Asked by: Sweeney, Paul (Scottish Labour - Glasgow) Wednesday 14th May 2025 Question To ask the Scottish Government whether it will ask Historic Environment Scotland to assess the Grangemouth refinery complex for any elements worthy of designation as listed buildings, including the nine natural draught (hyperbolic) cooling towers that are situated between the oil refinery and wider petrochemicals complex, in light of them being the last cooling towers standing in Scotland. Answered by Martin, Gillian - Cabinet Secretary for Climate Action and Energy Following the cessation of oil refining at Grangemouth, the Scottish Government is backing a proposal by Unite the Union for an asset review at Grangemouth. Understanding what existing assets could be repurposed is critical to securing the transition, therefore I have written to the UK Government expressing support and calling on them to do the same. My officials have initiated work on this however we will need the consent and support of Petroineos and the UK Government to achieve this, and would urge Paul Sweeney MSP to help with those calls to his colleagues in the UK Government. |

Thursday 25th September 2025 Members' Business — S6M-18709 Paul Sweeney: Norway Selects a Glasgow-built Type 26 as its Next Generation Frigate - Main Chamber Paul Sweeney (S6M-18709) That the Parliament welcomes the reported £10 billion deal for the UK to supply at least five Type 26 class frigates to Norway, which will be built by the Govan and Scotstoun shipyards on the River Clyde in Glasgow; notes with optimism the potential for the largest shipbuilding export deal in Scottish history to secure and create a significant number of highly skilled jobs in the shipbuilding industry and associated advanced manufacturing supply chain; understands that Scotland's shipyards now hold an orderbook for an expected 18 frigates and 13 Type 26 vessels for the Royal Navy and Royal Norwegian Navy, and five Type 31 vessels for the Royal Navy; further understands that that is the largest surface naval shipbuilding programme in Europe, and that it is rivalled only by those in the United States and China; recognises what it sees as the vital role of this industry to Scotland’s economy; notes calls for the Scottish and UK governments to work collaboratively to aim to ensure that Scotland's firms and workers are at the forefront of this project, and to maximise the economic benefit and long-term security for communities across Scotland, and further notes the calls on them to consider ways of building on this with a comprehensive national shipbuilding strategy for Scotland that will secure further naval and commercial shipbuilding contracts for the country's shipyards. The reason I asked that question is that the Welsh Government is on its way to reforming the bus industry in Wales through the bus services Bill. That was initially discussed before COVID, and, obviously, COVID, for many reasons, as you've described already, has delayed some of that, but we're still waiting to go. I'm aware similar things are happening—. I think Paul Sweeney MSP has been quite vocal on the bus services in Glasgow and how regulation of the industry could work there. So, it's good to get a sense of whether that preparatory work should be done alongside the bus Bill, or whether there are things that can be done in-between now and the bus Bill coming forward. Do you have a view on that? You might not. I can see Paul might want to come in, and then I'll bring Carole in. </p> |
