My hon. Friend makes two important points. The first is about the inconsistency between operators, which is something that we have experienced very personally in Penrith. The apparently winning bidder for the west coast franchise committed to install a lift at Penrith station. When that franchise collapsed, having got a written commitment from the chief executive of that group, we ended up going back to Virgin and no such commitment is emerging. Virgin says that it has no interest in the work because it has only four or five years to run on its franchise. That has been a great disappointment for us and illustrates my hon. Friend’s point.

The second, bigger point, and the more important one, is that disabled access at the train station—in other words lifts—is only the beginning and not the end of the conversation. There are any number of other things to be considered. Some of them are to do with changes in technology available to disabled people, the increasing use of mobility scooters and the importance of being able to get them on and off trains and the height of the platforms—in many cases, the platforms are built at the wrong height for people to be able to get off the train. Those may be expensive interventions but they certainly need to be part of our objectives.

Another objective is access to disabled lavatories on board trains. Recently, one of my constituents was seated in the wrong carriage and was unable to access the disabled lavatory. No one was able to assist them to get from one carriage to another, and the result was really distressing.

To conclude, this is a matter of which Britain should be proud. All Back Benchers and all parties—all the way from Northern Ireland, through the Labour party, the Liberal Democrats and the Conservatives—have done an extraordinary amount to show what Britain means in terms of disabled rights and disabled access. This is also a Government who are proud of their infrastructure investments and their contribution to employment through infrastructure, particularly through railways. We must put those two things together. If we can do that, we can look forward to a day when all hon. Members will be able to access the wonderful conditions that are now available at Winchester station. All Members who have gathered today to talk about the problems of access in their own constituencies will be able to get to where we would like to be at Penrith, which is a world in which the millions of people using trains, including the 7.5 million tourists who go to the Lake district every year, will step off that train on to Penrith station and see a brand-new lift, and they will see it not just as an article of public convenience but a symbol of British civilisation.

I am grateful for that intervention. My hon. Friend’s constituents will doubtless be aware of his involvement in pushing for that particular improvement.

To build on the success of the Access for All programme, last year’s high-level output statement included £100 million to extend the programme until 2019, despite the difficult economic circumstances. We have asked the rail industry to nominate stations for inclusion in the extended programme, using the criteria to which I referred, and hopefully taking on board the point that my hon. Friend the Member for Penrith and The Border made about remote rural stations. We also want the industry to take account of factors such as improving inter-urban journeys and the availability of third-party match funding, which can be used to weight business cases for individual station projects. The views of local authorities are also important when considering these matters, so they will be taken into account.

We want to tie in access improvements with other projects to help to deliver efficiency savings by combining costs, including project management costs. For example, last November I opened a joint national stations improvement programme and Access for All project—two different funding streams—at Horsham station, which was worth more than £4 million of Government and local authority funding. This excellent project shows exactly what can be achieved when different stakeholders co-ordinate their plans to deliver a better experience for passengers. I would welcome more examples of such co-ordination in the future.

I would expect a number of stations that were close to being included in the current Access for All programme to be nominated again this time around. They include Penrith, in my hon. Friend’s constituency, where Network Rail has already been looking at options for providing step-free access. I know that the station is one of the few on the west coast main line without a proper accessible route, and that it is an important interchange with National Express coaches and bus services to other parts of the Lake district. All those factors will make Penrith a strong candidate for inclusion in the Access for All programme, although I obviously cannot guarantee that it will be included. Although Network Rail is busy considering the matter, I would expect Virgin, the train company involved, to be frankly a little more sympathetic than appears to have been the case to date. I expect the industry to complete the nomination process by the end of this year, which would enable us to be in a position to announce the successful stations by April 2014, the beginning of the next rail control period.

It is important to remember that improved access can often be achieved using relatively small amounts of funding, combined with innovative thinking by the industry, so the Access for All programme includes an annual small schemes fund of around £7 million a year. That money is allocated between the train operating companies, based on the number of stations they manage and how busy those stations are. Since 2006, more than £100 million of investment, including contributions from the train operators themselves and from local authorities, has seen projects delivered at more than 1,100 stations, which is almost half the total number of stations in this country.

A variety of projects have been supported, including: better provision of accessible toilets; customer information systems, which have now been installed at more than 80% of our national stations; blue badge parking spaces; and features such as induction loops at ticket offices to help those with hearing impairments. The work has removed barriers to travel for many disabled people, and these are real examples of projects that are delivered at a relatively low cost, but have high value.

In 2011, we released £37.5 million of Access for All mid-tier funding to help projects needing up to £1 million of Government support. A total of 42 projects were successful, ranging from the provision of step-free access—via lifts—at stations such as Alton, which serves Treloar college for physically disabled students, to a Changing Places disabled toilet at Paddington and easier access platform humps to reduce the stepping distance between the platform and train at several stations throughout the country. The first phase of those projects is now finishing, and the remainder of the projects are due to be completed by the end of this financial year.

I do not want to give the impression that that is all we are doing to improve access at stations, however. Access for All is over and above work delivered as part of other major investment programmes or work undertaken directly by train operators, which are each required to invest an average of £250,000 a year on improving stations under their minor works programmes as part of the franchise requirements. I understand that that money is now almost exclusively spent on access improvements. We heard mention of High Speed 2, and I want to make it clear that all new stations on the HS2 route or anywhere else—we are busy opening new stations under the new stations fund and the local sustainable transport fund—will be fully accessible.

We are determined to ensure that all rail vehicles are fully accessible, because there is no point in having accessible stations if people cannot get on the train. The latest figures show that more than 7,600 rail vehicles have been built or refurbished to modern access standards, which is 45% of all rail vehicles, including half of all trains—that is the difference between carriages and trains. More than 500 older rail vehicles have been fully refurbished to modern access standards, and contracts have been placed for work on hundreds more. Meanwhile, my officials, with assistance from the Disabled Persons Transport Advisory Committee, continue to provide compliance guidance to the rail industry ahead of the 2020 deadline for all rail vehicles to be accessible. It is a firm commitment of the Government that all rail vehicles will be accessible by 2020, and we are determined to make sure that that is kept to. By the way, there are similar commitments on buses, which are equally important, if not more so, for people in rural areas, as my hon. Friend the Member for Penrith and The Border will no doubt accept.

In summary, I hope that I have been able to demonstrate that the Government is committed—note to Hansard: the Government “is” committed, not “are” committed—to improving access at stations for disabled passengers through specific projects such as Access for All, as well as under improvements delivered as part of our wider commitment to improving the rail network.

I am grateful to hon. Members who contributed to the debate. The evidence of the turnout of Members demonstrates the importance that parliamentarians attach to this issue, and that is matched by the importance that we in the Department for Transport attach to it.

Will the Secretary of State look at the cost of rail travel per mile? He will know that, compared with other lines, his and my line—the midland main line, which goes through Kettering—is very expensive for rail travel per mile.

The hon. Gentleman is wrong in his implication. As I said in my previous answer to my right hon. Friend the Member for Bermondsey and Old Southwark (Simon Hughes), I am considering these proposals, discussing them with colleagues and looking at the practical issues. When I visited the Scottish Parliament during the February recess, I saw in its parliamentary bureau what is to all intents and purposes a House business committee. When one looks at how that works, Back Bench Members in this House already have considerably more influence and control over the scope of debate than Members of the Scottish Parliament. It is not about creating a thing with a title; it is about delivering the objective.

A House business committee would timetable business in this House. Were there to be a rule that it must facilitate Government business—and given that its make-up is likely to reflect the balance of parties in this place, that it was a firm part of the coalition agreement when other things were dropped, and that we have had three years to sort it out—should there not be a firm commitment in the Queen’s Speech on 8 May?

My hon. Friend is making assumptions about the character of a House business committee based on the Wright Committee recommendations, which are being considered by the Political and Constitutional Reform Committee, to which I am sure he will be giving his views. It is important to recognise that among the evidence that the Committee has already received is evidence about the impracticality of implementing the Wright Committee recommendations as first set out, not least because we have already made progress in the Backbench Business Committee.

I fear that the hon. Gentleman is taking me out of context. What I said was that my main concern is the service to the passenger, which I care very much about and want to see improve. The location of the headquarters will be up to the individual franchisees when they put their case forward, and they may make strong representations.

Will he confirm when the franchise is up for renewal, and will he allow prospective bidders to come forward with proposals for new electric trains, instead of the Department insisting that they use recycled trains from other lines?

The date of the new contract for East Midlands will be mid-way through 2017, and a direct-operated tender deal will come to fruition in 2015. I hope my hon. Friend accepts that the fact that electrification of that line is included in next set of Network Rail works shows our commitment to it. I know how important—

Obviously, nearly all the franchises were let under the previous Government so, in a sense, we inherited the arrangements that apply to the various franchises across the country, and they cannot be unpicked during the period of a franchise. However, we can try to influence future franchises, and the Secretary of State will make a statement to the House in the near future about how we are taking forward the franchising regime.

Inevitably, some lines are profitable and some lines are not, and that is simply down to market forces. A concentrated commuter network or a highly attractive route—say, from London to Manchester—is more likely to be profitable than a route that serves a large number of small stations, such as between Inverness and Wick and Thurso. It is difficult to envisage how that could ever make a profit, because it is a long, straggly line that few people use. Market forces therefore inevitably apply, but our job is to try to ensure that we secure the maximum return from the private sector to enable us to reinvest in the network for the future.

My hon. Friend mentioned Brian Souter’s salary but, on the other hand, his company is now paying a premium to the taxpayer. In a sense, the private sector system seems to be working. Brian Souter has invested heavily. He is taking the rewards for himself, which he is entitled to do, but he is also paying a premium to the taxpayer that enables us to reinvest. The system seems to be working, and we want to get more train companies paying money to the Government. If we can do that, because efficiencies have been driven in and inefficiencies have been driven out, it is all to the good.

I am afraid that I have not been able to say anything about investment, but there are large investment plans for the South West Trains area. I will happily drop my hon. Friend a line to set out what they are, but they include longer platforms and trains, and in due course steps to improve the situation at Waterloo.

Based on statistics from the Society of Clerks at the Table in the Commonwealth, United States Congress and European Parliament—an unimpeachable source—the House of Commons sits for more days and for longer than most comparable Parliaments.

Does the Leader of House believe that the success in this House of the scheduling of debates by the Backbench Business Committee is likely to be a model copied by other Parliaments around the world?

I agree with my hon. Friend. We are unique in this place in having established a Backbench Business Committee which puts a substantial proportion of the time of the House at the disposal of Back-Bench Members without being controlled by the respective Front-Bench teams. That is terrifically important. I was struck when I visited the Scottish Parliament last week that, although there is time for Members’ debates, it is at the behest of the business managers. As a business manager, I might see advantage in that, but the House of Commons has resolved to give Back Benchers a substantial amount of time, and that is a welcome reform led by my predecessor.

Whenever and from wherever construction starts, and whatever configuration High Speed 2 takes, will the Secretary of State ensure that this is a British railway, with the trains built in Britain, the tracks built in Britain, all the equipment coming from British firms, and British workers and British firms building the railway?

I am determined, by the long-term nature of the notice we are giving, that British companies will be able to compete and win the business that will be available, and will go out to tender in the usual way. From what I have seen of British engineering, I believe it is well able to compete with anywhere else in the world.

Indeed. The hon. Gentleman makes an extremely important point and the Commission is grateful to him for the part he played in advising the study group last year, together with the right hon. Member for Saffron Walden (Sir Alan Haselhurst) and two Members of the House of Lords. This will be a major project that will affect us all, and good consultation with all those involved will be vital to ensuring its success. I look forward, as I am sure the Commission does, to working with the hon. Gentleman and others to ensure that that happens.

If the cheapest and quickest option for a complete renewal of the fabric of the Houses of Parliament is to close the Houses of Parliament and temporarily relocate them elsewhere, will the hon. Gentleman ensure that that option is put before the House so that Members can vote for or against it?

The purpose of the feasibility study now being undertaken is to ensure that there is accurate information, properly gathered by outside independent experts, so that all the options are based on fact, without any optimism bias. I cannot personally imagine a circumstance in which the House would not wish to express a view on what is best, but when the decision is made, after the information is available, it will be for the usual channels, whichever they are, to work out how to do that.

I am not responsible for the personnel decisions of Virgin trains, but I am sure that the hon. Gentleman will make representations to the company. I hope he welcomes the fact that I have announced today the completion of 106 new Pendolinos and the hourly service to Glasgow, which are substantial improvements in this service for people in Scotland.

May I praise my right hon. Friend for launching these inquiries so soon after he took office? However, while Parliament holds Ministers to account, who holds the Sir Humphreys to account? There is a stink about this process among the permanent secretariat in our civil service. What has happened to the previous permanent secretary in the Department—is he or she still in the civil service? Is the current permanent secretary going to take any responsibility?

My hon. Friend says that Parliament holds Ministers to account. In fact, it is not only Parliament that holds Ministers to account, because that also happens through the Select Committee procedures, on which I will certainly not lecture my hon. Friend, and that applies to permanent secretaries and officials as well. There will undoubtedly be other reports not only by the Transport Committee but by other Select Committees and by the National Audit Office. Various reports will come out on this subject.

1. What the recycling rate has been for recyclable materials on the Commons part of the estate in each of the last five years.

The percentage figures for the amount of general waste recycled or recovered by weight from the parliamentary estate in the last five financial years are as follows: 2007-08, 44%; 2008-09, 47%; 2009-10, 50%; 2010-11, 52%; and 2011-12, 53%. These figures are for the parliamentary estate as a whole, as we are not able to break down the figures by House or building. The percentages exclude batteries that are recycled but for which no weight figures are currently provided and builders’ waste. The figures include food waste, a proportion of which is being sent to an anaerobic digestion facility.

It certainly seems encouraging that the recycling rate is going in the right direction. Is my hon. Friend satisfied with the progress being made? Perhaps lessons should be learned from some of the local authorities that have far higher recycling rates than we currently do in this House.

I do not believe that we should ever be content with where we have got to on recycling. The Commission and the Management Board are doing everything in their power to increase the recycling rate. As new recycling waste streams are developed, the House works closely with its waste contractor to maximise the opportunities to increase the rate, and the House will certainly be happy to look at any other authority that is an exemplar to see what it can learn.

I commend the Secretary of State for her statement. The upgrade and electrification of the midland main line will be hugely welcome in Kettering. Will she announce the details of the upgrades that will take place along the midland main line, because that is a crucial part of the investment that she has just announced?

There will be a variety of upgrades of junctions, tracks and capacity. One key aspect of today’s announcement is the removal of some of the bottlenecks that often stop passenger trains going as fast as they can. Many of us will have been on a passenger train while it travelled at what seemed to be quite a slow pace. That is often because it is stuck behind a freight train. A number of the smaller improvements we are making today will mean that that happens less and that will be one of the things we can do to improve my hon. Friend’s line.
