Westminster Hall is an alternative Chamber for MPs to hold debates, named after the adjoining Westminster Hall.
Each debate is chaired by an MP from the Panel of Chairs, rather than the Speaker or Deputy Speaker. A Government Minister will give the final speech, and no votes may be called on the debate topic.

The hon. Gentleman makes a fair point. Many hon. Members have asked what the position on the copyright framework will be going forward, given that as a member of the European Union we have sat within the EU copyright framework. They will know that the situation is currently being considered to ensure that the right balance is struck between providing the right incentives and having the right protections.
The European Commission is considering reform in this area as part of the digital single market package. Clearly, circumstances have changed in the last fortnight. The UK was a leading voice in the debate on the future of the digital single market, and the Government and individual Ministers have built strong relationships with the Commission and with leading nations such as France and Germany, which obviously also have strong voices in this debate.
It is my personal view that we will continue to have some influence on how things develop, because this is a very public debate and the UK, along with a number of other countries, submitted a letter a few weeks ago to make the point about platform regulation. We argued first that not all platforms are the same, so we cannot simply have one-size-fits-all regulation, and secondly that we must ensure that we do not throw out innovation. I have said consistently to the commissioners that the UK Government welcome a debate on platform regulation. We are not saying that the Commission should not examine the issue; at this stage, we are simply raising some of the concerns that exist.
People have suggested that we may be trying to use France and Germany as a proxy for our influence, to achieve our requirements in the digital single market. Is there any truth in that suggestion? If there is, is that not evidence of how we are being further reduced and diminished in our relationship with Europe, such that we expect others to do our bidding on our behalf?

Commons ChamberThe hon. Gentleman makes a very important point, so I hope that he will support the Government, who want to allow people to teach in schools if they have the ability to inspire our young people, rather than shut them out artificially by forcing them to take a teaching degree.
Surely it cannot be right that musicians and entertainers are about the only group of industrial workers still expected to work for nothing in the 21st century. Will the Minister guarantee that no Government or Government-sponsored event will now ever allow musicians to go unpaid?

Commons ChamberNext week, it is the Brit awards, when we will once again celebrate the massive success of our music industry. I am sure the Minister will be in his usual place. He will know of the usual challenges facing the music industry, particularly from illegal downloading and piracy. When can we expect to see the provisions agreed in the Digital Economy Act 2010?
The Digital Economy Act was a good example of a piece of rushed legislation that was not properly scrutinised, but we are doing our best to get it back on track. There have been bumps in the road, but we continue to work with the music industry and the internet provider industries to crack down on advertising, payments and illegal piracy sites.

Commons ChamberI certainly share the hon. Gentleman’s concern. Over the past few months I have been lucky enough to visit BBC Scotland’s headquarters and see the excellent work it does. May I record my gratitude to BBC Scotland for sending my children a photograph signed by Nina of “Nina and the Neurons”?
It is with a great sigh of relief that we see the Minister is still at the Dispatch Box, and I welcome the new Secretary of State for Culture, Media and Sport. The threat to the BBC comes not from an independent Scotland but from what is happening with the cuts now. How can that be justified in Scotland, which is a nation, not a region of the BBC? Given that we are about to make the biggest decision in our nation’s history, is it right that the BBC has been cut to the absolute bone? People need to be informed and the issues debated.

Commons ChamberThe Minister will know that the Hargreaves review of intellectual property and the Intellectual Property Office consultation continue to exercise and concern our creative industries. Does he believe that having the maximum number of exceptions to copyright helps or hinders our creative industries? Will he come and give evidence to the inquiry of the all-party parliamentary intellectual property group in the next few weeks?
The hon. Gentleman has been a doughty champion for rights holders and the protection of intellectual property. As he knows, I ensure that rights holders’ views are expressed regularly during the Hargreaves consultation. I have not yet received an invitation to give evidence to the all-party parliamentary group, but I look forward to receiving it.

Commons ChamberThe Radio 1 programme “Introducing…in Scotland” has helped launch the careers of fantastic Scottish artists such as Paolo Nutini, Calvin Harris and Frightened Rabbit, yet it is threatened with cancellation. Campaigners are coming to London on Monday to deliver a petition to Radio 1, and the Under-Secretary of State for Culture, Olympics, Media and Sport, the hon. Member for Wantage (Mr Vaizey) has kindly agreed to meet them, but does he agree that it is exactly the kind of programme that we need in order to introduce new British music talent to the British public?

Commons ChamberAs the Minister will know, the Hargreaves review of intellectual property will result in many opportunities for young people in the creative industries, but there are also some wild and fantastic assumptions, including the claim that if all the recommendations are implemented it will bring £7.9 billion into the economy. That amounts to almost 0.6% of GDP. The Business Secretary now calls this a ballpark figure, as these estimates start to unravel. What is the DCMS view of that figure of £7.9 billion?

Commons ChamberI was present at the Israel Philharmonic orchestra’s performance at the Proms. It was an occasion when one realised how wonderful the Proms and the promenaders are. It is salutary to remember that even in 1968, when the orchestra from the USSR was playing at the Proms and the USSR had invaded Czechoslovakia, the music was not disrupted. There should be a separation between art and politics, particularly in this case given the astonishing history of the Israel Philharmonic orchestra, which saved so many Jews from death at the hands of their Nazi oppressors.
What representations has the Minister received from Scottish Ministers about setting up a Scottish digital channel, and what resources and support does his Department intend to give to this fantastic cross-party initiative?

Commons ChamberIt is over a year since this House overwhelmingly backed the 2010 Act, yet there is no sign of the key measures in it being implemented. As the Minister says, the judicial review has come and gone, and there is agreement on costs, so why does he not just face down his critics, put in a programme and get this Act implemented?

It is important to emphasise that the technical measures in those sections would not come in until at least 2012, and that this House and the other place will have a chance to debate the matter in full under the super-affirmative procedure.
What representations has the Minister had directly from those who actually work in the creative industries—the 1.8 million people who depend on the sector for their jobs and the 250,000 whose jobs are at risk from illegal downloading? What does he have to say to them?
