My right hon. Friend is another consistent campaigner in favour of improving the infrastructure and estate of his hospital. He has invited me to visit; I have seen it and I am well aware that the hospital trust has put in an application for a significant rebuild, which will be considered in the allocation of the next phase of sustainability and transformation plan funding.

Up to 31 December, more than 400 patients had to wait an hour outside the A&E at Hull Royal Infirmary, and a further 1,000 had to wait half an hour. Has the time not come for the Minister to accept that the NHS does not have enough beds and to reverse the policy of cutting beds, which has happened under successive Governments? This Government need to take action now.

I indicated in my opening remarks that this Government have taken action. We have freed up the number of beds available through the DToC procedure, with an increase of 1,100 in the run-up to winter. We have also, as a result of the extra money we have been given, including the several million pounds given to the hon. Lady’s area, provided an additional 2,700 winter beds. The procedure for future bed closures has been made very clear by NHS England: it will not happen unless acceptable alternative community provision is available in the area.

I am aware that the performance of the East Midlands ambulance service is not what local residents or we would like at present. The strategy that is being adopted is to introduce a new ambulance response programme, and EMAS has an ongoing consultation with staff on introducing new working models to bring that into effect.

The Minister has just said that pharmacies are a critical part of our primary care infrastructure. Does he therefore share my concern that Lloyds Pharmacy has announced 190 branch closures across England due to funding cuts exacerbated by rising drug costs and cash-flow problems? At least two of those are in Hull. Why can 30% of pharmacies in the Health Secretary’s constituency get remedial help under the pharmacy access scheme but only 1.3% of pharmacies in Hull get that help?

I shall make a little progress, then endeavour to answer that.

My right hon. Friend the Secretary of State and Ministers at the Department of Health will meet those affected and their families so that we can discuss the issues and understand their preferences directly about the style, scope and duration of the inquiry.

I am grateful for what the Minister is saying, but can he give a time estimate of when the meetings will take place? My experience of the Department of Health is that, on this issue, deadlines are not met and things have to be dragged on to the Floor of the House to get Ministers to respond. Is there a set timetable for when a decision will be made and those meetings held?

The hon. Lady, who has taken an active lead in encouraging inquiries, will want to make sure that we get it right. We will take the time that is necessary to consult colleagues and interested groups. Our intention is to be able to come back to the House as soon as practicable—I anticipate in the autumn.

Hawk aircraft are built at Brough and flown by the Red Arrows, promoting the very best of British. Are there plans to procure new planes for the Red Arrows?

I recently announced a new support contract for the Hawk aircraft that takes it up to November 2020. We have time to decide how to sustain Hawks beyond that. That is much as I can say. However, I will tell the hon. Lady that the Red Arrows are due to commence a substantial programme of displays in this country and overseas this summer. I hope that many Members have the opportunity to watch them.

I also welcome my hon. Friend to her place and she is right to highlight the importance of the magnificent flypast last Friday to mark the 75th anniversary of the Battle of Britain. I am very happy to join her in congratulating today’s RAF pilots on this fitting tribute to their predecessors in years gone by. These events highlight the bravery and professionalism of the men and women who have served and continue to serve our country so well. She might like to know that my hon. Friend the Minister for the Armed Forces will be visiting RAF Coningsby to congratulate them in person later this week.

While I am on my feet and with your indulgence, Mr Speaker, I wish to correct the impression that I may have given in answer to a previous question. The thousands of jobs in Scotland supporting the deterrent are, of course, in Faslane. The other thousands of jobs in Scotland supporting the construction of the QEII class of aircraft carrier—the subject of these questions—are at Rosyth.

There are now more than 30,000 tonnes of ship in the dock at Rosyth. The forward and aft island structures, containing the ship’s bridges, funnels and radar masts, will be fitted in the coming months, followed by the final hull and flight deck sections. The ship will be largely structurally complete by the end of this year and she will be floated off next year. Construction of HMS Prince of Wales is also well under way, with all the lower block units in build.

The Select Committee on Defence says that the coalition’s double U-turn on aircraft carriers has cost taxpayers £100 million-plus, and we face years without carrier capability. With Hull considering a bid for the decommissioned HMS Illustrious, is the Minister aware that even Hull might soon have one more aircraft carrier than the Royal Navy?

As the hon. Lady has heard already today, the National Audit Office criticised the previous Administration for introducing a delay to the aircraft carrier that cost the taxpayer £1.6 billion, so the Government will not take lessons on how to run a major procurement programme.

The Prime Minister has always been enthusiastic in his support for defence, but as my hon. Friend knows, in October 2010, as part of SDSR 2010, we outlined plans to place one of our two landing platform dock vessels at extended readiness, while holding the other at high readiness for operations. HMS Albion entered a period of extended readiness in late 2011, and according to current plans will remain at Her Majesty’s naval base Devonport until her upkeep is completed in 2016. At that point, HMS Bulwark will go into extended readiness and HMS Albion will be placed at high readiness for operations.

Bearing in mind what the Minister said about the military covenant and the Liberal Democrats’ 2010 campaign for a fair deal for our troops, will he now publish the impact assessment—which I am sure he undertook—of the effect of the bedroom tax on the armed forces, and the actual numbers affected?

4. How many joint strike fighter jets his Department plans to procure.

The UK took delivery of its first joint strike fighter aircraft in July and its second in October, both of which are both operating from Eglin air force base in Florida, where they are undergoing operational testing. A third aircraft is due in the second quarter of 2013. Decisions on the overall order for joint strike fighters will not be made until the strategic defence and security review in 2015.

When will the Minister be able to tell the House precisely how much the Government’s U-turn to procure the F-35B rather than the F-35C, which the SDSR committed to, will cost the taxpayer?

The hon. Lady should recognise that the decision to change the configuration of the aircraft carriers and the aircraft operating on them will save the taxpayer money.
