Unusual is my middle name, Mr Bone. I am immensely grateful for your indulgence. My hon. Friend the Member for Rother Valley (Alexander Stafford) spoke about the debate earlier this afternoon; I had not expected to be here, but when he told me the subject I felt that I ought to be.

The way in which we store, exchange and use information has changed immeasurably in my lifetime. The internet has done good but, of course, much more harm—not least because, paradoxically, it makes finding information more straightforward but simultaneously makes serendipity less likely, as the pursuit of speed replaces the journey of discovery. Search engines mean that we are directed to exactly what we need when we need it, rather than the business of finding out things that one did not expect, which might stimulate all kinds of thoughts, ideas and adventures, and that is just what a library does. When someone enters a library or a bookshop, they do not always necessarily know what they will come out with; in fact, they very often come out with much that they did not expect to.

Libraries play a critical part in exciting and enthralling and seeding dreams and memories. School libraries are particularly important in that regard, as my hon. Friend the Member for Rother Valley made clear. T. S. Eliot said, “Where is the wisdom we have lost in knowledge?” If he was alive now, he would say, “Where is the wisdom we have lost in data?”, as we drown in a sea of data. Libraries—whether they be public libraries, such as the one I helped to save in the Deepings, my constituency, which is now flourishing, or school libraries in the schools in my constituency—are places where children, often for the first time, encounter the canon of English literature. No childhood—no rich and enjoyable childhood —is complete, surely, without knowing C. S. Lewis, Roald Dahl, dear Enid Blyton or Tolkien, so I congratulate my hon. Friend on this motion. Every child in every school should—

Welcome to the Chair, Mr Deputy Speaker. I have no doubt that it is going to be a delight to serve under your enlightened chairmanship for many years.

Listening to this debate, I drew a contrast between the contribution of my right hon. Friend the Member for Ashford (Damian Green) and that of the right hon. Member for Leeds Central (Hilary Benn), who both campaigned for remain in the 2016 referendum. One has accepted the result but the other remains in denial. The debate in this House before the election was characterised by that contrast between the acceptance of the democratic will of the people and the perpetual denial of those who campaigned for remain but who cannot come to terms with the result.

The election result finally settles the matter. The Prime Minister, at some risk to himself and, indeed, to many of us, put his reputation on the line by saying to the British people, “Do you or don’t you trust me to deliver this?” The British people have delivered their verdict. They want us to deliver Brexit, not necessarily because they wanted to leave in the first place, but simply because they want the matter settled. They want to deliver the certainty that is critical for British business and for the integrity of our democracy. To have continued to frustrate the will of the people would have done untold harm to the very spirit that should imbue this place and that gives life and health to democratic legitimacy. That is why, beyond all else, I will vote for the Bill today.

But that is not the only reason. I have opposed the European Union consistently throughout my political career—indeed, stretching back into my boyhood, which was something like 40 years ago. I know it seems surprising and unlikely, but it was 40 years ago that I was a boy. I first advocated withdrawal from the European Union when I was a student at Nottingham University back in the late 1970s.

I did so because the European Union is regulatory. I remember countless occasions when civil servants would come to me and say, “It’s bad news from Europe, Minister. We’re looking at ways we can get around it, dilute it, avoid it.” I would say, “Well, do all you can,” as I did in respect of the ports directive referred to by my hon. Friend the Member for Stone (Sir William Cash). Yet I can never remember them saying, “Great news from Europe, Minister. This is going to be really beneficial for the British people.” The regulatory burden that has emanated from the European Union has been immensely unhelpful to Britain and the British economy, time after time.

I also oppose the European Union because it is costly. The latest House of Commons Library figures suggest that the net cost of our membership of this very expensive club is £8.9 billion. Indeed, we have been net contributors in every year since we joined in 1973 except, interestingly enough, 1975.

That was the year of the referendum. In that one single year, we were a net beneficiary to the tune of £395 million. In every other year, we have been paying dear to bear this regulatory burden.

In addition to those reasons for my opposition to the European Union and all its excesses, I have a more fundamental reason. It is this: when power is exercised detached from the people it affects, it first becomes careless and ultimately becomes capricious. When people lose the ability to hold to account those who make decisions for them, democracy is undermined. That, in the end, is the reason why I campaigned with such vigour to leave the European Union in the referendum and have consistently argued so from my boyhood into my middle age, which I am now about to enjoy.

The denial that I described earlier is a test of character for Opposition Members. The test of character in victory is humility and the test of character in defeat is wisdom. The test for those who have adopted the position to vote against the Bill today—many of whom I respect, by the way, as individual Members of this House—is whether they will exercise such wisdom, for to vote against this Bill is not merely implausible; it is fundamentally unwise.

You will be glad to know, Mr Deputy Speaker, that that brings me to my concluding remarks. [Hon. Members: “No!”] I know that that will disappoint more Members than it pleases. None the less, I must make room for others to contribute. G. K. Chesterton wrote:

“How you think when you lose determines how long it will be until you win.”

I simply say to Opposition Members that how they behave now will determine how they are thought of now and into the future.

Let me finish on this note. I have spoken about my consistent position. There are critics of me—here and more broadly. [Hon. Members: “No!”] Not many, I acknowledge, but there are critics. However, one thing I cannot be criticised for is inconsistency. C. S. Lewis said that consistency is the mark of greatness. I just hope that if I remain consistent, one day I might be great, too.

Barely a day goes by when I do not think about air quality. I was in an inter-ministerial meeting yesterday afternoon to discuss exactly that. It is important that we recognise that the effect on the environment of large developments can be significant and must always be taken into account when we consider them.

Overall responsibility for planning in England rests with the Secretary of State for Communities and Local Government, so we are straying on to his territory to some degree, which I am reluctant to do. As the hon. Lady and my hon. Friend the Member for South Leicestershire will both know, it is the Department for Communities and Local Government that issues national planning practice guidance on how the Government expects planning to help to deliver sustainable development, but the planning system has at its heart ensuring that the right development takes place in the right places. Not all places are suitable for particular kinds of development; that is the essence of what my hon. Friend has argued today.

The planning system has benefits to the community as well as to the wider economy. Local plans, prepared by local planning authorities in consultation with the community, are at the heart of that system. They must be prepared with a mind to contributing to sustainable development that is consistent with the principles and objectives set out in the national planning policy framework. A local plan should include the strategic policies to deliver homes and jobs, the provision of retail and commercial development, and the provision of infrastructure, including infrastructure for transport.

My hon. Friend the Member for South Leicestershire is concerned that local planning authorities will work in isolation and not address wider regional issues. I reassure him that the national planning policy framework expects local authorities to work with neighbouring authorities and transport providers to develop strategies for the provision of the viable infrastructure necessary to support sustainable development. Indeed, I will go further than that: further to his arguments today, I will discuss with my DCLG colleagues whether the framework is as effective as it might be in respect of transport. It may be that we can do more. I do not want to say anything definitive today—you would not expect me to do so, Mr Bone—but given my hon. Friend’s remarks today and with respect for the case that he has made, we may be able to do more.

It is very important, as my hon. Friend the Member for Rugby (Mark Pawsey) said, that we consider this in the round with the transport infrastructure that supports the development, so I want to explore the matter further. I shall come back to the A5 in a minute, but I want to make it clear that, as a general principle, transport infrastructure and these developments must be hand in glove.

The second core point raised by my hon. Friend the Member for South Leicestershire was that all developments that generate significant amounts of movement must be supported by a transport statement or assessment. Plans and decisions should take account of whether opportunities for sustainable transport modes have been taken up to reduce the need for major transport infrastructure changes. Such plans should also consider whether improvements within the transport network can be undertaken to limit the significant impacts of the development in a cost-effective way. Crucially, they should plan positively for the development and infrastructure required in the area. They are designed to take into account longer term trends and changes of the kind that my hon. Friend has set out.

Critically, the presumption built into the national planning policy framework is in favour not only of development but of sustainable development. How we define sustainability in respect of transport infrastructure is crucial, and I want to study that in greater detail, as I said a moment ago. Should my hon. Friend have further concerns about that or feel that additional clarity would be desirable, I will happily ask my colleagues in the Department for Communities and Local Government to meet him and discuss the matter. It is right that Ministers should always make ourselves available to Members, because by doing so we make ourselves available to the people we serve.

On development more generally, I recently waxed lyrical—at least I thought I was lyrical—on the subject of beauty. I add to what I said that all we build should be as good as it can be in its relationship with the local environment and in its aesthetic. That may sound odd in respect of what is essentially an industrial development of the kind that my hon. Friend spoke of, but actually we once took the view that everything we build should take into account its aesthetic relationship with everything around it. The idea that we should take a crude, crass reductionist view of industrial development and the landscaping that surrounds it is not acceptable to me. Given my responsibility for the built environment, which crosses all Department’s areas of responsibility, I will certainly take a look at that subject too in relation to what my hon. Friend said.

Let me say a few things about the work I have been doing on heavy goods vehicles. My hon. Friend the Member for Cannock Chase (Amanda Milling) raised what is known as fly-parking—the parking of heavy vehicles in inappropriate places. I have looked closely at that and have recently held two round-table summits on HGVs with large numbers of people from the sector to explore what more can be done, because I am determined that more can be done. It is absolutely right that we work with local authorities to take further steps to make that kind of parking, which I know causes such concern to my hon. Friend, her constituents and many others, a thing of the past; I intend to say more about that soon.

I want to develop a national plan, as was recommended in this debate, for good and sufficient overnight lorry parking, to ensure that we provide lorry drivers with the facilities they need and that inconsiderately or illegally parked lorries do not blight local communities—and I want to do it quickly. On the back of our discussions and the overtures made to me by hon. Members, my ambition is to identify how all the significant gaps in overnight lorry parking provision in England can be filled and for private provision to be made available as soon as possible, certainly over the next three to five years.

Quality standards have also been raised with me, as hon. Members will know. I am not satisfied that they are as should be for overnight parking facilities; there are some very good facilities, but by no means could all facilities be so described. I want to set national standards to ensure that our HGV drivers can park safely, securely and in reasonable comfort, with the baseline facilities that anyone would expect from a parking area.

I am looking closely at the provision of lorry parking spaces nationally. There are significant gaps in capacity, particularly in the east of England and the midlands. I have commissioned a fresh survey, which will be taken this winter, to update the figures on that. The standards that I have described, the further work on illegal parking and the work I want to do in a number of places will make a sea change to the provision.

Human trafficking is an outrage. William Wilberforce spoke of

“this bloody traffic, of which our posterity, looking back…will scarce believe that it has been suffered to exist so long a disgrace and dishonour to this country.”

We must be in our age as determined as he was in his to end the pain of this wicked trade in human lives.

The Minister and the Prime Minister have shown their commitment to fighting human trafficking, but the dreadful case that was recently reported of internal trafficking within the United Kingdom shows the necessity of our schools highlighting this evil crime. Will the Minister meet me, other members of the all-party group on human trafficking and Anthony Steen to discuss how we can take the matter forward?

Yes, of course I will. My hon. Friend is absolutely right that schools have a vital role to play, which was why we issued new guidelines to that end. He will also know that since he last asked me about this matter—he is a doughty champion of the victims of this dreadful trade—I have, as he asked, written to charities to engage them in the process.

Tackling human trafficking is a key priority for the Government. Last October the Department for Education and the Home Office issued updated practical guidance on safeguarding children who may have been trafficked. This will help practitioners, including school staff, identify children who may have been trafficked and find support and advice. Schools may also cover human trafficking within personal, social, health and economic education if they judge that topic to be relevant to their circumstances.

I congratulate the Government on what they have done so far, but there are a number of non-governmental organisations and charities that would like to go into schools to make pupils aware of human trafficking, the evil of modern-day slavery, and particularly internal trafficking within the United Kingdom. Would the Minister welcome such moves?

My hon. Friend has a noble record on this subject, as co-chairman of the all-party group alongside the hon. Members for Slough (Fiona Mactaggart) and for Liverpool, Riverside (Mrs Ellman), and the former Member, Mr Anthony Steen. My hon. Friend’s suggestion is most welcome. He is right. I wrote in 1998 that there is no doubt that human trafficking is today’s slave trade and that we will not rest until it is dealt with. I will write to charities as my hon. Friend suggests and invite them to do precisely what he proposes.

The hon. Gentleman is a diligent member of the Select Committee on Education, and he will have heard me say to that Committee just yesterday that I am keen to ensure that the best of what we had in the young apprenticeships scheme is carried forward in ongoing work. There were cost-effectiveness issues, as I am sure he would acknowledge, but employers, learners and parents say that there was good value in some of what the scheme did. We will take note of that and move forward on that basis.

Just before BIS questions, I received a phone call from the chief executive of a leading company in my constituency who is keen on apprenticeships and welcomes what the new Government are going to do. However, the company is just bigger than a small or medium-sized enterprise, and he does not feel that it gets the help and encouragement that it needs. Are we taking such companies into account as well?

Yes, we are indeed. I am having a dialogue with all the representative organisations of small businesses, and I am of course speaking to the sector skills councils, which play a key role in that regard, in building apprenticeship frameworks that are pertinent. However, as I said earlier, we need to look at the supply-side barriers and bureaucratic burdens that discourage small businesses, and we also need to offset some of the costs through our apprenticeship bonus scheme, and we will do that. We will build apprenticeships from the bottom up, for firms such as that which my hon. Friend has so nobly represented in the House today and the many others like it.
