The hon. Gentleman is absolutely right to heap praise on our veterans charities. There are around 400 service-facing charities of different sizes. Some of the large ones that we know well, such as Combat Stress and Blesma, have been around for 100 years or so; others, which aim to keep the name of a loved one alive, are just starting up. They do incredible work, and it is so important that we honour and respect that, but we must also make sure that their work is co-ordinated, because resources are limited, and it is important that charities work together in synergy to ensure that we provide the best possible service for those who require it.

The Minister makes an important point about the need for proper integration and co-ordination of the charities supporting our veterans. I join in his remarks about Reserves Day. Having served in the reserves for 12 years, I think it is important to acknowledge the sacrifices made by reservists. Thousands of them have served on operations overseas. We should recognise the impact that may have had on their personal life, and they should not be forgotten when it comes to supporting veterans.

Sometimes reservists step forward to fill the gap when there is a shortfall in the regular components of a unit or formation. I know from when I served—I am looking around at others who have served—that after a number of days, no one can tell the difference between reservists and regulars; that is how good these people are. With the character of conflict and conventional warfare changing, we need the skillsets and specialisms found on civilian street. That is another reason why reservists make an important and growing contribution to our frontline capabilities, so I absolutely agree with the hon. Gentleman.

There are three objectives for Armed Forces Day. The first is to do with showcasing what the armed forces do. We need to recognise that the profile of our armed forces has changed. Iraq and Afghanistan are no longer in the headlines all the time. However, that does not take away from the fact that we are involved in more than 20 operations and exercises around the world. At any moment, about 4,000 members of our Royal Navy are at sea or working overseas; 7,000 members of our RAF are working overseas; and 10,000 members of our Army are deployed on operations or exercises. That is a major commitment. It is us looking beyond our shores, helping other countries and making our mark across the world. Those operations cover the full spectrum of capability, whether they involve the interdiction of drugs in the Caribbean, countering piracy, dealing with a resurgent Russia in the skies of eastern Europe, still mopping up extremism in Iraq or Afghanistan, or helping upstream with the stabilisation challenges in African countries, together with our Commonwealth friends.

Let us not forget what happens closer to home. When we are required to support civilians here in dealing with flooding, or in Operation Temperer, when the police require extra support to deal with terrorist attacks, it is our armed forces who stand in harm’s way. It is because of our armed forces that we can sleep at night, knowing that our country and its interests are absolutely defended. What we try to do, through Armed Forces Day, is explain that. That is important because the footprint—the outreach—of our armed forces is shrinking. All those in our age group probably know of somebody who served—perhaps our parents, and definitely our grandparents. Our bond with them is a reminder of what they did for our country. We are aware of the duty they performed, and perhaps of their sacrifice. I am horrified to say it, but we could get our entire armed forces into Wembley stadium. That is how small our armed forces have shrunk, so civilians’ direct exposure to our armed forces is ever smaller. It is critical that on Armed Forces Day, we celebrate, show and educate the public on exactly what our armed forces do.

I am slightly conscious of the manner in which the debate is already going. I simply interject about the use of the words “hostile environment”, because I hope that there will be cross-party consensus on where we want to take this issue. I invite the hon. Member for Glasgow North East (Mr Sweeney) to urge caution on such language. The fees for those from the Commonwealth who serve in our armed forces are the same fees that everybody must pay, no matter where they are from. Those people are not being targeted, and nor are those fees part of any form of hostile environment. I simply invite the hon. Gentleman to keep the debate as elevated as possible, rather than getting down into some political rut.

I thank the Minister for his sentiments. The term “hostile environment” is born of persistent and comprehensive observation of the behaviour of the Home Office across a number of different fronts. It does not pertain particularly to service personnel; that is merely another permutation of how it harms quality of life, including that of our armed forces personnel. I am encouraged by the Minister’s aspiration to reach consensus on this issue, which I share, but I also acknowledge that there is a significant problem within our immigration system. I believe that our armed forces personnel should be treated as exceptional cases. That is the thrust of my argument today, which I will elaborate on further as we go forward.

I share the concerns of my hon. Friend the Member for Slough (Mr Dhesi) about the costs associated with service leavers applying for indefinite leave to remain. A service leaver who wants their partner to join them with indefinite leave to remain faces a bill of £4,778 to continue to live in the UK, even before children and further dependants are taken into account. Furthermore, immigration rules state that a foreign worker must earn an income threshold of £18,600 to apply to bring their spouse to the UK. In addition to that £18,600 threshold, the minimum income requirement to bring over one child is £22,400, with an additional £2,400 for each child thereafter. To put that into context, a soldier’s basic pay after training is just £18,600 a year; as a single person, they are right on the threshold.

It is difficult to understand just how vital the support of friends and family is to serving personnel who, during tours of duty in conflict zones, work antisocial hours in conditions that are often appalling. Impeding the opportunity for those who serve to have their families living with them, providing that close emotional support, seems to me particularly callous. Considering the general concentration of Commonwealth troops in the lower ranks, and the fact that they require permission from their superiors and commanding officers to take up weekend work in order to earn sufficient money to achieve those income thresholds, doing so can be exceptionally difficult and put those troops under significant emotional hardship.

The Army Families Federation, which has also been investigating the issue, believes that up to 500 troops are affected. The AFF told The Times that it has been contacted by around a dozen soldiers separated from their children, and that Army chaplains and welfare officers have reported tearful troops in despair over their situation. There are also concerns that Commonwealth soldiers are not always aware of the issues prior to joining the UK armed forces, and it comes as a very unwelcome and distressing shock when they realise the limitations they face.

A recent Defence Committee report recognised that the vast majority of veterans leave the services with no ill effects. It is important to acknowledge that reality, but the report maintained that although the Government have made improvements in the care available to personnel leaving the armed forces, it was none the less the case that

“some serving personnel, veterans and their families who need mental health care are still being completely failed by the system.”

That is not good enough. It might not be typical, but it is certainly not good enough.

For some Commonwealth veterans who struggle with mental health, there is also a serious threat of deportation in addition to any other concerns they might have. I have spoken several times of the struggles that many veterans experience with their mental health. It has often been discussed in debates—some familiar faces are here. I have personal experience of people who have suffered and been affected by those problems. As I have mentioned before, the Royal Regiment of Scotland lost four soldiers and ex-soldiers last year through a spate of suicides. That caused great concern and worry about what that meant for the wider generation of soldiers who have served on operations in recent years. Reflecting further, more than 70 veterans have taken their own lives in the past year, which is very troubling. The death toll has exceeded the number of battlefield fatalities in 11 of the 13 years that British forces were operational in Herrick in Afghanistan. That is a pretty devastating statistic.

Four in 10 service families who have requested access to and been referred for mental health care have had difficulty accessing that treatment. That is not good enough and we need to do more. Many of our veterans experience great frustration when it comes to mental health support. Having approached people to get that level of support, they do not get the level of rigour that they deserve, leading to the despair we have seen, culminating in spates of veteran suicides. No veteran deserves that—not those originating from the UK, and not those from the Commonwealth. It is heartbreaking that some individuals could have their mental health affected by the lingering threat of deportation and immigration concerns after retiring from the armed forces.

I was pleased to see that a cross-party group of more than 130 MPs, co-ordinated by my hon. Friend the Member for Bridgend (Mrs Moon) and the hon. Member for Gloucester (Richard Graham), have written to the Home Secretary calling for the fees to be scrapped. I would like to add my late support to that today. I did not have the opportunity to sign the letter itself, but I thoroughly endorse its sentiments. The letter is indicative of the scale of the problem and the groundswell of support from Members from all parties who want to see this issue gripped and properly addressed with the greatest sense of urgency.

I will therefore finish with some direct questions to the Minister. First, will he speak to the Home Secretary and the Home Office to secure a reply to the cross-party letter on the issue of visa fees, because Members are yet to receive a reply? Will the Government do the right thing and immediately scrap visa fees for armed forces veterans applying for indefinite leave to remain and, furthermore, grant them the unique right to apply for immediate British citizenship without limit of time? Finally, will the Government, in recognition of the huge debt we owe to our veterans, issue an apology to the veterans from the Commonwealth and their families who have been forced to pay these extortionate fees, despite their service to our country, and set up a mechanism to compensate those who have suffered financial detriment?

The Windrush scandal and ongoing examples of the Home Office’s policies in this regard demonstrate that our asylum and immigration system is badly failing and appallingly lacking in compassion and efficiency. Anyone who represents constituencies with a large population of immigrants or people seeking asylum will be all too aware of how the Home Office treats them. The situation with service personnel is just the latest manifestation, harming the very people who are prepared to make the ultimate sacrifice by laying down their lives in defence of our country. The very least we can do in recognition of their service is to grant them and their families the right to full British citizenship at the end of their service and to bring true equality to all those who serve in our armed forces, regardless of their country of origin.

Support for mental health—or what I prefer to call mental fitness—is critical to what the covenant espouses. The hon. Gentleman is right to raise that. If I may, I will venture further into my address, but he is welcome to intervene at a later stage.

I was touching on the reforms that we have seen since the first world war. There have been many key moments in the history of our nation when we bettered the service conditions for our armed forces. The major ones came in 1868 with the Cardwell reforms, which removed the use of flogging, abolished the sale of officers’ commissions and set the length of service for how long people would remain in uniform. In 1880, the Childers reforms established the regimental system that we recognise today and the standardisation of uniform. There was a feeling that wearing a red tunic on the battlefield was not such a great idea, and something a little bit greener might be better if we did not want the enemy to see us—something that my regiment, the Royal Green Jackets, picked up quite quickly, hence the name. From 1906, the Haldane reforms brought in the lessons from the Boer war, but also created the British Expeditionary Force—the first force to set foot in France and provide our initial response in world war one.

Does the Minister also recognise that the 1906 Haldane reforms created the Territorial Force, which has of course been an instrumental part of Britain’s military capability since that time?

The hon. Gentleman is absolutely right. I do not know where we draw a line on those reforms, but he is absolutely right that the introduction of the reserves as such, and of a standing Army, was something Haldane was very important in doing, and we are ever grateful to him for that.

To go back to what happened in the aftermath of world war one, it was the warriors returning from the continent who exposed the shortfall in support for our veterans. That shortfall in support prompted the creation of many of the charities we recognise today, such as Combat Stress and Blesma, as well as the Royal British Legion, which led to the poppy appeal that does so much to support our veterans.

Well let’s go out and do a basic fitness test and see how we get on. My point is that, in our time, would we have been willing to put our hand up and say that we had an issue with our mind? If we had a physical injury, absolutely, we would have stepped forward—we would not have had a problem with that—but there was perhaps a stigma associated with being honest about any mental troubles we might have had. That was the entirely wrong approach, because those issues can then incubate and become worse, and then someone ends up departing the very thing they love because they find it difficult to cope. That has a knock-on impact because, when somebody loses confidence in themselves, that affects their career possibilities, they may depart the armed forces and it may affect their relationships and lead to family break-up or unemployment, which could spiral into a very dark chapter.

Let us go back to the beginning. If someone is able and encouraged, and does not feel that it will threaten their ambitions in the armed forces, they should be able to put their hand up and say “Actually, I have a bit of an issue. Can someone help to sort it out?” Someone might say to them, “Why don’t you go and see the doctor and get yourself checked out? It’s okay”. That is the place we are now going towards. Every ship’s captain, platoon commander, squadron leader and person now has a responsibility—a duty—to look after one another and ensure that if there is an issue we talk about it straightaway. It is okay for someone to say that they are not okay.

The hon. Gentleman is right, and I will come on to the details of mental health and wellbeing, and say what more we are doing. More funds have come through from the recent Budget, but we need to ensure that treatment is available and that veterans know where to find it.

We have wandered away from ships a little, but my hon. Friend is right. I pay tribute to the RAF for its event yesterday, and for what it has done and continues to do. The Royal International Air Tattoo starts at RAF Fairford on Friday, and we have the Farnborough airshow next week, where we will be launching our air strategy, based on the same principles as for shipping, which will be exciting.

Returning to ships and the role of the maritime sector, we should remind ourselves of the significant changes to the Royal Navy fleet. We have two incredible aircraft carriers coming into service, a new generation of Dreadnought-class submarines, the Type 45 destroyers—the most advanced in the world—and the new Type 26 global combat ships. We also have the Type 31e frigates—e for export—which have deliberately been designed with a modular concept. Depending on the export need, which could be interdiction, surface support or humanitarian purposes, its parts can be interchanged simply to adapt to the local requirement. This is an exciting time, and all the ships will be built in the United Kingdom.[Official Report, 24 July 2018, Vol. 645, c. 7MC.]

To achieve our ambitions, we need a strong shipbuilding industry as part of the wider maritime sector. As the Opposition spokeswoman said, more than 100,000 people work in this country’s maritime and marine sectors, including in the shipyards that supply parts and support equipment to keep the great industry alive.

The Minister refers to shipyards. He might be aware that a deal was done in 2013 so that, in return for closing down operations in Portsmouth, capital investment would be made on the Clyde to make it a world-class centre of shipbuilding expertise, but that deal was never followed through with. He talks about creating a world-class industry, so why has he failed to follow through on the investment proposals that would make the Clyde world class and restore that capability?

We are investing both in the Clyde and in Portsmouth. Looking back over the past few decades, let us be honest that although we have world-class shipbuilding capability, efficiency has not been what it could be. Successive Governments could have done better—we put up our hands up to that—which was why it was all the more important to create a shipbuilding strategy. We commissioned John Parker’s report so that we would be able to understand—

I can only say that I hope that 100% of people would like ships to be built in the UK, but I also think that 100% of fiscally responsible people would like value for taxpayers’ money. That is the difference that this debate will illustrate.

Since the strategy was launched in 2017, the Government have worked closely with our partners in industry and made significant progress on our commitments under the shipbuilding strategy, not least through our continued investment in five River class offshore patrol vessels that are being built on the Clyde. Those ships have safeguarded industrial capability through a contract worth around £635 million, which is exactly what the shadow Secretary of State wants to see. We must make sure that there is this drumbeat of work, not only so that none of the shipyards face closure, but because it is essential so that we can continue to act when we require ships to be built for the Royal Navy. The first batch of the cutting-edge Type 26 frigates that are being built under the £3.7 billion contract with BAE Systems are also being built on the Clyde.

The Minister mentions the River class batch 2, which was primarily designed to maintain production at Govan shipyard until the Type 26 was of sufficient maturity to begin construction. Does he accept that the only reason why Govan shipyard is open today is because a Royal Fleet Auxiliary order for the Wave Ruler was placed there in 1999 to keep the yard open until the Type 45 build could start? The only reason why that yard exists today is because the Government placed that Royal Fleet Auxiliary order with Govan, and that is exactly what we are arguing for today: to maintain these builds in the UK to maintain industrial capability.

The hon. Gentleman sort of makes my point. We need to make sure that we bear in mind not only prosperity and British capability, but value for money for the taxpayer.

The Type 26 will offer a leading anti-submarine warfare capability for its planned 25-year service life, providing critical protection to the continuous at-sea deterrent and maritime task groups. We are currently in dialogue with industry on the strategy’s flagship Type 31 frigate programme, which is worth £1.25 billion for five modern warships. They will be flexible and adaptable in design, as I said earlier, and part of a balanced Royal Navy fleet that will be deployed across operations in support of the UK’s maritime task group.

The shadow Secretary of State mentioned the launch of our fleet solid support ships programme, which is procuring vessels for the Royal Fleet Auxiliary through international competition. They will provide munitions, stores and provisions to support maritime and amphibious-based task groups at sea.

On exports, we are delighted that Australia is considering the Type 26 global combat ship and BAE as the preferred tenderer for its future frigate programme. The consequence of our creating something that other countries want is that further countries have been prompted to look carefully at the Type 26. That is exactly what is happening in our discussions with Canada. This is exactly where we want to go: we want to make sure that we have the capability to build something that we can export, not just something to keep shipyards open. That is critical. The UK’s long-term commitment to the Type 26, which is currently being constructed for the Royal Navy in Glasgow, was an important consideration for Australia in its decision-making process. The fact that we continue to invest in it showed our continued confidence in the Type 26, which we believe is the world’s most advanced, capable and globally deployable anti-submarine warfare frigate.

In conclusion—[Interruption.] I could go on, if Members would like. I hope that the House will join me in recognising the important role that the defence industry plays in helping us to meet our ambitions and commitments, ensuring that we continue to deliver cutting-edge, battle-winning capability for our armed forces for years to come.

It is said that the definition of insanity is doing the same thing multiple times but expecting different results. I think that this may be the case given the absolute failure in Army recruitment, whereby Capita has not met the already woeful threshold of 82,000. What is the Minister doing to grip that issue before rewarding failure again with this fire service contract?

We are wandering into a very different subject, which is related to this matter only because of the company involved. The challenge that we have with recruitment is that the gene pool of people from which we are recruiting is of a particular age group and a particular level of fitness. In this day and age, that is a very competitive environment; it is not just Capita that is going out and doing recruitment. Capita works very closely with all three services. But, yes, it is a tough environment—I do not doubt that—and we need to do more to attract the brightest and best to be in the most professional armed force in the world.

Mr Speaker, I join you and the Secretary of State in congratulating Prince Harry and Meghan on the announcement of their engagement. I had the privilege of working with Prince Harry in Toronto this year. The Invictus games are absolutely his project. They started in London and continue next year in Sydney. They give those who perhaps have given up on life a new chapter through sport. Prince Harry is to be hugely commended for the work he does, along with the rest of the royal family, in supporting our brave armed forces personnel and their families.

T5. The Secretary of State might be aware that in 2009 the terms of business agreement signed between the MOD and BAE Systems secured the future of complex naval shipbuilding in this country by ensuring a commitment to invest to create a shipbuilding infrastructure in the top quarter of all shipbuilding capabilities world wide. In the recently published national shipbuilding strategy, that commitment is no longer given. Will he confirm that the commitment in the terms of business agreement to creating a world-class shipbuilding industry remains?

Yes, I absolutely agree. Engineering and air crews in particular have urgent issues of undermanning in the service.

It is alarming that the entire Regular Army can be comfortably seated in Wembley stadium now that its numbers have fallen below 82,000 and it is 6% undermanned. In contrast, the Regular Army numbered 103,000 when I joined in 2006 and it could not fit into Wembley stadium.

The defence budget has fallen from 2.5% of GDP to under 2% over the term of this Tory Government. There is a chaotic equipment programme. Whether it is Nimrod or the cats and traps on the carriers, fiasco after fiasco has bled resources out of the armed forces through a lack of efficient management of equipment programmes. It is shocking that armed forces pay should suffer as a result.

I just want to give the hon. Gentleman the opportunity to correct what he just said. It was the Labour Government who chose to abandon cats and traps, and who slowed down the building of the aircraft carrier, which cost over £1 billion on top of the original bill. That is what happened to the aircraft carrier under a Labour Government.[Official Report, 20 November 2017, Vol. 631, c. 3-4MC.]

I have to correct the Minister. That is factually incorrect. I worked at BAE Systems at the time. The project was commissioned as a result of the 2010 strategic defence and security review, and £1 billion was utterly wasted before the project was cancelled.

I will quickly draw my comments to a conclusion. The Armed Forces Pay Review Body has highlighted that the 2016-17 pay review was not an increase in real terms at all because of the impact of national insurance increases and the changes to housing cost allowances. From 2010 to present, it actually represents a 5.3% cut in real-terms pay for our armed forces. The reality is borne out by the evidence presented today, and it is comprehensive. We have seen a litany of failure, falling expenditure and stagnating incomes. That leads to a fall in morale. As a result, outflow has exceeded recruitment since 2011. Let us come together in this House today to recognise that there is a vicious cycle of downsizing. We must move towards a virtuous cycle of investment that will stop the continued degradation of our armed forces and ensure that the operational effectiveness of our armed forces is secure for the future in a very dangerous world.

Thank you, Mr Deputy Speaker. I have a huge amount of respect for the work that the hon. Gentleman did, and continues to do, in supporting our armed forces, but the numbers are clear. The growth of the deficit since 2000, moving forward, increased, increased and increased; and that is the black hole that I was actually referring to.

I think we have milked this subject enough for the moment, so I will move on. The hon. Member for Stoke-on-Trent North (Ruth Smeeth) spoke about the importance of the covenant. She is in her place. I thank her for the work that she does on this important matter and I would like to meet the Committee at the earliest opportunity.

My right hon. Friend the Member for Hemel Hempstead (Sir Mike Penning) spoke of the package of financial support, which is very important. I have touched on that. The hon. Member for St Helens North (Conor McGinn) said that the reserve numbers are increasing. My hon. Friend the Member for Aldershot (Leo Docherty) spoke with passion about his constituency. It was a pleasure to visit the event to commemorate the 35th anniversary of the Falklands campaign. The hon. Member for Clwyd South (Susan Elan Jones) spoke about the importance of the Royal British Legion. I am really pleased that the Office for National Statistics has agreed to include a tick—a requirement—for veterans and I am pleased that everyone has worked towards that.

My hon. Friend the Member for Cheltenham (Alex Chalk) spoke about the importance of the equipment that we have—£178 billion is being spent on that. He also said that the total cost of the promises that Labour has made so far under this Government is £500 billion. I do not know where that money will come from.

The hon. Member for Glasgow North East (Mr Sweeney) spoke about cats and traps. I want to make it clear that the electromagnetic aircraft launch system—EMALS—was being promoted. That simply had not matured in time. There was no way that we were going to buy F-35Cs for the aircraft carrier; they could not have been launched off it because there is no steam.
