Commons ChamberI think there is a different set of questions in relation to online gambling as an entire concept and gambling on credit. As the hon. Gentleman has heard me say, there is more we can look at specifically in relation to gambling on credit. I think we have to accept that the industry, like all others, is changing. As we live more of our lives online, people wish to exercise their leisure activities more online. I do not think it would be right to suggest that we should prohibit people entirely from gambling online if that is what they wish to do. As has been observed, most gamblers are responsible and able to gamble in a way that does not put them in difficulty. However, for those who do not have that capacity and do get into difficulty, we need to offer help. That help needs to be funded by the industry. That is what is being proposed here. For the rest of the industry that is not prepared to make the same commitment, we need to take further action.
The gambling industry is one that disproportionately preys on communities with the least disposable income and least able to afford the social harms caused. Glasgow, which is home to 26% of Scotland’s most deprived communities, has the highest per capita density of betting shops of any part of the UK outside London. Indeed, there are 2,588 people per betting shop in Glasgow, compared to the richest council area in Scotland where there are 12,000 people per betting shop. There is a clear statistically significant correlation with the impact that is having on poorer communities. In Glasgow, the social harms of gambling addiction alone are estimated to be £35 million a year. That accounts for half the revenue proposed to be generated from the levy. It is certainly inadequate to deal with the extent of the social harm caused. What will the Secretary of State do to redress the £35 million loss and social harm to the city of Glasgow?
The Government need to do a number of things, and I indicated that there are actions we need to take in relation to the health service, but I believe that a substantial amount of the responsibility lies with the gambling industry itself. Again, I stress that this is a very considerable increase in the funding that is being offered. The £100 million is what is specified over those four years for treatment, but the general commitment is to 1% of gross gambling yield—exactly the same commitment that is asked for by those who argue for a mandatory levy. This is an acceptance by the industry that it bears a share of responsibility. I hope the hon. Gentleman will not get the sense from anything I have said that the Government intend to let up the pressure. We do not.

Commons ChamberI hope I have made it clear that I think the right thing to do is accept what the law requires as things stand but to work with the BBC to make sure that those in greatest need are properly looked after, and that is exactly what we intend to do.
The 1,440 of my constituents who are affected are not going to be impressed by the Government’s shamefaced turnaround on this issue after having committing to upholding the free licence fee. The Secretary of State might say that the Government are not responsible for this, but they are responsible for the increase in pensioner poverty, loneliness and isolation that will ensue, so what are the Government going to do to mitigate those inevitable impacts and guarantee that those detriments are reversed?

I thank the hon. Gentleman for quite rightly raising the role of Ofcom. I have regular meetings with the chief executive of Ofcom, and I will certainly raise the matter the hon. Gentleman has raised with me at my next meeting with her.
I am afraid the Minister’s response to my hon. Friend the Member for Lancaster and Fleetwood (Cat Smith) was less than convincing. The reality is that WhatsApp is a critical app that is used in everyday life by millions of people across the UK. It is therefore of national importance that its resilience is protected, and the state has an interest in making sure that that happens. Why is the Minister not compelling WhatsApp to ensure that all users in the United Kingdom are alerted to the potential data breach and are obliged to upgrade the software accordingly?
I think that that is precisely the content of the discussion my right hon. Friend the Secretary of State has had with Facebook just this morning. I agree with the hon. Gentleman: WhatsApp and any other platform where there has been a serious breach of this kind should take responsibility for informing its entire user base immediately. I completely concur with that.

Commons ChamberIt is an honour to follow my hon. Friend the Member for Washington and Sunderland West (Mrs Hodgson)—and hello to her mum.
Older people across my constituency will be watching this important debate closely. Recent election results have shown that public trust in politicians has fallen to historic lows. I am surprised that the Government have decided to further erode the public trust by breaking their promise on free TV licences for the over-75s. As we have already heard, there was a clear commitment in the 2017 Conservative party manifesto that free licences would be protected until the end of this Parliament, which is currently scheduled for 2022. That promise to our pensioners is now in tatters. The Government have chosen to outsource responsibility and the financial burden of free licences to the BBC—“Let’s blame the BBC.” The BBC cannot cope with the costs and has been going through a consultation process on the future of free licences, and they now look set to be curtailed or completely scrapped by 2020.
The options in the BBC consultation will have a negative impact on households throughout my constituency. Locally, some 2,000 households will lose their free licences if the qualifying age is raised to 80; some 3,000 will lose their free licences if a mean test based on pension credit is introduced; and nearly 5,000 will lose out if free licences are ended entirely. My constituents will be paying the price of the Government’s cynical decision to make a promise that they had no intention of keeping.
The previous Labour Government had many great achievements, including the introduction of free TV licences for the over-75s in 2000. I am proud of that achievement, which is why I join my colleagues on the Opposition Benches to call for more action from the Government. There are currently more than 440,000 over-75s in Scotland, with a projected 49% increase in this age group by 2041. [Interruption.] I am glad the Minister has come over to our Benches after what I just said. Age Scotland has found that four in 10 Scots aged over 50 currently feel financially squeezed. Six in 10 pensioners who live alone are struggling to pay their fuel bills. The Government’s failure to protect free licences will undoubtedly push more older people into financial hardship and fuel the growth of pensioner poverty throughout Scotland.
My hon. Friend is making a powerful speech, and it is telling that there is no one really on the Government Benches to listen to it. That tells us about their shamefacedness in neglecting this debate and the important points raised. Not only are we facing pensioner poverty, which will only be increased by changes to the concession, but pensioners face significant social exclusion, especially in my constituency. For many, the only way they connect to the world is through television. Surely taking away the concession and putting the financial burden on pensioners will further alienate our pensioner population.
I agree with my hon. Friend. The Government’s failure to keep their promise will also lead to greater loneliness among Scottish pensioners. Age Scotland has highlighted the fact that 100,000 older people feel lonely all or most of the time, with half of over-75s saying that their main form of company is the TV or a pet. I recently visited my dad. I asked him whether I could switch his telly over to another channel, and he said that he only puts the telly on to hear voices. He is 80 years old. Dad, I will make more visits.
Let us not forget that more than half of over-75s do not use the internet and greatly rely on television for news. The Government will therefore be forcing older people throughout Scotland into digital exclusion. We should not be surprised by yet another broken promise from this Government to the elderly. We need only look at the way that the WASPI women have been treated—I will continue to support their campaign for justice. The Government continue to pursue pension credit changes, which will hit the finances of mixed-age couples across Scotland. I call on the Government to learn from their past failures and to take immediate steps to protect free TV licences for the over 75s, or pensioners will rightly conclude that this is a Government that fails to look after their interests and their welfare and they will let you know how they think at the ballot box.
I have spoken to retired members from the Communications Workers Union and Unison. They have worked hard all their life and have earned the right to enjoy their retirement, which for them includes a free TV licence.
We also know what actually happened in relation to the free television licence concession. Basically, as I will say later in my remarks, the BBC hierarchy were taken into a darkened room, rubber hoses were taken out by the Chancellor of the Exchequer, a punishment beating was administered, and they came out making the hostage statement that had been prepared for them, which was that they were delighted with the outcome of these negotiations. I note that the right hon. Gentleman laughs at that, so perhaps my description is not as far-fetched as it might sound.
My hon. Friend the Member for St Helens South and Whiston (Ms Rimmer) pointed out that she could make the shortest speech on parliamentary record if the Government would simply honour their manifesto. We could have done without having this debate today. We would not have needed to be here at all if the Government had actually made real the words of their 2017 manifesto. Instead, as she said, they have used this smoke and mirrors approach to avoid their real responsibilities.
The hon. Member for North Devon (Peter Heaton-Jones), who is unfortunately not in his place at the moment, worked for the BBC for many years and often participates in our discussions about the BBC. He said that the 2015 deal with the BBC represented, from the BBC’s point of view,
“all their Christmases come at once”.
Well, I do not think that it was actually the intention of the former Secretary of State that the BBC should walk away from that negotiation thinking that all its Christmases had come at once; in conjunction with the former Chancellor, it was quite the opposite. Whatever the rights and wrongs of the deal on the funding for the future of the BBC, it was wrong in principle to pass on responsibility for this social policy to the unelected, unaccountable and undemocratic BBC.
My hon. Friend is making a very important point about this classic insidious strategy that involves attacking core public services—the strategy of defunding, claiming a service is dysfunctional and then using it as an excuse to privatise. We have seen that happen not just with the pensioner costs being borne by the BBC instead of the state, but also with the defunding of the overseas World Service by the Foreign Office, which resulted in major damage to Britain’s international profile.
My hon. Friend accurately describes what is often the modus operandi of this Conservative Government.
The hon. Member for North Devon also said that the BBC had agreed to continue the concession, but that is not true. In the end, the BBC was forced to agree to take on the concession, but with the right to change it. That is the essence of why we are here today—because the BBC is consulting on doing that, and that agreement was made with the Government.
My hon. Friend the Member for Lewisham East (Janet Daby) was one of many Members who pointed out that her mother watched the Parliament channel and was probably watching our proceedings today. I am sure that she would have enjoyed my hon. Friend’s excellent speech, in which she pointed out the importance of the free TV licence concession to older people.
The hon. Member for South Suffolk (James Cartlidge) said that he had not intended to make a speech and was only prompted to do so by his own intervention on the shadow Secretary of State, in which he asked him whether, in principle, a multimillionaire should receive a free TV licence. In response to that, I asked him during his speech whether a multimillionaire should receive free NHS treatment. It is true of any universal benefit that it is available to all; that is the underpinning principle of a universal benefit. The hon. Gentleman is perfectly entitled to make the argument that the TV licence should not be a universal benefit to over-75s. I disagree profoundly with that argument, but it is a perfectly respectable one and he is entitled to make it; but he is not entitled to palm that decision off on the BBC. That is the essence of the argument today. Just like the former Secretary of State, the hon. Gentleman said that he wants ultimately to abolish the licence fee. Well, if that is what he wants, I hope that he would agree that he should come here as he did today and argue for it, put it in his manifesto, put it to the people at an election and see whether they support his proposal.

We of course recognise that there is a material distinction between Huawei and other suppliers, and that is its potential interconnection with the Chinese state. It is therefore sensible for the UK to ensure that when we are dealing with particularly sensitive networks, Huawei is not involved. That process is well understood by both sides. Of course, the Chinese would apply a very similar principle to non-Chinese companies in China. But that is not what we are talking about in relation to the entire telecommunications network. The hon. Lady is entirely right that we must have the greatest possible security on our 5G systems, because as we do more and more with those systems, the consequences of someone being able to influence them at a fundamental level become more and more severe. That is exactly why the review is needed.
In the 1980s, Britain was a world leader in the development of fibre-optic broadband, but we have since lost that capability as a result of the privatisation and fragmentation of Britain Telecom and GEC-Marconi. We are now reliant on Ericsson, Nokia and Huawei, as the Minister has said. Is it not clear that, with the development of the internet of things, which has huge industrial potential, the opportunity now is for Britain to build a national champion in this space, perhaps working with Five Eyes partners and other close allies, that could deliver an internationally competitive capability in its own right?
I know that it is tempting for Opposition Members to blame everything on privatisation, but I do not think that is fair in this context. The point about a potential alternative contender, whether a national champion or something developed in concert with others, is something we should of course consider. However, as the hon. Gentleman will recognise, that will not happen overnight, even if we and others are determined to achieve it. The more pressing problem for us to address is this: if we need to get our 5G systems up and running —I suggest that we do, in order not to fall behind in all these important economic areas—we need a system in place that enables us to develop those networks with the existing technology coming from existing suppliers. I repeat that we have a very limited choice available to us. The purpose of the review is to find a way to navigate that marketplace without sacrificing our security.

She will see in the White Paper that we think the prohibition of material that promotes suicide is exactly something that the online platforms should concern themselves with. They need to think why it is that in some cases when people enter certain search terms what comes up is material promoting suicide, rather than advice and guidance on what could be done to help. That is exactly the kind of action we will expect online companies to take. If they do not, it will be hard for them to persuade the regulator that they are doing all they reasonably can to keep their users safe.
My hon. Friend the Member for Rhondda (Chris Bryant) made a very important point about the damaging effect anonymity and pseudonyms can have on social media platforms, particularly social media monopolies such as Twitter and Facebook. However, the Secretary of State was quite vague in his response and seemed to hope more than expect that their policies might change. What consultations has he had with the police on how policies and enforcement need to change to tackle the damage caused by anonymous trolls effectively and efficiently?
There is no vagueness here. We know what we are dealing with, and both the hon. Gentleman and the hon. Member for Rhondda (Chris Bryant) have identified the issue. It is not a lack of powers; it is how quickly those powers can be used. I can assure him that the Government are already in conversation with the law enforcement authorities and the online platforms about how that can be done more quickly.

As the hon. Gentleman knows, SIs are laid before the debate so that Members of the House can consider them. In this instance, he has had a fairly substantial sneak preview because much of what I have said will be the content of that statutory instrument, but he will certainly be able to see it before the debate occurs. I hope that that will give him the opportunity to see that it is sensibly based and demands his support.
Is it not the case that this Government are, yet again, trying to hold Parliament to ransom by threatening a no deal when it is in their gift to rule it out immediately, and they should do that, as it would be an act of criminal negligence on their part to proceed with a no-deal situation? That is the reality that we are facing. No one in this country—or certainly a majority in this country did not vote to roll back the European Union’s progress on abolishing roaming charges. This Government should immediately look to compromise with Parliament to reach an agreement that is practical, instead of prioritising the integrity of the Tory party over the national interest. Is that not exactly what this Government are doing?

The hon. Gentleman is making a powerful case. He referred to rail seating at Celtic Park, which has been in operation since July 2016. Does he agree that, since its installation, there have been no safety concerns whatever and it has been highly successful for the club and its fans?

Commons ChamberThe first thing we have done is fought off attempts to put more costs on to local newspapers, and now we have the Cairncross review, which I hope my hon. Friend will engage with, which is looking at how we can make them sustainable for the long term.
Two fires in the last three months have destroyed three listed buildings in Glasgow, and over 100 listed buildings in Glasgow are at risk, so will the Minister engage with the Treasury and ensure they restore VAT relief on the renovations of listed buildings in this country?
Of course tax is a matter for the Treasury, but we are always looking at ways to protect and conserve our historic and heritage buildings; they are crucially important to all of us and we will always look to do that.

Commons ChamberThe Government believe that all-seater stadiums are currently the best means of ensuring the safety and security of fans at designated football matches in England and Wales, but we continue to work with the Sports Grounds Safety Authority to consider advances in technology and data that may enhance the existing policy.
I regularly meet the SGSA to discuss all matters of safety and I continue to listen to its advice. We are looking at ways in which we can consider advances in technology that do not require legislative change to see how we can deliver that. Having worked for one of the hon. Gentleman’s predecessors, albeit a long time ago, I know that many of his constituents are Boro fans and of course Stockton Town fans. Not only do I wish Boro well in the playoffs this weekend, but I wish to thank the Middlesbrough Supporters Forum for its positive engagement in this debate.
Celtic Park is one of the largest football stadiums in the UK and lies a mere stone’s throw from my constituency. It is the only stadium in the UK currently to be piloting a safe rail seating area, with 3,000 places available for safe standing for the past two years. Will the Minister therefore consider visiting Celtic Park to assess the merits of that scheme, which has been a great success for the past two years, and look at how it could benefit other stadiums in the UK?
I had the good fortune of bumping into a senior member of Celtic in Parliament earlier this week and we had a brief discussion on Celtic. Both my officials and those from the SGSA have already visited the rail seating area at Celtic to see it in operation. It has not been without its problems and has been closed twice already during the last season because of fan behaviour, but we continue to look at the development of rail seating at Celtic.
