Commons ChamberI commend my hon. Friend the Member for Bexhill and Battle (Huw Merriman) for securing this debate and for his work on behalf of the thousands of employees in the aviation sector. This pandemic has impacted the sector hugely.
I place on the record my thanks to my constituents who are employed by British Airways, Victoria Lines, Andrew Harris and Jay Kalijan, who have engaged with me extensively on the impact of BA’s treatment of them. I have endorsed the campaign calling for a review of the landing slots allocated to BA.
I am thankful that the Government have taken unprecedented steps to protect workers in the aviation sector, with support in excess of £8.5 billion. Had the Government not taken those steps, the impact would have been more catastrophic than it already is, although we must do more. Despite such an unprecedented intervention, British Airways, Ryanair, easyJet and Virgin Atlantic have all made, or intend to make, large-scale redundancies. The situation is unsustainable, as major UK airports continue to see losses.
The impact on the aviation sector is not limited to the major airlines or the big international airports. It was clear early on, with the collapse of Flybe, that regional connectivity was also at risk. I am proud of the work of our Tees Valley Mayor, Ben Houchen, who has taken Teesside International airport from strength to strength, having saved it from virtual destruction after it was given away by Labour-controlled local authorities. If anyone needs an example of how essential aviation is to protecting local jobs, following the rescue of Teesside airport, the international sporting brand Dunlop specifically chose to retain its UK offices in my constituency, because of that connectivity. It is important for recovery that we support regional airports.
I believe strongly that we need to recognise that national policy can often disadvantage regional airports. I am therefore glad that before the March 2020 Budget, a review of airport passenger duty was announced. The scrapping of the duty would further support regional connectivity. As we build back greener, we must support our regional airports. They enable economic growth, maintain regional connectivity and lead to job creation and retention.

Commons ChamberThis goes right to the point I was making earlier: it is very important that our response to this achieves the right balance between taxpayer involvement and protecting the workforces while recognising that there is likely to be a change in aviation—certainly in the short and medium term, but we hope not in the long term. We must ensure that the shareholders and businesses are doing their bit. To answer the question directly, I have almost daily dealings on this, looking at what everyone is doing. I have daily situation reports and very frequent conversations with the sector and individuals, as does my aviation Minister, the Under-Secretary of State for Transport, my hon. Friend the Member for Rochester and Strood (Kelly Tolhurst), and we will continue to do so to protect constituents who have worked hard for British Airways and other companies over the years, and to make sure that a support package is in place for them.
What steps is my right hon. Friend taking to support open-access train operators during the current crisis, and will he take all available action to ensure that these essential providers of transport and the competition on our railways survive the current pandemic?
I am keen as mustard on the open-access trains. They are a very good idea. They provide some good competition and tend to have the highest satisfaction levels. The two primary ones have been Hull Trains and Grand Central. Hull Trains has been mothballed for the time being. I have to say that both of them have large train operating companies behind them. We do look to the train operating companies to be clear about what they want to do going forward—I think that, in the case of Hull Trains, it is FirstGroup. They are, of course, currently furloughing staff and we look forward to continuing conversations with them. It is a very important and unique part of our transport system to have that challenge in place.

I am sorry that the hon. Lady is against our desire and ambition to make sure that prosperity and connectivity reach all parts of the UK, particularly given the importance of the south-east to the economy and being able to introduce the investments that we need in the north. As she outlined, we—this Government—are committed, under this Prime Minister, to make sure that we adhere to our environmental obligations. We have been clear that any expansion of Heathrow airport would need to meet the strict criteria around noise, climate change and pollution.
Does my hon. Friend agree that regional connectivity, such as the connectivity from Teesside International, which was duly saved by Tees Valley Mayor Ben Houchen, is important? It is critical to levelling up and providing one nation government—a pledge that this Government were elected on. What steps is the Minister taking to achieve that?
I thank my hon. Friend for highlighting the great work of our Teesside Mayor. The work that is being done to improve the economy up there is quite exciting; I look forward to visiting soon. In my new role as aviation Minister, I feel particularly passionate about connectivity around the country and levelling up. I am completely in line with the Prime Minister, and will be spending my time over the next months ensuring that we are able to push the boundaries and deliver on the ambitious target that we have set ourselves.
