State do to make sure that senior executives in those largely private companies ensure that information gets to the customers as speedily as possible?
My hon. Friend is absolutely right. A major part of the problem that we experienced yesterday was lack of information flow. Some train operators have already supplied BlackBerrys to on-train crews so that they can be given real-time updates to advise passengers of what is going on. We must take that process further. The least we ought to be able to do for passengers if they find their journeys disrupted is to give them accurate information about what is going on.

Commons ChamberI do indeed agree with my hon. Friend. The ultimate solution probably lies in the introduction of scanners as a primary means of security screening at our airports. At the moment, that cannot be done under EU rules. Part of my discussion with the EU is seeking to persuade it that we can resolve the particular problems of religious headwear by addressing the wider issue of adopting scanners as a primary screening method.
